Without knowledge of basic seafloor characteristics, the ability to address any number of critical marine and/or coastal management issues is diminished. For example, management and conservation of essential fish habitat (EFH), a requirement mandated by federally guided fishery management plans (FMPs), requires among other things a description of habitats for federally managed species. Although the list of attributes important to habitat are numerous, the ability to efficiently and effectively describe many, and especially at the scales required, does not exist with the tools currently available. However, several characteristics of seafloor morphology are readily obtainable at multiple scales and can serve as useful descriptors of habitat. Recent advancements in acoustic technology, such as multibeam echosounding (MBES), can provide remote indication of surficial sediment properties such as texture, hardness, or roughness, and further permit highly detailed renderings of seafloor morphology. With acoustic-based surveys providing a relatively efficient method for data acquisition, there exists a need for efficient and reproducible automated segmentation routines to process the data. Using MBES data collected by the Olympic Coast National Marine Sanctuary (OCNMS), and through a contracted seafloor survey, we expanded on the techniques of Cutter et al. (2003) to describe an objective repeatable process that uses parameterized local Fourier histogram (LFH) texture features to automate segmentation of surficial sediments from acoustic imagery using a maximum likelihood decision rule. Sonar signatures and classification performance were evaluated using video imagery obtained from a towed camera sled. Segmented raster images were converted to polygon features and attributed using a hierarchical deep-water marine benthic classification scheme (Greene et al. 1999) for use in a geographical information system (GIS). Information on geographical variation is reviewed for Stenella attenuata, S. longirostris, S. coeruleoalba, and Delphinus delphis in the eastern tropical Pacific, and boundaries for potential management units are proposed. National Marine Fisheries Service and Inter-American Tropical Tuna Commission sighting records made from 1979 to 1983 which were outside boundaries used in a 1979 assessment were examined for validity. Tagging returns and morphological data were also analyzed. Several stock ranges are expanded or combined. Three management units are proposed for S. attenuata: the coastal, northern offshore, and southern offshore spoiled dolphins. Four management units are proposed for S. longirostris: the Costa Rican, eastern, northern whitebelly, and southern whitebelly spinner dolphins. Two provisional management units are proposed for S. coeruleoalba: the northern and southern striped dolphins. Five management units (two of which are provisional) are proposed for D. delphis: the Baja neritic, northern, central, southern, and Guerrero common dolphins. Division into management units was based on morphological stock differences and distributional breaks. (PDF file contains 34 pages.)

ENGLISH: The Inter-American Tropical Tuna Commission is engaged in scientific studies of the tuna resources of the Eastern Tropical Pacific Ocean. One of the most important aspects of these investigations is the evaluation of the effects of fishing upon the populations of yellowfin tuna (Neothunnus macropterus) and skipjack (Katsuwonus pelamis) of this region, based upon the analysis of quantitative records of fishing effort and catch. The systematic collection and compilation of statistical information on the operations and production of the tuna fishing Beet have, therefore, been essential parts of the research program since its inception in 1951. SPANISH: La Comisión Interamericana del Atún Tropical está dedicada al estudio cientifico de los recursos de atún del Océano Pacifico Oriental Tropical. Uno de los aspectos más importantes de las investigaciones es la evaluación de los efectos de la pesca sobre las poblaciones de atún aleta amarilla (Neothunnus macropterus) y barrilete (Katsuwonus pelamis) de esta región, sobre la base del análisis de los registros cuantitativos del esfuerzo de pesca y captura respectiva. La recolección sistemática y la compilación de informaciones estadisticas sobre las operaciones y producción de la flota pesquera de atún han sido, consecuentemente, de esencial importancia dentro de nuestro programa de trabajo desde su comienzo en 1951. ENGLISH: In a previous Commission Bulletin, Shimada (1957) has described the geographical distribution of the yearly catches of yellowfin tuna (Neothunnus macropterus) and skipjack (Katsuwonus pelamis) from the Eastern Pacific Ocean for the period 1952 to 1955 inclusive, based on information obtained from logbook records of baitboats and purse-seiners. In view of the seasonal nature of the fishery in different areas, a summary of the catches by smaller time units may be of additional value. Accordingly, statistical data employed earlier by Shimada have been retabulated by quarters of the year and form the basis of the present report. SPANISH: En un Boletín anterior de la Comisión, Shimada (1957) hizo un estudio sobre la distribución geográfica de las pescas anuales de atún aleta amarilla (Neothunnus macropterus) y barrilete (Katsuwonus pelamis) del Océano Pacifico Oriental, en el perlado comprendido por los años 1952 a 1955 inclusive. Dicho estudio fué hecho sobre la base de la información obtenida en los registros de las bitácoras de los barcos carnaderos y rederos. Pero en vista de la naturaleza que imprimen las estaciones a la pesquería en las diferentes áreas se ha considerado que podría tener valor complementario un resumen de las pescas en unidades de tiempo menores. De acuerdo con este criterio, los datos estadísticos empleados antes por Shimada, se han tabulado de nuevo ahora, por trimestres, y constituyen siempre la base del presente informe. This paper presents a model-based approach for reconstructing 3D polyhedral building models from aerial images. The proposed approach exploits some geometric and photometric properties resulting from the perspective projection of planar structures. Data are provided by calibrated aerial images. The novelty of the approach lies in its featurelessness and in its use of direct optimization based on image rawbrightness. The proposed framework avoids feature extraction and matching. The 3D polyhedral model is directly estimated by optimizing an objective function that combines an image-based dissimilarity measure and a gradient score over several aerial images. The optimization process is carried out by the Differential Evolution algorithm. The proposed approach is intended to provide more accurate 3D reconstruction than feature-based approaches. Fast 3D model rectification and updating can take advantage of the proposed method. Several results and evaluations of performance from real and synthetic images show the feasibility and robustness of the proposed approach.

ENGLISH: Logbook records of tuna vessels fishing in the eastern Pacific Ocean were used to prepare charts showing the distribution of yellowfin and skipjack tuna catches by 1-degree area, by quarter of the year, and by gear for the years 1963-1966. Recent changes in the geographical distribution of yellowfin catches are illustrated. The size composition of the U. S. tuna fleet is given, and recent changes are discussed. SPANISH: Los registros de los cuadernos de bitácora de los barcos atuneros que pescan en el Océano Pacifico oriental, se emplearon para preparar los gráficos que indican la distribuci6n de las capturas de atún aleta amarilla y de barrilete por área de 1 grado, por trimestre del ano y por aparejo de pesca para los anos de 1963-1966. Se ilustran los cambios recientes en la distribucion geográfica de las capturas de atún aleta amarilla. Se da la composición de tamaño de la flota atunera de los E.
