Against the background of closer diplomatic, political and security ties between Myanmar and China since 1988, their economic relations have also grown stronger throughout the 1990s and up to 2005. China is now a major supplier of consumer and capital goods to Myanmar, in particular through border trade. China also provides a large amount of economic cooperation in the areas of infrastructure, energy and state-owned economic enterprises. Nevertheless, Myanmar’s trade with China has failed to have a substantial impact on its broad-based economic and industrial development. China’s economic cooperation apparently supports the present regime, but its effects on the whole economy will be limited with an unfavorable macroeconomic environment and distorted incentives structure. As a conclusion, strengthened economic ties with China will be instrumental in regime survival, but will not be a powerful force affecting the process of economic development in Myanmar.

Introduction : The source and deployment of finance are central issues in economic development. Since 1966, when the Soeharto Administration was inaugurated, Indonesian economic development has relied on funds in the form of aid from international organizations and foreign countries. After the 1990s, a further abundant inflow of capital sustained a rapid economic development. Foreign funding was the basis of Indonesian economic growth. This paper will describe the mechanism for allocating funds in the Indonesian economy. It will identify the problems this mechanism generated in the Indonesian experience, and it will attempt to explain why there was a collapse of the financial system in the wake of the Asian Currency Crisis of 1997. History of the Indonesian Financial system The year 1966 saw the emergence of commercial banks in Indonesia. It can be said that before 1966 a financial system hardly existed, a fact commonly attributed to economic disruptions like the consecutive runs of fiscal deficit and hyperinflation under the Soekarno Administration. After 1996, with the inauguration of Soeharto, a regulatory system of financial legislation, e.g. central banking law and banking regulation, was introduced and implemented, and the banking sector that is the basis of the current financial system in Indonesia was built up.    The Indonesian financial structure was significantly altered at the first financial reform of 1983. Between 1966 and 1982, the banking sector consisted of Bank Indonesia (the Central Bank) and the state-owned banks. There was also a system for distributing the abundant public revenue derived from the soaring oil price of the 1970s. The public finance distribution function, incorporated in Indonesian financial system, changed after the successive financial reforms of 1983 and 1988, when there was a move away from the monopoly-market style dominated by state-owned banks (which was a system of public finance distribution that operated at the discretion of the government) towards a modern market mechanism. The five phases of development The Indonesian financial system developed in five phases between 1966 and the present time. The first period (1966-72) was its formative period, the second (1973-82) its policy based finance period under soaring oil prices, the third (1983-91) its financial-reform period, the fourth (1992-97) its period of expansion, and the fifth (1998-) its period of financial restructuring. The first section of this paper summarizes the financial policies operative during each of the periods identified above. In the second section changes to the financial sector in response to policies are examined, and an analysis of these changes shows that an important development of the financial sector occurred during the financial reform period. In the third section the focus of analysis shifts from the general financial sector to particular commercial banks’ performances. In the third section changes in commercial banks’ lending and fund-raising behaviour after the 1990s are analysed by comparing several banking groups in terms of their ownership and foundation time. The last section summarizes the foregoing analyses and examines the problems that remain in the Indonesian financial sector, which is still undergoing restructuring.

The change in the ownership structure of enterprises was one of the major features of the Vietnamese economy in the 2000s. Of the three sectors of state, private and FDI, the state sector, which employed the majority of enterprise workers at the beginning of the 2000s, became the smallest by the end of the decade. One of the factors contributing to such phenomenon was SOE restructuring. Earlier SOE restructuring in the early 1990s is said to have resulted in increased economic inequality among provinces. The purpose of this paper is to clarify the impact of the SOE restructuring and related changes in the ownership structure of enterprises on the regional distribution of economic activities in the 2000s.

This paper develops a quantitative measure of allocation efficiency, which is an extension of the dynamic Olley-Pakes productivity decomposition proposed by Melitz and Polanec (2015). The extended measure enables the simultaneous capture of the degree of misallocation within a group and between groups and parallel to capturing the contribution of entering and exiting firms to aggregate productivity growth. This measure empirically assesses the degree of misallocation in China using manufacturing firm-level data from 2004 to 2007. Misallocation among industrial sectors has been found to increase over time, and allocation efficiency within an industry has been found to worsen in industries that use more capital and have firms with relatively higher state-owned market shares. Allocation efficiency among three ownership sectors (state-owned, domestic private, and foreign sectors) tends to improve in industries wherein the market share moves from a less-productive state-owned sector to a more productive private sector.

La presente tesis doctoral pretende arrojar nueva luz sobre la utilización de la prensa durante los primeros años del franquismo. En concreto, el objetivo ha sido estudiar la censura del tema deportivo dentro del sistema censorio de los primeros años de posguerra civil en España, una área no estudiada hasta hoy y que entendemos fundamental para entender el desarrollo del deporte durante el llamado primer franquismo. Para ello, se estudiaron de manera pormenorizada los actores principales y los pasos básicos del proceso de censura; los métodos utilizados, tanto materiales como personales, para hacer efectiva ésta; y, por último, sus manifestaciones reales en el ámbito de la información deportiva: qué se censuró, por parte de quién, de qué forma y por qué motivos. De este modo, pretendemos llenar una de las lagunas de investigación que aún quedan dentro del estudio de la censura de prensa durante el franquismo. La metodología utilizada es la técnica historiográfica. Basado en el análisis crítico y en la interpretación de fuentes primarias, dicho método trata de establecer marcos históricos de referencia a través del estudio pormenorizado de las circunstancias del pasado. Ello implica una estructura algo distinta a la de las tesis doctorales de otras áreas de estudio puesto que, exceptuando la introducción, toda la tesis es la exposición de los resultados de la investigación llevada a cabo. Se ha utilizado cuantiosa documentación de los archivos General de la Administracion (Alcalá de Henares) y Centrale dello Stato (Roma) no manejada anteriormente por ningún investigador. La prensa periódica de la época y la legislación que afecta a nuestro tema de estudio también han sido ampliamente investigadas, tanto en el contexto español como en el italiano. Nuestra investigación arroja los siguientes resultados. Efectivamente, existió censura de prensa en el tema deportivo en las siguientes temáticas fundamentales: cuestiones económicas, autoridades y jerarquías, uso del lenguaje y comportamiento de los deportistas. En la mayor parte de los casos, la censura se ejerce en la información deportiva por razones ajenas al propio deporte. No se puede afirmar que existan diferencias en el tratamiento general entre medios de la Prensa del Movimiento y otros de titularidad privada o eclesiástica, si bien la aplicación de la censura no fue homogénea sino arbitraria en muchos casos. El sistema de censura de prensa español del primer franquismo toma la mayoría de sus rasgos del modelo fascista italiano, aunque tiene alguna característica propia como la censura previa y el catolicismo imperante. ABSTRACT This doctoral thesis aims to shed light on the use of press during the first years of francoism. The particular objective was to study the censorship of the sport topic into the general system of censorship carried out after the Spanish Civil War. It is a subject comparatively understudied to date but a key aspect to understand the development of sport during the so called early francoism. To this end, an in-depth study was made on key actors, main steps of censorship process, human and material methods used to ensure its effectiveness, and the actual manifestations in sports information area: what was censored, by whom, how and why. This should ensure us to fill the historiographical gap within the research on Francoʼs press censorship. Methodology used was historiographic research. It is based on critical analysis and interpretation of primary sources and seeks to establish historical reference frameworks tracing back the past in detail. It determines a different doctoral thesis structure in some aspects. Except the introduction, the whole document is the report and explanation of the results of research. A large amount of unexplored documents from the Archivo General de la Administración (Alcalá de Henares, Spain) and the Archivio Centrale dello Stato (Rome, Italy) has been used. The press of the period and legislation about our topic have also been analysed in detail both in Spain and Italy. Our research states these results. We can affirm that press censorship actually existed on sports topic in these thematic priorities: economical issues, authorities and hierarchies, use of language and sportsmen behaviours. In most cases, the censorship of sports information is exercised for reasons unconnected to sport. It cannot be concluded that general differences were applied in press censorship between State-owned media and private or church media although its implementation was non-uniform and arbitrary in many cases. The system of press censorship in Spain during the early francoism is clearly inspired by fascist Italy system copying most of its features although Spain had a few specific characteristics like prior censorship and catholicism.

La industria metalúrgica estatal venezolana ha vivido, desde sus inicios, procesos cíclicos de cambios y ajustes tecnológicos. Estos procesos no han sido objeto de sistematización que asegure el aprendizaje y apropiación del conocimiento. Este hecho, aún hoy, ha obstaculizado los procesos de apropiación y mejora de las tecnologías asociadas al sector. A partir del acompañamiento a iniciativas de participación de grupos de interés surgidos del seno de los trabajadores, se planteó esta investigación que tuvo como propósito la determinación de condiciones y relaciones para su participación directa en los procesos de mejora de las tecnologías existentes y el fortalecimiento del aprendizaje asociado. Se consideraron dos ámbitos Latinoamericanos donde hay manifestación de gestión colectiva y participación: Venezuela y Argentina. En el caso venezolano, el abordaje se realizó bajo la Investigación Acción Participativa (IAP), desarrollando la “investigación próxima”, como estrategia de acompañamiento, mediante “talleres de formación-investigación” y la sistematización de experiencias considerando la perspectiva y necesidades de los actores. En el caso argentino, el abordaje se realizó mediante visitas, entrevistas, reuniones y encuentros. Los talleres realizados en Venezuela, en un contexto de diálogo de saberes, facilitaron el surgimiento de herramientas prácticas para la sistematización de su propia experiencia (“Preguntas generadoras”, “Mi historia con la tecnología”, “Bitácora de aprendizaje”). El intercambio con los pares argentinos ha generado una red que plantea la posibilidad de construcción y nucleación conjunta de saberes y experiencia, tanto para los trabajadores como para los investigadores. Los casos estudiados referidos a las empresas recuperadas por los trabajadores (ERTs) argentinos evidencian un proceso de participación marcada por su autonomía en la gestión de la empresa, dadas las circunstancias que los llevó a asumirla para conservar sus puestos de trabajo. De estos casos emergieron categorías asociadas con elementos de gestión de un proceso técnico–tecnológico, como la participación en la planificación, concepción o diseño de la mejora. La participación en general está asociada al hecho asambleario, vinculado a las prácticas de toma de decisiones autogestionarias como expresión de una alta participación. La Asamblea, como máxima instancia de participación, y el Consejo de Administración son las formas de participación prevalecientes. En cuanto al aprendizaje, los trabajadores de las ERTs argentinas aportaron categorías de gran significación a los procesos de socialización del conocimiento: conocimiento colectivo y cooperación del conocimiento, rescate de los saberes y formación de trabajadores que tomen el relevo. Las categorías surgidas de las ERTs argentinas, los referentes teóricos y el interés de los trabajadores venezolanos fueron la base para la valoración tanto de su grado de participación en las mejoras a procesos tecnológicos emprendidas, como del aprendizaje asociado. Ésta valoración se realizó bajo una aproximación borrosa dado el carácter ambiguo de estas categorías que fueron trabajadas como conjuntos que se relacionan, más que como variables. Se encontró que la participación, se configura como un sub-conjunto del aprendizaje para contribuir a su fortalecimiento. Las condiciones y relaciones para fortalecer la participación en los asuntos tecnológicos surgieron a partir de la sistematización y síntesis de ambas experiencias (Venezuela y Argentina) conjugando una estructura que contempla la formación para la nucleación de colectivos de saberes (proyectos de mejora o innovaciones), las redes por afinidad, la sistematización de su propia experiencia técnica y los enlaces institucionales. Estos resultados dan cuenta de la integración de los intereses de las partes (trabajadores, investigadores, instituciones), mediante las estrategias de encuentro, de sistematización de los propios métodos y de conformación de los “colectivos de saberes”, la red de IAP en la industria (IAP Industrial) considerando la “deriva de la investigación”, bajo discursos práctico–teóricos propios, como posibilidad de posicionamiento de su participación en los asuntos tecnológicos de sus respectivas organizaciones, abriendo una oportunidad de ampliación de la experiencia en otros ámbitos y sectores. ABSTRACT Venezuelan's state owned steel industry has experienced since its earliest years, cycles of change and technological adjustments. These processes have not been systematized to ensure learning and knowledge in those organizations. This fact, even today, has hindered the processes of appropriation and improving the technologies associated with the sector. In order to support initiatives involving metalworker interest groups, this research was aimed at determining conditions and relations for their direct participation in process improvements to existing technologies and strengthening the associated learning. Two Latin American countries, Venezuela and Argentina, were considered on the base of their collective management and participation experiences. The Venezuelan approach was carried out under the Participatory Action Research (PAR) strategy, through the ‘proximal research’ as support strategy, by means of ‘workshops–research’ and systematization of experiences considering the perspective and needs of actors. Workshops were carried out in metallurgical enterprises from steel and aluminum at Guayana, Venezuela and its affiliates in the Central region. Those industries have been promoted collective management. The Argentine approach was carried out through visits, interviews, meetings and gatherings. The workshops held in Venezuela, in a dialogue of knowledge context, facilitated the emergence of tools for the systematization of their own experience (‘generating questions’, ‘My history with technology’, ‘Learning Log’). The relation with Argentine peers has generated a network that creates opportunities of knowledge and experience construction and its nucleation for both, workers and researchers. The cases studied relating to Argentine workers’ recuperated enterprises show a participatory process marked by autonomy in the management of the factory, given the circumstances that led them to take it in order to maintain their jobs. From these cases emerged categories associated with management aspects about technical-technology process, such as participation in planning, design or implementation of the improvement. Participation, in general, is associated with assemblies, joined to the practices of self-management decision-making as an expression of a high participation. The Cooperative General Assembly, as the highest instance of participation, and the Board of Directors are the prevalent forms of participation. In relation to learning, Argentine workers’ recuperated enterprises provided categories of great significance to the process of socialization of knowledge: collective knowledge and knowledge cooperation, recovery of knowledge and training workers for replacement. Based on categories arising from the Argentine experience, theoretical framework and the interest of the Venezuelan workers the assessment of both, their degree of participation on technical improvements and the associated technological learning were made considering a fuzzy approach, given the ambiguous nature of these categories that were worked as sets rather than variables. It was found that participation is configured as a subset of learning to contribute to its strengthening. The conditions and relations to strengthen participation in technology issues emerged from the systematization and synthesis of both experiences (Venezuela and Argentina) combining a structure which provides training for the nucleation of collectives of knowledge (improvement projects or innovations), affinity networks, systematization of their own expertise and institutional links. These results show the integration of the interests of stakeholders (workers, researchers, institutions) through strategies like meetings, systematization of their own methods, forming ‘collectives of technological knowledge’ and a participative action research network in this industry (Industrial PAR) considering the ‘research drift’, under their own practical-theoretical discourses positioned as a possibility of their participation in technological activities in their respective organizations, opening an opportunity for scaling to other areas and sectors.

Este artículo se propone analizar el Plan Integral de Edificación Escolar (PIEE) que se aprobó en la provincia de Buenos Aires en 1948. El estudio de los cambios que implicó en relación a los proyectos anteriores, y de los alcances y límites de su aplicación durante las gestiones de Domingo A. Mercante (1946-1952) y Carlos Aloé (1952-1955), permite señalar que la ejecución del plan de edificación que impactó de manera significativa en el número de establecimientos educativos fiscales, fue posible debido a una modificación en la inversión de los recursos y a la mayor intervención de las agencias estatales en la planificación de las edificaciones, relacionada con la mayor injerencia en el área educativa que adquirió el Estado provincial durante este periodo

In the 29 years following \"Our Common Future\" by the United Nations, there is considerable debate among governments, civil society, interest groups and business organisations about what constitutes sustainable development, which constitutes evidence for a contested discourse concerning sustainability. The purpose of this study is to understand this debate in the developing economic context of Brazil, and in particular, to understand and critique the social and environmental accounting [SEA] discursive constructions relating to the State-owned, Petrobras as well as to understand the Brazilian literature on SEA. The discourse theory [DT]-based analysis employs rhetorical redescription to analyse twenty-two reports from Petrobras from 2004-2013. I investigate the political notions by employing the methodological framework of the Logics of Critical Explanation [LCE]. LCE engenders five methodological steps: problematisation, retroduction, logics (social, political and fantasmatic), articulation and critique. The empirical discussion suggests that the hegemony of economic development operates to obfuscate, rhetorically, the development of sustainability, so as to maintain the core business of Petrobras conceived as capital accumulation. Equally, these articulations also illustrate how the constructions of SEA operate to serve the company\'s purpose with few (none) profound changes in integration of sustainability. The Brazilian literature on SEA sustains the status quo of neo-liberal market policies that operate to protect the dominant business case approach to maintain an agenda of wealth-creation in relation to social and environmental needs. The articulations of the case manifested in policies regarding, for example, corruption, which involved over-payments for contracts and unsustainable practices relating to the use of fossil fuels and demonstrated that there was antagonism between action and disclosure. The corruption scandal that emerged after SEA disclosures highlighted the rhetorical nature of disclosure when financial resources were subtracted from the company for political parties and engineering contractors hid facts through incomplete disclosures. The articulations of SEA misrepresent a broader context of the meanings associated with sustainability, which restricted the constructions of SEA to principally serve and represent the intention of the most powerful groups. The significance of SEA, then is narrowed to represent particular interests. The study argues for more critical studies as limited Brazilian literature concerning SEA kept a \'safe distance\' from substantively critiquing the constructions of SEA and its articulations in the Brazilian context. The literature review and the Petrobras\' case illustrate a variety of naming, instituting and articulatory practices that endeavour to maintain the current hegemony of development in an emerging economy, which allows Petrobras to continue to exercise significant profit at the expense of the social and environmental. The constructed idea of development in Petrobras\' discourses emphasises a rhetoric of wider development, but, in reality, these discourses were the antithesis of political, social and ethical developmental issues. These constructions aim to hide struggles between social inequalities and exploitation of natural resources and constitute excuses about a fanciful notion of rhetorical and hegemonic neo-liberal development. In summary, this thesis contributes to the prior literature in five ways: (i) the addition of DT to the analysis of SEA enhances the discussion of political elements such as hegemony, antagonism, logic of equivalence/difference, ideology and articulation; (ii) the analysis of an emerging economy such as Brazil incorporates a new perspective of the discussion of the discourses of SEA and development; (iii) this thesis includes a focus on rhetoric to discuss the maintenance of the status quo; (iv) the holistic structure of the LCE approach enlarges the understanding of the social, political and fantasmatic logics of SEA studies and; (v) this thesis combines an analysis of the literature and the case of Petrobras to characterise and critique the state of the Brazilian academy and its impacts and reflections on the significance of SEA. This thesis, therefore, argues for more critical studies in the Brazilian academy due to the persistence of idea of SEA and development that takes-for-granted deep exclusions and contradictions and provide little space for critiques.

At present, the market is severely mispricing Greece’s sovereign risk relative to the country’s fundamentals. As a result of the mispricing, financial intermediation in Greece has become dysfunctional and the privatisation of state-owned assets has stalled. This mispricing is partially due to an illiquid and fragmented government yield curve. A well-designed public liability management exercise can lead to a more efficient pricing of Greece’s government bonds and thereby help restore stable and affordable financing for the country’s private sector, which is imperative in order to overcome Greece’s deep recession. This paper proposes three measures to enhance the functioning of the Greek government debt market: i) Greece should issue a new five-year bond, ii) it should consolidate the 20 individual series of government bonds into four liquid securities and iii) it should offer investors a swap of these newly created bonds into dollar-denominated securities. Each of these measures would be beneficial to the Hellenic Republic, since the government would be able to reduce the face value and the net present value of its debt stock. Furthermore, this exercise would facilitate the resumption of market access, which is a necessary condition for continuous multilateral disbursements to Greece.

In recent months Kyiv has been intensifying its efforts to diversify Ukraine’s gas supply routes with a view to reducing the country’s dependence on imports from Russia. One of the steps which Kyiv has taken has been to make the unprecedented decision to start importing gas from its Western neighbours. In November 2012, Ukraine’s state-owned Naftogaz began importing gas through Poland under a two-month contract with RWE (the imports continued into 2013 under a separate deal), while in the spring of 2013 Ukraine started importing gas from Hungary. Kyiv is also currently looking into the possibility of purchasing gas from Slovakia. Furthermore, since 2010 the Ukrainian government has been working on the construction of an LNG terminal near Odesa. The authorities have declared that this will allow Ukraine to import up to 5 billion m3 of LNG a year by 2015. The government has also taken measures to increase domestic production, including from non-traditional sources, and it plans to replace gas-based with coal-based technologies in local power stations. Finally, in January 2013, the government signed a 50-year production sharing agreement with Shell. This paves the way for the development of Ukraine’s shale gas deposits.

This study describes the two main economic processes observed in Russia during President Vladimir Putin's second term; renationalisation, and the concentration of economic assets. As a result of these processes, the share of state-owned property has increased and the position of the state in the economy has strengthened. According to the authorities, the wide-range renationalisation of the assets and the construction of superholdings based on the state enterprises are intended to boost Russia's potential and stimulate the development of the whole economy. However, in practice the current ruling elite are using these superholdings to strengthen Russia's position on the international arena and to promote their vested interests.

The aim of this Factor Markets Working Paper is to identify the driving forces that shape agricultural land structures, land market and land leasing in the Former Yugoslav Republic of Macedonia (FYROM). Institutional developments and land reforms have so far been modest in the FYROM, and have not contributed to significant changes in agricultural ownership, operational structures, or land market and land leasing arrangements. Land ownership and land use are bimodal, consisting of several small-scale family farms and a few large-scale agricultural enterprises. The small family farms own and operate land on several small parcels, which is one of the major obstacles to the modernisation of family farm production. A considerable portion of the land is uncultivated, which affects land market and land leasing values. Due to underdeveloped institutional frameworks and market institutions in support of small-scale farms, a large proportion of state-owned land is rented by agricultural enterprises.

In April 2015, the Ukrainian parliament passed a long-awaited law on the gas sector which paves the way for the extremely difficult process of reforming and de-monopolising the Ukrainian gas sector. The law will come into force on 1 October 2015 and involves the break-up of the state-owned company Naftogaz, the current monopolist, and the gradual creation of a competitive gas market in line with the so-called Third Energy Package. At the same time, a threefold increase in the price of gas paid by individual customers and the public sector was introduced. The price had been subsidised for years and no previous government had ever decided to raise it.
