Foreword This publication provides an assessment of the region's economic performance and economic trends during the first half of 2002 and of its prospects for the remainder of the year within the context of the previous year's performance. An analysis is presented of the main aspects of the regional economy -its external sector, levels of economic activity, inflation, employment, saving and investment, and macroeconomic policy-, accompanied by a statistical appendix containing 13 tables with data series through 2001. The document, which is being published simultaneously in Spanish and English, corresponds to the first chapter of the Economic Survey of Latin America and the Caribbean, 2001-2002, issued in Spanish in September and in English later in the year. Wide distribution of this document is intended to serve the purpose previously performed by the Economic Panorama of Latin America, a publication that was issued in September of each year between 1985 and 1996. See also an advance version of the survey of economic developments in English-speaking countries of the Caribbean in 2001 and their prospects in 2002 which will be contained in final, revised form in the Economic Survey 2001-2002.

This paper investigates the major similarities and discrepancies among three important current decompositions proposed for the interpretation of unbalanced and/or non linear three-phase four-wire power circuits. The considered approaches were the so-called FBD Theory, the pq-Theory and the CPT. Although the methods are based on different concepts, the results obtained under ideal conditions (sinusoidal and balanced signals) are very similar. The main differences appear in the presence of unbalanced and non linear load conditions. It will be demonstrated and discussed how the choice of the voltage referential and the return conductor impedance can influence in the resulting current components, as well as, the way of interpreting a power circuit with return conductor. Under linear unbalanced conditions, both FBD and pq-Theory suggest that the some current components contain a third-order harmonic. Besides, neither pq-Theory nor FBD method are able to provide accurate information for reactive current under unbalanced and distorted conditions, what can be done by means of the CPT. © 2009 IEEE.

This paper presents the analysis of some usual MPPT (Maximum Power Point Tracking) strategies intended for small wind energy conversion (up to 1kW) based on permanent magnet synchronous generators (PMSG), considering the stand-alone application for a novel buck-boost integrated inverter. Each MPPT method is analytically introduced and then it is simulated using MatLab/Simulink considering standard conditions of wind and also commercially available turbines and generators. The extracted power in each case is compared with the maximum available power, so the tracking factor is calculated for each method. Thus, the focus is on the application to improve the efficiency of stand-alone wind energy conversion systems (WECS) with battery chargers and AC load supplied by inverter. Therefore, for this purpose a novel single phase buck-boost integrated inverter is introduced. Finally, the main experimental results for the introduced inverter are presented. © 2011 IEEE.

The present edition of the Economic Survey of Latin America and the Caribbean, annual publication that appears every year since 1948, consists of three parts and one statistical appendix. The first part of the Survey covers the main aspects of the regional economy from a sectorial and thematic perspective. Chapter 1 deals with the situation of the first half of 2002 and the prospects for the year as a whole, and it is a corrected version of what was previously published separately with the title 2002: Current Conditions and Outlook. In the second chapter the evolution of the regional economy in 2001 is analyzed. The third chapter reviews some macroeconomic subjects, specially important in the present economic context of the region. The second part contains information of the analysis of the economic performance of the 19 countries of Latin America and the Spanish-speaking Caribbean and Haiti during 2001 and early 2002. The country reports include tables and figures of the main economic indicators. The third part is dedicated to the remaining countries of the Caribbean, mainly English-speaking countries.

This manual contains information on the dataset compiled from the Survey of Living Conditions and Household Budgets (SLC/HBS) conducted in Saint Lucia by the Kairi Consultants Limited and National Assessment Team between 2005 and 2006. The SLC/HBS is a sample survey which generates data on households and individuals in the country. This manual was developed by the Economic Commission for Latin America and the Caribbean (ECLAC) – Subregional Headquarters in the Caribbean as a supplementary document for the Caribbean Household Surveys Database (CHSD). It is sectioned out into two main parts- section one provides brief description of the survey and section two contains a concise data dictionary of variables generated from the survey as well as additional variables created by ECLAC. In addition, for ease of reference, an index of all variables in the database is included at the end of the document.

This manual documents some of the material related to the Survey of Living Conditions and Household Budgets (SLC/HBS) conducted in Saint Lucia by the Kairi Consultants Limited and National Assessment Team between 2005 and 2006. The SLC/HBS is a sample survey which generates data on households and individuals in the country. The main objectives of this survey were (i) to collect information from households on their expenditure patterns, income and other characteristics and; (ii) to revise the 'average shopping basket' used in constructing the Consumer Price Index (CPI) for the country, and the relative weights of the items in the basket. The survey also provided valuable data for an assessment of the impact of socio-economic policies on the living conditions of the resident population in Saint Lucia. Further, data on households gathered in the survey also provide valuable inputs for the compilation of the country's National Accounts statistics relating to the household sector. This manual was developed by the Economic Commission for Latin America and the Caribbean (ECLAC) – Subregional Headquarters in the Caribbean as a supplementary document for the Caribbean Household Surveys Database (CHSD). The main components of this manual include survey methodology and the questionnaires used for data collection. The latter are included in the annex at the end of the document. All information contained therein was provided by the Statistics Department in Saint Lucia. The ECLAC Subregional Headquarters for the Caribbean is pleased to acknowledge the Saint Lucia Statistics Department for graciously consenting to the use of their surveys and metadata under the project Improving Caribbean Household Surveys. Due recognition must also be given to the Statistics and Economics Projection Division at ECLAC (Santiago) who provided guidance in the standardization of the datasets and the creation of the Caribbean Household Surveys Databank.

beta-Carotene (BC) is one of the natural pigments that is most commonly added to food; however, the utilization of BC is limited due to its instability. Microencapsulation techniques are commonly used because they can protect the microencapsulated material from oxidization. Nevertheless, the properties of the encapsulated compounds must be studied. We compared the antigenotoxic potential of pure and microencapsulated beta-carotene (mBC) in Wistar rats. Two doses of BC or mBC (2.5 or 5.0 mg/kg) were administered by gavage over a period of 14 days. The final gavage was followed by an injection of doxorubicin (DXR). After 24 h the animals were euthanized. The micronucleus test results showed that when both mBC and DXR were given, only the higher dose was antigenotoxic. The results of the comet assay show that when given in association with DXR, mBC had protective effects in the liver. The differences between the results obtained with BC and mBC suggest that possibly the carotenoid biodisponibility was modified by the process of microencapsulation. In conclusion, mBC does not lose its protective properties, but higher doses must be used to observe antigenotoxic effects. This is the first time that the genotoxicity and antigenotoxicity of a microencapsulated compound was evaluated in vivo. (C) 2012 Elsevier Ltd. All rights reserved.

The inter-American human rights system has been conceived following the example of the European system under the European Convention on Human Rights (ECHR) before it was modified by Protocol No 11. However, two important differences exist. First, the authority of the European Court of Human Rights (ECtHR) to order reparation has been strictly limited by the principle of subsidiarity. Thus, the ECtHR's main function is to determine whether the ECHR has been violated. Beyond the declaratory effect of its judgments, according to Article 41 ECHR, it may only "afford just satisfaction to the injured party". The powers of the Inter-American Court of Human Rights (IACtHR) were conceived in a much broader fashion in Article 63 of the American Convention on Human Rights (ACHR), giving the Court the authority to order a variety of individual and general measures aimed at obtaining restitutio in integrum. The first main part of this thesis shows how both Courts have developed their reparation practice and examines the advantages and disadvantages of each approach. Secondly, the ECtHR's rather limited reparation powers have, interestingly, been combined with an elaborate implementation system that includes several of the Council of Europe's organs, principally the Committee of Ministers. In the Inter-American System, no dedicated mechanism was implemented to oversee compliance with the IACtHR's judgments. The ACHR limits itself to inviting the Court to point out in its annual reports the cases that have not been complied with and to propose measures to be adopted by the General Assembly of the Organization of American States. The General Assembly, however, hardly ever took action. The IACtHR has therefore filled this gap by developing a proper procedure to oversee compliance with its judgments. Both the European and the American solutions to ensure compliance are presented and compared in the second main part of this thesis. Finally, based on the results of both main parts, a comparative analysis of the reparation practice and the execution results in both human rights systems is being provided, aimed at developing proposals for the improvement of the functioning of either human rights protection system.

Cisplatin-based chemotherapy is a standard treatment of metastatic urothelial carcinoma (UC), though carboplatin-based chemotherapy is frequently substituted due to improved tolerability. Because comparative effectiveness in clinical outcomes of cisplatin- versus carboplatin-based chemotherapy is lacking, a meta-analysis was carried out.

Dendritic cells (DC) represent a heterogeneous cell family of major importance for innate immune responses against pathogens and antigen presentation during infection, cancer, allergy and autoimmunity. The aim of the present study was to characterize canine DC generated in vitro with respect to their phenotype, responsiveness to toll-like receptor (TLR) ligands and T-cell stimulatory capacity. DC were derived from monocytes (MoDC) and from bone marrow hematopoietic cells cultured with either Flt3-ligand (FL-BMDC) or with GM-CSF (GM-BMDC). All three methods generated cells with typical DC morphology that expressed CD1c, CD11c and CD14, similar to macrophages. However, CD40 was only found on DC, CD206 on MPhi and BMDC, but not on monocytes and MoDC. CD1c was not found on monocytes but on all in vitro differentiated cells. FL-BMDC and GM-BMDC were partially positive for CD4 and CD8. CD45RA was expressed on a subset of FL-BMDC but not on MoDC and GM-BMDC. MoDC and FL-DC responded well to TLR ligands including poly-IC (TLR2), Pam3Cys (TLR3), LPS (TLR4) and imiquimod (TLR7) by up-regulating MHC II and CD86. The generated DC and MPhi showed a stimulatory capacity for lymphocytes, which increased upon maturation with LPS. Taken together, our results are the basis for further characterization of canine DC subsets with respect to their role in inflammation and immune responses.
