Les drogodependències, la infecció pel VIH-VHC i la tuberculosi, entre d’altres patologies, incideixen actualment de manera molt important en els centres penitenciaris, de manera que han canviat radicalment la sanitat en aquestes institucions en les darreres dues dècades. Les necessitats terapèutiques són diferents i la utilització de fàrmacs a les presons s’ha convertit en més complexa. La població penitenciària ha crescut en els darrers cinc anys més d’un 36% i, d’aquesta manera, ha augmentat la demanda assistencial i en conseqüència la prescripció farmacèutica, amb una corresponent pujada de la despesa en medicaments. Segons la legislació penitenciària general, l’Administració Penitenciària és responsable del control de les malalties transmissibles a les presons, en col·laboració amb l’Administració Sanitària. La gestió dels medicaments, per ser eficaç, ha d’incidir en una sèrie d’elements, com ara la selecció dels medicaments, l’adquisició, la distribució, la dispensació i l’administració, entre d’altres. Els medicaments utilitzats per al tractament de patologies del sistema nerviós són els productes més consumits en el CPHB, amb una major quantitat d’unitats dispensades. Alhora, la despesa d’aquests medicaments suposa aproximadament la meitat de la factura total. La diferència de preus entre especialitats farmacèutiques genèriques i especialitats farmacèutiques de marca evidencia de manera teòrica que la utilització de genèrics pot reduir la despesa total farmacèutica. Els estudis de selecció, adquisició i control de medicaments a centres penitenciaris per part de professionals sanitaris són eines fonamentals i necessàries per a la millora en l’ús de fàrmacs.

Network airlines have been increasingly focusing their operations on hub airports through the exploitation of connecting traffic, allowing them to take advantage of economies of traffic density, which are unequivocal in the airline industry. Less attention has been devoted to airlines? decisions on point-to-point thin routes, which could be served using different aircraft technologies and different business models. This paper examines, both theoretically and empirically, the impact on airlines ?networks of the two major innovations in the airline industry in the last two decades: the regional jet technology and the low-cost business model. We show that, under certain circumstances, direct services on point-to-point thin routes can be viable and thus airlines may be interested in deviating passengers out of the hub.

The dilemma efficiency versus equity, together with political partisan interests, has received increasing attention to explain the territorial allocation of investments. However, centralization intended to introduce or reinforce hierarchization in the political system has not been object as of now of empirical analysis. Our main contribution to the literature is providing evidence that meta-political objectives related to the ordering of political power and administration influence regional investment. In this way, we find evidence that network mode’s (roads and railways) investment programs are influenced by the centralization strategy of investing near to the political capital, while investment effort in no-network modes (airports and ports) appears to be positively related to distance. Since investment in surface transportation infrastructures is much higher than that in airports and ports, and taken into account that regions surrounding the political capital are poorer than the average, we suggest that centralization rather than redistribution has been the driver for the concentration of public investment on these regions.

Based on the Ahumada et al. (2007, Review of Income and Wealth) critique we revise existing estimates of the size of the German underground economy. Among other things, it turns out that most of these estimates are untenable and that the tax pressure induced size of the German underground economy may be much lower than previously thought. To this extent, German policy and law makers have been misguided during the last three decades. Therefore, we introduce the Modified-Cash-Deposit-Ratio (MCDR) approach, which is not subject to the recent critique and apply it to Germany for the period 1960 to 2008. We analyze how a contest organizer chooses optimally the winner when the contestants' efforts are already exerted and commitment to the use of a given contest success function is not possible. We de…ne the notion of rationalizability in mixed-strategies to capture such a situation. Our approach allows to derive different contest success functions depending on the aims and attitudes of the decider. We derive contest success functions which are closely related to commonly used functions providing new support for them. By taking into account social welfare considerations our approach bridges the contest literature and the recent literature on political economy. Analysis of gas emissions by the input-output subsystem approach provides detailed insight into pollution generation in an economy. Structural decomposition analysis, on the other hand, identifies the factors behind the changes in key variables over time. Extending the input-output subsystem model to account for the changes in these variables reveals the channels by which environmental burdens are caused and transmitted throughout the production system. In this paper we propose a decomposition of the changes in the components of CO2 emissions captured by an input-output subsystems representation. The empirical application is for the Spanish service sector, and the economic and environmental data are for years 1990 and 2000. Our results show that services increased their CO2 emissions mainly because of a rise in emissions generated by non-services to cover the final demand for services. In all service activities, the decomposed effects show an increase in CO2 emissions due to a decrease in emission coefficients (i.e., emissions per unit of output) compensated by an increase in emissions caused both by the input-output coefficients and the rise in demand for services. Finally, large asymmetries exist not only in the quantitative changes in the CO2 emissions of the various services but also in the decomposed effects of these changes. Besides, when markets for individual components are suffi…ciently important, partner …firms raise prices of stand-alone products, exploiting their monopoly power in local markets and making substitute 'mix-and-match' composite products less attractive to consumers. Even though these effects favor the pro…fitability of mergers, merging is not always an equilibrium outcome. The reason is that outsiders respond by cutting their prices to retain their market share, and mergers can be unprofitable when competition is intense. From a welfare analysis, we observe that the number of mergers observed in equilibrium may be either excessive (when markets for individual components are important) or suboptimal (when markets for individual components are less important). ABSTRACT: El proceso de decisión de compra del consumidor turístico viene condicionado en gran medida por la imagen que éste tiene de los diferentes destinos que configuran su campo de elección. En un mercado turístico internacional altamente competitivo, los responsables de las políticas de desarrollo y promoción de los destinos buscan estrategias de diferenciación que les permitan posicionarse en los segmentos de mercado más adecuados para su producto, con el fin de conseguir mejorar su poder de atracción de visitantes e incrementar o consolidar los beneficios económicos que la actividad turística genera en su territorio. En este sentido, el objetivo principal que nos planteamos en este trabajo es el análisis empírico de los factores que determinan la formación de la imagen de la ciudad de Tarragona como destino turístico de patrimonio cultural. Sin duda, la declaración como Patrimonio Mundial por parte de la UNESCO, en el año 2000, del conjunto artístico y monumental con el que cuenta la ciudad de Tarragona, supuso un importante reconocimiento internacional de la calidad de los elementos culturales y patrimoniales que ofrece la Ciudad a todos los visitantes que la escogen como destino turístico. También representa una oportunidad estratégica para impulsar la promoción turística de la Ciudad y su consolidación como destino singularizado por sus características culturales y patrimoniales. Nuestro trabajo se basa en la utilización de técnicas estructuradas para identificar los factores que determinan los componentes de la imagen turística de Tarragona y que influyen de manera decisiva en el proceso de elección del destino por parte de sus visitantes. Además de poder conocer la imagen turística global de Tarragona, consideramos que la heterogeneidad de sus visitantes requiere un estudio más detallado que nos permita segmentar la tipología de los visitantes. La información que nos aportan estos resultados nos han de permitir comparar la imagen percibida por los turistas que visitan Tarragona, con los objetivos de diseño de producto y promoción del destino que tienen los responsables de la política turística local. This paper examines statins competition in the Spanish pharmaceutical market, where prices are highly regulated, and simulates a situation in which there is unrestricted price competition. A nested logit demand model is estimated with a panel of monthly data for pharmaceuticals prescribed from 1997 to 2005. The simulation indicates that the regulation of prices is similar in its effects to cooperation among producers, since the regulated prices are close to those that would be observed in a scenario of perfect collusion. Freedom to set prices and a regulatory framework with appropriate incentives would result in a general reduction in prices and may make the current veiled competition in the form of discounts to pharmacists become more visible. The decrease in prices would be partially offset by an increase in consumption but the net effect would be an overall decrease in expenditure. The counterfactual set-up would also lead to important changes in the market shares of both manufacturers and active ingredients, and a reversal of generic drugs. Therefore, pro-competitive regulation would be welfare-enhancing but would imply winners and losers.

This paper examines competition between generic and brand-name drugs in the regulated Spanish pharmaceutical market. A nested logit demand model is specified for the three most consumed therapeutic subgroups in Spain: statins (anticholesterol), selective serotonin reuptake inhibitors (antidepressants) and proton pump inhibitors (antiulcers). The model is estimated with instrumental variables from a panel of monthly prescription data from 1999 to 2005. The dataset distinguishes between three different levels of patients’ copayments within the prescriptions and the results show that the greater the level of insurance that the patient has (and therefore the lower the patient’s copayment), the lower the proportion of generic prescriptions made by physicians. It seems that the low level of copayment has delayed the penetration of generics into the Spanish market. Additionally, the estimation of the demand model suggests that the substitution rules and promotional efforts associated with the reference pricing system have increased generic market share, and that being among the first generic entrants has an additional positive effect.

Aquest projecte té com a objectiu l’estudi de l’estat ambiental dels hotels del municipi de Sitges i l’estudi d’aprofitament dels recursos hídrics i energètics característics d’aquesta zona del Mediterrani per hotels de 4 i 5 estrelles. Sitges és un municipi que al període estival dobla la població, i que amb una superfície de 43,85 Km2 conta amb 35 hotels i apart pensions, hostals i càmpings, per tant, el turisme és l’activitat més important a Sitges. Per desenvolupar aquest projecte s’ha realitzat una enquesta senzilla sobre qualitat ambiental per conèixer el comportament ambiental dels diferents hotels. En aquest estudi han participat 15 dels 35 hotels del municipi, ja que el 49% d’aquests romanen tancats des d’Octubre fins a Març i dels 18 hotels restants 15 han accedit a formar part d’aquest estudi. A través d’una prova pilot s’ha avaluat la implantació del Distintiu de Garantia de Qualitat Ambiental a l’hotel Antemare i a l’hotel Sunway Playa Golf, aquests dos hotels pertanyen a la categoria de quatre estrelles, categoria que reuneix més nombre d’hotels i el tant per cent d’ocupació és major en comparació amb les altres categories. El DGQA és una ecoetiqueta de serveis que atorga la Generalitat de Catalunya a partir de la revisió de l’establiment per mitjà d’un tècnic autoritzat. S’ha analitzat l’aprofitament dels recursos local com, les aigües pluvials i la radiació solar en els hotels de 4 i 5 estrelles per obtenir l’autosuficiència individual dels 9 hotels objecte d’estudi. Els resultats obtinguts en aquest estudi reflecteixen la possibilitat de millorar l’estat ambiental dels establiments hotelers, duent a terme alguns criteris bàsics com, la recollida selectiva i una major implantació d’energies renovables, així com també la utilització d’aquestes per assolir un cert nivell d’autosuficiència energètica i hídrica. La prova pilot mostra que els dos hotels estudiats estan molt a prop d’aconseguir el DGQA, els vectors on s’haurien de fer millores són, informació ambiental, energia, aigua i residus.

In this paper we study how the access price affects the choice of the tariff regime taken by the network operators. We show that for high values of the access price, that is taken as a parameter by the firms, networks decide to charge only the callers. Otherwise, for low values of the access charge, networks charge also the receivers. Moreover, we compare market penetration and total welfare between the two price regimes. Our model suggests that, for high values of call externality, market penetration and total welfare are larger in Receiving Party Pays regime when the access charge is close to zero.

This paper addresses the issue of policy evaluation in a context in which policymakers are uncertain about the effects of oil prices on economic performance. I consider models of the economy inspired by Solow (1980), Blanchard and Gali (2007), Kim and Loungani (1992) and Hamilton (1983, 2005), which incorporate different assumptions on the channels through which oil prices have an impact on economic activity. I first study the characteristics of the model space and I analyze the likelihood of the different specifications. I show that the existence of plausible alternative representations of the economy forces the policymaker to face the problem of model uncertainty. Then, I use the Bayesian approach proposed by Brock, Durlauf and West (2003, 2007) and the minimax approach developed by Hansen and Sargent (2008) to integrate this form of uncertainty into policy evaluation. I find that, in the environment under analysis, the standard Taylor rule is outperformed under a number of criteria by alternative simple rules in which policymakers introduce persistence in the policy instrument and respond to changes in the real price of oil.
