Australian sugar-producing regions have differed in terms of the extent and rate of incorporation of new technology into harvesting systems. The Mackay sugar industry has lagged behind most other sugar-producing regions in this regard. The reasons for this are addressed by invoking an evolutionary economics perspective. The development of harvesting systems, and the role of technology in shaping them, is mapped and interpreted using the concept of path dependency. Key events in the evolution of harvesting systems are identified, which show how the past has shaped the regional development of harvesting systems. From an evolutionary economics perspective, the outcomes observed are the end result of a specific history.

The current world economic crisis induced countries to launch wide-scale spending programmes all over the world. Member states of the European Union have not been an exception to this trend. While deficit spending may increase the aggregate demand, it can also accelerate indebtedness and make the required spending cuts politically risky later on. However, deficit financing is not a new phenomenon in the EU; it has been widely practiced in the last couple of decades. As the crisis seems to come to an end, countries with huge deficits should adopt exit strategies now, thereby reducing deficit and debt and reintroducing fiscal discipline, a requirement laid down in the Stability and Growth Pact. Nevertheless, former adjustment processes can provide ample evidence for successful and politically viable fiscal consolidations. In certain cases, even economic activity started to accelerate as a response to the welldesigned adjustment measures. Based on the previous experiences of EU states, the aim of this paper is, therefore, to identify the conditions that may determine a fiscal consolidation to be successful in terms of a reduced debt ratio and a positive economic growth.

Az első rész az USA és a legfejlettebb ipari országok, a G7 konjunkturális ingadozásait kívánja értelmezni egy pénzügyileg jóval globalizáltabb világgazdaságban egy hosszabb1970-2010 és egy rövidebb 2001-2010 közötti időszakban. Mindenekelőtt arra keresve választ, hogy mennyire lehetett előre látni a súlyos pénzügyi válság és outputvesztés jövetelét. Továbbá arra, hogy a 2011-ig felgyülemlett empirikus tapasztalatok tükrében vajon beszélhetünk-e egységes, a fejlett ipari országok, /G7/ egészére általában jellemző, és a meghatározó országok esetében is megragadható válságlefolyásról? Megállapíthatók-e olyan univerzálisan megjelenő változások a kibocsátás, a munkapiacok, a fogyasztás, a beruházás tekintetében, amelyek jól illeszkednek a korábbi tapasztalatokhoz, nem kevésbé az ismert makro modellek predikcióihoz? A válasz nemleges. Sem a válság lefolyásának jellegzetességei és a makrogazdasági teljesítmények romlásának ütemei, sem a visszacsúszás mértékei és időbeli kiterjedésében a vizsgált fejlett országok nem mutattak jól azonosítható közös jegyeket, olyanokat, amelyeket a meglévő elméleti keretekbe jól beilleszthetők. A válság lefolyása és mélysége sokféle volt a G7 ország-csoportban. A korábbi válságértelmezések, főleg a pénzügyi csatornák szerepei tekintetében és a nemzetközi konjunkturális összefonódás jelentőségét és mechanizmusait, valamint a globális válságterjedés illetően elégtelennek bizonyultak. A tanulmány áttekinti a válsággal és makrogazdasági sokkokkal foglalkozó empirikus irodalom pénzügyi globalizáció értelmezési nyomán relevánsnak tartott gyakran idézett munkákat. Ezt követően egy hosszú történelemi, a II. vh. utáni 60 év távlatát átfogó vizsgálatban próbáljuk megítélni a recessziós időszakokban az amerikai gazdaság teljesítményét, annak érdekében, hogy az elmúlt válság súlyosságának megítélése legalább a fontosabb makro-változók változásának a nagyságrendje tekintetében a helyére kerüljön. A tartós output rés /output gap/ és munkapiaci eltérések magyarázata más és más elemeket takart az USA-ban, Japánban és Németországban. A pénzügyi csatornákban keletkező, a növekedést és a konjunktúrát érdemben befolyásoló, torzító és sokk-gerjesztő mechanizmusok nem tejesen új-keletűek, az USA-ban. A privát szféra eladósodottsági mutatói - a szövetségi kormány adósság-terheinek cipelésében - a bevett makro felfogással ellentétben - az elmúlt 30 évben nem mutattak szoros és egyirányú (negatív) összefüggést a növekedéssel és recessziókkal. A második rész a pénzügyi globalizáció után kialakult nemzeti alkalmazkodás lehetőségeit vizsgálja, különös tekintettel a kis nyitott gazdaságokra, és így Magyarországra nézve. E tanulmány a globális pénzügyi folyamatok két fontos kérdését taglalja: a nemzetközi tőkeáramlás fokozott liberalizációjából húzható előnyök közgazdasági lényegét; valamint a fokozott nemzetközi tőkeáramláshoz leginkább illeszkedő, „adekvát” árfolyamrendszer kérdését. A következetések részben elméletiek, részben gyakorlatorientáltak. Megerősítésre kerül azon állítás, hogy a tőkeforgalom liberalizációjának és a megvalósítandó árfolyam-politikának a kérdése mind a mai napig erősen problematikus. Sem a tőkeforgalom liberalizációját, sem a megvalósítandó adekvát árfolyamrezsimet illetően nem lehet egységes és elméletileg minden tekintetben megalapozott álláspontról beszélni. Az ún. „lehetetlen szentháromság”, a külföldi és a belföldi célok szimultán követésének különös nehézsége a kis nyitott gazdaságok, és így a magyar gazdaságban még fokozottabban érvényesül. A nemzetközi pénzügyi integráltság magas foka miatt a hagyományos eszközökkel – kamat és fiskális gazdaságélénkítő lépésekkel - nem lehetséges, egy irányba mutató, vagy egymást nem gyengítő, szimultán lépésekkel szabályozni a belföldi és külföldi hitelkeresletet, illetve a konjunktúrát. A kamatpolitika, a forint- és devizahitelezés nehézségei ezt fokozottan illusztrálják Magyarországon is. Ugyanakkor a mindenkori gazdaságpolitika nem bújhat ki azon kényszer alól, hogy egy változó globális pénzügyi környezetben is tatható arányokat találjon a belföldi és a külgazdasági célok között. „Királyi út” azonban nincs a gazdaságpolitika számára. Ez a megállapítás igaz a jegybanki szerepvállalásra is, amely a felduzzadt magyar devizaadósság által okozott bankrendszer szintű kockázatok kezelésére irányul.

The objective of this paper is to analyse the effects of international R&D cooperation on firms’ economic performance. Our approach, based on a complete data set with information about Spanish participants in research joint ventures supported by the EU Framework Programme during the period 1995-2005, establishes a recursive model structure to capture the relationship between R&D cooperation, knowledge generation and economic results, which are measured by labour productivity. In the analysis we take into account that the participation in this specific type of cooperative projects implies a selection process that includes both the self-selection by participants to join the consortia and the selection of projects by the European Commission to award the public aid. Empirical analysis has confirmed that: (1) R&D co-operation has a positive impact on the technological capacity of firms, captured through intan-gible fixed assets and (2) the technological capacity of firms is positively related to their productivity.

The study was done to evaluate the cost-effectiveness of a national rotavirus vaccination programme in Brazilian children from the healthcare system perspective. A hypothetical annual birth-cohort was followed for a five-year period. Published and national administrative data were incorporated into a model to quantify the consequences of vaccination versus no vaccination. Main outcome measures included the reduction in disease burden, lives saved, and disability-adjusted life-years (DALYs) averted. A rotavirus vaccination programme in Brazil would prevent an estimated 1,804 deaths associated with gastroenteritis due to rotavirus, 91,127 hospitalizations, and 550,198 outpatient visits. Vaccination is likely to reduce 76% of the overall healthcare burden of rotavirus-associated gastroenteritis in Brazil. At a vaccine price of US$ 7-8 per dose, the cost-effectiveness ratio would be US$ 643 per DALY averted. Rotavirus vaccination can reduce the burden of gastroenteritis due to rotavirus at a reasonable cost-effectiveness ratio.

Objective: This study examines the variation in coronary heart disease (CHD) mortality and acute myocardial infarction (AMI) by socio-economic status (SES), country of birth (COB) and geography (urban/rural) in the total population of New South Wales (Australia) in 1991-95. Method: CHD deaths and AMI are from complete enumerations of deaths and hospital admissions, respectively; and population denominators are from census information. Data are examined separately by sex, and comparisons of SES groups (based on municipalities), COB and region are analysed using Poisson regression, after adjustment for age. Results: The study identified higher risk for AMI admissions and CHD mortality in lower SES populations with significant linear trends, for both sexes, adjusted for age, region and COB. According to the population attributable fractions (PAF), 23-41% of the risk of CHD occurrence is due to SES lower than the highest quartile. The higher age-adjusted risk for CHD occurrence in rural and remote populations for both sexes, compared with urban communities, was lessened by adjustment for COB, and all but abolished when also adjusted for SES. COB analysis indicated significantly lower age-adjusted AMI admissions and CHD mortality compared with the Australian-born, Conclusions: Higher risks for CHD in rural populations compared with the capital city (Sydney) are due, in part, to lower SES, lesser migrant composition. Implications: Strategies for reducing CHD differentials should consider demographic factors and the fundamental need to reduce socio-economic inequalities, as well as targeting appropriate prevention measures.

Objective: A consequence of the integration of psychiatry into acute and public health medicine is that psychiatrists are being asked to evaluate their services. There is pressure on mental health-care systems because it is recognized that funds should be directed where they can provide the best health outcomes, and also because there are resource constraints which limit our capacity to meet all demands for health care. This pressure can be responded to by evaluation which demonstrates the effectiveness and efficiency of psychiatric treatment. This paper seeks to remind psychiatrists of the fundamental principles of economic evaluation in the hope that these will enable psychiatrists to understand the methods used in evaluation and to work comfortably with evaluators. Method: The paper reviews the basic principles behind economic evaluation, illustrating these with reference to case studies. It describes: (i) the cost of the burden of illness and treatment, and how these costs are measured; (ii) the measurement of treatment outcomes, both as changes in health status and as resources saved; and (iii) the various types of economic evaluation, including cost-minimization, cost-effectiveness, cost-utility and cost-benefit analysis. Results: The advice in the paper provides psychiatrists with the necessary background to work closely with evaluators. A checklist of the critical questions to be addressed is provided as a guide for those undertaking economic evaluations. Conclusions: If psychiatrists are willing to learn the basic principles of economic evaluation and to apply these, they can respond to the challenges of evaluation.

This paper investigates the relationship between suicide rates and prevalence of mental disorder and suicide attempts, across socio-economic status (SES) groups based on area of residence. Australian suicide data (1996-1998) were analysed in conjunction with area-based prevalences of mental disorder derived from the National Survey of Mental Health and Well-Being (1997). Poisson regression models of suicide risk included age, quintile of area-based SES, urban-rural residence, and country of birth (COB), with males and females analysed separately. Analysis focussed on the association between suicide and prevalences of (ICD-10) affective disorders, anxiety disorders, substance use disorders and suicide attempts by SES group. Prevalences of other psychiatric symptomatology, substance use problems, health service utilisation, stressful life-events and personality were also investigated. Significant increasing gradients were evident from high to low SES groups for prevalences of affective disorders, anxiety disorders (females only), and substance use disorders (males only); sub-threshold drug and alcohol problems and depression; and suicide attempts and suicide (males only). Prevalences of mental disorder, other sub-threshold mental health items and suicide attempts were significantly associated with suicide, but in most cases associations were reduced in magnitude and became statistically non-significant after adjustment for COB, urban-rural residence, and SES. For male suicide the relative risk (RR) in the lowest SES group compared to the highest was 1.40 (95% CI 1.29-1.52, p < 0.001) for all ages, and 1.46 (95% CI 1.27-1.67, p < 0.001) for male youth (20-34 years). This relationship was not substantially modified in males when regression models included prevalences of affective disorders, and other selected mental health variables and demographic factors. From a population perspective, SES remained significantly associated with suicide after controlling for the prevalence of mental disorders and other psychiatric symptomatology. Mental conditions and previous suicidal behaviour may play an intermediary role between SES and suicide, but this study suggests that an independent relationship between suicide and SES also exists. Objective To assist with strategic planning for the eradication,of malaria in Henan Province, China, which reached the consolidation phase of malaria control in 1992, when only 318 malaria cases were reported, Methods We conducted a prospective two-year study of the costs for Henan's malaria control programme. We used a cost model that could also be applied to other malaria programmes in-mainland China, and analysed the cost of the three components of Henan's malaria programme. suspected malaria case management,, vector surveillance,,and population blood surveys. Primary cost data were collected from the government, and data on suspected malaria patient's were collected in two malaria counties (population 2 093 100). We enlisted the help of 260 village doctors. in six-townships or former communities (population 247 762), and studied all 12 315 reported cases of suspected malaria in catchment areas in 1994 and 1995. Findings The average-annual government investment in malaria control was estimated to be US$ 111 516 (case-management 59%; active blood surveys 25%;vector surveillance 12%; and contingencies and special projects 4%). The average cost (direct and indirect) for-patients seeking-treatment for suspected malaria was US$ 3.48, equivalent,to 10 days' income for rural residents. Each suspected malaria case cost the government an, average of US$ 0.78. Conclusion Further cuts in government funding will increase future costs, when epidemic malaria returns; investment in malaria control should therefore continue at least at current levels,of US$ 0.03 per person a risk.
