The base concept from which the entire research problem emerged is as follows: Lack of spatial planning and effective development management system lead to urban sprawl with non-optimal density of population to support urban infrastructure on the one side causing a lesser quality of life in urban areas. On the other side it causes loss of productivity of natural ecosystems and agricultural areas due to disturbance to the ecosystems. Planned compact high density development with compatible mixed land use can go a long way in achieving environmental efficiency of development management system.

Die Diskussion in den Planungswissenschaften beschreibt den Paradigmenwechsel vom so genannten DEAD-Model (Decide-Announce-Defend) zum Tripple-D-Model (Dialogue-Decide-Deliver) und beschäftigt sich intensiv mit dem Thema Governance. Komplexe Planungsaufgaben brauchen eine Vielfalt an Lösungsideen unterschiedlicher gesellschaftlicher Gruppen. Planung verfolgt u. a. die Umsetzung der Ziele einer nachhaltigen Entwicklung, die die Einbeziehung der Öffentlichkeit (Zivilgesellschaft, Unternehmen und Bürger) verlangt. Darüber hinaus wird eine Erweiterung der Perspektive über Verfahren und Steuerungsformen hinaus auf Akteure und Prozesse gefordert. Räumliche Entwicklungen sollen stärker im Zusammenhang mit Entscheidungsfindungsprozesse untersucht werden. Die Dissertation ergänzt eine wirkungsorientierte Perspektive, die Wirkungen, sowohl räumliche als auch soziale, in den Mittelpunkt der Betrachtung stellt. Sie stützt sich auf Beobachtungen, dass klassisches Projektmanagement für erfolgreiche Planungsprozesse nicht ausreicht, sondern zusätzlich Prozessmanagement braucht. Mit der Weiterentwicklung der partizipativen Planung, die zusätzlich in den Kontext gesellschaftlicher Lernprozesse und zukunftsfähiger Veränderungen gesellschaftlicher Bedingungen gestellt wird, ergänzt die Dissertation planungswissenschaftliche Theorien. Aus einem fachübergreifenden Blickwinkel wird die räumliche Planung in die Reihe von Management- und Organisationswissenschaften eingeordnet. Ausgehend von der Frage, welche räumlichen und sozialen Wirkungen durch Beteiligungsprozesse unter welchen Bedingungen erzielt werden, wurden Fallstudien aus der Wasserwirtschaft und ihre Prozessbiografien umfassend evaluiert. Als Evaluierungsmethode wurde ein von der EU-Kommission empfohlener Evaluierungsrahmen gewählt, der sowohl den Prozess selbst, seine Rahmenbedingungen und Durchführung, als auch Wirkungen analysiert und bewertet. Auf der Grundlage der Ergebnisse und theoretischer Erkenntnisse, vorrangig aus der Evaluationsforschung, wird ein umfassender Beteiligungsansatz konzipiert. Dabei handelt es sich um ein offenes Gerüst, in das sich bewährte und innovative Elemente strategisch gezielt integrieren lassen. Die Struktur verbindet verschiedene Beteiligungswerkzeuge unterschiedlicher Intensitäten und für unterschiedliche Zielgruppen zu einem Gesamtkonzept, mit dem Ziel, möglichst die gewünschten Wirkungen zu erreichen. Wesentlich an dem Ansatz ist, dass bereits das Prozessdesign unter Mitwirkung von Projektträgern, Beratern und Schlüsselakteuren erfolgt. Die partizipative Beteiligungsplanung bedeutet somit Klärung der Vorgehensweise und gleichzeitig Bewusstseins- und Kompetenzerweiterung der verantwortlichen Akteure. Im Ausblick werden künftige Forschungsaufgaben im Bereich der Mitwirkung in der räumlichen Planung formuliert und Handlungsmöglichkeiten aufgezeigt, um Partizipation als Teil planerischer „Alltagskultur“ weiterzuentwickeln. Dies erfolgt vor dem Hintergrund der Bedeutung von Partizipation und Bildung als Umsetzungsstrategie von Ideen der Landschaftsentwicklung und Nachhaltigkeit.

Abstract: This dissertation generally concentrates on the relationships between “gender” and “space” in the present time of urban life in capital city of Tehran. “Gender” as a changing social construct, differentiated within societies and through time, studied this time by investigation on “gender attitude” or “gender identity” means attitudes towards “gender” issues regarding Tehran residences. “Space” as a concept integrated from physical and social constituents investigated through focus on “spatial attitude” means attitudes towards using “living spaces” including private space of “house”, semi private semi public space of neighborhood and finally public spaces of the city. “Activities and practices” in space concentrated instead of “physical” space; this perspective to “space” discussed as the most justified implication of “space” in this debate regarding current situations in city of Tehran. Under a systematic approach, the interactions and interconnections between “gender” and “space” as two constituent variables of social organization investigated by focus on the different associations presented between different “gender identities” and their different “spatial identities”; in fact, “spatial identity” manifests “gender identity” and in opposite direction, “spatial identity” influences to construction of “gender identity”. The hypotheses of case study in Tehran defined as followed: • “Gender identity” is reflected on “spatial identity”. Various “gender identities” in Tehran present different perspectives of “space” or they identify “space” by different values. • As “gender identity” internalizes patriarchal oppression, it internalizes associated “spatial” oppression too. • Within the same social class, different “gender identities” related to men and women, present interconnected qualities, compared with “gender identities” related to men or women of different social classes. This situation could be found in the “spatial” perspectives of different groups of men and women too. • Following the upper hypotheses, “spatial” oppression differs among social classes of Tehran living in different parts of this city. This research undertook a qualitative study in Tehran by interviewing with different parents of both young daughter and son regarding their attitudes towards gender issues from one side and activities and behaviors of their children in different spaces from the other side. Results of case study indicated the parallel changes of parents’ attitudes towards “gender” and “spatial” issues; it means strong connection between “gender” and “space”. It revealed association of “equal” spatial attitudes with “open, neutral” gender attitudes, and also the association of “biased, unequal” spatial identities with “conservative patriarchal” gender identities. It was cleared too that this variable concept – gender space - changes by “sex”; mothers comparing fathers presented more equitable notions towards “gender spatial” issues. It changes too by “social class” and “educational level”, that means “gender spatial” identity getting more open equitable among more educated people of middle and upper classes. “Breadwinning status in the family” also presents its effect on the changes of “gender spatial” identity so participant breadwinners in the family expressed relatively more equitable notions comparing householders and housekeepers. And finally, “gender spatial” identity changes through “place” in the city and regarding South – North line of the city. The illustration of changes of “gender spatial” identity from “open” to “conservative” among society indicated not only vertical variation across social classes, furthermore the horizontal changing among each social class. These results also confirmed hypotheses while made precision on the third one regarding variable of sex. More investigations pointed to some inclusive spatial attitudes throughout society penetrated to different groups of “gender identities”, to “opens” as to “conservatives”, also to groups between them, by two opposite features; first kind, conservative biased spatial practices in favor of patriarchal gender relations and the second, progressive neutral actions in favor of equal gender relations. While the major reason for the inclusive conservative practices was referred to the social insecurity for women, the second neutral ones associated to more formal & safer spaces of the city. In conclusion, while both trends are associated deeply with the important issues of “sex” & “body” in patriarchal thoughts, still strong, they are the consequences of the transitional period of social change in macro level, and the challenges involved regarding interactions between social orders, between old system of patriarchy, the traditional biased “gender spatial” relations and the new one of equal relations. The case study drew an inhomogeneous illustration regarding gender spatial aspects of life in Tehran, the opposite groups of “open” and “conservative”, and the large group of “semi open semi conservative” between them. In macro perspective it presents contradicted social groups according their general life styles; they are the manifestations of challenging trends towards tradition and modernity in Iranian society. This illustration while presents unstable social situations, necessitates probing solutions for social integration; exploring the directions could make heterogeneous social groups close in the way they think and the form they live in spaces. Democratic approaches like participatory development planning might be helpful for the city in its way to more solidarity and sustainability regarding its social spatial – gender as well – development, in macro levels of social spatial planning and in micro levels of physical planning, in private space of house and in public spaces of the city.

Given the substantial and increasing encroachment of trade agreements into almost every aspect of economic and social life, there is a pressing need for research that provides a more coherent framework for understanding the source and effectiveness of organised labour ’s power and capacity to influence international trade policy. Taking the union protests against the General Agreement on Trade in Services (GATS) as a case study, this research uses core concepts derived from social movement theory to analyse the opportunities that existed for unions to influence these trade negotiations and their capacity to identify and take advantage of such opportunities. Importantly, it adds a power analysis designed to reveal the sources of power that unions draw on to take action. The research demonstrates that even where unions faced considerable constraints they were able to re-frame trade issues in a way that built broad support for their position and to utilise opportunities in the trade negotiation process to mobilise resistance against the GATS and further liberalisation of services. The theoretical framework developed for the research provides conceptual tools that can be developed for improving strategic campaign planning and for analytical assessment of past campaigns. The theoretical framework developed for this research has potential for further application as an analytical and strategic planning tool for unions.

Análisis de la evolución del espacio público a partir del plan estratégico Bogotá 2000. Es un acercamiento a la planeación prospectiva que se realizó en la década de los noventa en la ciudad de Bogotá. Se hace un examen de los resultados de la planeación de abajo hacia arriba según el plan estratégico Bogotá 2000, en el tema del espacio público. Igualmente, es la confirmación de si los mandatarios en el periodo de 1996 al 2006 tomaron los escenarios y proyectos estratégicos para la Bogotá del futuro. Además se puede encontrar cuadros comparativos de los planes de desarrollo, líneas, escenarios y proyectos del plan estratégico. El documento recupera información que se encuentra desagregada en lo referente al espacio público.

La investigación que se presenta a continuación reconstruye las acciones de la Responsabilidad Social Empresarial en el sector financiero Colombiano, congregando información académica donde los autores; teóricos y ejecutores, analizan y ofrecen pautas para el actuar responsable y sostenible en una organización. Así mismo este trabajo pone a la vista del lector información recopilada fruto de fuentes primarias, producto de conversaciones con la directiva en el área de Sostenibilidad del Helm Bank, integrante del sector financiero Colombiano y al gremio de bancos más relevantes en el país ASOBANCARIA. El direccionamiento de esta investigación se centra en la identificación del diseño estructural de un área de RSE en el sector financiero y sus componentes definidos en las siguientes variables; Evolución del área, Coordinación del trabajo, División laboral y Plataforma Estratégica Como resultado de dicha investigación se encontraron interesantes elementos. Dentro de estos elementos se hace especial mención a la sinergia que unen la planeación estratégica empresarial con las prácticas de Sostenibilidad, la directa conexión de la alta gerencia con el área de Responsabilidad Empresarial y con especial agrado la enorme puesta en marcha de acciones responsables en las tres dimensiones; social, ambiental y económica por parte de algunas entidades de la banca nacional en torno a sus actores de interés.

This article is the result of a work of research conducted on the peri-urban interface of Popayan to detect its potential, restrictions and pathologies regarding the urbanization process. The Crucero Puelenje village, taken as a case study, is located in the south of the town center and it is recognized as one of the agricultural pantries of the city.The territory reading was focused on the macro-landscape as a result of the relationship between social groups and their physical and natural environment. Hence, this research process articulated technical and participatory methodologies that allowed determining the socio-cultural, environmental, physical-spatial, economic and political-administrative particularities of the territory with respect to urbanization and local development. Thus, the participatory component with the Crucero Puelenje community, both in the participatory workshops and in the census, gave feedback to the technical component considered as the guiding thread.This research found knowledge applicable to spatial planning and regional development from the study of the socio-environmental and territorial transformations impact caused by the urban sprawl of Popayán, and at the same time, it offered the Crucero Puelenje community the possibility of interpreting its territory and gaining insights about its planning.

En este artículo se presenta una reflexión sobre la forma en que se ha incorporado la noción de sostenibilidad ambiental en el ordenamiento físico urbano en Colombia, una aproximación parcial que ha privilegiado algunos componentes físicos de la estructura ecológica, sin considerar suficientemente las implicaciones de aspectos tales como el suelo urbano, las actuaciones de los servicios públicos, las racionalidades de consumo y el metabolismo de la ciudad, los cuales tienen una mayor incidencia sobre la sostenibilidad urbana. El seguimiento a esta tendencia de incorporar herramientas de planeación ambiental estratégica sirve, en primera instancia, para llevar a cabo una reflexión crítica sobre el ordenamiento físico en nuestro medio, la planeación para el desarrollo urbano sostenible, los modelos de ciudad y la participación ciudadana El artículo se divide en tres partes. En la primera se presentan consideraciones sobre sostenibilidad urbana como el marco de la evaluación estratégica ambiental. En la segunda parte se presenta la Evaluación Estratégica Ambiental (EAE) en la formulación de políticas, programas, planes y proyectos. Finalmente, se hacen algunas consideraciones sobre la necesidad de incorporar la EAE en las agendas de formulación y concertación ambiental de temas estratégicos, políticas y planeamiento urbano en Colombia.---The potential for integrated strategic environmental assessment: food for thought on urban sustainability in ColombiaThis article presents a reflection on how the notion of environmental sustainability in the physical urban system was incorporated in Colombia, a partial approach that has privileged some physical components of the ecological structure, without sufficiently considering the implications of such aspects as urban land, the actions of public services, consumer rationalities and metabolism of the city, which have a greater impact on urban sustainability. Monitoring this trend of incorporating strategic environmental planning tools, served in the first instance to undertake a critical reflection on the physical arrangement in our environment, planning for sustainable urban development, and models of city and citizen participation. The article is divided into three parts. The first presents considerations on urban sustainability as the framework of strategic environmental assessment. In the second part presents the Strategic Environmental Assessment (SEA) in the formulation of policies, programs, plans and projects. Generalmente las intervenciones urbanas son sectoriales y carecen de un enfoque transversal, lo que dificulta el ejercicio de la planificación y la gestión, y afecta negativamente la construcción de una visión de ciudad de largo plazo. Es por ello que esta monografía busca establecer la importancia de diseñar y ejecutar intervenciones urbanas estratégicas, por medio del análisis de un proyecto. El proyecto 22@Barcelona es un ejemplo de una intervención urbana estratégica porque logra, entre otras cosas, dar respuesta a distintas necesidades y problemáticas a través de una propuesta: urbana, económica y social. En esta ocasión se analizará la relación entre los componentes: económico y urbano del proyecto, a la luz de los postulados de la Planeación Estratégica Urbana; lo que permitirá concluir que éste no es ni un proyecto urbano, ni económico, sino ambas cosas, y es precisamente esto lo que lo hace loable.

La planificación urbana en la consolidación de las ciudades ha venido adquiriendo una gran importancia para el desarrollo urbano, a través de instrumentos de gestión urbana. Dentro de esta investigación se analiza las operaciones estratégicas como un instrumento de gestión que ha tenido cambios en su objetivo, alcance e implementación para poder transformar y mejorar a través de intervenciones urbanas los temas físicos, económicos, sociales y culturales dentro de los territorios. A partir de lo anterior, se identificaron cinco elementos que han limitado la implementación de las operaciones estratégicas que son, una visión a largo plazo, la falta de una gerencia especifica, voluntad política, continuidad y la coordinación y comunicación interinstitucional.

Este documento busca dar respuestas a los interrogantes que surgen una década después de definida la Ley 388 de Ordenamiento Territorial y el desarrollo de los programas de vivienda de interés social a nivel de las entidades territoriales. En Colombia, el proceso de descentralización ha sido visible en sectores como educación y salud, sin embargo, la vivienda no ha tenido un desempeño continuo que permita dar cuenta de la descentralización en vivienda. Esto teniendo en cuenta que aspectos como el mercado, el suelo y la voluntad política son decisivos para profundizar en este aspecto.

A Arquitectura rural e a sua paisagem estão ameaçadas de extinção. Por um lado, encontram-se ameaçadas pelo desenvolvimento industrial da agricultura que provoca reconstituições das parcelas de terreno excessivamente severas, não se contentando com as antigas construções e, por outro lado temos o abandono, total ou parcial, das regiões cuja exploração agrícola já não é considerada rentável.

Many countries in northern Europe have seen a huge expansion in development-led archaeology over the past few decades. Legislation, frameworks for heritage management and codes of practice have developed along similar but different lines. The Valetta Convention has had considerable impact on spatial planning and new legislation on archaeological heritage management within EC countries as well as on the funding, nature and distribution of archaeological fieldwork. For the first time these 12 papers bring together data on developer-led archaeology in Britain, Ireland, France, the Low Countries, Germany and Denmark in order to review and evaluate key common issues relating to organisation, practice, legal frameworks and quality management.
