Human Services agencies often claim to be family-centered, but continue to implement “Service Integration” in a way that supports their mission rather than supporting families. David Berns, guest editor for this issue of the Journal of Family Strengths, presents a framework for redefining the role of governmental agencies beyond their day-to-day delivery of services to one that prevents the need for more intrusive and more costly interventions. Under this philosophy, agencies must consider how families functioned before they requested assistance, and how they will function if services are not successful. By taking the time to truly understand a family’s needs, caseworkers often discover that they may need a service for which they are not eligible and may be eligible for services that they don’t want or need. Instead of focusing entirely on what their agency can do for the family, caseworkers should consider all types of support that might produce better results. Families often need support from friends and communities rather than, or in addition to, a formalized service. Facilitating natural supports in the community may prevent the need for a governmental program. It is only when basic supports break down that families must use ever more intensive and costly programs. The author gives examples of how this framework is guiding the redesign of the TANF Program in Washington, D.C.

Although employees are encouraged to take exercise after work to keep physically fit, they should not suffer injury. Some sports injuries that occur after work appear to be work-related and preventable. This study investigated whether cognitive failure mediates the influence of mental work demands and conscientiousness on risk-taking and risky and unaware behaviour during after-work sports activities. Participants were 129 employees (36% female) who regularly took part in team sports after work. A structural equation model showed that work-related cognitive failure significantly mediated the influence of mental work demands on risky behaviour during sports (p < .05) and also mediated the directional link between conscientiousness and risky behaviour during sports (p < .05). A path from risky behaviour during sports to sports injuries in the last four weeks was also significant (p < .05). Performance constraints, time pressure, and task uncertainty are likely to increase cognitive load and thereby boost cognitive failures both during work and sports activities after work. Some sports injuries after work could be prevented by addressing the issue of work redesign.

Background Workflow interruptions during surgery may cause a threat to patient's safety. Workflow interruptions were tested to predict failure in action regulation that in turn predicts near-accidents in surgery and related health care. Methods One-hundred-and-thirty-three theater nurses and physicians from eight Swiss hospitals participated in a cross-sectional questionnaire survey. The study participation rate was 43%. Results Structural equation modeling confirmed an indirect path from workflow interruptions through cognitive failure in action regulation on near-accidents (p < 0.05). The indirect path was stronger for workflow interruptions by malfunctions and task organizational blockages compared with workflow interruptions that were caused by persons. The indirect path remained meaningful when individual differences in conscientiousness and compliance with safety regulations were controlled. Conclusion Task interruptions caused by malfunction and organizational constraints are likely to trigger errors in surgery. Work redesign is recommended to reduce workflow interruptions by malfunction and regulatory constraints.

Social stressors at work (such as conflict or animosities) imply disrespect or a lack of appreciation and thus a threat to self. Stress induced by this offence to self might result, over time, in a change in body weight. The current study investigated the impact of changing working conditions--specifically social stressors, demands, and control at work--on women's change in weighted Body-Mass-Index over the course of a year. Fifty-seven women in their first year of occupational life participated at baseline and thirty-eight at follow-up. Working conditions were assessed by self-reports and observer-ratings. Body-Mass-Index at baseline and change in Body-Mass-Index one year later were regressed on self-reported social stressors as well as observed work stressors, observed job control, and their interaction. Seen individually, social stressors at work predicted Body-Mass-Index. Moreover, increase in social stressors and decrease of job control during the first year of occupational life predicted increase in Body-Mass-Index. Work redesign that reduces social stressors at work and increases job control could help to prevent obesity epidemic.

Children investigated by child welfare are at significant risk for poor cognitive, emotional, social, behavioral and economic outcomes. In 2000, California formed the Child Welfare Services Group to propose changes in how child welfare services are delivered, the CWS Redesign. California State University, Long Beach’s child welfare training program developed its complement. Fundamentally, Redesign calls for partnering with families and communities to strengthen families, prevent unnecessary placements or re-unite families successfully. These changes are a paradigm shift in attitudes toward birth families and communities. In a qualitative study, interns logged their observations and subsequent impressions of CWS-Client encounters to explore how attitudes are learned. Majority of interns observed positive, collaborative encounters and perceived birth parents as motivated. Their impressions support introducing interns to birth families on the front-end of CWS training.

This article presents an historical overview of the processes of genesis, development, crisis and reforms in public agricultural extension throughout the 1990s, offering an overview of its main determinants, based on the literature on the subject. In this way, we analyzed the process of constitution of institutional apparatuses for the offering of extension services and linking policies technical modernization of agriculture worldwide during the postwar period, weaving considerations on the Brazilian case. The article also examines the aspects that determined the emergence of a crisis of public extension occurred during the 1980s, amid intensifying criticism of the Green Revolution model of agriculture. Finally, the article seeks to highlight the connections between the crisis and the reforms of privatization of public extension occurred in several countries during the 1990s guided the redesign of its institutional forms, forms of financing, its goals, its target audience, the working methodologies and technological matrix advocated

Los relevamientos recientes sobre sectores productivos que demandan ingenieros en la Argentina demuestran que nos encontramos en una etapa de redefinición de la calificación laboral, de rediseño de sus saberes y de las exigencias de contratación inducidas por las nuevas formas de producción, la aplicación de las nuevas tecnologías informatizadas, el trabajo en red y el desarrollo de las comunicaciones. En este artículo, se sintetizan varios años de trabajos de los Laboratorios de Monitoreo de Inserción de Graduados. Se parte de las características del desarrollo industrial de las últimas décadas y de los cambios en las demandas de las empresas de cada región, clasificándolas en aquellas que mantuvieron conductas tradicionales y aquellas que plantean rupturas con las estrategias anteriores, con o sin éxito en la mejora de sus situaciones estructurales. Se analizan los retos de las instituciones formadoras de ingenieros y las demandas de saberes y calificaciones discriminando las distintas especialidades

Constantino pretendía enseñar al mundo su Constantinopla como la Nueva (la tercera) Troya, el más acabado retrato de la nueva paidea de inspiración griega y romana. Él mismo y su equipo dispusieron de no más que seis años para planear y reconstruir una ciudad entera, la antigua Bizancio; y las artes plásticas, en especial la escultura, ejercieron un rol determinante en todo ese proceso público. Volviendo una vez más la mirada hacia los restos arqueológicos y la descripción literaria de Cristodoro (Antología Griega, libro II) de la colección de estatuas de los Balnearios del Zeuxipo, el presente artículo desenvuelve una lectura museológica de estas estatuas, buscando encuadrarlas en el plan arquitectónico global de Constantino para su nueva capital del Imperio.

Think piece by Pierre Sauvé for the E15 Initiative on Strengthening the Global Trade System In his latest essay for the ICTSD-World Economic Forum E15 initiative on Strengthening the Global Trade and Investment System for Sustainable Development, WTI Director of External Programmes and Academic Partnerships and faculty member Pierre Sauvé explores the case for fusing the law of goods with that of services in a world of global value chains. The paper does so by directing attention to the questions of whether the current architectures of multilateral and preferential trade governance are compatible with a world of trade in tasks; whether the existing rules offer globally active firms a coherent structure for doing business in a predictable environment; whether it is feasible to redesign the structure and content of existing trade rules to align them to the reality of production fragmentation; and what steps can be envisaged to better align policy and realities in the marketplace if the prospects for restructuring appear unfavourable. The paper argues that fusing trade disciplines for goods and services is neither needed nor feasible and may actually deflect attention from a number of worthwhile policy initiatives where more realistic (if never easily secured) prospects of generic rule-making may well exist.
