El municipio Mesitas de El Colegio se caracteriza por tener una temperatura promedio de 23°C y se encuentra localizada a dos horas de la ciudad de Bogotá, en el Departamento de Cundinamarca, en la parte oriental de la región del Tequendama, a partir de lo anterior consideramos que este municipio es un lugar propicio para el desarrollo de actividades turísticas. En el análisis realizado en el proyecto Municipio saludable y polo de desarrollo local se consideran diversos pilares, forjados en la definición del turismo como una voluntad de servicio de los habitantes, característica carente en la población del municipio de Mesitas de El Colegio; haciendo necesario un cambio de mentalidad, en donde los pobladores de la región estén dispuestos a ser parte de los proyectos que ha planteado el gobierno como lo son el mirador turístico, parador turístico y la ruta ecológica. A través de la metodología de marco lógico se logro concluir que para el desarrollo de las actividades es de gran importancia contribuir al mejoramiento de la calidad de vida de los habitantes del Municipio de Mesitas de El Colegio, articulando los programas municipales a través del fortalecimiento de las capacidades corporativas y del apoyo a las iniciativas empresariales de dichos municipios. Todo con el propósito de realizar campañas de concientización que estén dirigidas a los habitantes del Municipio para promover actitudes proactivas en el desarrollo de las actividades turísticas y económicas.

La cooperación internacional para el desarrollo es una herramienta de gran importancia en el actual contexto internacional. Desde su aparición, la Ayuda Oficial al Desarrollo ha sido la modalidad más recurrente y la más ampliamente estudiada. No obstante, las transformaciones de las últimas décadas han llevado al surgimiento de nuevas modalidades, las cuales toman cada vez más fuerza y requieren de una especial atención. Es el caso de la cooperación descentralizada, instrumento de ayuda exterior y de visibilización internacional de las entidades territoriales. A manera de aproximación a este mecanismo de cooperación, se estudiará la contribución del País Vasco al desarrollo humano sostenible de la comunidad indígena Emberá Chamí y al fortalecimiento de la acción exterior de esta comunidad autónoma española a partir de sus iniciativas de cooperación internacional descentralizada.

El proyecto que se quiere plantear es la creación de una Plataforma electrónica a través de la cual se pretende agrupar a los diferentes proveedores que intervienen en la cadena de abastecimiento de la comunidad logística de San Antonio, abriendo la posibilidad de participación de empresas grandes y pequeñas y más aun promoviendo la creación de las mismas por parte de los ciudadanos de la región, de esta manera, se eliminan las brechas asimétricas existentes entre la oferta y la demanda permitiendo que las empresas medianas y grandes accedan a ofertas y transacciones con empresas proveedoras medianas y pequeñas. Dicho proyecto, tiene como objetivo general el consolidar los procesos de abastecimiento implementados por las empresas a través de la organización y estandarización de los mismos mediante el uso del portal, planteado en el presente proyecto, como apoyo tecnológico. Existen dos conceptos básicos a analizar de manera teórica dentro del proyecto, el primero de ellos es el de clúster logístico-portuario, lo cuales son reconocidos como instrumentos importantes para el progreso del desarrollo industrial, innovación, competitividad y crecimiento, tomando como ejemplos a los puertos de Valencia y Long Beach en la ciudad de Los Ángeles. El segundo concepto es el de E-Procurement, el cual se desarrolla siguiendo los pasos básicos de una cadena de abastecimiento tradicional, sin embargo, lo que genera un cambio real dentro de los procesos es el hecho que los procesos de cotización y seguimiento de proveedores se van a llevar a cabo a través de una plataforma electrónica con base a las evaluaciones que se llevan a cabo por parte de las empresas demandantes de los productos o servicios ofrecidos por las compañías proveedoras. (Renko, 2011) De la misma manera, se tomaran varios proyectos de e-procurement desarrollados a nivel mundial como base comparativa y de apoyo para el presente proyecto tales como: HYDRA: Es un sistema que tiene su soporte en la web, el cual es orientado “en el medio” lo cual lo hace un sistema con una arquitectura híbrida, que posee tanto un diseño en capas como una estructura comprensiva para desarrollar integración de negocios, colaboración y monitoreo en la gestión de la cadena de suministro (Renko, 2011) IPT: BidNet ha proporcionado servicios de oferta de información a miles de proveedores y compradores de bienes en el ámbito gubernamental por más de 25 años. (Bidnet, 2013) E-BUYPLACE: E-buyplace.com es el 1° especialista en SupplierRelationship Management que ha desarrollado un original y singular SRM 100% a través de Internet. La elaboración de este trabajo de grado es la continuación del Proyecto de MUNICIPIO SALUDABLE Y POLO DE DESARROLLO LOCAL CENTRO DE ESTUDIOS EMPRESARIALES PARA LA PERDURABILIDAD – CEEP”, El fin de este documento es dar solución a los inconvenientes presentados a lo largo de la cadena, a través de un análisis y posterior diagnostico en el mercado del mango en el Municipio de Mesitas del Colegio, enfocándose principalmente en el planteamiento del diseño de un centro de acopio para la c (Sanchez, 2007)Concentración, procesamiento y conservación del mango hilacha y sus derivados. Es indispensable mantener una buena infraestructura para optimizar los procesos y de esta forma conservar durante todo el año inventario para abastecer el mercado e igualmente eliminar los intermediarios quienes realizaban labores a partir del momento en el que proveedor entregaba la fruta disminuyendo los beneficios económicos que la actividad genera para los productores. Para este trabajo es necesaria la recopilación de la información a través de diferentes fuentes pero siempre de la mano de la asociación de productores de mango de mesitas de colegio quienes son los principales actores del mercado y de los investigadores de la Universidad Del rosario quienes dirigen el proyecto.

This article summarizes field notes related to the study of the actions performed by the Metropolitan Police of Santiago de Cali in the context of its ‘Plan Cuadrante’ (a micro-local security action plan) and the citizen’s perception towards it. Taking an ethnographic approach, it places special emphasis on the actions that imply identifying the main criminal and violent actors and activities. The study focuses on four local districts of the city: El Cortijo, Mariano Ramos, Terrón Colorado y Villa del Lago.

We study the role of natural resource windfalls in explaining the efficiency of public expenditures. Using a rich dataset of expenditures and public good provision for 1,836 municipalities in Peru for period 2001-2010, we estimate a non-monotonic relationship between the efficiency of public good provision and the level of natural resource transfers. Local governments that were extremely favored by the boom of mineral prices were more efficient in using fiscal windfalls whereas those benefited with modest transfers were more inefficient. These results can be explained by the increase in political competition associated with the boom. However, the fact that increases in efficiency were related to reductions in public good provision casts doubts about the beneficial effects of political competition in promoting efficiency.

A comparision of the local effects of the basis set superposition error (BSSE) on the electron densities and energy components of three representative H-bonded complexes was carried out. The electron densities were obtained with Hartee-Fock and density functional theory versions of the chemical Hamiltonian approach (CHA) methodology. It was shown that the effects of the BSSE were common for all complexes studied. The electron density difference maps and the chemical energy component analysis (CECA) analysis confirmed that the local effects of the BSSE were different when diffuse functions were present in the calculations

I examined lists of endangered species from northeastern and midwestern United States to assess the extent to which they were dominated by species considered rare due to their vulnerability to anthropogenic stressors or, instead, by species whose rarity might be explained otherwise. Northeastern states had longer species lists than midwestern states, and more species associated with locally rare prairie habitats. More species at the edge of their geographic range appeared on lists from the Northeast than the Midwest. About 70% of listed species overall have shown either no significant population trend, or increases, at the continental scale, but wetland and prairie species were frequently listed, consistent with the generally acknowledged, widespread loss of these habitats. Curiously, midwestern states tended to list fewer forest species, despite evidence that forest fragmentation there has had strongly deleterious effects on regional bird populations. Overall, species appear to be listed locally for a variety of reasons not necessarily related to their risk of extinction generally, potentially contributing to inefficient distributions of limited resources to deal effectively with species that legitimately require conservation attention. I advocate a continental perspective when listing species locally, and propose enhanced criteria for characterizing species as endangered at the local level.

The foraminiferal-rich pelagic Bateig Limestone forms several varieties of the important building stones quarried at Bateig Hill in southeastern Spain. Three principal ichnofabrics (Bichordites, mottled-Palaeophycus and mottled-Ophiomorpha) are recognized, which are present in at least two (possibly up to four) repeated successions (cycles). Each succession begins with an erosional event. The Bichordites ichnofabric represents a new type of facies, formed as thin turbidity/grain flow, stratiform units derived from sediment slips off a fault into deep water. Each slipped unit became almost completely bioturbated by infaunal echinoids, colonizing by lateral migration. Because of the thinness of the units, successive colonizations tended to truncate the underlying burrows giving rise to a pseudo-stratification. As the Bichordites ichnofabric accumulated on the fault apron, thus reducing the effective height of the fault scarp, the substrate gradually came under the influence of currents traversing the shelf. This led to a change in hydraulic regime, and to the mottled-Palaeophycus and mottled-Ophiomorpha ichnofabrics in sediment deposited under bed load transport, and associated with laminar and cross-stratified beds and local muddy intervals. Reactivation of the fault triggered erosion and channeling and a return to grain flow sedimentation, and to the Bichordites ichnofabric of the succeeding cycle. The highest unit of the Bateig Limestone is formed entirely of cross-stratified calcarenites with occasional Ophiomorpha (Ophiomorpha-primary lamination ichnofabric) and is similar to many shallow marine facies but they still bear a significant content of pelagic foraminifera. The sedimentary setting bears resemblance with that described for the Pleistocene Monte Torre Paleostrait and the modem Strait of Messina (Italy), where the narrow morphology of the depositional area enhanced tidal currents and allowed for high-energy sandy deposition in relatively deep areas. More data on the Miocene paleogeography of the Bateig area should provide further testing for this hypothesis. The ichnofacies and stacking of the Bateig Limestone differ from the classic Seilacherian model in that they reflect changes in hydraulic process and are associated with faulting and subsidence and changes in sediment supply. Recognition of the unusual ichnofabrics and their relationships provides a clear indication of the overall dynamic setting. (c) 2006 Elsevier B.V. All rights reserved.

This paper explores the role of local government in urban regeneration in England. The first part describes local-central government relations during recent decades. It concludes that 'actually occurring' regeneration fuses top-down and bottom-up priorities and preferences, as well as path dependencies created by past decisions and local relations. The second part illustrates this contention by examining the regeneration of inner-city Salford over a 25-year period. It describes Salford City Council's approach in achieving the redevelopment of the former Salford Docks and how this created the confidence for the council to embark on further regeneration projects. Yet the top-down decision-making model has failed to satisfy local expectations, creating apathy which threatens the Labour government's desire for active citizens in regeneration projects.

Habitat-based statistical models relating patterns of presence and absence of species to habitat variables could be useful to resolve conservation-related problems and highlight the causes of population declines. In this paper, we apply such a modelling approach to an endemic amphibian, the Sardinian mountain newt Euproctus platycephalus, considered by IUCN a critically endangered species. Sardinian newts inhabit freshwater habitat in streams, small lakes and pools on the island of Sardinia (Italy). Reported declines of newt populations are not yet supported by quantitative data, however, they are perceived or suspected across the species' historical range. This study represents a first attempt trying to statistically relate habitat characteristics to Sardinian newt occurrence and persistence. Linear regression analysis revealed that newts are more likely to be found in sites with colder water temperature, less riparian vegetation and, marginally, absence of fish. The implications of the results for the conservation of the species are discussed, and suggestions for the short-term management of newt inhabited sites suggested. (C) 2003 Elsevier Ltd. This paper presents an efficient construction algorithm for obtaining sparse kernel density estimates based on a regression approach that directly optimizes model generalization capability. Computational efficiency of the density construction is ensured using an orthogonal forward regression, and the algorithm incrementally minimizes the leave-one-out test score. A local regularization method is incorporated naturally into the density construction process to further enforce sparsity. An additional advantage of the proposed algorithm is that it is fully automatic and the user is not required to specify any criterion to terminate the density construction procedure. This is in contrast to an existing state-of-art kernel density estimation method using the support vector machine (SVM), where the user is required to specify some critical algorithm parameter. Several examples are included to demonstrate the ability of the proposed algorithm to effectively construct a very sparse kernel density estimate with comparable accuracy to that of the full sample optimized Parzen window density estimate. Our experimental results also demonstrate that the proposed algorithm compares favorably with the SVM method, in terms of both test accuracy and sparsity, for constructing kernel density estimates.

The climate belongs to the class of non-equilibrium forced and dissipative systems, for which most results of quasi-equilibrium statistical mechanics, including the fluctuation-dissipation theorem, do not apply. In this paper we show for the first time how the Ruelle linear response theory, developed for studying rigorously the impact of perturbations on general observables of non-equilibrium statistical mechanical systems, can be applied with great success to analyze the climatic response to general forcings. The crucial value of the Ruelle theory lies in the fact that it allows to compute the response of the system in terms of expectation values of explicit and computable functions of the phase space averaged over the invariant measure of the unperturbed state. We choose as test bed a classical version of the Lorenz 96 model, which, in spite of its simplicity, has a well-recognized prototypical value as it is a spatially extended one-dimensional model and presents the basic ingredients, such as dissipation, advection and the presence of an external forcing, of the actual atmosphere. We recapitulate the main aspects of the general response theory and propose some new general results. We then analyze the frequency dependence of the response of both local and global observables to perturbations having localized as well as global spatial patterns. We derive analytically several properties of the corresponding susceptibilities, such as asymptotic behavior, validity of Kramers-Kronig relations, and sum rules, whose main ingredient is the causality principle. We show that all the coefficients of the leading asymptotic expansions as well as the integral constraints can be written as linear function of parameters that describe the unperturbed properties of the system, such as its average energy. Some newly obtained empirical closure equations for such parameters allow to define such properties as an explicit function of the unperturbed forcing parameter alone for a general class of chaotic Lorenz 96 models. We then verify the theoretical predictions from the outputs of the simulations up to a high degree of precision. The theory is used to explain differences in the response of local and global observables, to define the intensive properties of the system, which do not depend on the spatial resolution of the Lorenz 96 model, and to generalize the concept of climate sensitivity to all time scales. We also show how to reconstruct the linear Green function, which maps perturbations of general time patterns into changes in the expectation value of the considered observable for finite as well as infinite time. Finally, we propose a simple yet general methodology to study general Climate Change problems on virtually any time scale by resorting to only well selected simulations, and by taking full advantage of ensemble methods. The specific case of globally averaged surface temperature response to a general pattern of change of the CO2 concentration is discussed. We believe that the proposed approach may constitute a mathematically rigorous and practically very effective way to approach the problem of climate sensitivity, climate prediction, and climate change from a radically new perspective.
