O texto de dissertação intitulado “O Público e o Privado na condução da Gestão Educacional Pública Brasileira” apresenta como objeto de estudo a gestão da educação pública no contexto do Plano de Ações Articuladas (PAR), considerando que tal instrumento é definido atualmente pelo Estado como o norteador das políticas educacionais e pressupomos que nele também se articulam interesses entre os representantes dos setores público e privado. O objetivo geral do estudo é analisar como a relação entre os setores público e privado se apresenta no contexto do Plano de Ações Articuladas. Para a fundamentação teórico-metodológica deste trabalho, consideramos importante o aporte com base no materialismo histórico-dialético, pois se mostra mais adequado à medida que possibilita uma visão crítica sobre a realidade analisada capturando suas contradições, em vista de que pretendemos trabalhar com o conhecimento da realidade documental que envolve a trama em torno do público e do privado na construção da gestão educacional pública. A pesquisa teve como metodologia a análise documental que foi construída num entrelaçamento da apreciação das autoras desta dissertação e à luz de alguns teóricos como Adrião e Camargo (2007), Cury (2013), Pinheiro (2005), Pino (2008), Saviani (2008, 2014), Severino (2014), Vieira (2007, 2010), Vieira e Vidal (2014) os quais tecem observações e fazem interpretações dos documentos que servem de referência a este estudo. De modo geral, os resultados da pesquisa mostraram que as relações e influências dos organismos internacionais são determinantes na formulação das políticas educacionais e das diretrizes e propostas de gestão educacional no contexto brasileiro, no final do século XX e início do século XXI. Mostraram, também, que a disputa entre os setores público e privado se ampliaram e se intensificaram no que concerne à organização da educação básica brasileira, no contexto dos marcos legais que a estruturam. E por fim, a relação entre o público e o privado, por meio do Plano de Ações Articuladas, se configura no âmbito de uma relação de interesses onde predomina o interesse individual de empresários, do qual, a lógica privada é dominante, em detrimento do interesse coletivo da sociedade.

This article aims to address the relationship between work and professional education, specifically the ideology skills and the new pedagogy business under the globalization of capital. Is analyzed at first, the world-historical context, the restructuring of the productive and political capital from the 1970s, and the demand for a new organization of work based on model Toyota. Second, discuss such changes are productive within the Brazilian state and its influence on educational policies geared to work, permeated by the ideology skills as an instrument that seeks to obscure the relationshipcapital. It discusses the emergence of new education business connected to the ideals of human capital. It is the influence of international organizations in Brazil of the United Nations (UN) and the United Nations Organization for Education, Science and Culture (UNESCO), aimed at articulating the education according to the ideological aspect global, verified legislative apparatus in education. Ends up not only to reflect the content of the skills ideology, but it is suggested the redemption value of the denied promise of emancipation human-general.

This article aims to contextualize the educational affirmative action policies for ethnic racial groups in Brazilian legal system, present the main philosophical fundamentals that support these educational policies and discuss the validity of those fundamentals. In the legal context, the principle of substantive equality and the fundamental objectives of the Federative Republic of Brazil, positivised in the Constitution of 1988, as well as the International Convention on the Elimination of All Forms of Racial Discrimination, allow the implementation of these policies. The philosophical fundamentals presented in this article are the thesis of compensatory justice and the thesis of distributive justice. The thesis of distributive justice has been refuted by logical legal arguments and by analysis of the right to higher education positivised in the Constitution. The thesis of compensatory justice has been considered a valid argument to support affirmative action policies, due to historical facts and sociological factors existing in the Brazilian context. It is concluded that the affirmative action policies for ethnic racial groups should be part of the Brazilian social policies, but these affirmative action policies should not invade the context of higher education, since the intended purposes are unrelated to this.

This article examines historical and legal aspects of educational policy in Brazil, presenting the main challenges for the consolidation of the new National Education Plan, currently under construction. From this, the article focuses on the description of some educational indicators, describing the educational reality in the state of Sergipe. The study focuses on indicators for early childhood education, to primary education and teacher training, showing historical deficits in basic education. In describing data on education in the state of Sergipe, contextualizing it within the framework and illustrates some national educational policies implemented in the state. As a result of the study is intended to show the importance of research into the educational policy in the state of Sergipe, in order to contribute to improving the quality of educational provision.

This paper analyzes recent policies of teacher eduation in Brazil related to the employment and professional dimmensions of the teaching career. It analyzes teacher education policies, and the guidelines established by the World Bank in the 1990s, to reform higher education in the so-called developing countries, focusing on th implementation of neolibera educational policies. These policies have produced a "new" value for educational insititutions: they are emptying schools of education; “defertilization” of schools; “deintellectualization” of the teacher profession; pauperization, fragmentation and emptying the contents teacher education programs and recontextualization of the nexus theory-practice. The reforms after the Directives and Bases of Education - Law No. 9394/1996, with respect to the education of teachers, are analyzed in relation to the process of productive restructuring. We analyze the relation between theory and practice, given the National Curriculum Guidelines for the Education Course (DCNCP, 2006), focusing on the Course of Pedagogy for the Faculty of Philosophy and Science, at the Paulista State University, Campus of Marilia. This course offers an extensive practical training, but restricted as to the academic content offered, limiting the possibilities of an in-depth training for the future teachers. Discussing these relations, this article presents the assessment of the students in the course and concludes offering perspectives for a humanizing and critical training.

This article discusses the relationships between the educational levels in São Paulo, focusing in some aspects such as the integration process (higher and basic education) and the access to the public higher education institutions. Starting on analyses of those relations in the context of the educational policy of the last decades, we question the eicacy of the recent proposition named Pimesp (Program of inclusion with merit in the public higher education of São Paulo) to transform the great structural lines of these access mechanisms and integration. It is supported that programs like this, in one hand, are not new and, in the other hand, they reinforce some tendencies which are already in progress in the policies to the Brazilian higher education since 1990s. Besides that, they are not able to improve the efective conditions of the secondary public education. In the inal part we state that to face these conditions of access and the possibility of a greater integration between the levels of teaching is necessary a set of systemic educational policies, with massive public investments, long term planning, among other things that are not on the horizons of Pimesp.

PURPOSE: The development and application of collective pedagogical activities to assess phonological skills in pre-readers and beginning readers and could serve as potential screening tools to help in the early identification of students at risk for dyslexia. METHODS: The FAE tasks (alternative tools for educators) were built on classical phonological tasks known as sound categorization and in the Protocol for Cognitive-Linguistic Skills. FAE tasks basically consisted of matching pictures as well as pictures to spoken words according to their phonological similarity in the onset (alliteration) or rhyme and were given to 45 students on the first grade, of both genres and 7.3 years old on average. RESULTS: The protocol proved to be effective, confirming that phonological awareness, verbal working memory and rapid naming abilities constitute the main risk factors for dyslexia, and to which the FAE tasks were more strongly correlated jointly with the phonemic discrimination. FAE tasks were also strongly correlated with literacy skills. CONCLUSIONS: Students at risk for dyslexia can be efficiently identified through scientifically developed pedagogical tools, adapted and tested for the Brazilian's educational reality. This is a promising research field with the potential to help in avoiding the currently excessive number of students mistakenly labeled as having learning disabilities and improperly referred to specialized public services, as well as to indicate the more appropriate theoretical-empirical framework to guide our educational policies.

With reference to curricular changes proposed by the CNE Resolution 1 /2002 and CNE 2/2002 on Teacher Education in Basic Education teaching degree - this study aims to analyze the new professional profile proposed in curriculum pedagogy , Physical Education , Science Biology , Mathematics , Physics and Geography . Within the curriculum guidelines was observed in a more normative articulated curriculum, focused on action-reflection- action. A guided design in practical rationality and the skills set without breaking the commitment of the public university with emancipation and quality education . Although there is this understanding we must also attend to the care that must be given to the new guidelines , based on the same reveal great concern with vocational training , with its instrumentation , with the pragmatic and utilitarian dimension of the training process . It is noteworthy that throughout the twentieth century in Brazil , where he fought for educational policies that were to solidify the construction of teacher identity , but the gains have largely remained restricted to the issue of educational reforms and a roster of disciplines , called pedagogical varnish . Therefore, this work is to deepen this thematic perspective , studying the identity of the teacher in the new curriculum design presented by undergraduate courses . Therefore , the central objective seeks to understand how the identity of teacher ( professional profile ) was presented in the proposals for teacher training , as well as the different elements that make up this identity process . This paper analyzes the transformations in Brazilian society, especially in relations between the fields of work, education and youth. The implementation of a new logic in the process of capital accumulation, changes meant to hit the job market, causing new social issues, especially for youth, which can be translated by rising unemployment and new job settings, thus, have sparked a broad debate around the requirements that the market imposes on that intend to engage in it, relations skills, knowledge and ability to enter the labor market of the population, reissuing the discussion on social inequalities that required the field of alternative public policies to address this situation of exclusion. Turning to the reflection on the process of qualification / training and placing young people in employment relationships, this study aims to address and reflect on educational policies aimed at the inclusion ofyouth in the labor market, as well as analyze the actions of generating jobs and skills for young people between 18 and 29 years to do so, we will examine the National Youth Inclusion Program- PROJOVEM - sponsored by the Federal Governrnent, which aims to expand the service to the youngsters excluded from school and vocational training, allowing young people to be reintegrated into the educational process, receiving social skills training

This study is bound to the “Research and Studies in Educational Policies”, GREPPE (interinstitutional group) – Rio Claro Section, more accurately to the Research Project entitled Evaluating the scientific production about financing and agreements in childhood education, coordinate by Prof. Dr. Regiane Helena Bertagna, that has as main objective to survey of scientific production at the national level related to the theme of financing and agreements in childhood education in the period from 2000 to 2010. This research has as objective to analyze the financing of childhood education examinee issues of educational policies related to this aspect in this stage of the basic education in national journals. It is intended to ascertain the discussion held in the articles about childhood education financing highlighting the strategies used by the government to offer treatment to the childhood education by means of agreements, or even, by means of public-private partnerships. For the development of this research will be conducted a survey and data analysis from journals of the “Coordination of Improvement of Senior Staff” (CAPES) classified as A2 in the evaluation of 2008.
