This layer is a georeferenced raster image of the historic paper map entitled: To David Stone and Peter Brown, Esq. : this first actual survey of the state of North Carolina taken by the subscribers is respectfully dedicated by their humble servants, Jona. Price and John Strother ; engraved by W. H. Harrison. It was printed by C.P. Harrison in 1808. Scale [ca. 1:506,880]. This layer is image 3 of 3 total images of the three sheet source map, representing the eastern portion of the map.The image inside the map neatline is georeferenced to the surface of the earth and fit to the North Carolina State Plane NAD 1983 coordinate system (in Feet) (Fipszone 3200). All map collar and inset information is also available as part of the raster image, including any inset maps, profiles, statistical tables, directories, text, illustrations, index maps, legends, or other information associated with the principal map. This map shows features such as roads, drainage, canals, cities and towns, selected public buildings (churches, inns), industry locations (e.g. mills, mines, etc.), selected private buildings with names of property owners, state and county boundaries, shoreline features, and more. Relief shown pictorially and by hachures.This layer is part of a selection of digitally scanned and georeferenced historic maps from the Harvard Map Collection. These maps typically portray both natural and manmade features. The selection represents a range of originators, ground condition dates, scales, and map purposes.

This paper investigates the factors that explain the voting cohesion of the United States (US) and the European Union (EU) on foreign policy issues in the United Nations General Assembly (UNGA). It is often argued that the EU and the US are simply too different to cooperate within international organizations and thus to vote the same way, for example, in the UNGA. However, there is still a lack of research on this point and, more importantly, previous studies have not analyzed which factors explain EU-US voting cohesion. In this paper, I try to fill this gap by studying voting cohesion from 1980 until 2011 on issues of both ‘high’ politics (security) and ‘low’ politics (human rights) not only as regards EU-US voting cohesion, but also concerning voting cohesion among EU member states. I test six hypotheses derived from International Relations theories, and I argue that EU-US voting cohesion is best explained by the topic of the issue voted upon, whether an issue is marked as ‘important’ by the US government, and by the type of resolution. On the EU level, the length of Union membership and transaction costs matter most.

Summary. The EU’s attempts to adopt an EU-wide instrument on the right to access to legal aid in criminal proceedings have not been successful so far. The important issue was originally part of Measure C of the Roadmap for criminal procedural rights,1 but due to political difficulties legal aid was dropped from the agenda. However, on a different plane agreement was reached on this topic as the United Nations General Assembly (UNGA) has adopted the world’s first international instrument dedicated to access to legal aid in December 2012.2 This policy brief argues that the EU should carry on in the ‘spirit’ of these recent developments and adopt a directive providing suspects and defendants with access to legal aid. 1 Council Resolution of 30 November 2009 on a Roadmap for strengthening procedural rights of suspected or accused persons in criminal proceedings, OJ C 295/1, 4 December 2009; hereafter will be referred to this Council Resolution as the ‘Roadmap’; for further information see M. On 29 November 2012, the General Assembly of the United Nations (UN) voted overwhelmingly to accord Palestine ‘Non-Member Observer State’ Status in the UN. In the first part of this Policy Brief, the implications of upgrading the status of Palestine with regard to the possible role of the International Criminal Court (ICC) will be assessed. In April 2012, the Office of the Prosecutor of the ICC declined to accept jurisdiction for acts committed on the territory of Palestine since 1 July 2002, justifying its decision based on the fact that Palestine had, at the time, only the status of an ‘Observer Entity’ at the UN. Subsequently, it will be analysed if the Palestinian pursuit of its cause before the ICC can be considered as an effective lawfare strategy or rather as a poisoned chalice.

Observations on the ecology and distribution of meiofauna occurring on the outer continental shelf and continental slope at depths from 50 to 2500 m in the region where the Blake Plateau cuts across the North Carolina slope are reported. Total numbers of meiofauna ranged from 151/100 cm**3 of sediment at 400 m to 1196/100 cm**3 of sediment at 250 m. Sediments of the upper region (50-500 m) consisted of medium-sized calcareous sands with relatively low organic carbon contents, while the deeper sediments (600-2500 m) consisted of sandy silts and silts with organic carbon contents 6-10 times that of the shallower sediments. Two basic faunas appear to be present in the areas investigated; a shallow-water fauna extending from 50 to 500 m and a deep-water fauna from 800 to 2500 m. The shallow-water fauna consists of nematodes (the dominant taxon) and relatively large numbers of harpactacoid copepods, ostracods, benthic foraminifera, polychaetes, gastrotrichs and several other groups, while below 500 m only nematodes and foraminifera are present in large numbers, the latter being especially abundant between 800 and 2000 m. A major change in the meiofauna occurs on the Blake Plateau between the depths of approximately 400-500 m and 600-750 m where the composition of the sediment changes from sand to silty sand. From 50 m to 400-500 m gastrotrichs, turbellaria, tardigrades, kinorhynchs, halicarids, hydrozoans, gnathostomulids, lamellibranchs and cumaceans are commonly encountered; these groups are absent below 500 m. In addition, there are significant reductions in the numbers of harpactacoids, ostracods, nemerteans and polychaetes below 500 m. Examination of the nematode population also show faunal differences between the shallower sediments (50-500 m) and the deeper sediments (600-2500 m). High indices of affinity exist among the faunas between 50 and 500 m and among the faunas between 800 and 2500 m; the fauna at 600-750 m represents a transition between these two regions, but it is more closely related to the deep-water fauna. Changes in the distribution of both the total meiofuna and also the nematodes are highly correlated with changes in sediments composition and bottom water temperatures. It is suggested that changes in grain size and accompanying changes in sources of nutrition, which are the results of Gulf Stream and other current activity, are the dominant environmental factors influencing the meiofauna of the area.
