ABSTRACT The complexity of the projects and the complexity of project management are concepts whose interest is increasing. In terms of projects, since the management of resources and activities occur in interaction with people, the project management complexity makes an inherently social practice. This has now has become a necessity to deepen the concept. In the first chapter of this study, we review the state of art of the concept and builds a theoretical framework that allows to establish and justify the dimensions of the complexity in this discipline. Likewise, a similar review of existing international standards, we discover the tools and models for the analysis of complexity in project management, with which it is intended, through professional practice from agencies and international alliances, help to compare the usefulness and interest of the proposed concepts. In the second chapter, we present a conceptual framework for the certification of competences, are analyzed and compared the main skills certification systems in force in the field of project management. In the third chapter, we present a novel methodological process to assess, since the integration of expert knowledge and experienced, complementary aspects of the complexity of project management: (a) the assessment of the level of complexity of the project, and (b ), the assessment of the effects on the development of behavioral competencies of the parties involved. The proposed methodology is applied to the Community Irrigation LASESA in Huesca (Spain), a process that is presented in the fourth chapter. LASESA is a complex project that manages the water resources of 10,000 acres and more than 600 landowners involved. The results show as managing a complex project generates positive effects on the development of behavioral competencies of people who are involved and participate in the work.

ABSTRACT Construction is one of the most valuable activities for society due to the nature of the services offered and the number of jobs and revenues generated. Therefore it is a key element for sustainable development. Construction is a complex industry increasingly dependent on knowledge. Its temporary and fragmentary nature and the high staff turnover present great challenges and particular complications to construction. In some cases these conditions may evolve to serious problems because of the complexity, geographic location or even technical, financial and innovative requirements of each project. Due to their characteristics, constructions frequently undergo changes in planned conditions. Often these changes lead to delays in project completion, costs higher than budgeted and conflicts between clients and performers. This creates problems of competitiveness affecting both developed and developing countries. The construction problems have harmful effects on society, since it loses resources that would otherwise allow better results in terms of quality of life and social and economic benefits. The importance and the enormous resources invested in each project justify the efforts to achieve the best performance of this industry. This interest has guided the development of multiple research efforts to support the achievement of construction performance improvements and sustainable construction. The studies carried out have demonstrated the added value of knowledge in all productive sectors. For construction, knowledge offers performance indicators, data and lessons learned from successes and failures. These should lead to fundamental learning to sustain sector competitiveness. However, despite the available knowledge and advances in techniques and project management control, the recurrence of construction problems is alarming. This problem shows itself severely in industrial construction projects that are developed for the Venezuelan oil, petrochemical and energy sectors. These sectors have evident needs for better competitive performance because of the high incidence of project delays, involving loss of much of the human, financial, technical and knowledge resources invested. This research analyzes the importance of construction and sustainability, the main problems affecting the sector, knowledge and some models available to manage them. It also examines the lessons learned and the productivity and competitiveness, with particular attention to the problems of Venezuelan competitiveness. Additionally, the Venezuelan industrial construction companies are characterized evaluating the implications of knowledge as an strategic asset for construction. Moreover, the research evaluates the dimensions that support knowledge management in these companies, to finally identify those that are the most suitable for the new model to be proposed. With these objectives in mind the empirical study was developed. 105 different companies and experts with Venezuelan industrial construction experiences were invited to participate on the survey. 112 responses were obtained representing 41 different organizations and experts. Fieldwork started in June 2012 and ended in November 2012. The data obtained was analyzed with descriptive and multivariate statistical techniques. The research objectives were achieved since the industrial construction sector was characterized and a new management model was proposed based on the particular characteristics of these companies. The new model was formulated according to the criteria of simplicity, low cost and ease of adaptation. This was performed to motivate the use of the new model in various industrial construction organizations, even in smaller companies, with limited resources or those facing complex construction environments. Finally some suggestions to encourage understanding of the phenomena studied among construction stakeholders were proposed. The importance of studying these problems at an early stage of the engineering, architectural, construction, economic and administration studies is highlighted. Additionally, academic, government, industrial organizations and associations are invited to join efforts to improve the competitive and sustainable global development. The proposal provides data on the Venezuelan construction sector in an area that has large gaps and proposes a model which is innovative for its simplicity and suggests the daily and intuitive use of knowledge resources as a key issue to competitiveness. This orientation may have implications beyond the described sector to support the solution of problems of other industries in a global environment.

Nowadays, it has become evident the need to seek sustainable development models that address challenges arising in a variety of contexts. The resilience concept appears connected to the ability of people to cope with adversities that inevitably arise due to context dynamics, at different spatial and temporal scales. This concept is related to the model known as Working With People (WWP), focused on rural development projects planning, management and evaluation, from the integration of three dimensions: technical-entrepreneurial, ethical-social and political-contextual. The research reported is part of the RETHINK European Project, whose overall aim is farm modernization and rural resilience. The resilience concept has been analyzed, in the scope of rural development projects management, and a relationship with the WWP model has been established. To this end, a thorough review of the scientific literature concerning this topic has been addressed, in order to develop the state of the art of the different concepts and models involved. A conceptual proposal for the integration of resilience in rural development projects sustainable management, through the three-dimensional WWP model is presented.

IThis paper analyses communication for development from a new perspective: the project in its broader and most genuine sense, as an instrument for changing current reality. This is examined from both its theoretical and practical implementation side. Knowledge/action binomial as a two-way relationship is one of the basis of the project cycle. It allows for better knowing the reality that the project itself (what constitutes the action) is intended to improve. Besides that, this knowledge/action binomial also offers new knowledge that nourishes future actions (projects). From a project based communication perspective, the project nourishes the knowledge, which leads to a transformative action. Reflecting about the action is a new knowledge source whose adoption by the community is eased by the communication process. Radio Mensaje project among the indigenous Andean communities in Cayambe (Ecuador) was born and also developed within this approach, supporting the collaborative participation in project management. This leads to the development process which is described in this case study.

EL diseño y la implementación se han llevado a cabo empleando las tecnologías web HTML5, CSS3, JavaScript, jQuery y las librerías de Foundation frontend framework.---ABSTRACT---In 2014, under the European Commission mandate, the European standard EN 301 549 has been published under the title “Accessibility requirements applicable to ICT products and procurement services in Europe”. The goal of this standard is that the products or services ICT (Information Communication Technology) acquires by every European public administration can be used by every person with different characteristics and capacities, including those with disability. The rule EN 301549 is very complex, since it has more than 200 requirements and recommendations that can be or not applied to an ICT product or service based on its characteristics of the given product or service. That’s why a development of a support tool has been proposed to the rating of the compliance of the rule, by the Research Group of Informatics Technology and Communication. This tool will allow working groups to record the results of the compliance of accessibility of a product or service following the requirements of the European Standard EN 301549. This Final Degree Work focuses in the design and the coding of the web customer of this tool. The results of a TFG and previous practicums have been used for this. The TFG performed by Laura Elorrieta [Elorrieta, 2014], the interaction of the system was designed and degree of usability was evaluated. In the practicum [Montero, 2015], after the TFG Laura Elorrieta, web technologies used were chosen and the design and implementation were performed using iterative prototyping project management evaluation. The work done on the TFG was to design the users interface to perform analyzing changes in design due to errors known usability and working prototype implementation of the tool. Together with the server part of the TFG my partner Rubén Ortiz Burgos and the user interface done of this TFG it has obtained a web application for the conduct of evaluations accessibility of products or services ICT following the requirements of the EN 301 549. The functional prototype contains ten web sites that collect the various activities and tasks that users can perform based on the role they perform. The design and implementation have been carried out using the technologies web HTML5, CSS3, Java Script, jQuery and the libraries of Foundation fronted framework.

ABSTRACT Cost and schedule overruns constitute a very frequent phenomenon in the construction industry. A large number of construction projects do not finish on the estimated time and cost, and this scenario seems to be becoming the norm rather than the exception. Construction projects are heterogeneous by nature and they can become very complex as they involve a large number of processes which are subject to many variables and factors that may give rise to time and cost overruns. Time and cost overruns cause dissatisfaction not only to owners but all stakeholders involved in the project, leading most of the times to undesirable situations of conflicts and adversarial relationships between project participants. Hence, it becomes necessary to adopt an effective risk management strategy as an essential part of project management in order to achieve project success. Construction projects may have different characteristics depending on the type of project. This research specifically focuses on hotel construction projects. Hotel projects usually involve complex organizational structures, including many project participants and processes which develop in an environment that is already dynamic by nature. In this type of projects, the achievement of time and cost objectives is particularly important, as any delay of the hotel opening date will result in significant loss of business and market share and may also involve key important implications related to hotel operations. If the risk factors that lead to time and cost overrun are known in advance, preventive actions could be established in order to avoid them, so that time and cost overruns are minimized. This constitutes the aim of this research, being risk identification the first step of any effective risk management strategy for project success. The context of this research is focused on a particular geographical area, being this Spain. Tourism in Spain is a major contributor to the Spanish economy, and efficiency and competiveness should also be reflected in the building processes of the hotel industry, where delays and cost overruns should be kept to the minimum. The aim of this study is to explore the most critical risk factors leading to time and cost overruns in hotel construction projects in Spain. From the analysis of the literature review, a proposal of a risk identification framework is developed, which will be further analyzed by a qualitative assessment based on expert opinions and the study of specific case studies. From the results of this assessment, the levels of risk criticality are determined for the identified factors, a comparison of the perceptions of risk levels among different groups of respondents is also carried out, and a procedure for prioritization of factors in terms of needs of response is established. A final proposal of a risk register matrix framework is then developed in order to assist hotel owners, project management companies or other hotel project stakeholders, and provide them with a base to design their own specific risk management plans, contributing in this way to project success with regards to the achievement of cost and time objectives.

Because organizations are making large investments in Information systems (IS), efficient IS project management has been found critical to success. This study examines how the use of incentives can improve the project success. Agency theory is used to: identify motivational factors of project success, help the IS owners to understand to what extent management incentives can improve IS development and implementation (ISD/I). The outcomes will help practitioners and researchers to build on theoretical model of project management elements which lead to project success. Given the principal-agent nature of most significant scale of IS development, insights that will allow for greater alignment of the agent’s goals with those of the principal through incentive contracts, will serve to make ISD/I both more efficient and more effective, leading to more successful IS projects.

This paper describes and analyses an innovative engineering management course that applies a project management framework in the context of a feasibility study for a prospective research project. The aim is to have students learn aspects of management that will be relevant from the outset of their professional career while simultaneously having immediate value in helping them to manage a research project and capstone design project in their senior year. An integral part of this innovation was the development of a web-based project management tool. While the main objectives of the new course design were achieved, a number of important lessons were learned that would guide the further development and continuous improvement of this course. The most critical of these is the need to achieve the optimum balance in the mind of the students between doing the project and critically analyzing the processes used to accomplish the work.

Construction projects are risky. However, the characteristics of the risk highly depend on the type of procurement being adopted for managing the project. A build-operate-transfer (BOT) project is recognized as one of the most risky project schemes. There are instances of project failure where a BOT scheme was employed. Ineffective rts are increasingly being managed using various risk management tools and techniques. However, application of those tools depends on the nature of the project, organization's policy, project management strategy, risk attitude of the project team members, and availability of the resources. Understanding of the contents and contexts of BOT projects, together with a thorough understanding of risk management tools and techniques, helps select processes of risk management for effective project implementation in a BOT scheme. This paper studies application of risk management tools and techniques in BOT projects through reviews of relevant literatures and develops a model for selecting risk management process for BOT projects. The application to BOT projects is considered from the viewpoints of the major project participants. Discussion is also made with regard to political risks. This study would contribute to the establishment of a framework for systematic risk management in BOT projects.
