O artigo estuda um aspecto da reforma do Estado que, segundo o autor, tem sido sistematicamente negligenciado pelas atuais propostas que focalizam o modelo da administra????o gerencial. Trata-se das fun????es vitais do governo de tomar decis??es cr??ticas e adotar pol??ticas diante das mudan??as provocadas pela revolu????o global. Segundo Dror, as tarefas de alto comando (high-order tasks) de definir trajet??rias e as novas formas de governan??a exigem um ajuste significativo do governo central. Este ajuste refere-se, principalmente, ?? concep????o e ao desenvolvimento de um novo padr??o de funcion??rios do primeiro escal??o p??blico, o qual contribuiria com conhecimento e perspectivas para enfrentar as tarefas de alto comando. O autor estabelece uma tipologia para caraterizar a evolu????o do perfil do servi??o p??blico, marcando suas fases hist??ricas: a) tipo alpha (status atribu??do, fus??o de pap??is pol??ticos e administrativos); b) tipo beta (compra de cargos governamentais) e c) tipo gamma (quase profissionalismo). O novo funcion??rio s??nior, do tipo delta, se concentraria nas quest??es de ordem estrat??gica, deixando as fun????es gerenciais para servidores do tipo gamma e para os servi??os t??cnicos. Ap??s uma breve an??lise, Dror conclui que o funcionalismo p??blico de primeiro escal??o, na maioria dos pa??ses (com exce????o de alguns pa??ses do Sudeste Asi??tico), encontra-se obsoleto, com base profissional inadequada e capacidade insuficiente para lidar com escolhas cr??ticas.

Esta pesquisa tem o intuito de problematizar, a partir dos acontecimentos das práticas culturais e artísticas, a produção dos saberes-fazeres-poderes e das subjetividades dos sujeitos inseridos no contexto do ensino e da formação profissional, no espaço educativo do IFES. Para isso, busca compreender como esses indivíduos ressignificam suas vivências cotidianas, tendo em vista as diversas possibilidades de expansão da vida que são constantemente inventadas e reinventadas na tecitura cotidiana das experiências vividas. Para se compreender o significado, o papel do currículo no contexto educacional, é preciso que se conheça os caminhos trilhados nas composições curriculares do IFES, bem como a aproximação do pesquisador das práticas artísticas vividas na instituição. Busca-se, com o discurso do currículo, e com a perspectiva da produção de um novo senso comum emancipatório de Boaventura de Souza Santos, compreender e dar consistência a essas práticas artístico-culturais que se evidenciam no espaço-tempo da formação profissional do IFES, como práticas de si, que potencializam o desejo e a necessidade dos indivíduos de ampliar suas capacidades cognitivas em torno de um vir a ser mais humano. O currículo é investigado e esclarecido segundo autores como Santos (2010), Silva (2005), Bobbit, Dewey, Giroux e Taylor (apud SILVA, 2005), Damásio (2007), Oliveira (2009).

Para pesquisar sobre as produções de cuidado pelos trabalhadores da saúde mental na relação cotidiana do trabalho e com os usuários, utilizou-se como ferramentas metodológicas: a cartografia - por considerar os processos descritivos de ‘uma vida’ e as multiplicidades que atravessam os sujeitos - e as narrativas propostas por Walter Benjamin, como forma de contar histórias sobre estes processos que se compõem na produção de cuidado. A Reforma Psiquiátrica no Brasil foi marcada pela crítica aos modos asilares, que eram/são adoecedores e negam os desejos e os direitos das pessoas que passam pela experiência da loucura, internadas ou não. Com o olhar crítico a esse modelo hospitalocêntrico, vários atores antimanicomiais protagonizaram a criação de dispositivos que transversalizam essa forma de cuidado. O cuidado em saúde mental passou por diversas transformações como mostra Foucault (1982), principalmente com a entrada do saber científico que se apropriou do conhecimento e do controle dos corpos para lidar com a loucura, o que proporcionou o isolamento dos loucos. E, hoje, com a Reforma Psiquiátrica, temos o desafio de continuar o movimento de desinstitucionalização das práticas, dos saberes e dos manicômios mentais, que perpassam as relações de trabalho de cuidado por meio de capturas, sensíveis ou não, e que se presentificam nos corpos, nas falas e nas ações. Dessa forma, faz-se necessário que esses processos de rupturas ao modo manicomial se iniciem em nós, para que a produção de subjetividades e novos modos de existência do outro se expandam em suas (re)invenções. Por isso, o trabalho se cria a todo instante, não tendo um modelo único de cuidar na saúde mental. No entanto, é importante salientar que a intervenção seja pautada numa ética estética-política e na produção de autonomia dos sujeitos, para que o trabalho não seja tutelador, mas que permita as afirmações dos desejos dos usuários. As equipes multiprofissionais e transdisciplinares fazem toda a diferença no acolhimento, no acompanhamento e nas intervenções com os usuários, os familiares e os próprios trabalhadores da saúde mental. Como uma forma de dispositivo de trabalho para produzir cuidado, a arte e a cultura são vistas como transformadores dos modos de existência, bem como o lazer e a ocupação dos territórios e da comunidade em que os usuários estão inseridos

Is it possible to talk about the rise of a new global (dis)order founded on the challenges posed by environmental issues? Through the review of the state of the art on the subject, this article analyzes the growing importance of the environment, and natural resources in particular, in international relations; and aims to raise awareness among International Relations scholars to the potential positive impact of the development of the discipline in integration with global environmental change studies.

Abstract: If we think there is a significant number of legal offshore in the globalized world, then there is not even a global consensus about what «corruption» is. The «illegal corruption» in a country may be legal in another. Moreover, the great global corruption is above the law or above democratic States. And not all democratic States are «Rule of Law». Therefore, the solution is global earlier in time and space law, democratic, free and true law. While the human being does not reach a consensus of what «corruption» really is, the discussion will not go further than a caricature. One of the other problems about «corruption» is that it is very difficult to establish the imputation of crimes, including «corruption» (v.g. Portugal) on some «companies», corporations. We have a juridical problem in the composition of the art. 11. of the Portuguese Penal Code.

Demand for power is growing every day, mainly due to emerging economies in countries such as China, Russia, India, and Brazil. During the last 50 years steam pressure and temperature in power plants have been continuously raised to improve thermal efficiency. Recent efforts to improve efficiency leads to the development of a new generation of heat recovery steam generator, where the Benson once-through technology is applied to improve the thermal efficiency. The main purpose of this paper is to analyze the mechanical behavior of a high pressure superheater manifold by applying finite element modeling and a finite element analysis with the objective of analyzing stress propagation, leading to the study of damage mechanism, e.g., uniaxial fatigue, uniaxial creep for life prediction. The objective of this paper is also to analyze the mechanical properties of the new high temperature resistant materials in the market such as 2Cr Bainitic steels (T/P23 and T/P24) and also the 9-12Cr Martensitic steels (T/P91, T/P92, E911, and P/T122). For this study the design rules for construction of power boilers to define the geometry of the HPSH manifold were applied.
Using demand response to deal with unexpected low wind power generation in the context of smart grid

Demand response is assumed an essential resource to fully achieve the smart grids operating benefits, namely in the context of competitive markets. Some advantages of Demand Response (DR) programs and of smart grids can only be achieved through the implementation of Real Time Pricing (RTP). The integration of the expected increasing amounts of distributed energy resources, as well as new players, requires new approaches for the changing operation of power systems. The methodology proposed aims the minimization of the operation costs in a smart grid operated by a virtual power player. It is especially useful when actual and day ahead wind forecast differ significantly. When facing lower wind power generation than expected, RTP is used in order to minimize the impacts of such wind availability change. The proposed model application is here illustrated using the scenario of a special wind availability reduction day in the Portuguese power system (8th February 2012).

Transdermal biotechnologies are an ever increasing field of interest, due to the medical and pharmaceutical applications that they underlie. There are several mathematical models at use that permit a more inclusive vision of pure experimental data and even allow practical extrapolation for new dermal diffusion methodologies. However, they grasp a complex variety of theories and assumptions that allocate their use for specific situations. Models based on Fick's First Law found better use in contexts where scaled particle theory Models would be extensive in time-span but the reciprocal is also true, as context of transdermal diffusion of particular active compounds changes. This article reviews extensively the various theoretical methodologies for studying dermic diffusion in the rate limiting dermic barrier, the stratum corneum, and systematizes its characteristics, their proper context of application, advantages and limitations, as well as future perspectives.

The ART-WiSe (Architecture for Real-Time communications in Wireless Sensor Networks) framework aims at the design of new communication architectures and mechanisms for time-sensitive Wireless Sensor Networks (WSNs). We adopted a two-tiered architecture where an overlay Wireless Local Area Network (Tier 2) serves as a backbone for a WSN (Tier 1), relying on existing standard communication protocols and commercial-off-the-shell (COTS) technologies – IEEE 802.15.4/ZigBee for Tier 1 and IEEE 802.11 for Tier 2. In this line, a test-bed application is being developed for assessing, validating and demonstrating the ART-WiSe architecture. A pursuit-evasion application was chosen since it fulfils a number of requirements, namely it is feasible and appealing and imposes some stress to the architecture in terms of timeliness. To develop the testbed based on the previously referred technologies, an implementation of the IEEE 8021.5.4/ZigBee protocols is being carried out, since there is no open source available to the community. This paper highlights some relevant aspects of the ART-WiSe architecture, provides some intuition on the protocol stack implementation and presents a general view over the envisaged test-bed application.

A new method, based on linear correlation and phase diagrams was successfully developed for processes like the sedimentary process, where the deposition phase can have different time duration - represented by repeated values in a series - and where the erosion can play an important rule deleting values of a series. The sampling process itself can be the cause of repeated values - large strata twice sampled - or deleted values: tiny strata fitted between two consecutive samples. What we developed was a mathematical procedure which, based upon the depth chemical composition evolution, allows the establishment of frontiers as well as the periodicity of different sedimentary environments. The basic tool isn't more than a linear correlation analysis which allow us to detect the existence of eventual evolution rules, connected with cyclical phenomena within time series (considering the space assimilated to time), with the final objective of prevision. A very interesting discovery was the phenomenon of repeated sliding windows that represent quasi-cycles of a series of quasi-periods. An accurate forecast can be obtained if we are inside a quasi-cycle (it is possible to predict the other elements of the cycle with the probability related with the number of repeated and deleted points). We deal with an innovator methodology, reason why it's efficiency is being tested in some case studies, with remarkable results that shows it's efficacy. Demand response is assumed as an essential resource to fully achieve the smart grids operating benefits, namely in the context of competitive markets and of the increasing use of renewable-based energy sources. Some advantages of Demand Response (DR) programs and of smart grids can only be achieved through the implementation of Real Time Pricing (RTP). The integration of the expected increasing amounts of distributed energy resources, as well as new players, requires new approaches for the changing operation of power systems. The methodology proposed in this paper aims the minimization of the operation costs in a distribution network operated by a virtual power player that manages the available energy resources focusing on hour ahead re-scheduling. When facing lower wind power generation than expected from day ahead forecast, demand response is used in order to minimize the impacts of such wind availability change. In this way, consumers actively participate in regulation up and spinning reserve ancillary services through demand response programs. Real time pricing is also applied. The proposed model is especially useful when actual and day ahead wind forecast differ significantly. Its application is illustrated in this paper implementing the characteristics of a real resources conditions scenario in a 33 bus distribution network with 32 consumers and 66 distributed generators.

Species of the genus Leishmania (Kinetoplastida, Trypanosomatidae) are causative agents of leishmaniasis, a complex disease with variable clinical spectrum and epidemiological diversity, constituting, in some countries, a serious public health problem. The origin and evolution of leishmaniasis has been under discussion regarding some clinical and parasitological aspects. After the introduction of paleoparasitology, molecular methods and immunodiagnostic techniques have been applied allowing the recovery of parasite remains, as well as the diagnosis of past infections in humans and other hosts. The dating of archaeological samples has allowed the parasitological analysis in time and space. This manuscript presents the state of the art of leishmaniasis and prospects related to paleoparasitology studies and their contribution to the evolutionary and phylogenetic clarification of parasites belonging to the genus Leishmania, and the leishmaniasis caused by them.

This article aims to reconstruct the critical debate regarding the examination of the crisis in the disciplines of art history and criticism with a particular focus on the proposal formulated by U.S. theorists who contributed to October journal. The discrediting of many modernist critical methods, particularly that of Clement Greenberg – the formalist diktat – marked the birth of the journal and gave rise to proposals set forth by critics committed to a new approach. Their divergent positions, nonetheless, have contributed to undermining the traditional concepts of the autonomy of art and criticism. The proposals discussed over the course of publication were the result of a reappraisal of the disciplinary instruments of art history and criticism pursuant to the crucial cultural changes which took place in the 1980s.
