Australia is currently experiencing a huge cultural shift as it moves from a State-based curriculum, to a national education system. The Australian State-based bodies that currently manage teacher registration, teacher education course accreditation, curriculum frameworks and syllabi are often complex organisations that hold conflicting ideologies about education and teaching. The development of a centralised system, complete with a single accreditation body and a national curriculum can be seen as a reaction to this complexity. At the time of writing, the Australian Curriculum is being rolled out in staggered phases across the states and territories of Australia. Phase one has been implemented, introducing English, Mathematics, History and Science. Subsequent phases (Humanities and Social Sciences, the Arts, Technologies, Health and Physical Education, Languages, and year 9-10 work studies) are intended to follow. Forcing an educational shift of this magnitude is no simple task; not least because the States and Territories have and continue to demonstrate varying levels of resistance to winding down their own curricula in favour of new content with its unfamiliar expectations and organisations. The full implementation process is currently far from over, and far from being fully resolved. The Federal Government has initiated a number of strategies to progress the implementation, such as the development of the Australian Institute for Teaching and School Leadership (AITSL) to aid professional educators to implement the new curriculum. AITSL worked with professional and peak specialist bodies to develop Illustrations of Practice (hereafter IoP) for teachers to access and utilise. This paper tells of the building of one IoP, where a graduate teacher and a university lecturer collaborated to construct ideas and strategies to deliver visual arts lessons to early childhood students in a low Socio- Economic Status [SES] regional setting and discusses the experience in terms of its potential for professional learning in art education.

On 22 October 2012, the Australian Federal Government announced the removal of the $1,000 in-house fringe benefits concession when used as part of a salary packaging arrangement. At the time of the announcement, the Federal Government predicted that the removal of the concession would contribute additional tax revenue of $445 million over the following four years as well as an increase of GST payments to the States and Territories. However, anecdotal evidence at the same time indicated that the Australian employer response was to immediately stop providing employees with such in-house fringe benefits via salary sacrificing arrangements. Data presented in this article, collected from a combination of interviews with tax managers of four Australian entities as well as a review of the published archival data, confirms that the abolition of the $1,000 in-house fringe benefits concession was perceived as a negative change, whereby employees were considered the ‘big losers’ despite assertions by the Federal Government to the contrary. Using a conceptual map of tax rule change developed by Oats and Sadler, this article seeks to understand the reasons for this fringe benefits tax change and taxpayer response. In particular, the economic and political factors, and the responses of the relevant taxpayers (employers) are explored. Drawing on behavioural economic concepts, the actions, attitudes and response of employers to the rule change are also examined. The research findings suggest that the decision by Australian employers to cease providing the in-house fringe benefits as part of a salary-packaging arrangement after the legislative amendment was impacted by more than simple rational behaviour.

Urban sprawl is the outgrowth along the periphery of cities and along highways. Although an accurate definition of urban sprawl may be debated, a consensus is that urban sprawl is characterized by an unplanned and uneven pattern of growth, driven by multitude of processes and leading to inefficient resource utilization. Urbanization in India has never been as rapid as it is in recent times. As one of the fastest growing economies in the world, India faces stiff challenges in managing the urban sprawl, while ensuring effective delivery of basic services in urban areas. The urban areas contribute significantly to the national economy (more than 50% of GDP), while facing critical challenges in accessing basic services and necessary infrastructure, both social and economic. The overall rise in the population of the urban poor or the increase in travel times due to congestion along road networks are indicators of the effectiveness of planning and governance in assessing and catering for this demand. Agencies of governance at all levels: local bodies, state government and federal government, are facing the brunt of this rapid urban growth. It is imperative for planning and governance to facilitate, augment and service the requisite infrastructure over time systematically. Provision of infrastructure and assurance of the delivery of basic services cannot happen overnight and hence planning has to facilitate forecasting and service provision with appropriate financial mechanisms.

This doctoral thesis aims to demonstrate the importance of incentives to technology-based firms as a strategy to promote knowledge-based economic development (KBED). To remain competitive, technology-based firms must innovate and seek new markets; therefore, this study aims to propose an incentive model to technology-based firms as a strategy to promote knowledge-based urban development, according to framework described by Yigitcanlar (2011). This is an exploratory and descriptive research with a qualitative approach. Surveys were carried out with national trade associations that represented technology-based firms both in Brazil and Australia. After analysing the surveys, structured interviews were conducted with government representatives, trade associations and businessmen who had used financial support by the federal government. When comparing both countries, the study found the importance of direct incentives through tax incentives, for it is a less bureaucratic, quicker and more direct process for firms. We suggest to include the terms incentives in the framework of knowledge-based urban development, as one of the pillars that contribute to knowledge-based economic development.

Verifica, por meio de estudo de caso, se o direito da Minoria de propor a criação de Comissões Parlamentares de Inquérito - CPIs - é usurpado pela composição das Comissões pelo sistema de representação proporcional, que dá à Maioria superioridade de votos nas decisões das CPIs. Analisa dados numéricos e de conteúdo das notas taquigráficas da chamada CPI da Crise do Tráfego Aéreo, para verificar o uso da palavra pelos membros de cada partido representado na Comissão, a votação das propostas oferecidas à CPI e o relatório final. Nos resultados apurados verifica-se que, apesar do contundente uso da palavra pela Minoria e dos requerimentos apresentados, visando responsabilizar órgãos do Governo Federal pela insuficiência na formação dos controladores de vôo e de equipamentos de controle, de irregularidades nos processos licitatórios para construção e manutenção de aeroportos, o resultado da votação é favorável ao Governo Federal pelo voto da Maioria governista.

O artigo aborda a problemática da gestão de obras públicas no Brasil, alvo de recorrentes irregularidades apontadas pelos órgãos de controle e pela imprensa nacional. A pesquisa parte do diagnóstico constante do Relatório "O Retrato do Desperdício no Brasil", apresentado em novembro de 1995 pela Comissão Temporária do Senado Federal destinada a inventariar as obras inacabadas custeadas com recursos federais, e busca cotejar os problemas apontados naquele Relatório com as medidas adotadas pelo Governo Federal e pelo Congresso Nacional para aperfeiçoar a gestão de obras públicas. O autor argumenta que as medidas adotadas, conquanto corretas, receberam prioridade, intensidade e abrangência incompatíveis com a magnitude do problema.

Vancouver Lake, located adjacent to the Columbia River and just north of the Vancouver-Portland metropolitan area, is a "dying" lake. Although all lakes die naturally in geologic time through the process of eutrophication,* Vancouver Lake is dying more rapidly due to man's activities and due to the resultant increased accumulation of sediment, chemicals, and wastes. Natural eutrophication takes thousands of years, whereas man-made modifications can cause the death of a lake in decades. Vancouver Lake does, however, have the potential of becoming a valuable water resource asset for the area, due particularly to its location near the Columbia River which can be used as a source of "flushing" water to improve the quality of Vancouver Lake. (Document pdf contains 59 pages) Community interest in Vancouver Lake has waxed and waned. Prior to World War II, there were relatively few plans for discussions about the Lake and its surrounding land area. A plan to drain the Lake for farming was prohibited by the city council and county commissioners. Interest increased in 1945 when the federal government considered developing the Lake as a berthing harbor for deactivated ships at which time a preliminary proposal was prepared by the City. The only surface water connection between Vancouver Lake and the Columbia River, except during floods, is Lake River. The Lake now serves as a receiving body of water for Lake River tidal flow and surface flow from creeks and nearby land areas. Seasonally, these flows are heavily laden with sediment, septic tank drainage, fertilizers and drainage from cattle yards. Construction and gravel pit operations increase the sediment loads entering the Lake from Burnt Bridge Creek and Salmon Creek (via Lake River by tidal action). The tidal flats at the north end of Vancouver Lake are evidence of this accumulation. Since 1945, the buildup of sediment and nutrients created by man's activities has accelerated the growth of the large water plants and algae which contribute to the degeneration of the Lake. Flooding from the Columbia River, as in 1968, has added to the deposition in Vancouver Lake. The combined effect of these human and natural activities has changed Vancouver Lake into a relatively useless body of shallow water supporting some wildlife, rough fish, and shallow draft boats. It is still pleasant to view from the hills to the east. Because precipitation and streamflow are the lowest during the summer and early fall, water quantity and quality conditions are at their worst when the potential of the Lake for water-based recreation is the highest. Increased pollution of the Lake has caused a larger segment of the community to become concerned. Land use and planning studies were undertaken on the Columbia River lowlands and a wide variety of ideas were proposed for improving the quality of the water-land environment in order to enhance the usefulness of the area. In 1966, the College of Engineering Research Division at Washington State University (WSU0 in Pullman, Washington, was contacted by the Port of Vancouver to determine possible alternatives for restoring Vancouver Lake. Various proposals were prepared between 1966 and 1969. During the summer and fall of 1967, a study was made by WSU on the existing water quality in the Lake. In 1969, the current studies were funded to establish a data base for considering a broad range of alternative solutions for improving the quantity and quality of Vancouver Lake. Until these studies were undertaken, practically no data on a continuous nature were available on Vancouver Lake, Lake River, or their tributaries. (Document pdf contains 59 pages)

Analisa os mecanismos referentes ao controle das despesas obrigatórias de caráter continuado: o mecanismo de compensação, que tem suas origens no denominado "pay-as-you-go" implantado com o "Budget Enforcement Act" norte-americano, e o demonstrativo de margem de expansão. A análise da evolução histórica dessa categoria de despesas para a União evidencia que os mecanismos de compensação utilizados não permitiram o controle efetivo do aumento dessas despesas, inviabilizando o direcionamento de recursos para ações que impliquem garantia de desenvolvimento sustentável. A discussão sobre os conceitos de despesas obrigatórias de caráter continuado, dos mecanismos de compensação e dos objetivos da apresentação de um demonstrativo de estimativa de margem de expansão indica a necessidade de uma reavaliação e aprofundamento, baseados nos objetivos originais da Lei de Responsabilidade Fiscal, a fim de se ampliar a eficácia de tais mecanismos. Por fim, o trabalho propõe um novo modelo para a apresentação do demonstrativo de estimativa de margem de expansão de despesas obrigatórias de caráter continuado, que possibilite a utilização de uma terminologia adequada, a identificação de fontes e valores dos parâmetros empregados na previsão de receitas e despesas e a avaliação comparativa entre os valores estimados e aqueles realmente executados nos dois exercícios anteriores.

For assessing the status of the marine environment of the North Sea and the Baltic Sea, international monitoring programmes are performed in the framework of the international conventions for the protection of the marine environment of the North Atlantic Ocean and the Baltic Sea. The German contribution to these programmes is covered by the national Joint Marine Monitoring Programme, which is carried out by several institutes of the coastal Federal States and the Federal Government of Germany. The Institute for Fishery Ecology of the Federal Fisheries Research Centre is responsible for the investigations of harmful substances in fish samples from the open sea areas. This article gives a short description of how this task is performed and, as an example, how concentrations of polychlorinated biphenyls and mercury in plaice from the German Bight have developed over a period of thirteen and eight years, respectively.

Commercial trawling for finfish in Nigeria's inshore water is a recent activity. Intensive industrial trawling started when the Federal Government distributed trawlers to viable fishermen cooperatives during the Third National Development Plan Period (1975-80). Hitherto, industrial fisheries development in the country focused on the assessment of the potential fish stock on Nigeria's continental shelf and measures to increase artisanal production. As a result of increasing demand for fish and shortage of foreign exchange to import fish, measures to increase fish supply leaned towards industrial exploitation of the fisheries potentials of Nigeria's continental shelf. Based on this background, this paper examines the investment prospects of trawling for fish in inshore waters. The fisheries potentials of the inshore zone of Nigeria are identified. Catch efficiency and profitability of inshore trawling are estimated. Measures that can safeguard the longterm interest of the trawling industry are recommended

A questionnaire survey was carried out to assess the role of women in the artisanal fisheries of fish markets sector along the Lower Benue River. Four (4) fishing settlement communities of fish markets along the Lower Benue were selected. They are namely North Bank, Wadata, Abinse and Gbajimba . Structure and unstructured questionnaire were administered to cover areas of personal data, fish production activities, processing and marketing among others. The study revealed that women along the Lower Benue River participate activity in the artisanal fisheries sub-sector. However, the major role played by the women was in the area of processing and preservation, marketing and distribution. These accounted 52 and 42% respectively. The distribution of the women was not tribally based however, Jukun women accounted for 66.20% followed by Agatu women 13.00%. The age bracket of the women mostly involved in fisheries activities was between 31-40 years. About 86% of them was married. The initial capital base was low and mostly by personal saving accounting for 52%. Need for government assistance was the highlight in this study. About 86% sought for Federal Government intervention from the National Poverty Eradication Programme. This they felt will be a welcome development to boost women participation in the Artisanal fisheries sub-sector along the Lower Benue River

The World Food Summit in its meeting in Rome in 1999 estimated that 790 million people in the developing world do not have enough food to eat. This is more than the total populations of North America and Europe combined. Nigeria is one of the developing countries affected by hunger, deprivation and abject poverty by its citizenry inspite of its enormous natural and human resources. To reduce poverty and increase food supplies to the masses the Federal Government of Nigeria embarked on a programmed-tagged National Special Programme for Food Security (NSPFS) in the year 2002. The programme's broad objectives are to attain food security in the broadest sense and alleviate rural poverty in Nigeria. One of the areas of the programme's intervention is in the aquaculture and inland fisheries development because Nigeria imported 681mt of fish in 2003 with a total cost of about N50 million. The paper assesses the socio-economic conditions of one of the selected water bodies (Yamama Lake) with a view to introducing community-based fisheries management plan for the rational exploitation and management of the fishery and other aquatic resources of the water body thereby increasing fish supply and improving the living standard of the fisherfolk in the area. A política urbana, em seus vetores de regulação, serviços públicos e fomento, é o conjunto de princípios, diretrizes e ações que orientam a atividade econômica de urbanização, podendo determinar condutas à iniciativa privada através da função social da propriedade. Por afetar diretamente a vida das pessoas e a conformação da propriedade nas cidades, a política urbana é, por essência, municipal. A tradição da força municipalista no Brasil, que data do período imperial, ainda que em alguns momentos sufocada, manejou tornar os Municípios entes federados, assegurando- lhes, na Constituição de 1988, autonomia e atribuições, como a execução da política urbana traçada em diretrizes gerais por leis nacionais. As diretrizes nacionais para a política urbana, elaboradas em processo participativo, deveria pautar as ações da União, Estados e Municípios no tocante aos três mencionados vetores. No entanto, notando-se a quase total ausência dos Estados, verifica-se que a União, após a Constituição de 1988, rompeu com a própria ideologia de planejamento construída com a criação do Ministério das Cidades pelo Governo Lula e, atropelando o tempo de formação das diretrizes nacionais da política urbana, lançou programas de fomento a moradias e saneamento básico, cuja execução deve ser organizada pelos Municípios, que são tecnicamente frágeis e carentes de recursos para implementar a própria política urbana. Este recorte temático permite estudar a atuação mais recente da União em política urbana que, mesmo pretendendo dar conta de mazelas históricas do país, não destoa muito do período centralizador de formulação da política urbana do Regime Militar.
