Information and communication technologies are the tools that underpin the emerging “Knowledge Society”. Exchange of information or knowledge between people and through networks of people has always taken place. But the ICT has radically changed the magnitude of this exchange, and thus factors such as timeliness of information and information dissemination patterns have become more important than ever.Since information and knowledge are so vital for the all round human development, libraries and institutions that manage these resources are indeed invaluable. So, the Library and Information Centres have a key role in the acquisition, processing, preservation and dissemination of information and knowledge. ln the modern context, library is providing service based on different types of documents such as manuscripts, printed, digital, etc. At the same time, acquisition, access, process, service etc. of these resources have become complicated now than ever before. The lCT made instrumental to extend libraries beyond the physical walls of a building and providing assistance in navigating and analyzing tremendous amounts of knowledge with a variety of digital tools. Thus, modern libraries are increasingly being re-defined as places to get unrestricted access to information in many formats and from many sources.The research was conducted in the university libraries in Kerala State, India. lt was identified that even though the information resources are flooding world over and several technologies have emerged to manage the situation for providing effective services to its clientele, most of the university libraries in Kerala were unable to exploit these technologies at maximum level. Though the libraries have automated many of their functions, wide gap prevails between the possible services and provided services. There are many good examples world over in the application of lCTs in libraries for the maximization of services and many such libraries have adopted the principles of reengineering and re-defining as a management strategy. Hence this study was targeted to look into how effectively adopted the modern lCTs in our libraries for maximizing the efficiency of operations and services and whether the principles of re-engineering and- redefining can be applied towards this.Data‘ was collected from library users, viz; student as well as faculty users; library ,professionals and university librarians, using structured questionnaires. This has been .supplemented by-observation of working of the libraries, discussions and interviews with the different types of users and staff, review of literature, etc. Personal observation of the organization set up, management practices, functions, facilities, resources, utilization of information resources and facilities by the users, etc. of the university libraries in Kerala have been made. Statistical techniques like percentage, mean, weighted mean, standard deviation, correlation, trend analysis, etc. have been used to analyse data.All the libraries could exploit only a very few possibilities of modern lCTs and hence they could not achieve effective Universal Bibliographic Control and desired efficiency and effectiveness in services. Because of this, the users as well as professionals are dissatisfied. Functional effectiveness in acquisition, access and process of information resources in various formats, development and maintenance of OPAC and WebOPAC, digital document delivery to remote users, Web based clearing of library counter services and resources, development of full-text databases, digital libraries and institutional repositories, consortia based operations for e-journals and databases, user education and information literacy, professional development with stress on lCTs, network administration and website maintenance, marketing of information, etc. are major areas need special attention to improve the situation. Finance, knowledge level on ICTs among library staff, professional dynamism and leadership, vision and support of the administrators and policy makers, prevailing educational set up and social environment in the state, etc. are some of the major hurdles in reaping the maximum possibilities of lCTs by the university libraries in Kerala. The principles of Business Process Re-engineering are found suitable to effectively apply to re-structure and redefine the operations and service system of the libraries. Most of the conventional departments or divisions prevailing in the university libraries were functioning as watertight compartments and their existing management system was more rigid to adopt the principles of change management. Hence, a thorough re-structuring of the divisions was indicated. Consortia based activities and pooling and sharing of information resources was advocated to meet the varied needs of the users in the main campuses and off campuses of the universities, affiliated colleges and remote stations. A uniform staff policy similar to that prevailing in CSIR, DRDO, ISRO, etc. has been proposed by the study not only in the university libraries in kerala but for the entire country.Restructuring of Lis education,integrated and Planned development of school,college,research and public library systems,etc.were also justified for reaping maximum benefits of the modern ICTs.

Hypermedia systems based on the Web for open distance education are becoming increasingly popular as tools for user-driven access learning information. Adaptive hypermedia is a new direction in research within the area of user-adaptive systems, to increase its functionality by making it personalized [Eklu 961. This paper sketches a general agents architecture to include navigational adaptability and user-friendly processes which would guide and accompany the student during hislher learning on the PLAN-G hypermedia system (New Generation Telematics Platform to Support Open and Distance Learning), with the aid of computer networks and specifically WWW technology [Marz 98-1] [Marz 98-2]. The PLAN-G actual prototype is successfully used with some informatics courses (the current version has no agents yet). The propased multi-agent system, contains two different types of adaptive autonomous software agents: Personal Digital Agents {Interface), to interacl directly with the student when necessary; and Information Agents (Intermediaries), to filtrate and discover information to learn and to adapt navigation space to a specific student

The Knowledge Economy favours high skilled and adaptable workers, typically those with a degree. Information and Communication Technologies (ICTs) have the potential to extend educational opportunities through e-Learning. In Sri Lanka efforts have been made to employ ICTs in this way. The case study of Orange Valley University (pseudonymous) is presented, exploring the impact of ICT-based distance education on access to higher education. This ethnographic research employed questionnaires, qualitative interviews and documentary analysis. Online learning was found to appeal to a specific segment of the population. Flexibility and prestige were found to be important influences on programme selection. The majority possessed resources and skills for e-Learning; access and quality issues were considered.

Este artigo apresenta uma pesquisa que é resultado de cursos online de formação continuada de professores, concebidos a partir de uma parceria entre a UNESP e uma rede nacional de escolas de Ensino Básico. Os cursos buscavam familiarizar os professores de Matemática com os recursos da tecnologia informática, especificamente dois softwares, o Geometricks e o Winplot, no que diz respeito à utilização destes na sala de aula. Após alguns anos da realização dos mesmos, na pesquisa aqui descrita, objetivamos identificar se e como os softwares foram incorporados à prática profissional, em um cenário em que os professores podem contar com laboratórios, formação continuada e suporte técnico. A partir de entrevistas online, pudemos mapear as diferentes escolhas dos professores: não-uso; uso de forma semelhante (ou não) à vivenciada no curso online, e o uso interdisciplinar, mostrando variadas formas pelas quais os professores retraduziram o curso para sua prática.

Este estudo tem como objetivo central analisar o trabalho docente nos cursos de graduação a distância, tomando como exemplo o curso de Licenciatura em Matemática a distância da Universidade Federal do Pará, no contexto da política de expansão da educação superior por meio da modalidade a distância. O estudo se utiliza de documentos oficiais que versam sobre a política de expansão da educação superior por meio da educação à distância, de legislações federais e documentos relativos à política de expansão da modalidade a distância na Universidade Federal do Pará, assim como de entrevistas com os antigos e atuais coordenadores do curso em análise. Parte-se da premissa de que a atual forma de organização da produção capitalista demanda trabalhadores com a formação mínima - educação básica - e que, para isso, é necessário ampliar as matriculas na educação superior para garantir a universalização da educação básica. As orientações de organismos coletivos do capital, tais como, o Banco Mundial e a Organização das Nações Unidas para a Educação, a Ciência e a Cultura, no que conceme à política de expansão da educação superior, salientam o uso das novas tecnologias de informação e comunicação como ferramenta útil para o desenvolvimento de cursos na modalidade a distância, caracterizando estes, dessa forma, como mais eficientes que os cursos presenciais, por serem menos onerosos, flexíveis em relação ao tempo e espaço e de ampla difusão. Nesse contexto, a expansão da educação superior, no Brasil, ocorre por meio da educação à distância, com destaque para as instituições privadas. Verificou-se que um dos atores centrais na educação superior é o trabalhador docente, que, nas últimas duas décadas, vivencia a ampliação da precarização e da intensificação do trabalho. O estudo indica amplo desenvolvimento dos cursos de graduação na modalidade a distância, com índices superiores aos observados na educação presencial, tanto nas instituições públicas quanto privadas. No que conceme ao trabalho docente na modalidade a distância, os estudos apontam para a potencialização da precarização e da intensificação deste trabalho, que, apesar disso, não impede que essa modalidade de ensino se mantenha em ascensão. No caso do curso em análise, verificou-se a presença de elementos particulares da precarização e da intensificação do trabalho docente, tais como aumento da carga horária de trabalho sem aumento da remuneração, acúmulo de atividades pelos docentes, ausência de política de formação específica para os docentes do curso a distância, pouca produção, por estes docentes, de materiais didáticos específicos dos cursos a distância.

This mixed methods concurrent triangulation design study was predicated upon two models that advocated a connection between teaching presence and perceived learning: the Community of Inquiry Model of Online Learning developed by Garrison, Anderson, and Archer (2000); and the Online Interaction Learning Model by Benbunan-Fich, Hiltz, and Harasim (2005). The objective was to learn how teaching presence impacted students’ perceptions of learning and sense of community in intensive online distance education courses developed and taught by instructors at a regional comprehensive university. In the quantitative phase online surveys collected relevant data from participating students (N = 397) and selected instructional faculty (N = 32) during the second week of a three-week Winter Term. Student information included: demographics such as age, gender, employment status, and distance from campus; perceptions of teaching presence; sense of community; perceived learning; course length; and course type. The students claimed having positive relationships between teaching presence, perceived learning, and sense of community. The instructors showed similar positive relationships with no significant differences when the student and instructor data were compared. The qualitative phase consisted of interviews with 12 instructors who had completed the online survey and replied to all of the open-response questions. The two phases were integrated using a matrix generation, and the analysis allowed for conclusions regarding teaching presence, perceived learning, and sense of community. The findings were equivocal with regard to satisfaction with course length and the relative importance of the teaching presence components. A model was provided depicting relationships between and among teaching presence components, perceived learning, and sense of community in intensive online courses.

An effective K-12 science education is essential to succeed in future phases of the curriculum and the e-Infrastructures for education provide new opportunities to enhance it. This paper presents ViSH Viewer, an innovative web tool to consume educational content which aims to facilitate e-Science infrastructures access through a next generation learning object called "Virtual Excursion". Virtual Excursions provide a new way to explore science in class by taking advantage of e-Infrastructure resources and their integration with other educational contents, resulting in the creation of a reusable, interoperable and granular learning object. In order to better understand how this tool can allow teachers and students a joyful exploration of e-Science, we also present three Virtual Excursion examples. Details about the design, development and the tool itself are explained in this paper as well as the concept, structure and metadata of the new learning object.

Este trabalho trata dos principais aspectos envolvidos na avaliação e características conceituais acerca dos fundamentos e práticas do ensino a distância enfocando o treinamento industrial a distância para profissionais de manutenção, utilizando a internet como principal ferramenta e o desafio de relacionar a tecnologia com a metodologia voltada para o profissional técnico operacional. A internet é uma ferramenta que pode ser utilizada para o ensino em geral, ela permite acesso fácil a uma infinidade de material informativo autêntico e atualizado, além de exemplos concretos e interativos na perspectiva de transformar a informação recebida por meios eletrônicos em conhecimento sólido adquirido. Diante disso, a análise do trabalho recai, num primeiro momento, sobre os pressupostos que criaram o treinamento industrial, o treinamento na área de manutenção industrial e, os aspectos da estrutura que cria o treinamento industrial a distância, em seguida, aprofundamos-nos no conhecimento acerca das técnicas que envolvem o treinamento para profissionais da área de manutenção industrial a distância. Também é apresentada a experiência dos cursos profissionalizantes a distância através de vários meios e a experiências dos portais de educação a distância voltados para área de manutenção industrial.

Adv Physiol Educ 34: 70-74, 2010; doi: 10.1152/advan.00070.2009.-This study aimed to develop, implement, and assess a distance module in endocrine physiology in TelEduc for undergraduate nursing students from a public university in Brazil, with a sample size of 44 students. Stage 1 consisted of the development of the module, through the process of creating a distance course by means of the Web. Stage 2 was the planning of the module's practical functioning, and stage 3 was the planning of student evaluations. In the experts' assessment, the module complied with pedagogical and technical requirements most of the time. In the practical functioning stage, 10 h were dedicated for on-site activities and 10 h for distance activities. Most students (93.2%) were women between 19 and 23 yr of age (75%). The internet was the most used means to remain updated for 23 students (59.0%), and 30 students (68.2%) accessed it from the teaching institution. A personal computer was used by 23 students (56.1%), and most of them (58.1%) learned to use it alone. Access to a forum was more dispersed (variation coefficient: 86.80%) than access to chat (variation coefficient: 65.14%). Average participation was 30 students in forums and 22 students in the chat. Students' final grades in the module averaged 8.5 (SD: 1.2). TelEduc was shown to be efficient in supporting the teaching- learning process of endocrine physiology.

The Biostatistics Collaboration of Australia (BCA) was formed in response to a shortage of statisticians seeking careers in the medical and health professions. The Collaboration has been successful in developing postgraduate courses (Graduate Certificate, Graduate Diploma and Masters) offered by a consortium of seven Australian Universities. These courses are available through a distance learning medium. The BCA was successful in securing funding from the Federal government to launch these courses, which commenced in March 2001. Two traineeships by the NSW Department of Health have also been awarded and a third is currently advertised. There has been close collaboration with governments, the pharmaceutical industry and research organisations to ensure that course content reflects practical problems and addresses industry needs. A second objective of the BCA is to provide ongoing workshops for practising biostatisticians to enhance professional development. These workshops serve to ring together biostatisticians from both within Australia and the Asia-Pacific region, providing a forum for discussion of current statistical thinking. (author abstract)

From recent calls for positioning forensic scientists within the criminal justice system, but also policing and intelligence missions, this paper emphasizes the need for the development of educational and training programs in the area of forensic intelligence, It is argued that an imbalance exists between perceived and actual understanding of forensic intelligence by police and forensic science managers, and that this imbalance can only be overcome through education. The challenge for forensic intelligence education and training is therefore to devise programs that increase forensic intelligence awareness, firstly for managers to help prevent poor decisions on how to develop information processing. Two recent European courses are presented as examples of education offerings, along with lessons learned and suggested paths forward. It is concluded that the new focus on forensic intelligence could restore a pro-active approach to forensic science, better quantify its efficiency and let it get more involved in investigative and managerial decisions. A new educational challenge is opened to forensic science university programs around the world: to refocus criminal trace analysis on a more holistic security problem solving approach.
