1st & 6th President In Office: 1880-1898, 1922-1923 Inman E. Page was the first individual named "president" at Lincoln University of Missouri. He was born a slave, bought his and his family's freedom, graduated from Brown University in Washington and was nominated there as Class Orator. During his tenure he brought in many new instructors, built several campus buildings, was president of the Negro Teacher's Association, worked with the state government for meaningful funding of the institute and was popular with the press because he was well spoken. In 1889, the Board tried to oust him, to put in a new person, but the move was so highly controversial that the candidate withdrew from the process. While Inman was president, in 1891, Lincoln University became a Land-Grant Institution under the Morrill Land-Grant Fund and the first Memorial Hall was built. He also began instituting college-level courses, which faced some serious opposition, but inevitably led to Lincoln Institute becoming Lincoln University. Reference Marshall, A. P. (1966). Criado inicialmente com a função básica de proteção aos pés, o calçado tornou-se um objeto de desejo e um acessório essencial de moda. Entre 1950 a 2015, estima-se que a produção mundial passe de 2,5 bilhões de pares produzidos para 25 bilhões de pares por ano, crescimento bem maior do que a população mundial. O couro, principal matéria-prima para a confecção de calçados, caracteriza-se por gerar grandes quantidades de resíduos ao longo de toda a cadeia produtiva. Especificamente na indústria coureiro-calçadista, o problema concentra-se nos elevados volumes de resíduos gerados na atividade produtiva, podendo causar desperdícios e grandes volumes de resíduos a serem descartados, envolvendo, principalmente, questões financeiras e ambientais. Países como Alemanha e Estados Unidos possuem legislação específica sobre a gestão de resíduos desde os anos 1970. No Brasil, depois de mais de 20 anos de tramitação no Congresso Nacional, em 2010, foi instituída a Política Nacional de Resíduos Sólidos, que reúne princípios, objetivos, instrumentos, diretrizes e metas, que deverão ser adotados pelos governos nas esferas federal, estadual e municipal, bem como pelas empresas com vistas à gestão integrada e ao gerenciamento ambientalmente adequado dos resíduos sólidos. Dessa forma, o objetivo desta tese foi desenvolver um modelo de gestão de resíduos industriais para o setor calçadista de Franca-SP com vistas à Política Nacional de Resíduos Sólidos. O desenvolvimento do modelo teve como ponto de partida um estudo bibliográfico sobre o assunto e, na sequência, por intermédio de uma pesquisa aplicada, conseguiu-se, em um primeiro momento, analisar a situação atual para compreender o modelo de gestão de resíduos vigente e realizar uma pesquisa de diagnóstico dos resíduos industriais do setor. Tal pesquisa possibilitou verificar que atualmente, esses resíduos, são enviados em sua totalidade para aterros sanitários, possibilitou também sua quantificação e cálculos dos custos envolvidos para transporte e destinação. Na sequência, realizaram-se estudos sobre a viabilidade técnica e financeira para tratamento térmico desses resíduos e a busca de benchmark no setor. O estudo também proporcionou uma contribuição de caráter mais prático e/ou gerencial ao recomendar diretrizes para a elaboração de um plano de gestão integrada de resíduos industriais para o setor, e uma proposta de gestão compartilhada dos resíduos industriais entre a entidade de classe e as indústrias calçadistas, com vistas à eliminação de envio desses resíduos para aterros. Dessa forma, contribuiu também para a elaboração do Plano Municipal de Gestão Integrada de Resíduos Sólidos do município em questão. Nesse sentido, após as análises e desdobramentos das etapas anteriores, foi possível propor um modelo de gestão de resíduos industriais, bem como demonstrar sua viabilidade técnica e financeira. On July 15, 2014 the European Parliament confirmed the new European Commission President. An absolute majority was needed for this purpose, and the 422 votes “For” cleared the 376-vote threshold in the legislative body of 751 members. A Grand Coalition has been formed among the three largest political parties: the European People’s Party (EPP), the Progressive Alliances of Socialists Democrats (S&D), and the Alliance of Liberals and Democrats for Europe (ALDE). Considering policy decisions going forward, the European Union (EU) faces the pressing question: Will there be more, less, or similar power from the EU? There are a greater number voices from across the political spectrum contributing to the democratic plurality. European leaders may regain trust by acknowledging that future governance will not be “business as usual” as the reform agenda gets underway. 2014 has been an exciting and important year in European politics. “This time is different” was the motto for the European Parliament’s election campaign. This essay analyzes recent EU political trends with the new Commission leadership and the Parliamentary elections results. The Parliamentary elections, held in late May, and the new European Commission, planned to be in place in the autumn, influence the leadership direction of the 28-member bloc. Additionally, this year on July 1 Croatia celebrated the first anniversary of joining the EU in 2013. Leading the way for candidate countries, Croatia embraces the democratic politics and capitalist market economics embodied by the EU. The greater number of seats held by newer political parties in the European Parliament demonstrates increasing plurality in the EU democracy. The Parliamentary elections have taken place every 5 years since 1979. In this eighth legislative session, the EPP and the S&D remain the largest parties represented, with 221 and 191 seats respectively. As the EU has evolved, a greater number of voices influence politics. The ongoing point of contention on a host of policies is national sovereignty in relation to pooled sovereignty in the EU. The European Parliament is important for democracy in EU governance since it is the direct link from the national citizens to their elected leaders at the supranational level. The representatives of the European Commission are appointed by the national governments of Member States, and their heads of government are the representatives to the European Council. These three political institutions – the European Parliament, the European Commission, and the European Council – together with other important institutions, including the European Court of Justice Luxembourg, form the EU. The new European Commission President is Jean-Claude Juncker, former Prime Minister and Minister of Finance of Luxembourg (1995-2013). After being nominated by the European Council on June 27, his candidacy was voted on by the European Parliament on July 15, according to the guidelines of the Lisbon Treaty. The leadership for the President of the European Commission has been an important issue, considering Britain’s deliberations on whether or not to stay in the EU in the face of a future national referendum. Voting on June 27, among the European Council on the nomination of Commission President-Designate Juncker, was 26 in favor and 2 opposed. Only Viktor Orbán, the prime minister of Hungary, joined David Cameron, the prime minister of the United Kingdom (UK), with a negative vote (Spiegel and Parker 2014). The UK had not been supportive, being concerned that Juncker embraces the policies of a federalist, prioritizing an ever-closer union above the interests of individual Member States. Historically, since joining the predecessor institution of the European Economic Community in 1973, the UK has had a relatively independent attitude about participation in the EU.

On 29 July a deal was signed in Paris concerning a merger between Krauss-Maffei Wegmann (KMW), Germany’s largest manufacturer of tanks, infantry fighting vehicles and artillery systems, and its French counterpart Nexter. The new holding formed as a result of the merger will be Europe’s largest producer of arms systems for land forces, comparable to the Airbus Group in the aerospace industry. While work on finalising the merger was underway, the German government was developing a new strategy for Germany’s arms industry, which was published on 9 June 2015. The strategy’s provisions show that German politicians, despite holding negative opinions on previous mergers between German arms companies and foreign businesses, have concluded that consolidation at the European level is nonetheless the only way to go. However, the strategy also states that the German government should exercise more influence than previously on the terms and conditions of any such consolidation. To this end, it identified key national technologies which will be supported and protected through various instruments, including also the conclusion of intergovernmental agreements on strategic defence co-operation. Such agreements may regulate questions such as the ownership structures of the new companies, the locations for developing technologies and for manufacturing products, subcontractors and exports of jointly developed arms and military equipment. In relation to the KMW–Nexter merger, such a deal between France and Germany is expected to be signed this autumn.

Multiple sclerosis (MS) is a prevalent neurological disease of complex etiology. Here, we describe the characterization of a multi-incident MS family that nominated a rare missense variant (p.G420D) in plasminogen (PLG) as a putative genetic risk factor for MS. Genotyping of PLG p.G420D (rs139071351) in 2160 MS patients, and 886 controls from Canada, identified 10 additional probands, two sporadic patients and one control with the variant. Segregation in families harboring the rs139071351 variant, identified p.G420D in 26 out of 30 family members diagnosed with MS, 14 unaffected parents, and 12 out of 30 family members not diagnosed with disease. Despite considerably reduced penetrance, linkage analysis supports cosegregation of PLG p.G420D and disease. Genotyping of PLG p.G420D in 14446 patients, and 8797 controls from Canada, France, Spain, Germany, Belgium, and Austria failed to identify significant association with disease (P = 0.117), despite an overall higher prevalence in patients (OR = 1.32; 95% CI = 0.93-1.87). To assess whether additional rare variants have an effect on MS risk, we sequenced PLG in 293 probands, and genotyped all rare variants in cases and controls. This analysis identified nine rare missense variants, and although three of them were exclusively observed in MS patients, segregation does not support pathogenicity. PLG is a plausible biological candidate for MS owing to its involvement in immune system response, blood-brain barrier permeability, and myelin degradation. Moreover, components of its activation cascade have been shown to present increased activity or expression in MS patients compared to controls; further studies are needed to clarify whether PLG is involved in MS susceptibility.

Objective: To assess the effect of home-based health assessments for older Australians on health-related quality of life, hospital and nursing home admissions, and death. Design: Randomised controlled trial of the effect of health assessments over 3 years. Participants and setting: 1569 community-living veterans and war widows receiving full benefits from the Department of Veterans' Affairs and aged 70 years or over were randomly selected in 1997 from 10 regions of New South Wales and Queensland and randomly allocated to receive either usual care (n = 627) or health assessments (n = 942). Intervention: Annual or 6-monthly home-based health assessments by health professionals, with telephone follow-up, and written report to a nominated general practitioner. Main outcome measures: Differences in health-related quality of life, admission to hospital and nursing home, and death over 3 years of follow-up. Results: 3-year follow-up interviews were conducted for 1031 participants. Intervention-group participants who remained in the study reported higher quality of life than control-group participants (difference in Physical Component Summary score, 0.90; 95% CI, 0.05-1.76; difference in Mental Component Summary score, 1.36; 95% CI, 0.40-2.32). There was no significant difference in the probability of hospital admission or death between intervention and control groups over the study period. Significantly more participants in the intervention group were admitted to nursing homes compared with the control group (30 v 7; P < 0.01). Conclusions: Health assessments for older people may have small positive effects on quality of life for those who remain resident in the community, but do not prevent deaths. Assessments may increase the probability of nursing-home placement.

Like any other natural resources, hydro resources that are capable of generating electricity at cheaper cost give rise to economic rent. Nepal possesses huge amount of such cheaper hydro resources which is far in excess of the domestic demand. The existing rents levied by the governments are not found to address the potential value of resources. In this study hydro rent is calculated for two types of hydropower projects: (i) domestic demand oriented project and (ii) large and export oriented project. In doing so, the study uses the concept of hydro rent as a measure of cost savings achievable by the use of hydro resources over the least cost alternatives. The WASP-III+ optimisation software developed by IAEA has been used to derive two least cost generation expansion plans i.e. one with and the other without the nominated hydro resource. The difference in the costs of two plans gives the rent of the hydro resource.

Dois temas chaves da sociologia da educação são: a constituição de grupos sociais dentro da sala de aula e a emergência de lideranças dentro desse espaço. Muitos trabalhos aludem ao papel do professor como líder institucional. Nessa pesquisa, procuramos abordar o tema igualmente importante da formação de liderança, entre os educandos, com propósito de analisar a posição da instituição, diante da formação de lideranças entre os educandos neste processo. Para concretizar esta investigação, de natureza qualitativa, consultamos bibliografias e selecionamos alguns autores para trabalharmos como referência básica, leituras de documentos das instituições escolares como Estatutos, Projeto Político Pedagógico e Regimento Interno, entrevistas, observação em salas de aulas e análises destes. Segundo alguns responsáveis pela formação do educando, há uma classificação entre a liderança do educando em dois tipos: uma negativa e a outra positiva. Com essa investigação, observamos que as instituições de ensino também contribuem com a ideologia dominante na realização seletiva dos que terão postos dirigentes e dos que terão postos subalternos na sociedade, com algumas exceções

Objectives: Pharmacists play an important role in the review of local hospital guidelines. British Thoracic Society (BTS) guidelines for the management of patients with community-acquired pneumonia (CAP) were updated in 2001, and it is important that individual hospital recommendations are based upon this national guidance. The aim of this study was to identify UK Chief Pharmacists' awareness of these updated guidelines one year after their publication. Secondary aims were to identify whether pharmacists had subsequently initiated revision of institutional CAP guidelines, and what roles different professional staff had performed in this process. Method: A self-completion postal questionnaire was sent to the Chief Pharmacist (or their nominated staff) in 253 UK NHS hospitals in November 2002. This aimed to identify issues relating to their awareness of the 2001 BTS guidelines and subsequent revision of their hospital's guidelines. Results:188 questionnaires were returned (a response rate of 74%), of which 164 hospitals had local antibiotic prescribing guidelines. Respondents in 29% of these hospitals were unaware of the 2001 BTS publication and institutional guidelines had been revised in only 51% of hospitals where the Chief Pharmacist was purportedly aware of the new BTS guidance. Generally, more staff types were involved in revising guidelines than initiating revision. Conclusions:Variability existed in both Chief Pharmacists' awareness of new national guidance and subsequent review processes operating in individual hospitals. A lack of proactive reaction to new national guidance was identified in some hospitals, and it is hoped that the establishment of specialist "infectious diseases pharmacists" will facilitate the review of institutional antibiotic prescribing guidelines in the future. © Springer 2005.

Whole life costing (WLC) has become the best practice in construction procurement and it is likely to be a major issue in predicting whole life costs of a construction project accurately. However, different expectations from different organizations throughout a project's life and the lack of data, monitoring targets, and long-term interest for many key players are obstacles to be overcome if WLC is to be implemented. A questionnaire survey was undertaken to investigate a set of ten common factors and 188 individual factors. These were grouped into eight critical categories (project scope, time, cost, quality, contract/administration, human resource, risk, and health and safety) by project phase, as perceived by the clients, contractors and subcontractors in order to identify critical success factors for whole life performance assessment (WLPA). Using a relative importance index, the top ten critical factors for each category, from the perspective of project participants, were analyzed and ranked. Their agreement on those categories and factors were analyzed using Spearman's rank correlation. All participants identify “Type of Project” as the most common critical factor in the eight categories for WLPA. Using the relative index ranking technique and weighted average methods, it was found that the most critical individual factors in each category were: “clarity of contract” (scope); “fixed construction period” (time); “precise project budget estimate” (cost); “material quality” (quality); “mutual/trusting relationships” (contract/administration); “leadership/team management” (human resource); and “management of work safety on site” (health and safety). There was relatively a high agreement on these categories among all participants. Obviously, with 80 critical factors of WLPA, there is a stronger positive relationship between client and contactor rather than contractor and subcontractor, client and subcontractor. Putting these critical factors into a criteria matrix can facilitate an initial framework of WLPA in order to aid decision making in the public sector in South Korea for evaluation/selection process of a construction project at the bid stage.
