This paper presents new evidence on the relationships between access to post-secondary education and family background. More specifically, we use the School Leavers Survey (SLS) and the Youth in Transition Survey (YITS)to analyze participation rates first in 1991, and then almost a decade later in 2000. Overall, post-secondary education participation rates rose over this period. However, participation is strongly related to parent’s education, and whereas participation increased for individuals with more highly educated parents (especially those who went to university), they increased rather less, or in some cases (especially for males) declined for those from lower parental education families. The already strong “effect” of parents’ education on post-secondary access became even greater in the 1990’s. Participation rates are also strongly related to family type, but whereas those from two parent families continue to have an advantage over single mother families, the gap generally shrunk in the 1990’s, especially where the mother had university level schooling. We also find a number of interesting trends by province.

International migration sets in motion a range of significant transnational processes that connect countries and people. How migration interacts with development and how policies might promote and enhance such interactions have, since the turn of the millennium, gained attention on the international agenda. The recognition that transnational practices connect migrants and their families across sending and receiving societies forms part of this debate. The ways in which policy debate employs and understands transnational family ties nevertheless remain underexplored. This article sets out to discern the understandings of the family in two (often intermingled) debates concerned with transnational interactions: The largely state and policydriven discourse on the potential benefits of migration on economic development, and the largely academic transnational family literature focusing on issues of care and the micro-politics of gender and generation. Emphasizing the relation between diverse migration-development dynamics and specific family positions, we ask whether an analytical point of departure in respective transnational motherhood, fatherhood or childhood is linked to emphasizing certain outcomes. We conclude by sketching important strands of inclusions and exclusions of family matters in policy discourse and suggest ways to better integrate a transnational family perspective in global migration-development policy.

Communication technologies shape how political activist networks are produced and maintain themselves. In Cuba, despite ideologically and physically oppressive practices by the state, a severe lack of Internet access, and extensive government surveillance, a small network of bloggers and cyberactivists has achieved international visibility and recognition for its critiques of the Cuban government. This qualitative study examines the blogger collective known as Voces Cubanas in Havana, Cuba in 2012, advancing a new approach to the study of transnational activism and the role of technology in the construction of political narrative. Voces Cubanas is analyzed as a network of connections between human and non-human actors that produces and sustains powerful political alliances. Voces Cubanas and its allies work collectively to co-produce contentious political discourses, confronting the dominant ideologies and knowledges produced by the Cuban state. Transnational alliances, the act of translation, and a host of unexpected and improvised technologies play central roles in the production of these narratives, indicating new breed of cyborg sociopolitical action reliant upon fluid and flexible networks and the act of writing.

Drawing on data from UglyMugs.ie (a reporting mechanism for sex workers) this paper considers whether crimes against sex workers should be considered as hate crimes. In many ways, the debates around hate crime in the UK are more developed than in Ireland. As yet the Irish State has yet to criminalise the ‘hate’ element of crime and has been severely criticised for its relatively lacklustre approach to recording incidents of bias or hate crimes against certain social groups. The paper adopts the structural understanding of hate crime espoused by Barbara Perry (2001) who frames the dynamics of hate crime within a complex interplay of political, social and cultural factors. In our analysis we consider what is termed ‘whorephobia’ through the ambit of criminalisation and stigmatisation, gender and heteronormativity in Irish society, and the gendered nature of policing in both parts of Ireland.

This essay reviews the ‘35th anniversary edition’ of Policing the Crisis, the jointly-authored investigation into race, immigration, ‘mugging’ and the ‘crisis in hegemony’ of 1970s Britain. The new edition is demonstrative of the book's enduring influence, including amongst historians increasingly turning their attention towards the roots, development and reach of Thatcherism. This essay places the remarkably prescient conceptual interventions made in Policing in the context of the conditions in which it was produced. Drawing on the author's wider work on the history of the Birmingham Centre for Contemporary Cultural Studies—where the authors of Policing were based—it argues the book should also be read for the insight it provides into the development of cultural studies as a fledging field of inquiry. A broader re-engagement with the work of the so-called ‘Birmingham school’, it is suggested, offers one way of historians developing accounts of 1970s and 1980s Britain that are not overdetermined by the arrival of ‘Thatcherism’.

n January 2014, the Northern Ireland Policing Board (NIPB) commissioned the University of Ulster to conduct research into public confidence in policing to help inform the work of the Board and its oversight of police service delivery. More specifically, the research team were tasked with exploring ‘the influence that politicians, community leaders and the media have on public confidence in policing in Northern Ireland’. To date, the subject of ‘confidence in policing’ within a Northern Ireland context has been relatively under researched, both in academic and policy terms. Thus, the present research is the first empirical research to be produced in Northern Ireland which considers the issue of confidence in policing from the perspective of community leaders, politicians and the media – including the key influences and dynamics which underpin police confidence at a community level.
The report begins with a comprehensive review of academic literature, policy documents and contemporary events related to confidence in policing. The research then provides an overview of the methodology used to undertake the research, with the remainder of the report comprised of the findings from the discussions with representatives from the media, political parties and the community and voluntary sector who participated. The report concludes with an overview of the central findings along with a series of recommendations.

The literature on the governance of social-ecological systems increasingly recognizes a key role of bridging organisations (BOs) in transition processes towards sustainability. BOs can be defined as facilitators who allow for interorganisational collaboration. Our paper provides a more nuanced understanding of specific BO activities and their contributions towards urban sustainability. Our analysis is based on applying three complementary methodological angles (drawing on geolocalised data, interviews and action research) to 20 years of urban renovation investments in the city-region of Brussels. We distinguish between multi-scale, multi-actor and multi-dimensional tensions in urban renovation programmes and link these tensions to bridging challenges for BOs. Results suggest that the corresponding three types of bridging roles form a trilemma rather than a trilogy: the BOs in study have mediated one tension by de facto exacerbating another. Lessons from action research suggest that a wider use of temporality and shared language to communicate about urban renovation projects could attenuate the bridging trilemma.

Background. A sustainable pattern of participation in physical activity is important in the maintenance of health and prevention of disease, College students are in transition from an active youth to a more sedentary adult behavior pattern. Methods. We assessed self-reported physical activity and other characteristics in a sample of 2,729 male and female students (median age was 20 years) recruited from representative courses and year levels at four Australian College campuses. They were categorized as sufficiently or insufficiently active, using estimates of energy expenditure (kcal/week) derived from self-reported physical activity, Personal factors (self-efficacy, job status, enjoyment), social factors (social support from family/friends), and environmental factors (awareness of facilities, gym membership) were also assessed. Results. Forty-seven percent of females and 32% of males were insufficiently active. For females, the significant independent predictors of being insufficiently active were lower social support from family and friends, lower enjoyment of activity, and not working. For males, predictors were lower social support from family and friends, lower enjoyment of activity, and being older. Conclusions. Factors associated with physical activity participation (particularly social support from family and friends) can inform physical activity strategies directed at young adults in the college setting. Filaggrin is a keratin filament associated protein that is expressed in granular layer keratinocytes and derived by sequential proteolysis from a polyprotein precursor termed profilaggrin. Depending on the species, each profilaggrin molecule contains between 10 and 20 filaggrin subunits organized as tandem repeats with a calcium-binding domain at the N-terminal end. We now report the characterization of the complete mouse gene. The structural organization of the mouse gene is identical to the human profilaggrin gene and consists of three exons with a 4 kb intron within the 5' noncoding region and a 1.7 kb intron separating the sequences encoding the calcium-binding EF-hand motifs. A processed pseudogene was found embedded within the second intron. The third and largest exon encodes the second EF-hand, a basic domain (designated the B-domain) followed by 12 filaggrin repeats and a unique C-terminal tail domain. A polyclonal anti-body raised against the conceptually translated sequence of the B-domain specifically stained keratohyalin granules and colocalized with a filaggrin antibody in granular layer cells. In upper granular layer cells, B-domain containing keratohyalin granules were in close apposition to the nucleus and, in some cells, appeared to be completely engulfed by the nucleus. In transition layer cells, B-domain staining was evident in the nucleus whereas filaggrin staining remained cytoplasmic. Nuclear staining of the B-domain was also observed in primary mouse keratinocytes induced to differentiate. This study has also revealed significant sequence homology between the mouse and human promoter sequences and in the calcium-binding domain but the remainder of the protein-coding region shows substantial divergence.

O objeto de estudo dessa pesquisa é a política de segurança pública brasileira visando compreender o seu percurso ideológico e político no contexto de retomada e da consolidação da democracia no Brasil, após 21 anos de ditadura militar. Considerando o contexto no qual se verifica a existência de disputa política em torno da concepção de segurança pública, o objetivo geral deste trabalho é compreender a matriz estruturante da política de segurança pública no Brasil contemporâneo. Seu intuito visa responder à pergunta inicial e condutora do interesse que estrutura este trabalho, aqui apresentada nos seguintes termos: a política de segurança pública no Brasil após o restabelecimento das eleições diretas para a Presidência da República está em vias de transição, tendendo a assumir caráter democrático ou a força da tradição autoritária na cultura política brasileira tem-se garantido a sua continuidade neste campo da intervenção estatal? Ancoramos a nossa reflexão nas categorias teóricas de dominação, coerção e consenso no pensamento clássico de Hobbes, Marx, Weber e Gramsci, extraindo deles os elementos que nos auxiliam no entendimento da política de segurança pública brasileira. Para o estudo dessa política foi fundamental operarmos uma profunda revisão bibliográfica, especialmente para entender como a manutenção da ordem foi se desenhando no contexto brasileiro e como historicamente tem prevalecido um modelo de segurança pública marcado pelo autoritarismo. Entretanto, a partir da redemocratização brasileira há a emergência de outro paradigma para a política de segurança pública, a segurança cidadã, propondo, entre outras coisas, a reforma das instituições de segurança pública e a formação em direitos humanos nas instituições policiais. Para a análise do paradigma emergente de segurança, buscamos apoio no Programa Nacional dos Direitos Humanos e no Plano Nacional de Segurança Pública, documentos federais que representam a construção de uma nova intencionalidade para a segurança pública no Brasil. Finalmente, reconhecemos que, embora haja significativas reformas na segurança pública, tal política, diante da prevalência de um paradigma de segurança tradicional com fortes componentes autoritários, se encontra entre a segurança cidadã e a continuidade autoritária.
