BACKGROUND AND OBJECTIVE: Human research ethics committees provide essential review of research projects to ensure the ethical conduct of human research. Several recent reports have highlighted a complex process for successful application for human research ethics committee approval, particularly for multi-centre studies. Limited resources are available for the execution of human clinical research in Australia and around the world.

METHODS: This report overviews the process of ethics approval for a National Health and Medical Research Council-funded multi-centre study in Australia, focussing on the time and resource implications of such applications in 2007 and 2008.

RESULTS: Applications were submitted to 16 hospital and two university human research ethics committees. The total time to gain final approval from each committee ranged between 13 and 77 days (median = 46 days); the entire process took 16 months to complete and the research officer's time was estimated to cost $A34 143.

CONCLUSIONS: Obstacles to timely human research ethics committee approval are reviewed, including recent, planned and potential initiatives that could improve the ethics approval of multi-centre research.

Energy consumption is an important concern in modern multicore processors. The energy consumed by a multicore processor during the execution of an application can be minimized by tuning the hardware state utilizing knobs such as frequency, voltage etc. The existing theoretical work on energy minimization using Global DVFS (Dynamic Voltage and Frequency Scaling), despite being thorough, ignores the time and the energy consumed by the CPU on memory accesses and the dynamic energy consumed by the idle cores. This article presents an analytical energy-performance model for parallel workloads that accounts for the time and the energy consumed by the CPU chip on memory accesses in addition to the time and energy consumed by the CPU on CPU instructions. In addition, the model we present also accounts for the dynamic energy consumed by the idle cores. The existing work on global DVFS for parallel workloads shows that using a single frequency for the entire duration of a parallel application is not energy optimal and that varying the frequency according to the changes in the parallelism of the workload can save energy. We present an analytical framework around our energy-performance model to predict the operating frequencies (that depend upon the amount of parallelism) for global DVFS that minimize the overall CPU energy consumption. We show how the optimal frequencies in our model differ from the optimal frequencies in a model that does not account for memory accesses. We further show how the memory intensity of an application affects the optimal frequencies.

The performance of real-time networks is under continuous improvement as a result of several trends in the digital world. However, these tendencies not only cause improvements, but also exacerbates a series of unideal aspects of real-time networks such as communication latency, jitter of the latency and packet drop rate. This Thesis focuses on the communication errors that appear on such realtime networks, from the point-of-view of automatic control. Specifically, it investigates the effects of packet drops in automatic control over fieldbuses, as well as the architectures and optimal techniques for their compensation. Firstly, a new approach to address the problems that rise in virtue of such packet drops, is proposed. This novel approach is based on the simultaneous transmission of several values in a single message. Such messages can be from sensor to controller, in which case they are comprised of several past sensor readings, or from controller to actuator in which case they are comprised of estimates of several future control values. A series of tests reveal the advantages of this approach. The above-explained approach is then expanded as to accommodate the techniques of contemporary optimal control. However, unlike the aforementioned approach, that deliberately does not send certain messages in order to make a more efficient use of network resources; in the second case, the techniques are used to reduce the effects of packet losses. After these two approaches that are based on data aggregation, it is also studied the optimal control in packet dropping fieldbuses, using generalized actuator output functions. This study ends with the development of a new optimal controller, as well as the function, among the generalized functions that dictate the actuator’s behaviour in the absence of a new control message, that leads to the optimal performance. The Thesis also presents a different line of research, related with the output oscillations that take place as a consequence of the use of classic co-design techniques of networked control. The proposed algorithm has the goal of allowing the execution of such classical co-design algorithms without causing an output oscillation that increases the value of the cost function. Such increases may, under certain circumstances, negate the advantages of the application of the classical co-design techniques. A yet another line of research, investigated algorithms, more efficient than contemporary ones, to generate task execution sequences that guarantee that at least a given number of activated jobs will be executed out of every set composed by a predetermined number of contiguous activations. This algorithm may, in the future, be applied to the generation of message transmission patterns in the above-mentioned techniques for the efficient use of network resources. The proposed task generation algorithm is better than its predecessors in the sense that it is capable of scheduling systems that cannot be scheduled by its predecessor algorithms. The Thesis also presents a mechanism that allows to perform multi-path routing in wireless sensor networks, while ensuring that no value will be counted in duplicate. Thereby, this technique improves the performance of wireless sensor networks, rendering them more suitable for control applications. As mentioned before, this Thesis is centered around techniques for the improvement of performance of distributed control systems in which several elements are connected through a fieldbus that may be subject to packet drops. The first three approaches are directly related to this topic, with the first two approaching the problem from an architectural standpoint, whereas the third one does so from more theoretical grounds. The fourth approach ensures that the approaches to this and similar problems that can be found in the literature that try to achieve goals similar to objectives of this Thesis, can do so without causing other problems that may invalidate the solutions in question. Then, the thesis presents an approach to the problem dealt with in it, which is centered in the efficient generation of the transmission patterns that are used in the aforementioned approaches.

Embedded real-time applications increasingly present high computation requirements, which need to be completed within specific deadlines, but that present highly variable patterns, depending on the set of data available in a determined instant. The current trend to provide parallel processing in the embedded domain allows providing higher processing power; however, it does not address the variability in the processing pattern. Dimensioning each device for its worst-case scenario implies lower average utilization, and increased available, but unusable, processing in the overall system. A solution for this problem is to extend the parallel execution of the applications, allowing networked nodes to distribute the workload, on peak situations, to neighbour nodes. In this context, this report proposes a framework to develop parallel and distributed real-time embedded applications, transparently using OpenMP and Message Passing Interface (MPI), within a programming model based on OpenMP. The technical report also devises an integrated timing model, which enables the structured reasoning on the timing behaviour of these hybrid architectures.

The objective of this work was to develop an easily applicable technique and a standardized protocol for high-quality post-mortem angiography. This protocol should (1) increase the radiological interpretation by decreasing artifacts due to the perfusion and by reaching a complete filling of the vascular system and (2) ease and standardize the execution of the examination. To this aim, 45 human corpses were investigated by post-mortem computed tomography (CT) angiography using different perfusion protocols, a modified heart-lung machine and a new contrast agent mixture, specifically developed for post-mortem investigations. The quality of the CT angiographies was evaluated radiologically by observing the filling of the vascular system and assessing the interpretability of the resulting images and by comparing radiological diagnoses to conventional autopsy conclusions. Post-mortem angiography yielded satisfactory results provided that the volumes of the injected contrast agent mixture were high enough to completely fill the vascular system. In order to avoid artifacts due to the post-mortem perfusion, a minimum of three angiographic phases and one native scan had to be performed. These findings were taken into account to develop a protocol for quality post-mortem CT angiography that minimizes the risk of radiological misinterpretation. The proposed protocol is easy applicable in a standardized way and yields high-quality radiologically interpretable visualization of the vascular system in post-mortem investigations.

Glioblastoma multiforme (GBM) tumors are the most common malignant primary brain tumors in adults. Although many GBM tumors are believed to be caused by self-renewing, glioblastoma-derived stem-like cells (GSCs), the mechanisms that regulate self-renewal and other oncogenic properties of GSCs are only now being unraveled. Here we showed that GSCs derived from GBM patient specimens express varying levels of the transcriptional repressor repressor element 1 silencing transcription factor (REST), suggesting heterogeneity across different GSC lines. Loss- and gain-of-function experiments indicated that REST maintains self-renewal of GSCs. High REST-expressing GSCs (HR-GSCs) produced tumors histopathologically distinct from those generated by low REST-expressing GSCs (LR-GSCs) in orthotopic mouse brain tumor models. Knockdown of REST in HR-GSCs resulted in increased survival in GSC-transplanted mice and produced tumors with higher apoptotic and lower invasive properties. Conversely, forced expression of exogenous REST in LR-GSCs produced decreased survival in mice and produced tumors with lower apoptotic and higher invasive properties, similar to HR-GSCs. Thus, based on our results, we propose that a novel function of REST is to maintain self-renewal and other oncogenic properties of GSCs and that REST can play a major role in mediating tumorigenicity in GBM. The thesis assesses the impact of international factors on relations between Greek and Turkish Cypriots during and after the Cold War. Through an analysis of the Cyprus problem it explores both why external actors intervene in communal conflicts and how they influence relations between ethnic groups in plural societies. The analytical framework employed throughout the study draws on contributions of International Relations theorists and students of ethnic conflict. The thesis argues that, as in the global political system, relations between ethnic groups in unranked communal systems are anarchic; that is, actors within the system do not recognize a sovereign political authority. In bipolar communal systems dominated by two relatively equal groups, the struggle for security and power often leads to appeals for assistance from external actors. The framework notes that neighboring states and Great Powers may heed calls for assistance, or intervene without a prior request, if it is in their interest to do so. The convergence of regional and global interests in communal affairs exacerbates ethnic conflicts and precludes the development of effective political institutions. The impact of external intervention in ethnic conflicts has the potential to alter the basis of communal relations. The Cyprus problem is examined both during and after the Cold War in order to gauge how global and regional actors and the structure of their respective systems have affected relations between ethnic groups in Cyprus. The thesis argues that Cyprus's descent into civil war in 1963 was due in part to the entrenchment of external interests in the Republic's constitution. The study also notes that power politics involving the United States, Soviet Union, Greece and Turkey continued to affect the development of communal relations throughout the 1960s, 70s, and, 80s. External intervention culminated in July and August 1974, after a Greek sponsored coup was answered by Turkey's invasion and partition of Cyprus. The forced expulsion of Greek Cypriots from the island's northern territories led to the establishment of ethnically homogeneous zones, thus altering the context of communal relations dramatically. The study also examines the role of the United Nations in Cyprus, noting that its failure to settle the dispute was due in large part to a lack of cooperation from Turkey, and the United States' and Soviet Union's acceptance of the status quo following the 1974 invasion and partition of the island. The thesis argues that the deterioration of Greek-Turkish relations in the post-Cold War era has made a solution to the dispute unlikely for the time being. Barring any dramatic changes in relations between communal and regional antagonists, relations between Greek and Turkish Cypriots will continue to develop along the lines established in July/August 1974. The thesis concludes by affirming the validity of its core hypotheses through a brief survey of recent works touching on international politics and ethnic conflict. Questions requiring further research are noted as are elements of the study that require further refinement.

The Loyal Orange Association of British America is a Protestant fraternal society. The Loyal Orange Association originated in Ulster, Ireland during the late eighteenth century. Its purpose was to promote Protestant rights and privileges. The association was exclusively Protestant, fraternal, democratic, and benevolent. Orange principles were brought to Upper Canada by Protestant Irish settlers after 1815. The first Canadian Orange Lodge was formally established in Brockville, Leeds County, 1830. By the late 19th and early 20th century, the Loyal Orange Association of British North America had gained considerable popularity and political influence. Many prominent politicians, including several prime ministers, were members. Orangemen were particularly concerned with issues such as separate school funding, language rights, immigration, religious freedom and conscription. The purpose of the study was to investigate the relative contribution of skate blade properties to on-ice skating speed. Thirty-two male ice hockey players (mean age = 19±2.65 yrs.) representing the Ontario Minor Hockey Association (OMHA; Midget AAA and Junior), Canadian Inter University Sport (CIS: Varsity), Ontario hockey league (OHL) and East Coast Hockey League (ECHL), and the playing positions of forwards (n=18) and defense (n=14) were recruited to participate. Skate related equipment worn by the players for the purpose of the research was documented and revealed that 80% of the players wore Bauer skates, Tuuk blade holders and LS2 skate blades. Subjects completed a battery of eight on-ice skating drills used to measure and compare two aspects of skating speed; acceleration [T1(s)] and total time to complete each drill [TT(s)] while skating on three skate blade conditions. The drills represented skills used in the game of hockey, both in isolation (e.g., forward skating, backward skating, stops and starts, and cornering) and in sequence to simulate the combination of skills used in a shift of game play. The three blade conditions consisted of (i) baseline, represented by the blades worn by the player throughout their current season of play; (ii) experimental blades (EB), represented by brand name experimental blades with manufacturers radius of contour and a standardized radius of hollow; and (iii) customized experimental blades (CEB), represented by the same brand name experimental blades sharpened to the players’ preference as identified in the baseline condition. No significant differences were found in acceleration time [T1(s)] or total time to complete [TT(s)] the isolated drills across blade conditions; however significant differences were revealed in both T1(s) and TT(s) measured during the execution of the sequenced drill across blade conditions. A iii Bonferroni post hoc test revealed that players skated significantly faster when skating on the CEB condition compared to the baseline condition (p≤.05). A questionnaire assessing subjects perceived comfort, confidence and effort expended while skating on the experimental blades revealed that players were significantly more comfortable when skating on the CEB versus the EB condition (p≤.05). Outcomes of the study provide evidence to suggest that the experimental skate blades customized with the players preferred blade sharpening characteristics results in faster skating speed in a combination drill representing skills performed in gameplay.

Les commotions cérébrales ont longtemps été considérées comme une blessure ne comportant que peu ou pas de conséquences. Cependant, la mise à la retraite forcée de plusieurs athlètes de haut niveau, liée au fait d'avoir subi des commotions cérébrales multiples, a porté cette question au premier plan de la culture scientifique et sportive. Malgré la sensibilisation croissante du public et la compréhension scientifique accrue des commotions cérébrales, il reste encore beaucoup d’inconnus au sujet de ces blessures. En effet, il est difficile de comprendre comment cette atteinte peut avoir des effets si profonds malgré le fait qu’elle n’entraîne apparemment pas de conséquences physiques apparentes lorsque les techniques traditionnelles d’imagerie cérébrale sont utilisées. Les techniques de neuroimagerie fonctionnelle ont cependant contribué à répondre aux nombreuses questions entourant les conséquences des commotions cérébrales ainsi qu'à accroître la compréhension générale de la physiopathologie de commotions cérébrales. Bien que les techniques de base telles que l'imagerie structurelle comme les scans TC et IRM soient incapables de détecter des changements structurels dans la grande majorité des cas (Ellemberg, Henry, Macciocchi, Guskiewicz, & Broglio, 2009; Johnston, Ptito, Chankowsky, & Chen, 2001), d'autres techniques plus précises et plus sensibles ont été en mesure de détecter avec succès des changements dans le cerveau commotionné. Des études d’IRM fonctionelle ont entre autres établi une solide relation entre les altérations fonctionnelles et les symptômes post-commotionels (Chen, Johnston, Collie, McCrory, & Ptito, 2007; Chen et al., 2004; Chen, Johnston, Petrides, & Ptito, 2008; Fazio, Lovell, Pardini, & Collins, 2007). Les mesures électrophysiologiques telles que les potentiels évoqués cognitifs (ERP) (Gaetz, Goodman, & Weinberg, 2000; Gaetz & Weinberg, 2000; Theriault, De Beaumont, Gosselin, Filipinni, & Lassonde, 2009; Theriault, De Beaumont, Tremblay, Lassonde, & Jolicoeur, 2010) et la stimulation magnétique transcrânienne ou SMT (De Beaumont, Brisson, Lassonde, & Jolicoeur, 2007; De Beaumont, Lassonde, Leclerc, & Theoret, 2007; De Beaumont et al., 2009) ont systématiquement démontré des altérations fonctionnelles chez les athlètes commotionnés. Cependant, très peu de recherches ont tenté d'explorer davantage certaines conséquences spécifiques des commotions cérébrales, entre autres sur les plans structural et métabolique. La première étude de cette thèse a évalué les changements structurels chez les athlètes commotionnés à l’aide de l'imagerie en tenseur de diffusion (DTI) qui mesure la diffusion de l'eau dans la matière blanche, permettant ainsi de visualiser des altérations des fibres nerveuses. Nous avons comparé les athlètes commotionnés à des athlètes de contrôle non-commotionnés quelques jours après la commotion et de nouveau six mois plus tard. Nos résultats indiquent un patron constant de diffusion accrue le long des voies cortico-spinales et dans la partie du corps calleux reliant les régions motrices. De plus, ces changements étaient encore présents six mois après la commotion, ce qui suggère que les effets de la commotion cérébrale persistent bien après la phase aiguë. Les deuxième et troisième études ont employé la spectroscopie par résonance magnétique afin d'étudier les changements neurométaboliques qui se produisent dans le cerveau commotionné. La première de ces études a évalué les changements neurométaboliques, les aspects neuropsychologiques, et la symptomatologie dans la phase aiguë post-commotion. Bien que les tests neuropsychologiques aient été incapables de démontrer des différences entre les athlètes commotionnés et non-commotionnés, des altérations neurométaboliques ont été notées dans le cortex préfrontal dorsolatéral ainsi que dans le cortex moteur primaire, lesquelles se sont avérées corréler avec les symptômes rapportés. La deuxième de ces études a comparé les changements neurométaboliques immédiatement après une commotion cérébrale et de nouveau six mois après l’atteinte. Les résultats ont démontré des altérations dans le cortex préfrontal dorsolatéral et moteur primaire dans la phase aiguë post-traumatique, mais seules les altérations du cortex moteur primaire ont persisté six mois après la commotion. Ces résultats indiquent que les commotions cérébrales peuvent affecter les propriétés physiques du cerveau, spécialement au niveau moteur. Il importe donc de mener davantage de recherches afin de mieux caractériser les effets moteurs des commotions cérébrales sur le plan fonctionnel.

La pratique de la médecine en centre hospitalier est encadrée par une variété de normes qui résultent en un contrôle des activités cliniques du médecin. Ce mémoire présente une analyse du régime instauré par la Loi sur les services de santé et les services sociaux et ses règlements afin de dégager les différents mécanismes de contrôle des activités du médecin exerçant en centre hospitalier. La pratique du médecin sera fonction de son intégration à la structure administrative du centre hospitalier, telle que notamment prévue par un plan d’organisation et des ressources et un plan des effectifs médicaux et dentaires. Ces plans contiennent des balises générales qui auront à être considérées par l’établissement dès le recrutement de médecins et témoignent d’une préoccupation du législateur d’assurer une distribution cohérente de l’offre de soins et de services de santé à l’échelle de la province. Le rattachement du médecin à un département par l’octroi d’un statut et de privilèges de pratique rendra applicable une normativité particulière, mise en œuvre par le chef de département clinique, par exemple la liste de garde et les règles d’utilisation des ressources médicales et matérielles. La validité et les effets de la pratique par laquelle les médecins réaménagent entre eux l’exécution des obligations qui leur incombent par des ententes variées sera également abordée à la lumière de récents développements jurisprudentiels sur la question. La mise en place d’un mécanisme de traitement des plaintes et d’une procédure disciplinaire en centre hospitalier sera également abordée ainsi que la situation des différentes parties impliquées, tant en ce qui a trait aux garanties juridiques applicables que relativement à la possibilité de recours administratifs ou auprès du Tribunal administratif du Québec.

Le développement accéléré des technologies de communication, de saisie et de traitement de l’information durant les dernières années décennies ouvre la voie à de nouveaux moyens de contrôle social. Selon l’auteur Gary Marx ceux-ci sont de nature non coercitive et permettent à des acteurs privés ou publics d’obtenir des informations personnelles sur des individus sans que ceux-ci y consentent ou mêmes sans qu’ils en soient conscients. Ces moyens de contrôle social se fondent sur certaines valeurs sociales qui sont susceptibles de modifier le comportement des individus comme le patriotisme, la notion de bon citoyen ou le volontarisme. Tout comme les moyens coercitifs, elles amènent les individus à adopter certains comportements et à divulguer des informations précises. Toutefois, ces moyens se fondent soit sur le consentement des individus, consentement qui est souvent factice et imposée, soit l’absence de connaissance du processus de contrôle par les individus. Ainsi, l’auteur illustre comment des organisations privées et publiques obtiennent des informations privilégiées sur la population sans que celle-ci en soit réellement consciente. Les partisans de tels moyens soulignent leur importance pour la sécurité et le bien publique. Le discours qui justifie leur utilisation soutient qu’ils constituent des limites nécessaires et acceptables aux droits individuels. L’emploi de telles méthodes est justifié par le concept de l’intérêt public tout en minimisant leur impact sur les droits des individus. Ainsi, ces méthodes sont plus facilement acceptées et moins susceptibles d’être contestées. Toutefois, l’auteur souligne l’importance de reconnaître qu’une méthode de contrôle empiète toujours sur les droits des individus. Ces moyens de contrôle sont progressivement intégrés à la culture et aux modes de comportement. En conséquence, ils sont plus facilement justifiables et certains groupes en font même la promotion. Cette réalité rend encore plus difficile leur encadrement afin de protéger les droits individuels. L’auteur conclut en soulignant l’important décalage moral derrière l’emploi de ces méthodes non-coercitives de contrôle social et soutient que seul le consentement éclairé des individus peut justifier leur utilisation. À ce sujet, il fait certaines propositions afin d’encadrer et de rendre plus transparente l’utilisation de ces moyens de contrôle social.

La présente étude examine une des difficultés que soulève la résolution du contrat de vente en droit africain des affaires. L'Organisation pour l'Harmonisation en Afrique du Droit des Affaires (OHADA) créée par le Traité du 17 octobre 1993 organise les règles communautaires relatives à la résolution du contrat de vente. Le Livre VIII de l’Acte uniforme OHADA portant sur le Droit commercial Général a été adopté le 15 décembre 2010 et a abrogé l’Acte du 17 avril 1997. Selon l’article 281 de l’Acte uniforme, la résolution du contrat de vente ne survient que lors de l’inexécution totale ou partielle de l’obligation du cocontractant. Notre étude visera à évaluer les conséquences dans le droit de la vente OHADA de la substitution du critère de privation substantielle par celui de la gravité du comportement du débiteur justifiant une résolution unilatérale du contrat. Cette nouvelle position du droit de la vente OHADA se démarque dans une certaine mesure du droit matériel uniforme et rejoint un courant adapté aux impératifs socioéconomiques du commerce tant régional qu’international. En outre la partie lésée devra déterminer la gravité du comportement du débiteur au risque de voir sa demande sanctionnée pour défaut de droit et donner lieu à des dommages intérêts à l’autre partie. En effet, avec pour optique la nécessité de sauvegarder le contrat au nom du principe favor contractus, comment le juge détermine a posteriori si la gravité du comportement du cocontractant est suffisante pour anéantir le contrat? Ce nouveau critère de la gravité du comportement du cocontractant en droit de la vente OHADA vient supplanter le critère de la privation substantielle et fait cohabiter la traditionnelle résolution judiciaire avec celle de la résolution unilatérale dont les contours demeurent incertains. Les cas d’ouvertures liés à la résolution du contrat de vente OHADA pour inexécution des obligations fondamentales ou accessoires seront passés au crible de même que leurs effets sur les parties. Dans une approche comparatiste avec la Convention de Vienne et les règles de codifications privés telles que les Principes UNIDROIT ou du Droit Européen des Contrats il y a lieu de s’interroger sur la mise en œuvre et les conséquences de la résolution du contrat de vente OHADA par l’inexécution de l’obligation d’une des parties due à un manquement essentiel d’une part et à la gravité du comportement du débiteur d’autre part.
