This article seeks to identify the economic and social conditions confronting officially designated education leaders and to set out the parameters for how they might respond. Specifically, it suggests that education leaders are currently faced with changing bases of social cohesion, changing instruments of (economic) control and changing forms of organisation. Informed by these changing conditions and by a recognitive view of social justice (Young 1990; Gale and Densmore 2000), the article makes a case for educational leadership that is characterised by distinctly democratic directions and influences. In particular, democratic leaders are seen as those that enable the formation of social, learning and culturally responsive public educational institutions, in part by enabling contextually-specific struggles to determine what is needed, and by developing a politically informed commitment to justice for all.

Australians have long worried about whether Indonesia is ‘special’ or ‘normal’. Instead, we need to deal with Indonesia as it really is—a country experiencing simultaneously the challenges of political reform, economic development and a shifting regional security environment. The country’s political future is less certain than we would hope: after SBY’s term of government ends, the choice of a successor will be critical in determining the future of reform. We can’t rule out that Indonesia might slide back to old ways of doing business—democratisation is a fraught process.
As the Indonesian economy grows, so too do the prospects for Indonesia to establish its natural position as the leader of Southeast Asia. As the world is re-examining Indonesia, so too Indonesia is looking afresh at the world—more interested in external issues than it was a decade ago. The Southeast Asian subregion increasingly finds itself at the centre of a more strongly interconnected Indo-Pacific region—so Indonesia’s strategic importance is going up.
It’s important for Australia to build a better strategic relationship with Indonesia. The two are complementary partners. Australia should be proactive in exploring new opportunities for cooperation with a reform minded Indonesia—it’s in our interests to draw Indonesia into a more important strategic role in regional security.

The aim of the article is to analyse the secessionist phenomenon by applying the concept of hegemony. Based on critical realist interpretations of the concept, it is argued that hegemonic practice incorporates both inter-subjective and structural aspects. The inter-subjective aspect of hegemony places emphasis on the relations between social groups and the way hegemonic practice leads social agents towards political projects that secure consensus in favour of the interest of particular elites. The structural character of hegemonic practice is evident in the reproduction of social conditions and values that underlie the relations between social agents both globally and domestically. Accordingly, the inter-subjective character of secession as hegemonic practice is evident in the organization of social agents towards a political option (territorial separatism) to the extent that it serves the goals of certain elites. The sturctural aspect of secessionist practice is hegeminic because it reproduces international structures that tend to associate political organization with ethnicity at the state level. The analysis then turns to the case study of Transnistria in Moldova as an empirical illustration of the two tendencies of hegemonic practice in secessionist politics leading ot useful conclusions both for the case study in particular and the study of secession in general.

Market principles now dominate the education and social policies of many Anglophone countries, including Australia, but articulate differentially within specific contexts. Existing historical legacies, local economic and social conditions, and geographical settings interact with federal and state funding and transport policies to shape the nature of regional education markets and the choices families make in a rural school market in Australia. Through two school case studies, this article explores the effects of policy shifts on parental choice and student movement within a regional Victorian community. Informed by policy sociology, the article views the policy as a dynamic, often ad hoc process with contradictory effects. It indicates how an ensemble of federal and state funding and conveyancing policies enable some schools to develop marketing practices that reconstruct the local education market to their advantage through the introduction of transport and flexi-boarding policies. It demonstrates that education markets are not confined to urban settings and that while choice is not a new phenomenon in this rural area, federal and state funding and transport policies have reconfigured local markets and intensified the market work undertaken by schools and parents with, in this instance, unequal effects on the provision of schooling in a rural region.

One of the challenges for health reform in Asia is the diverse set of socio-economic and political structures, and the related variability in the direction and pace of health systems and policy reform. This paper aims to make comparative observations and analysis of health policy reform in the context of historical change, and considers the implications of these findings for the practice of health policy analysis. We adopt an ecological model for analysis of policy development, whereby health systems are considered as dynamic social constructs shaped by changing political and social conditions. Utilizing historical, social scientific and health literature, timelines of health and history for five countries (Cambodia, Myanmar, Mongolia, North Korea and Timor Leste) are mapped over a 30-50 year period. The case studies compare and contrast key turning points in political and health policy history, and examines the manner in which these turning points sets the scene for the acting out of longer term health policy formation, particularly with regard to the managerial domains of health policy making. Findings illustrate that the direction of health policy reform is shaped by the character of political reform, with countries in the region being at variable stages of transition from monolithic and centralized administrations, towards more complex management arrangements characterized by a diversity of health providers, constituency interest and financing sources. The pace of reform is driven by a country's institutional capability to withstand and manage transition shocks of post conflict rehabilitation and emergence of liberal economic reforms in an altered governance context. These findings demonstrate that health policy analysis needs to be informed by a deeper understanding and questioning of the historical trajectory and political stance that sets the stage for the acting out of health policy formation, in order that health systems function optimally along their own historical pathways.

The research contemplates the dilemma faced by small rural communities producers¿ in north-eastern Brazil maintaining last longing relationships. Due to difficult social conditions in distant regions, small producers utilize practices of commercial exclusivity to obtain sustainability. In the Lago do Junco community case, located in the state of Maranhão, the babaçu oil exports¿, the social environmental appeal guarantee the cluster participants sustainability and the representation of women in society. But social problems related to the lack of formal education e the absence of relationship with local aid organizations causes the non compliance with market demands, leading the cluster to a non-innovative trap. In the honey community case in Simplício Mendes, located in the state of Piauí, the closest relationship with the external aid agents increased the conversion of market demands in reality. The analysis reveal possibilities on obtaining economic sustainability for small producers thru the conscientious utilization of nature resources guaranteeing the harmony between the environmental preservation and the development of both activities, apiculture in Piauí and babaçu oil processing in Maranhão.

Esta tese busca discutir problemas relacionados às finanças públicas municipais no país. Um aprimoramento de nosso federalismo fiscal, com maior descentralização de recursos e implementação de regras de transferências federativas com maiores incentivos pró-eficiência – aumentando os incentivos pró-obtenção de melhores resultados sociais por parte das unidades subfederadas – pode se revelar instrumento importante na melhoria de nossas condições sociais. Para isto, dividiu-se esta tese em quatro partes distintas. No primeiro capítulo, discutem-se os impactos das receitas petrolíferas sobre as finanças públicas municipais. As mudanças legais ocorridas no país na década de noventa do último século - relativas ao setor petrolífero - levaram a crescente (e concentrada) transferência de recursos do setor para os estados e municípios brasileiros. A forte sensação que estes estariam sendo desperdiçados de alguma forma vem suscitando discussões sobre a necessidade de se reformular sua distribuição. As recentes descobertas de megacampos petrolíferos no pré-sal do litoral brasileiro somente intensificaram este processo. Buscou-se identificar os efeitos destas transferências sobre as variáveis fiscais municipais no país. Detectou-se que não ocorreu substituição tributária, ou seja, estes recursos não diminuíram o esforço arrecadatório dos municípios. Em compensação, tanto os recursos cuja distribuição é bem mais concentrada (referentes aos royalties excedentes) quanto aqueles mais bem-distribuídos (referentes aos royalties originais) levaram as prefeituras a aumentar seus gastos correntes (piorando sua composição do ponto de vista social) e diminuir seus investimentos. O contrário parece ocorrer com os recursos cuja distribuição se dá de forma intermediária (os royalties referentes às participações especiais). No segundo capítulo, discute-se o impacto das receitas petrolíferas sobre a proficiência dos alunos até a quarta série primária das escolas públicas municipais. As receitas petrolíferas – agregadas ou não – não se mostraram estatisticamente significativas na explicação do desempenho observado pelos alunos da quarta série primária das escolas municipais em português ou matemática. Este resultado, entretanto, deve ser olhado com cautela, uma vez que não é trivial identificar como (e o tempo necessário) estes efeitos seriam gerados. Entretanto, diferentes fontes de receitas municipais impactariam de forma diferenciada as proficiências observadas nos testes de português e matemática, explicitando a necessidade de se entender melhor estas diferenças para se desenhar mecanismo mais eficiente de repasse de recursos constitucionais aos municípios. No terceiro capítulo, estudam-se os impactos das emancipações municipais ocorridas na década de 90 sobre o bem-estar das populações locais. Devido à Constituição Federal de 1988, o número de municípios no Brasil multiplicou-se fortemente na década de 90 do último século. Mais de mil municípios foram criados em todo o país, fazendo seu número ultrapassar a casa dos 5.500. Este processo tem sido interpretado de forma bastante negativa. Baseado em evidências anedóticas, se pressupõe que os atores políticos locais o utilizaram para se apropriar de maior parcela dos recursos transferidos de outros níveis governamentais. Entretanto, nenhum esforço mais sistemático foi realizado buscando calcular, de maneira efetiva, os resultados sociais líquidos deste processo. É isto que se busca fazer aqui, utilizando dados sobre os municípios mineiros - cujo número passa de 723 em 1991 para 853 em 2000. Foram detectados impactos positivos relacionados a diversas variáveis educacionais e de saúde. Ao mesmo tempo, o contrário ocorreu com os indicadores de pobreza e indigência. Este resultado mostra que o movimento observado de emancipação municipal talvez tenha sido bastante benéfico, sinalizando para a existência de mercados políticos eficientes nestas localidades, o que indicaria a necessidade de se manter uma maior autonomia local relativa a processos de emancipação de distritos. Por fim, no quarto capítulo, analisam-se os impactos de lei (implementada em Minas Gerais) que buscou aumentar os incentivos pró-eficiência das prefeituras municipais a partir das transferências federativas. Buscando melhorar as condições de vida dos municípios mineiros, o governo estadual mineiro instituiu, em 1995, a lei 12.040, conhecida como Lei Robin Hood. Esta permitia que 25% dos recursos de ICMS a serem distribuídos aos municípios mineiros se dessem sobre resultados observáveis em diversas áreas tais como saúde, educação, conservação ecológica, entre outras. Ou seja, esta instituía, em relação a estas transferências, um contrato de alto poder com os municípios relacionados às políticas públicas implementadas. O estudo destas transferências (relativas à educação e saúde) mostrou resultados dúbios. Resultados positivos relativos à educação e à saúde parecem ocorrer em todo o estado, mas os incentivos dados poderiam ser bem maiores - faz-se necessário um refinamento das regras da partilha destas transferências. Dada a relativa escassez deste tipo de contrato em transferências federativas, seja no Brasil, seja no restante do mundo, este resultado aponta a necessidade de utilização de instrumentos de maior poder nas relações federativas, buscando incrementar as condições de vida locais.

A presente pesquisa tem por objetivo investigar o comportamento social de justiça e sua relação com variáveis de personalidade e variáveis situacionais. De modo específico, pretende-se verificar a influência relativa de um ou outro tipo de variável na preferência por determinadas normas de justiça distributiva em situação de alocação de recompensas. Os fatores de personalidade selecionados para estudo são racionalidade/emocionalidade, necessidade de realização e necessidade de afiliação. Por outro lado, as variáveis situacionais referem-se aos tipos de relações interpessoais envolvidas no funcionamento dos grupos, tais como preconizadas por Deutsch. Os resultados obtidos comprovam empiricamente as hipóteses de Deutsch, segundo as quais a natureza das relações sociais e dos objetivos principais que movem os grupos determinam a escolha da base de justiça que regula a repartição de bens e condições sociais entre seus membros. A relação entre as variáveis de personalidade e o comportamento de alocação de recursos não foi confirmada empiricamente. Apenas alguns indícios foram encontrados na direção·esperada, especialmente quanto a uma eventual associação entre necessidade de afiliação e a escolha de certos princípios distributivos. No entanto, face às limitações impostas por restrições psicométricas nos instrumentos de medida, esses resultados devem ser encarados com reservas. Estudos empíricos adicionais sao sugeridos para o aprimoramento das escalas de aferição das variáveis psicológicas a fim de que seja possível extrair conclusões mais consistentes.

A instruçio p~blica no Maranhão sofreu certas mudanças, a partir do Ato Adicibnal (1834), que coiocou sob a responsabilidade das Administrações provinciais a direção do ensino p~blico, primario e secundario no Brasil. No s~culo passado, (XIX), no final dos anos 30 e durante os decênios de 40 e 50, houve, no Maranhão, um certo esforço do Estado, no sentido de exercer um contróle maior sobre a instrução provincial e de desenvolver ~ uma. maior clientela o ensino elementar. Nessa época, foram. pr~:))lr?v1dos pela Administração local os primeiros incentivos ã di fusão do ensino t~cnico e agrIcola; e reorganizado o ensino securidirio com a criação do Liceu Maranhense. Nas ~ltimas d~cadas do Imperio, entretanto, o Estado demonstrou um gra~ de desinteresse pelo desenvolvimento da educação escolar no Maranhão. As realizações oficiais dessa ~po~a, nos diver sos nIveis, ' foram insignificantes. A Administração Local, decretando o livre exeycIcio do ensino, em 1874, demonstrou legalmente o descaso a que relegou a instrução p~blica pr~ vincial. As tendências verificadas no ensino p~blico maranhense, nesse perIodo (1834-1889), for~m sobretudo, por particularidades do processo determinadas, polItico-econô mico marannense da ~poca. Nos primeiros decênios (final .de 30 : ê : · d~ca.das 40 ~. 50)', a sit~ação pó'Útiêa . ~aranhens.e · ;'.ar.act.eri:za·v~-. se por um grande empenho dos fazendeiros (fração da classe dominante no poder) em garantir a ordem e buscar a nia. No âmbito econômico, destacava-se um afã por hegem2. reformas materiais, visando ao soerguimento da economia mercantil. Ji nos Gltirnos dec~nios analisados, a situação p61Itico-ec2. n~mica traduzia-se por um maior fortalecimento do poder Político dos fazendeiros, mas com uma grave crise econômica. As condições sociais maranhenses nas primeiras décadas favo receram, pois, o surgimento de uma maior preocupação do Es tado pela educação escolar, enquanto que, na última fase, a situação político-econômica maranhense desestimulou um interesse maior do Estado pelo desenvolvimento do ensino público no Maranhão.

This study aims to understand the changes in the improvement of economic and social conditions of small entrepreneurs who participate in solidarity groups linked to the Non-Governmental Organization (NGO) "X" in Fortaleza city, Ceará, through the use of productive-guided microcredit. It is come a research in exploratory and descriptive nature, with a quantitative and qualitative approach. Data were collected from the small entrepreneurs by applying a questionnaire, as well as through structured interviews with group leaders. They were worked on issues relating to income generation, employment generation, housing and health conditions, dietary pattern and leisure activities of small entrepreneurs and their families before and after the union to solidarity groups and use of productive-guided microcredit. The research showed that the use of microcredit has interfered with social and economic life of these small entrepreneurs, generating positive effects

The study aims to answer the following question: what are the different profiles of infant mortality, according to demographic, socioeconomic, infrastructure and health care, for the micro-regions at the Northeast of Brazil? Thus, the main objective is to analyze the profiles or typologies associated mortality levels sociodemographic conditions of the micro-regions, in the year 2010. To this end, the databases of birth and death certificates of SIM and SINASC (DATASUS/MS), were taken from the 2010 population Census microdata and from SIDRA/IBGE. As a methodology, a weighted multiple linear regression model was used in the analysis in order to find the most significant variables in the explanation child mortality for the year 2010. Also a cluster analysis was performed, seeking evidence, initially, of homogeneous groups of micro-regions, from of the significant variables. The logit of the infant mortality rate was used as dependent variable, while variables such as demographic, socioeconomic, infrastructure and health care in the micro-regions were taken as the independent variables of the model. The Bayesian estimation technique was applied to the database of births and deaths, due to the inconvenient fact of underreporting and random fluctuations of small quantities in small areas. The techniques of Spatial Statistics were used to determine the spatial behavior of the distribution of rates from thematic maps. In conclusion, we used the method GoM (Grade of Membership), to find typologies of mortality, associated with the selected variables by micro-regions, in order to respond the main question of the study. The results points out to the formation of three profiles: Profile 1, high infant mortality and unfavorable social conditions; Profile 2, low infant mortality, with a median social conditions of life; and Profile 3, median and high infant mortality social conditions. With this classification, it was found that, out of 188 micro-regions, 20 (10%) fits the extreme profile 1, 59 (31.4%) was characterized in the extreme profile 2, 34 (18.1%) was characterized in the extreme profile 3 and only 9 (4.8%) was classified as amorphous profile. The other micro-regions framed up in the profiles mixed. Such profiles suggest the need for different interventions in terms of public policies aimed to reducing child mortality in the region

This article refers to a research which tries to historically (re)construct the conceptual development of the Integral and Differential calculus, taking into account its constructing model feature, since the Greeks to Newton. These models were created by the problems that have been proposed by the history and were being modified by the time the new problems were put and the mathematics known advanced. In this perspective, I also show how a number of nature philosophers and mathematicians got involved by this process. Starting with the speculations over scientific and philosophical natures done by the ancient Greeks, it culminates with Newton s work in the 17th century. Moreover, I present and analyze the problems proposed (open questions), models generated (questions answered) as well as the religious, political, economic and social conditions involved. This work is divided into 6 chapters plus the final considerations. Chapter 1 shows how the research came about, given my motivation and experience. I outline the ways I have gone trough to refine the main question and present the subject of and the objectives of the research, ending the chapter showing the theoretical bases by which the research was carried out, naming such bases as Investigation Theoretical Fields (ITF). Chapter 2 presents each one of the theoretical bases, which was introduced in the chapter 1 s end. In this discuss, I try to connect the ITF to the research. The Chapter 3 discusses the methodological choices done considering the theoretical fields considered. So, the Chapters 4, 5 and 6 present the main corpus of the research, i.e., they reconstruct the calculus history under a perspective of model building (questions answered) from the problems given (open questions), analyzing since the ancient Greeks contribution (Chapter 4), pos- Greek, especially, the Romans contribution, Hindus, Arabian, and the contribution on the Medium Age (Chapter 5). I relate the European reborn and the contribution of the philosophers and scientists until culminate with the Newton s work (Chapter 6). In the final considerations, it finally gives an account on my impressions about the development of the research as well as the results reached here. By the end, I plan out a propose of curse of Differential and Integral Calculus, having by basis the last three chapters of the article

This work aims to analyze social and educational actions at Pastoral da Criança, using education as a survival tool. This was done at Parque dos Coqueiros, a neighborhood in Natal, Rio Grande do Norte. The methodology for data collection was composed of comprehensive interview (Jean Kaufmann), participant observation (Robert Bogdan) and documental analysis (Le Goff); all os which bring reflections related to concepts such as strategies, tatics and know how (Michel de Certeau), configuration (Nobert Elias), and control technology (Michel de Foucault), care ethics (Leonardo Boff) and etno-theories (Natália Ramos). Pastoral da Criança is a social action organism that belongs to the National Conference of Bishops of Brazil, originated at Florestópolis, Londrina (Paraná), in the year of 1983. These actions have been an expression of a new logic of actions of the Catholic Church. It values the participation of laymen in the activities of the Pastoral. Thus, the parish is seen as a nucleus that irradiates the Church s Social Doctrine. At Rio Grande do Norte this institution has guided poverty stricken families on issues related to children s health as well as working with laymen for volunteer work. This is considered devotion, that is firmed by an individual and group mystique. The social and educational actions are done in three axes: 1) Monthly home visits, where there is mother-child support; 2) Life Celebration Day, where they weigh children and promote nutritional surveillance; 3) Meeting for Evaluation and Reflection, that aims to articulate community leaders to think about problems attached to the social actions they realize. This action tripod , as it is called by the Pastoral Agents are the types of actions that fundament survival education for poor children ranging from 0 to 6 years old. The families learn to deal with prevention, the essential, the alternative and probabilities of survival tactics due to exclusion matters or even social extermination. The Pastoral da Criança aims to recover childhood emotions in poverty stricken areas. It also has influence in the diminishing of malnutrition and mother and child mortality. This education for survival is the base on the art of teaching and learning of poverty stricken children. It is a social educational action, non assistencialist, but considered a shy action in order to promote mobilization of the communities that are accompanied for the emancipation and change of social conditions
