In the area of this investigation a partial inventory was made of the estimated 2,000 existing wells to obtain information on location, depth, and yield of representative wells. Also, data were obtained on the quality of water from the various aquifers, and on the fluctuation of water levels in certain wells in the Floridan aquifer. The hydraulic characteristics of the Floridan aquifer at several sites were determined by means of pumping tests. (PDF has 80 pages.)

This publication is a report of the proceedings of the ICSF Pondy Workshop, which focused on the FAOs Voluntary Guidelines for Securing Sustainable Small-scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). The workshop brought together 71 participants from 20 countries representing civil society organizations, governments, FAO, academia and fishworker organizations from both the marine and inland fisheries sectors. This report will be found useful for fishworker organizations, researchers, policymakers, members of civil society and anyone interested in small-scale fisheries, food security and poverty eradication.

Laying hens generally choose to aggregate, but the extent to which the environments in which we house them impact on social group dynamics is not known. In this paper the effect of pen environment on spatial clustering is considered. Twelve groups of four laying hens were studied under three environmental conditions: wire floor (W), shavings (Sh) and perches, peat, nestbox and shavings (PPN). Groups experienced each environment twice, for five weeks each time, in a systematic order that varied from group to group. Video recordings were made one day per week for 30 weeks. To determine level of clustering, we recorded positional data from a randomly selected 20-min excerpt per video (a total of 20 min x 360 videos analysed). On screen, pens were divided into six equal areas. In addition, PPN pens were divided into an additional four (sub) areas, to account for the use of perches (one area per half perch). Every 5 s, we recorded the location of each bird and calculated location use over time, feeding synchrony and cluster scores for each environment. Feeding synchrony and cluster scores were compared against unweighted and weighted (according to observed proportional location use) Poisson distributions to distinguish between resource and social attraction.

A rapidly increasing number of Web databases are now become accessible via<br/>their HTML form-based query interfaces. Query result pages are dynamically generated<br/>in response to user queries, which encode structured data and are displayed for human<br/>use. Query result pages usually contain other types of information in addition to query<br/>results, e.g., advertisements, navigation bar etc. The problem of extracting structured data<br/>from query result pages is critical for web data integration applications, such as comparison<br/>shopping, meta-search engines etc, and has been intensively studied. A number of approaches<br/>have been proposed. As the structures of Web pages become more and more complex, the<br/>existing approaches start to fail, and most of them do not remove irrelevant contents which<br/>may aect the accuracy of data record extraction. We propose an automated approach for<br/>Web data extraction. First, it makes use of visual features and query terms to identify data<br/>sections and extracts data records in these sections. We also represent several content and<br/>visual features of visual blocks in a data section, and use them to lter out noisy blocks.<br/>Second, it measures similarity between data items in dierent data records based on their<br/>visual and content features, and aligns them into dierent groups so that the data in the<br/>same group have the same semantics. The results of our experiments with a large set of<br/>Web query result pages in dierent domains show that our proposed approaches are highly<br/>eective.

The article discusses the present status of weblogs and examines whether legal standards applicable to traditional press and media should be applied to that specific forum. The analysis is based on two key documents: the Draft Report on the concentration and pluralism in the media in European Union (2007/2253(INI)) of the European Parliament Committee on Culture and Education presented in March 2008 and a landmark decision of the Polish Supreme Court from July 26, 2007 (IV KK 174/07) in the light of present judicial tendency in other European countries.The first of the mentioned documents calls for the clarification of the legal status of different categories of weblog authors and publishers as well as disclosure of interests and voluntary labelling of weblogs. It emphasizes that the undetermined and unindicated status of authors and publishers of weblogs causes uncertainties regarding impartiality, reliability, source protection, applicability of ethical codes and the assignment of liability in the event of lawsuits. The position of the European Parliament, expressed in the document, raises serious questions on the limits of freedom of thought and speech on the Internet and on the degree of acceptable state control. A recent Polish Supreme Court decision, which caused quite a stir in the Polish Internet community, seems to head in the very direction recommended by the EP Culture Committee. In a case of two editors of a web journal (czasopismo internetowe) called Szyciepoprzemysku, available on-line, accused of publishing a journal without the proper registration, the Polish Supreme Court stated that journals and periodicals do not lose the character of a press release due solely to the fact that they appear in the form of an Internet transmission, and that the publishing of press in an electronic form, available on the Internet, requires registration. The decision was most surprising, as prior lower courts decisions declined the possibility to register Internet periodicals.The accused were acquitted in the name of the constitutional principle of the rule of law (art. 7 of the Polish Constitution) and the ensuing obligation to protect the trust of a citizen to the state (a conviction in this case would break the collateral estoppel rule), however the decision quickly awoke media frenzy and raised the fear of a need to register all websites that were regularly updated. The spokesman of the Polish Supreme Court later explained that the sentence of the Court was not intended to cause a mass registration of all Internet periodicals and that neither weblogs nor Internet sites, that were regularly updated, needed registration. Such an interpretation of the Polish press law did not appear clear based only on the original text of the judgment and the decision as such still raises serious practical questions.The article aims to examine the status of Internet logs as press and seeks the compromise between the concerns expressed by European authorities and the freedom of thought and speech exercised on the Internet.

The Upper Blue Nile River Basin (UBNRB) located in the western part of Ethiopia, between 7 45 and 12 45N and 34 05 and 39 45E has a total area of 174962 km2 . More than 80% of the population in the basin is engaged in agricultural activities. Because of the particularly dry climate in the basin, likewise to most other regions of Ethiopia, the agricultural productivity depends to a very large extent on the occurrence of the seasonal rains. This situation makes agriculture highly vulnerable to the impact of potential climate hazards which are about to inflict Africa as a whole and Ethiopia in particular. To analyze these possible impacts of future climate change on the water resources in the UBNRB, in the first part of the thesis climate projection for precipitation, minimum and maximum temperatures in the basin, using downscaled predictors from three GCMs (ECHAM5, GFDL21 and CSIRO-MK3) under SRES scenarios A1B and A2 have been carried out. The two statistical downscaling models used are SDSM and LARS-WG, whereby SDSM is used to downscale ECHAM5-predictors alone and LARS-WG is applied in both mono-model mode with predictors from ECHAM5 and in multi-model mode with combined predictors from ECHAM5, GFDL21 and CSIRO-MK3. For the calibration/validation of the downscaled models, observed as well as NCEP climate data in the 1970 - 2000 reference period is used. The future projections are made for two time periods; 2046-2065 (2050s) and 2081-2100 (2090s). For the 2050s future time period the downscaled climate predictions indicate rise of 0.6C to 2.7C for the seasonal maximum temperatures Tmax, and of 0.5C to 2.44C for the minimum temperatures Tmin. Similarly, during the 2090s the seasonal Tmax increases by 0.9C to 4.63C and Tmin by 1C to 4.6C, whereby these increases are generally higher for the A2 than for the A1B scenario. For most sub-basins of the UBNRB, the predicted changes of Tmin are larger than those of Tmax. Meanwhile, for the precipitation, both downscaling tools predict large changes which, depending on the GCM employed, are such that the spring and summer seasons will be experiencing decreases between -36% to 1% and the autumn and winter seasons an increase of -8% to 126% for the two future time periods, regardless of the SRES scenario used. In the second part of the thesis the semi-distributed, physically based hydrologic model, SWAT (Soil Water Assessment Tool), is used to evaluate the impacts of the above-predicted future climate change on the hydrology and water resources of the UBNRB. Hereby the downscaled future predictors are used as input in the SWAT model to predict streamflow of the Upper Blue Nile as well as other relevant water resources parameter in the basin. Calibration and validation of the streamflow model is done again on 1970-2000 measured discharge at the outlet gage station Eldiem, whereby the most sensitive out the numerous tuneable calibration parameters in SWAT have been selected by means of a sophisticated sensitivity analysis. Consequently, a good calibration/validation model performance with a high NSE-coefficient of 0.89 is obtained. The results of the future simulations of streamflow in the basin, using both SDSM- and LARS-WG downscaled output in SWAT reveal a decline of -10% to -61% of the future Blue Nile streamflow, And, expectedly, these obviously adverse effects on the future UBNRB-water availibiliy are more exacerbated for the 2090s than for the 2050s, regardless of the SRES.
