Detailed diagenetic and palaeomagnetic studies have been made of Permian and Triassic rocks from the Iberian Cordillera, Spain. Five stratigraphical units comprising the Autunian, Saxonian, Buntsandstein, Muschelkalk, and Keuper have been studied in a number of sections which have been well documented sedimentologically. Autuninan rocks have a characteristic remanence which is exclusively reversed and corresponds to the Kiaman Interval. The pole position identified is consistent with previous studies, which indicate the rotation of Iberia in post-Triassic times. The Saxonian facies show complex multicomponent magnetizations; no polarity zonation can be resolved. The Buntsandstein is remarkable in that much of it is remagnetised in a direction similar to the present-day local geomagnetic field direction. The secondary remanence is carried by fine-grained haematite which has been formed as a result of carbonate dissolution associated with structural inversion of the Iberian Cordillera. Dating of diagenetic events associated with this remagnetization is also possible. Fragments of primary remanence are preserved in some fine-grained lithologies of the Buntsandstein. These indicate that normal and reversed zones of magnetization were originally present. The magnetization of the Muschelkalk and Keuper carbonates is also complex; secondary components similar to those of the Buntsandstein are present but there is evidence that primary components were predominantly normal during Karnian times.

Soils play a central role in the dynamics of biospheric carbon and in climate change. They contain the largest carbon stock of terrestrial ecosystems and return to the atmosphere a significant proportion of carbon fixed by photosynthesis. Soils of tropical forests are tremendously important in the carbon cycle because they receive the largest organic matter inputs, they have the largest respiration rates, and they are among the largest carbon reservoirs among world soils. This research assesses the main components of the soil carbon dynamics in primary (PF) and secondary (SF) tropical forests in Colombia. I evaluated the production, stocks, and decomposition rates of aboveground detritus as well as the stocks, growth, mortality, and decomposition of fine roots in these two forest types. Soil carbon outputs were evaluated as total soil, heterotrophic, and root respiration. The stocks of soil organic carbon down to 4 m deep in these two cover types and in degraded pastures (PAS) were also evaluated. ^ Soil inputs of organic carbon from above and belowground sources were lower in SF than in PF. Litterfall in SF was 58% and production of fine root detritus was 60% of that in PF. When production of woody detritus and palm fronds was considered, the difference between these forest types was even larger. However, outputs of mineral carbon through heterotrophic soil respiration were similar; in SF they equaled 97% of those in PF. As a result, soil carbon balance was positive in PF and negative in SF. Despite that soil carbon balances suggest that soils of SF are losing carbon, soil carbon stocks of SF were higher than of degraded pastures, suggesting that they have already started to recover soil carbon stocks lost under degraded pastures. This discrepancy can be partially explained by the effect of drier conditions on heterotrophic soil respiration as a consequence of a moderate El Niño event during the period of soil respiration measurements. The positive carbon balance in soils of PF despite the El Niño event, suggests that soils of PF accumulated about 664 Kg C ha−1 yr−1. Therefore, soil carbon dynamics mainly depended on successional status of vegetation and on climatic conditions. ^

Since El Salvador’s civil war formally ended in 1992 the small Central American nation has undergone profound social changes and significant reforms. However, few changes have been as important or as devastating as the nation’s emergence as a central hub in the transnational criminal “pipeline” or series of recombinant, overlapping chains of routes and actors that illicit organizations use to traffic in drugs, money weapons, human being, endangered animals and other products. The erasing of the once-clear ideological lines that drove the civil war and the ability of erstwhile enemies to join forces in criminal enterprises in the post-war period is an enduring and dangerous characteristic of El Salvador’s transnational criminal evolution. Trained, elite cadres from both sides, with few legitimate job opportunities, found their skills were marketable in the growing criminal structures. The groups moved from kidnapping and extortion to providing protection services to transnational criminal organizations to becoming integral parts of the organizations themselves. The demand for specialized military and transportation services in El Salvador have exploded as the Mexican DTOs consolidate their hold on the cocaine market and their relationships with the transportista networks, which is still in flux. The value of their services has risen dramatically also because of the fact that multiple Mexican DTOs, at war with each other in Mexico and seeking to physically control the geographic space of the lucrative pipeline routes in from Guatemala to Panama, are eager to increase their military capabilities and intelligence gathering capacities. The emergence of multiple non-state armed groups, often with significant ties to the formal political structure (state) through webs of judicial, legislative and administrative corruption, has some striking parallels to Colombia in the 1980s, where multiple types of violence ultimately challenged the sovereignty of state and left a lasting legacy of embedded corruption within the nation’s political structure. Organized crime in El Salvador is now transnational in nature and more integrated into stronger, more versatile global networks such as the Mexican DTOs. It is a hybrid of both local crime – with gangs vying for control off specific geographic space so they can extract payment for the safe passage of illicit products – and transnational groups that need to use that space to successfully move their products. These symbiotic relationships are both complex and generally transient in nature but growing more consolidated and dangerous.

Taken together, the six nations of Central America count a population of roughly 40 million people and an energy market equal in size to that of Colombia, sufficient to benefit from economies of scale. The region has traditionally been a net importer of hydrocarbons, and hydroelectricity has dominated electric generation. But more recently, thermoelectric generation (diesel and fuel oil) has greatly increased as a percentage of the regional generation market. Progress has been made across the region’s electric sector, beginning with reforms in the 1990s and the 1996 signing of a regional treaty aimed at the development of a regional energy integration project – the Central American Electrical Interconnection System, or SIEPAC. A fundamental SIEPAC goal is to set up a regional electric market and a regulatory system. Indeed, after many years of development, SIEPAC is poised to open a new chapter in Central America’s electric infrastructure and market. But this new era must contend with critical issues such as the need to consolidate the regional electric market, political issues surrounding the venture, and security concerns. Moreover, local conflicts, in different degrees, have become priorities for policymakers, and these are possible barriers to completing the project. The goals of the SIEPAC project and of deepening the broader electric integration process are possible if national and regional decision makers understand that cooperative decision making will produce better results than separate national decision making. Enhanced regional understanding and cooperative decision making, combined with an effort to reorient the terminology and dialogue vis-à-vis energy efficiency in Central America, form the core recommendations of this paper.

Colombia's increasingly effective efforts to mitigate the power of the FARC and other illegitimately armed groups in the country can offer important lessons for the Peruvian government as it strives to prevent a resurgence of Sendero Luminoso and other illegal non-state actors. Both countries share certain particular challenges: deep economic, social, and in the case of Peru ethnic divisions, the presence of and/or the effects of violent insurgencies, a large-scale narcotics production and trafficking, and a history of weak state presence in large tracts of isolated and scarcely-populated areas. Important differences exist, however in the nature of the insurgencies in the two countries, the government response to them and the nature of government and society that affects the applicability of Colombia's experience to Peru. The security threat to Panama from drug trafficking and Colombian insurgents --often a linked phenomenon-- are in many ways different from the drug/insurgent factor in Colombia itself and in Peru, although there are similar variables. Unlike the Colombian and Peruvian cases, the security threat in Panama is not directed against the state, there are no domestic elements seeking to overthrow the government -- as the case of the FARC and Sendero Luminoso, security problems have not spilled over from rural to urban areas in Panama, and there is no ideological component at play in driving the threat. Nor is drug cultivation a major factor in Panama as it is in Colombia and Peru. The key variable that is shared among all three cases is the threat of extra-state actors controlling remote rural areas or small towns where state presence is minimal. The central lesson learned from Colombia is the need to define and then address the key problem of a "sovereignity gap," lack of legitimate state presence in many part of the country. Colombia's success in broadening the presence of the national government between 2002 and the presence is owed to many factors, including an effective national strategy, improvements in the armed forces and police, political will on the part of government for a sustained effort, citizen buy-in to the national strategy, including the resolve of the elite to pay more in taxes to bring change about, and the adoption of a sequenced approach to consolidated development in conflicted areas. Control of territory and effective state presence improved citizen security, strengthened confidence in democracy and the legitimate state, promoted economic development, and helped mitigate the effect of illegal drugs. Peru can benefit from the Colombian experience especially in terms of the importance of legitimate state authority, improved institutions, gaining the support of local citizens, and furthering development to wean communities away from drugs. State coordinated "integration" efforts in Peru as practiced in Colombia have the potential for success if properly calibrated to Peruvian reality, coordinated within government, and provided with sufficient resources. Peru's traditionally weak political institutions and lack of public confidence in the state in many areas of the country must be overcome if this effort is to be successful.

The uniform triangulation of the whole glacierized area of the Eastern Cordillera of Bolivia provided the first comparable geometrie basis for an accurate photogrammetric height evaluation of glaciers in the mountain range from the far south up to the Peruvian border. A total of 1775 glaciers, larger than 0.1 ha, were recorded in 16 mountain ranges ofthe East- ern Cordillera. Snow lines in the outer tropics can now be analysed with an accuracy of European standards. In spite of the widemeshed network of meteorological stations this allows a more pre- eise climatic differentiation to be made, particularly at high altitude sites. The methods and results of the analysis are described. Because of these results it becomes necessary to revise and refine previous concepts of the spatial distribution of climatic phenomena. Characteristics of glaciers in the Bolivian Cordillera obviously depend on the NE to SW decline in precipitation. The snow lines which are found at an altitude of 4500 m on the north- eastern slope directed towards the Yungas climb up to 5200 m on the lee slope towards the Alti- plano. The N to S increase in snowline elevation is not as significant as expected. With some res- ervation a 100 m fall in the snowline elevation in the Bolivian Cordillera can be explained by an increase in precipitation of about 50 mm.

Este documento analiza la capacidad de predicción dentro de la muestra (insample) de cuatro modelos de tasa de cambio nominal para Colombia durante el período 1984:I - 2004:I. Se emplean los enfoques monetarios de precios rígidos (Dornbusch (1976) -Frankel (1979)) y el de Balassa -Samuelson, que le da un papel central a los diferenciales de productividad.Adicionalmente se analiza la condición de la paridad del poder adquisitivo(PPP). La capacidad predictiva de dichos modelos es comparada con un camino aleatorio. Las medidas empleadas para evaluar los pronósticos son la raíz cuadrática del error de pronóstico (rms) y el coeficiente de desigualdad de Theil. Se observa que a pesar de tener una gran capacidad de predicción, ningún modelo supera al camino aleatorio. Dicha conclusión corrobora los resultados presentados en la literatura sobre los determinantes de la tasa de cambio nominal.

El aumento extraordinario de la tasa de desempleo, la continua destrucción de los puestos de trabajo, un modelo de crecimiento económico que no tiene capacidad para generar nuevos puestos de trabajo y un posible aumento de la precariedad laboral en la ciudad; son algunos de los elementos que caracterizan la desaceleración económica por la que atraviesa la economía caleña. De ahí que sea imperativo diseñar una respuesta para salir lo más pronto posible de esta situación. Por ello en este documento nos hemos dado a la tarea de proponer una estrategia para la creación activa de empleo para Cali en el corto y mediano plazo. El eje central de la propuesta consiste en que los caleños consensuemos y nos unamos alrededor de una estrategia de generación de empleo digno (decente y de calidad). Esta estrategia concentra sus esfuerzos en dos grandes objetivos: (i). Fomentar las iniciativas empresariales competitivas capaces de generar empleo de calidad, y (ii). Favorecer el acceso al empleo decente de los colectivos más vulnerables de la ciudad. Para lograr estos objetivos es necesaria una iniciativa público-privada en donde participen el mayor número de agentes e instituciones relacionadas con el mercado de trabajo, entre ellas las universidades de la ciudad.

La motivación es un factor determinante del desempeño individual, igual que lo son el esfuerzo, la capacidad y la experiencia. La importancia radica en que la administración debe conocer por qué unos empleados trabajan mejor que otros. El artículo se divide en cuatro partes, la primera es la revisión de las distintas teorías relacionadas con la motivación, teorías de proceso y sus aplicaciones con el propósito de definir las dimensiones y categorías en el análisis de las variables de la motivación. Entre los autores citados se pueden mencionar: Maslow, Alderfer, Herzberg, McClelland y Vroom. La segunda parte del artículo está orientada a determinar el grado de motivación y de productividad de las personas dedicadas al corte de la caña; sobre esta base se podrán explicar las causas de desmotivación, determinar el perfil motivacional, estándares e indicadores. La tercera parte muestra los resultados y conclusiones relacionados con la motivación, productividad y calidad. Finalmente, en la cuarta parte se da un conjunto de recomendaciones generales relacionado con programas orientados a satisfacer necesidades básicas, de segaridad, sociales, de estima y de autorrelación del cortero de caña. Si bien es cierto que el artículo hace referencia al cortero de caña (sector azucarero), es viable su aplicación a otros sectores.

Este artículo evalúa cuál ha sido el papel de las decisiones de política monetaria del Banco de la República dentro de los procesos de inestabilidad financiera acaecidos en Colombia en el período 1996-2012. Según la revisión de hechos, la crisis de 1999 puso en duda el papel estabilizador del banco central, lo cual reflejó una postura contra-cíclica demasiado débil para la recuperación, y la crisis de 2008 encontró un banco más preparado, aunque con respuesta tardía a los procesos emergentes de fragilidad financiera. A través de estimaciones econométricas se evidencia que una política monetaria contractiva puede inducir una crisis financiera cuando la reacción se da en momentos de mayor estrés financiero.

La problemática de la reproducción de la especie humana ha ocupado un papel preponderante en la historia de la humanidad. Dicha preocupación, y como una nota particular, presenta dos proyecciones con alcances opuestos. En efecto, resulta tan preocupante para el hombre su imposibilidad de reproducirse, como lo es también el que dicha actividad reproductiva se exprese ilimitadamente y sin ningún control. En las diversas concepciones acerca del desarrollo de la especie humana, modernamente se han postulado, como un verdadero derecho humano, los denominados Derechos Sexuales y Reproductivos, los cuales están llamados a ocupar un papel fundamental en el siglo XXI. El presente estudio tuvo como objeto central abordar el sentido negativo de esta problemática reproductiva; es decir, la indagación sobre los medios de reproducción humana asistida y particularmente sobre uno de ellos, la maternidad subrogada por la vía del arrendamiento del vientre.
