A descentralização político-administrativa no Brasil: um estudo sobre a disputa entre os municípios de Caiuá e Marabá Paulista pela Decasa Açúcar e Álcool a partir das escalas geográficas de análise

This work has as main objetive to analyze fiscal/tax collection of municipalities after the political-administrative decentralization in Brazil and its new role in this scenario, bringing up the competition for Decasa Sugar and Alcohol between the municipalities of Caiuá and Maraba Paulista in the context of expansion sugarcane cultivation in the Presidente Prudente Geographic Micro Region. The analysis has considered the geographic scales, in order to highlight the power relations on local/regional territory, determined by the Agroenergy Policy Guidelines in Brazil (2006-2011). The two municipalities have from the point of view economic dynamics, irrelevence, proven through the São Paulo Index of Social Responsibility (IPRS), maximizing the importance of the constitutional transfers, such as Participation Fund of Municipalities (FPM). Given this situation, we analyze the four taxes raised by the experts as the most impactful for municipal tax collection before the presence of sugarcane activity: the Territorial Urban Property Tax (IPTU), the Tax on Services of any Nature (ISSQN), the Tax Vehicles owned Motor (IPVA) and the Operations tax on the Circulation of Goods and on Transport Services Rendered Interstate and Intermunicipal (ICMS). One of the most primal ways of human work already known is the tessellation and ginning for the production of fabric and clothing - what used to be, back in those days, statement of power and status. The arrival of the Industrial Revolution - in the middle of the XVIII century at Britain - increased the textile industry production, and what used to be manufactured and hard to obtain, starts then to be produced in mechanical ways and large-scale. Despite all the boost given to the economy of an expanding capitalist market, it should be pointed out the consequences of this major industrialization, especially the environmental ones, more and more concerning nowadays. The emissions of waste - that sometimes could be toxic - in effluents can possibly contaminate the aquatic ecosystems, causing a huge damage to its fauna and flora, affecting therefore all the biodiversity, reaching inclusively the humans. To avoid these problems, a few strategies have been taking place in the attempt to eliminate - or at least reduce - the amount of dye found in the effluents, and as the textile industry constantly leaves waste, efficient methods - that present good results in a short period of time - with a low cost are needed. The present study will test the bioremoval capacity of yeast (Saccharomyces cerevisiae) in contact with dyes in a fix concentration, diluted in water with three different pH values. The tests will be done duplicate, and after the concentration analyses - made by spectrophotometry - it will be analyzed which pH shows major efficiency in the dye removal and what is the influence of the biomass in this process

The main function of the immune system is the defense against infection, being composed by the leukocytes that modulate the immune response, which can be innate or adaptive. The physical exercise can causes positive or negative alterations in the total or relative number of leukocytes. When the exercise has a low or moderate intensity it`s considered beneficial for improving the function of the cells responsible for the defense and to reduce the risk of infectious illnesses. The type 2 diabetes is related to an incapacity of the body in rightly respond to insulin, associated to an resistance to its actions. The purpose of this research was to make a study of the immune system characteristics, as well as the type 2 diabetes and the relation among both and the physical exercise. So, it was analyzed a group of type 2 diabetics coming from Diabetics House of Franca -SP, treated through a program of mix physical training. Two collections of blood were pre and post training program for the pair comparable of the participants. It was found positive alterations of the subpopulations of leukocytes that show a probable improvement of the immunological state what allows us to suggest about a possible improvement of the immunological activity, what would be measured by the activation of these cells forward to an inflammatory/infectious condition. So, we suggest that future studies involving diabetes, immune system and physical exercise be encouraged.

Estudo da utilização de serragem de madeira como adsorvente para o tratamento de efluentes têxteis

The Brazilian textile industry has been a highlight in the global economy. Connected with this high economic performance there is the water consumption and the generation of great volumes of wastewater which present high concentrations of dyes and chemical substances. One of the main techniques used in the treatment of textile effluents is adsorption, which has the activated carbon as the main adsorbent. Recently, studies have been developed to find alternative materials to activated carbon and exhibiting good adsorption capacity of dyes. The aim of this work is to study the potential of sawdust as adsorbent of low cost to remove the dye Direct Green 26. The results of this type of dye removal were obtained through the study of adsorption isotherms obtained by spectrophotometry in the UV-visible region analyzed by the Langmuir model. Finally, a comparison was made of these results with those of other adsorbents. Results showed that the average removal of dye, using sawdust, was 78.8% for an initial concentration of 500mg / L and the maximum adsorption capacity of 119mg / g. These results demonstrate the great potential of sawdust as an adsorbent for the dye Direct Green 26.
