The United States has managed and analyzed its marine fisheries since 1871, and since 1970 via NOAA’s National Marine Fisheries Service (NMFS). As the primary directive moved from aiding fishermen in expanding their operations emphasizing conservation, the government over time recognized that management involves influencing people not fish, and has hired social scientists to complement the biologists who assess fish populations. This change has not always been smooth. We use archival documents and oral histories to trace the development of sociocultural analytic capabilities within NMFS and describe future plans for growing the program. Four points are made. First, NMFS has created the best developed social science program in NOAA. Second, established institutions change slowly; achieving the social science presence in NMFS has taken over 25 years. Third, change needs visionaries and champions with both tenacity and opportunity. Fourth, social science data collection and research helps in making fishery management decisions, but they have also been useful in evaluating the impact and helping with the recovery from Hurricane Katrina. Good work finds other uses.

Recreational creel survey data from 28,923 intercepts collected from Biscayne National Park, Florida and surrounding waters were analyzed for January 1976 through July 1991, prior to disruptions caused by Hurricane Andrew in 1992. A total of 261,268 fish and shellfish representing 170 species or higher taxa were recorded. The average trip landed 9.03 fish and/or shellfish. Mean annual landings per angler were 4.77 fish/angler/trip (from 3.8 in 1991 to 5.83 in 1981) and dropped significantly for each of the 2 years following Florida's adoption of mutiple new minimum size limits in 1985 and 1990. The relative contribution to total numerical landings by recreational party type were: skilled anglers (34.0%), food (19.8%), family (14.5%), novice (11.5%), spearfishing (10.3%), lobstering (9.6%), and other (0.3%). FIve species or higher taxa accounted for more than 50% of total landings by number: white grunt, Haemulon plumieri, 15.8%; spiny lobster, Panulirus argus, (10.6%; gray snapper, Lutjanus griseus, 10.6%; unidentified grunts, Haemulon spp., 7.3%; and dolphin, Coryphaena hippurus, 6.6%. An average of 4.39 fish or shellfish were reported released per trip. Five taxa accounted for 67% of all releases. Lobster divers reported the highest average release rate (5.73 per trip) and spearfishing the lowest (0.70 per trip). The ratio of releases to landings was 0.49:1 for all taxa, but ranged from 0.03:1 for dolphin to 1.19:1 for unidentified grunts. Spearfishing accounted for 12.0% of the total fishing trips sampled but only 10.3% of the total number organisms landed and 7.6% of all organisms caught. Hogfish, Lachnolaimus maximus, accounted for 49% if total spearfishing landings (13,286 of 27,015) and 84.3% of total 15,762 hogfish landed.

This paper provides the first description of the mangrove cockle, Anadara spp., fisheries throughout their Latin American range along the Pacific coast from Mexico to Peru. Two species, A. tuberculosa and A. grandis, are found over the entire range, while A. similis occurs from El Salvador to Peru. Anadara tuberculosa is by far the most abundant, while A. grandis has declined in abundance during recent decades. Anadara tuberculosa and A. similis occur in level mud sediments in mangrove swamps, comprised mostly of Rhizophora mangle, which line the main-lands and islands of lagoons, whereas A. grandis inhabits intertidal mud flats along the edges of the same mangrove swamps. All harvested cockles are sexually mature. Gametogenesis of the three species occurs year round, and juvenile cockles grow rap-idly. Cockle densities at sizes at least 16–42 mm long ranged from 7 to 24/m2 in Mexico. Macrofaunal associates of cockles include crustaceans, gastropods, and finfishes. The mangrove swamps are in nearly pristine condition in every country except Honduras, Ecuador, and Peru, where shrimp farms constructed in the 1980’s and 1990’s have destroyed some mangrove zones. In addition, Hurricane Mitch destroyed some Honduran mangrove swamps in 1998. About 15,000 fishermen, including men, women, and children, harvest the cockles. Ecuador has the largest tabulated number of fishermen, 5,055, while Peru has the fewest, 75. Colombia has a large number, perhaps exceeding that in Ecuador, but a detailed census of them has never been made. The fishermen are poor and live a meager existence; they do not earn sufficient money to purchase adequate food to allow their full health and growth potential. They travel almost daily from their villages to the harvesting areas in wooden canoes and fiberglass boats at low tide when they can walk into the mangrove swamps to harvest cockles for about 4 h. Harvest rates, which vary among countries owing to differences in cockle abundances, range from about 50 cockles/fisherman/day in El Salvador and Honduras to 500–1,000/ fisherman/day in Mexico. The fishermen return to their villages and sell the cockles to dealers, who sell them mainly whole to market outlets within their countries, but there is some exporting to adjacent countries. An important food in most countries, the cockles are eaten in seviche, raw on the half-shell, and cooked with rice. The cockles are under heavy harvesting pressure, except in Mexico, but stocks are not yet being depleted because they are harvested at sizes which have already spawned. Also some spawning stocks lie within dense mangrove stands which the fishermen cannot reach. Consumers fortunately desire the largest cockles, spurning the smallest. Cockles are important to the people, and efforts to reduce the harvests to prevent overfishing would lead to severe economic suffering in the fishing communities. Pro-grams to conserve and improve cockle habitats may be the most judicious actions to take. Preserving the mangrove swamps intact, increasing their sizes where possible, and controlling cockle predators would lead to an increase in cockle abundance and harvests. Fishes that prey on juvenile cockles might be seined along the edges of swamps before the tide rises and they swim into the swamps to feed. Transplanting mangrove seedlings to suitable areas might increase the size of those habitats. The numbers of fishermen may increase in the future, because most adults now have several children. If new fishermen are tempted to harvest small, immature cockles and stocks are not increased, minimum size rules for harvestable cockles could be implemented and enforced to ensure adequate spawning.

Domestic fisheries in American Samoa landed 587,000 lb of fish and invertebrates in 1991 worth $993,000. Most of the catch (78%) and value (80%) was taken by the shoreline subsistence fishery that occurs on the coral reefs surrounding the islands. Artisanal fisheries for offshore pelagic fishes (primarily skipjack tuna, Katsuwonus pelamis; and yellowfin tuna, Thunnus albacares) and bottomfishes (snappers, emperors, groupers) accounted for 16% and 3%, respectively, of the domestic catch. Recreational tournament catches for pelagic fishes represented the remainder (3%). While sportfishing is becoming increasingly important, other domestic fisheries have declined in recent years. The shoreline subsistence fishery has dropped by about 25% over the past decade owing to socioeconomic factors and possibly overexploitation. Artisanal fisheries have also declined precipitously in recent years owing to hurricane-related damages, attrition of fishermen, and competition with imports. Artisanal fisheries show some potential for growth, but may be constrained by marketing issues, vessel capabilities, and limited stock sizes (for bottomfish) or local availability of high-value (pelagic) fishes. In contrast to the small-scale domestic fisheries, American Samoa is also homeport to a distant-water fleet of large purse seiners and longliners that fish beyond the EEZ and deliver about 160,000-220,000 short tons of tuna per year to local canneries.

O estilo de época Sturm und Drang, o primeiro movimento literário genuinamente alemão, surgido na segunda metade do século XVIII, possibilitou a emancipação literária da Alemanha e introduziu naquele país o conceito de gênio original. A partir da descoberta da obra do gênio inglês Shakespeare (possibilitada pelas traduções de Christoph Martin Wieland), os alemães se depararam com o modelo de revolução literária que necessitavam para instituir as bases da originalidade literária alemã. Pautando-se na estrutura dramática shakespeariana, Johann Wolfgang von Goethe e Friedrich Schiller elaboraram seus dramas de estreia, obras foco da presente pesquisa: Götz von Berlichingen e Os bandoleiros, respectivamente. O presente estudo propõe-se, por conseguinte, a analisar as obras supracitadas à luz da temática do gênio original. Mas, primeiramente, são observados os fatores (como a ascenção do romance inglês) e escritores (como Gothold Ephraim Lessing, Johann Jakob Bodmer, Johann Jakob Breitinger, Friedrich Gottlieb Klopstock, Johann Joachim Winckelmann, Wieland e Johann Gottfried von Herder) que colaboraram para a instituição da era genial na Alemanha

This report is a result of long-term fish monitoring studies supported by the National Park Service (NPS) at the Virgin Islands National Park since 1988 and is now a joint NPS and NOAA collaboration. Reef fish monitoring data collected from 1988 to 2006 within Virgin Islands National Park (VINP) and adjacent reefs around St. John, U.S. Virgin Islands (USVI) were analyzed to provide information on the status of reef fishes during the monitoring period. Monitoring projects were initiated by the National Park Service (NPS) in the 1980s to provide useful data for evaluation of resources and for development of a long-term monitoring program. Monthly monitoring was conducted at two reef sites (Yawzi Point and Cocoloba Cay) starting in November 1988 for 2.5 years to document the monthly/seasonal variability in reef fish assemblages. Hurricane Hugo (a powerful Category 4 storm) struck the USVI in September 1989 resulting in considerable damage to the reefs around St. John. Abundance of fishes was lower at both sites following the storm, however, a greater effect was observed at Yawzi Point, which experienced a more direct impact from the hurricane. The storm affected species differently, with some showing only small, short-term declines in abundance, and others, such as the numerically abundant blue chromis (Chromis cyanea), a planktivorous damselfish, exhibiting a larger and longer recovery period. This report provides: 1) an evaluation of sampling methods, sample size, and methods used during the sampling period, 2) an evaluation of the spatial and temporal variability in reef fish assemblages at selected reef sites inside and outside of VINP, and 3) an evaluation of trends over 17 years of monitoring at the four reference sites. Comparisons of methods were conducted to standardize assessments among years. Several methods were used to evaluate sample size requirements for reef fish monitoring and the results provided a statistically robust justification for sample allocation.

Plate anchors are increasingly being used to moor large floating offshore structures in deep and ultradeep water. These facilities impart substantial vertical uplift loading to plate anchors. However, extreme operating conditions such as hurricane loading often result in partial system failures, with significant change in the orientation of the remaining intact mooring lines. The purpose of this study is to investigate the undrained pure translational (parallel to plate) and torsional bearing capacity of anchor plates idealized as square and rectangular shaped plates. Moreover, the interaction response of plate anchors under combined translational and torsional loading is studied using a modified plastic limit analysis (PLA) approach. The previous PLA formulation which did not account for shear-normal force interaction on the vertical end faces of the plate provides an exact solution to the idealized problem of an infinitely thin plate but only an approximate solution to the problem of a plate of finite thickness. This is also confirmed by the three-dimensional finite element (FE) results, since the PLA values exceed FE results as the thickness of the plate increases. By incorporating the shear-normal interaction relationship in the modified solution, the torsional bearing capacity factors, as well as the plate interaction responses are enhanced as they show satisfactory agreement with the FE results. The interaction relationship is then obtained for square and rectangular plates of different aspect ratios and thicknesses. The new interaction relationships could also be used as an associated plastic failure locus for combined shear and torsional loading to predict plastic displacements and rotations in translational and torsional loading modes as well. Carbon ion radiotherapy/Fractionated irradiation/R-BE/Premature terminal differentiation. To investigate the influence of fractionation on cell survival and radiation induced premature differentiation as markers for early and late effects after X-rays and carbon irradiation. Normal human fibroblasts NHDF, AG1522B and WI-38 were irradiated With 250 kV X-rays, or 266 MeV/u, 195 MeV/u and I I MeV/u carbon ions. Cytotoxicity was measured by a clonogenic survival assay or by determination of the differentiation pattern. Experiments with high-energy carbon ions show that fractionation induced repair effects are similar to photon irradiation. The RBE10 values for clonogenic survival are 1.3 and 1.6 for irradiation in one or two fractions for NHDF cells and around 1.2 for AG1522B cells regardless of the fractionation scheme. The RBE for a doubling of post mitotic fibroblasts (PMF) in the population is I for both single and two fractionated irradiation of NHDF cells. Using I I MeV/u carbon ions, no repair effect can be seen in WI-38 cells. The RBE10 for clonogenic survival is 3.2 for single irradiation and 4.9 for two fractionated irradiations. The RBE for a doubling of PMF is 3.1 and 5.0 for single and two fractionated irradiations, respectively. For both cell lines the effects of high-energy carbon ions representing the irradiation of the skin and the normal tissue in the entrance channel are similar to the effects of X-rays. The fractionation effects are maintained. For the lower energy, which is representative for the irradiation of the tumor region. RBE is enhanced for clonogenic survival as well as for premature terminal differentiation. Fractionation effects are not detectable. Consequently, the therapeutic ratio is significantly enhanced by fractionated irradiation with carbon ions.

The vertical growth of shoots of the seagrass Thalassia testudinum Banks ex Konig in four meadows, along a range of exposure to waves, in the Mexican Caribbean was examined to elucidate its magnitude and its relationship to sediment dynamics. Average internodal length varied between 0.17 and 12.75 mm, and was greatest in the meadow which experienced the greatest burial by sand waves moved by Hurricane Gilbert (September 1988). Internodal length showed annual cycles, confirmed by the flower scars always preceding or coinciding with the annual minimum internodal length. These annual cycles on the shoot allowed estimation of annual leaf production, which varied, on average, between 14.2 and 19.3 leaves per shoot year-1. High vertical shoot growth was associated with long internodes and high leaf production rate, which increased with increasing vertical shoot growth to a maximum of approximately 25 leaves per shoot year-1, with vertical growth of about 30 mm year-1 or more. Average internodal length showed substantial interannual differences from perturbations derived from the passage of Hurricane Gilbert. The growth response of the plants surviving moderate burial and erosion after the hurricane involved enhanced vertical growth and increased leaf production, and reduced vertical growth, respectively, after 1988. The variability in shoot vertical growth of T testudinum can be separated into seasonal changes in plant growth, and long-term variability associated with episodic perturbations involving sediment redistribution by hurricanes.

The response of the South China Sea (SCS) to Typhoon Imbudo was examined using POM model. The results indicated that SST decreased by 2-6 degrees C with a rightward-biased response as Typhoon Imbudo passed across the SCS. Due to a strong mixing process, the mixed layer (ML) depth deepened as much as 10-60 m and ML heat budget lost 824.78 W/m(2), which was OF dominated by the vertical mixing. By the response of upper ML heat transport, the temperature below the ML increased and oscillated near the inertial period. Furthermore, strong inertial currents were generated by the storm with the max currents up to 1.4 m/s in the upper ML.

Recent investigations show that normalized radar cross sections for C-band microwave sensors decrease under high wind conditions with certain incident angles instead of increase, as is the case for low to moderate wind speeds. This creates the problem of ambiguities in high wind speed retrievals from synthetic aperture radar (SAR). In the present work, four geophysical model functions (GMFs) are studied, namely the high wind C-band model 4 (CMOD4HW), C-band model 5 (CMOD5), the high wind vertical polarized GMF (HWGMF_VV), and the high wind horizontal polarized GMF (HWGMF_HH). Our focus is on model behaviours relative to wind speed ambiguities. We show that, except for CMOD4HW, the other GMFs exhibit the wind speed ambiguity problem. To consider this problem in high wind speed retrievals from SAR, we focus on hurricanes and propose a method to remove the speed ambiguity using the dominant hurricane wind structure.

La información se ha convertido en un recurso imprescindible para el proceso de toma de decisiones en las empresas, y elemento fundamental en el proceso de Inteligencia Competitiva. La globalización económica y la libre circulación de mercancías, bien sea dentro de estructuras supranacionales o derivados de la firma de Tratados internacionales, han aumentado el número de competidores presentes en los mercados, pero también las oportunidades para acceder a otros mercados internacionales. Este trabajo describe los recursos de información más importantes que puede necesitar una empresa en su acceso a los mercados internacionales, y que proceden tanto de organismos públicos como privados.
