Earlier management studies have found a relationship between managerial qualities and subordinate impacts, but the effect of managers‘ social competence on leader perceptions has not been solidly established. To fill the related research gap, the present work embarks on a quantitative empirical effort to identify predictors of successful leadership. In particular, this study investigates relationships between perceived leader behavior and three selfreport instruments used to measure managerial capability: 1) the WOPI Work Personality Inventory, 2) Raven‘s general intelligence scale, and 3) the Emotive Communication Scale (ECS). This work complements previous research by resorting to both self-reports and other-reports: the results acquired from the managerial sample are compared to subordinate perceptions as measured through the ECS other-report and the WOPI360 multi-source appraisal. The quantitative research is comprised of a sample of 8o superiors and 354 subordinates operating in eight Finnish organizations. The strongest predictive value emerged from the ECS self- and other-reports and certain personality dimensions. In contrast, supervisors‘ logical intelligence did not correlate with leadership perceived as socially competent by subordinates. 16 of the superiors rated as most socially competent by their subordinates were selected for case analysis. Their qualitative narratives evidence the role of life history and post-traumatic growth in developing managerial skills. The results contribute to leadership theory in four ways. First, the ECS self-report devised for this research offers a reliable scale for predicting socially competent leader ability. Second, the work identifies dimensions of personality and emotive skills that can be considered predictors of managerial ability and benefited from in leader recruitment and career planning. Third, the Emotive Communication Model delineated on the basis of the empirical data allows for a systematic design and planning of communication and leadership education. Fourth, this workfurthers understanding of personal growth strategies and the role of life history in leader development and training. Finally, this research advances educational leadership by conceptualizing and operationalizing effective managerial communications. The Emotive Communication Model devised directs the pedagogic attention in engineering to assertion, emotional availability and inspiration skills. The proposed methodology addresses classroom management strategies drawing from problem-based learning, student empowerment, collaborative learning, and so-called socially competent teachership founded on teacher immediacy and perceived caring, all constituting strategies moving away from student compliance and teacher modelling. The ultimate educational objective embraces the development of individual engineers and organizational leaders that not only possess traditional analytical and technical expertise and substantive knowledge but are intelligent also creatively, practically, and socially.

Joukkoliikenteen palvelutasomäärittely perustuu vuonna 2009 voimaan astuneeseen joukkoliikennelakiin, joka velvoitti toimivaltaisia viranomaisia määrittelemään toimivalta-alueensa joukkoliikenteelle tavoitteellisen palvelutason vuoden 2011 loppuun mennessä. Palvelutaso määriteltiin Liikenneviraston kriteeristön mukaisesti. Määrittelytyön aikana Keski-Uudellamaalla nousi esiin hiljaisen ajan liikenteen tarjonnan heikkous palvelutasotavoitteisiin nähden. Hiljaisena aikana liikenteen kysyntä on vähäistä. Liikenteen hoitaminen on kuitenkin kallista eikä se onnistu nykyisin ilman yhteiskunnan tukea. Tämän työn tarkoituksena oli selvittää hiljaisen ajan merkitystä joukkoliikenteen käyttöön yleensä, kustannustehokkainta tapaa hoitaa joukkoliikenne hiljaisena aikana ja sitä miten palvelutasotavoitteita tulee miettiä tarkemmin hiljaisen ajan osalta. Työssä tarkasteltiin kolmea Keski-Uudenmaan taajamaa, ja esitettiin näille ratkaisut hiljaisen ajan liikenteen hoitamisesta. Nykyiset palvelutasokriteerit on määritetty ruuhkalähtöisesti. Tämän tutkimuksen perusteella voidaan suositella, että liikenteen suunnittelussa olisi syytä siirtyä runkoajatteluun. Suunnittelun tulisi lähteä välttämättömistä vuoroista eli vuoroista, joilla taataan sujuva arki joukkoliikennettä käyttämällä. Lähtökohtana tulisi siis olla hiljaisin aika eli keskikesä. Tämän liikenteen rungon päälle voidaan rakentaa täydentävää liikennettä tarpeen eli kysynnän mukaan. Keski-Uudellamaalla hiljaisen ajan liikenteen ja myös liikenteen rungon tulisi muodostua juna-asemille ajettavasta liityntäliikenteestä. Johtopäätöksissä esitetään tarpeet palvelutasokriteerien tarkistamisesta ja lisätutkimuksista. Suurimmat tarkistustarpeet ovat määrällisissä kriteereissä, mutta hiljaisena aikana korostuvat myös laadulliset kriteerit: informaatio ja yhtenäinen lippujärjestelmä.

The objective of this thesis is to study the involvement of the Auditor General in the proposal, implementation and review of major public service reform initiatives during a period spanning nearly forty years, from the early 1960s to 2001 . This period began with the Glassco Commission and concludes at the end of the term in office of Auditor General Denis Desautels in 2001. It has been demonstrated throughout this work that the role of the OAG has varied, from proponent to critic, from instigator to reviewer. In the past forty years the OAG's mandate has changed to meet the requirements of critical analysis of government operations and this has been aptly demonstrated in the office's relationship to the issue of public service reform. It has been argued that many of the problems facing the public service are cultural in nature. Reform initiatives have taken on a number of various forms with each addressing a different set of priorities. However, there has been a great deal of consistency in the cultural values that these initiatives articulate. Throughout this thesis attention has been paid to values. Values define a culture and cultural change is required within the Canadian federal public service. How and when this cultural change will occur is but one question to be answered. During the period under consideration in this thesis the government undertook several significant public service reform initiatives. Those examined in this thesis include: The Royal Commission on Government Organization, The Special Committee on the Review of Personnel Management and the Merit Principle, The Royal Commission on Financial Management and Accountability, Increased Ministerial Authority and Accountability, Public Service 2000, Program Review and finally La Releve. The involvement, or interest, of the Auditor General's Office on the subject of public service reform is generally articulated through the means of its annual reports to Parliament although there have been supplementary undertakings on this issue. Such material relevant to this study include: Towards Better Governance: Public Service Reform in New Zealand (1984-94) and its Relevance to Canada and Reform in the Australian Public Service. In this research study I examined how four principals of secondary schools interpreted authority and how these interpretations affected their practice. This study involved a presentation of the literature where the concept of qualitative methodology as well as general concepts of authority were reviewed. Four principals were interviewed and asked to reflect on their feelings and experiences as they related to the practice of authority. Five major themes emerged from their reflections and stories which were: Understandings of the Concept of Authority, Principals' Enactment of Authority, Thoughts and Experiences related to Challenges to Their Authority, A View of Principals' Challenge of Authority, and Changing Views on the Authority of Principals in Ontario. The stories of these four principals demonstrated that the practice of authority is complex, dynamic, and contains personal and social tensions. The sharing of these ideas and stories provided a window into the world of these secondary school educational leaders and their experiences with, and enactment of, authority. From this research four recommendations were made to improve educators' practice related to the issue of authority. The importance of this study is that it presents an understanding of the dynamic nature of the process and enactment of authority by these secondary school principals at a unique time in the history of education in Ontario.This qualitative research provides a snapshot of a particular group of educators at a particular time and place. Others need to add to these understandings and modify these ideas through further research. Understanding the experiences of educational leaders as they negotiate concepts of authority gives a window on this very complex, yet vital, component of education.

The St. Lawrence Seaway is a system of locks, canals and channels. Construction of the seaway began in 1954 and it opened on April 25th, 1959. It consists of a 189 mile (306 kilometer) stretch of the seaway between Montreal and Lake Ontario. The Seaway is considered to be an engineering feat with 7 locks in the Montreal – Lake Ontario section which lift vessels to 246 feet (75 meters) above sea level. The 28 mile (44 kilometer) Welland Canal is the fourth version of a link between Lake Ontario and Lake Erie. Today there are 8 Canadian locks which lift ships 326 feet (100 meters) over the Niagara Escarpment. The St. Lawrence Seaway Authority is a Canadian Government Crown Corporation which is financially self-sufficient. It depends on the tolls charged to the users of the Seaway for its revenue and operating expenses.

The Welland Canal Company was formed in 1824 by William Hamilton Merritt. Construction of the first Welland Canal began in 1829 and was completed in 1834. The canal ran south from Port Dalhousie along Twelve Mile Creek to St. Catharines. An extension was built in 1833 to Gravelly Bay, now Port Colborne. As ships became larger and the wooden locks deteriorated, the need for a new canal became apparent. In 1839, the government purchased the Welland Canal Company’s assets and began making plans for the construction of a second canal. Construction began in 1841 and was completed by 1845. In 1887, a third Welland Canal was completed, which operated until 1932, when a fourth canal was completed. This canal remains in operation today.

Cette recherche évalue si l’intégration du programme d’agrément MIRE (Mesures implantées pour le renouveau de l’évaluation) d’Agrément Canada, anciennement Conseil canadien d’agrément des services de santé, engendre du changement et de l’apprentissage organisationnel. Elle étudie le cas de deux organismes de santé, la Health Authority of Anguilla (HAA) et la Ca’ Foncella Opetale de Treviso (CFOT). La recherche comporte trois niveaux d’analyse pour lesquels des données qualitatives et quantitatives ont été recueillies : 1) les membres des équipes d’agrément; 2) les équipes d’agrément; 3) l’organisme dans son ensemble. Des questionnaires individuels administrés aux membres des équipes, des entretiens semi-structurés avec les chefs des équipes et les coordonnateurs de la qualité, une revue de documentation et plusieurs mesures périodiques du niveau de compliance aux normes MIRE ont été les techniques de collecte de données utilisées. Les résultats indiquent que les organismes ont opéré des transformations : 1) stratégiques; 2) de l’organisation; 3) des relations avec son environnement. Ils ont amélioré leurs systèmes et leurs pratiques de gestion de même que leurs communications internes et externes. Il y a eu aussi des apprentissages utiles par les individus, les équipes et les organismes. Les apprentissages individuels concernaient les programmes qualité, l’approche centrée sur la clientèle, la gestion des risques, l’éthique professionnelle, la gestion participative et l’évaluation des services. Les étapes « autoévaluation » et « apporter des améliorations et donner suite aux recommandations » du cycle d’agrément ont contribué le plus au changement et à l’apprentissage organisationnel. Les équipes interdisciplinaires d’agrément ont été le véhicule privilégié pour réaliser ces changements et ces apprentissages. La HAA et la CFOT ont amélioré progressivement leur niveau de compliance aux normes dans toutes les dimensions de la qualité, au niveau des équipes d’agrément et pour l’ensemble de l’organisation. Néanmoins, l’amélioration du niveau global de compliance était en deçà de la limite minimum des exigences du programme pour l’obtention d’un statut d’agrément sans restrictions importantes. L’envergure des changements et des apprentissages réalisés soulève la question de la capacité des organismes d’institutionnaliser ces nouvelles connaissances. La CFOT pourrait y arriver étant donné les ressources et les compétences à sa disposition.

Cette thèse s’ouvre avec des commentaires du siècle dernier sur les opinions de Luther à propos de l’autorité du gouvernement et de l’Église, ainsi que sur la nature humaine et la fonction de la loi. Je présente ensuite où ces critiques situent Luther par rapport à la tradition scholastique et par rapport à la tradition romaine au sein de l’Église. Puis, j’explore les œuvres de Luther pour mettre en lumière ses arguments concernant l’Église, la source de son autorité, ainsi que la relation de celle-ci avec les gouvernements, autrement dit les autorités temporelles. De là, je m’intéresse à la comparaison que le réformateur fait entre la place de l’Église dans la société et celle de l’autorité temporelle. Enfin, j’analyse les écrits de Luther à propos de deux évènements concernant la construction du Royaume de Dieu et plus précisément, dans quelle mesure l’Église dépend, ou non, des autorités temporelles pour construire ce Royaume. Nous allons trouver une réponse surprenante à la question de comment l’église est indépendante de l’autorité temporelle dans l’ouvrage spécifique au royaume de Dieu. Le but de ma thèse est de répondre à certains critiques qui reprochent à Luther de s’appuyer sur l’autorité temporelle pour établir l’Église, et par conséquent de donner au temporel le contrôle sur le spirituel. Nous découvrirons que Luther tire son autorité des Écritures. Nous découvrirons aussi les conséquences que cette autorité a sur sa philosophie politique, c'est-à-dire l’importance de la soumission aux autorités gouvernantes en même temps que la libération des individus de la tyrannie d’une fausse doctrine.

La métaphore de la famille a été utilisée, aussi bien à l’époque coloniale qu’à l’époque républicaine, pour illustrer le système politique idéal, la domination d’un groupe privilégié, les parents, sur une population obéissante, les enfants. Cette thèse survole les multiples facettes de la minorité en Équateur à l’époque coloniale et au début de l’époque républicaine (1760-1845), en se penchant sur les stratégies mises en place par l’État pour reléguer à un rang subalterne des individus n’appartenant pas à la catégorie raciale blanche métisse, c’est-à-dire les Indiens, les Noirs, les sang-mêlés, à travers un discours infantilisant. Elle s’intéresse aussi à la résistance d’individus refusant de se percevoir comme des mineurs et qui n’acceptaient pas l’ordre établi, les lois ou les décisions gouvernementales. En se présentant comme des parents compétents et en réclamant la patria potestad, l’autorité légale sur leurs enfants, des adultes considérés comme des enfants métaphoriques dans la grande famille patriarcale, par exemple des femmes, des pères indiens ou même des esclaves d’origine africaine, ont revendiqué plus d’autonomie pour eux, pour leurs familles, ou pour leurs communautés. Les guerres d’indépendance ont donné naissance à une république, la Grande-Colombie, et plus tard à un pays, l’Équateur. La figure symbolique du « parent » n’était plus incarnée par le roi d’Espagne et son appareil bureaucratique. Le système politique avait maintenant plusieurs « pères », membres d’un groupe restreint de Créoles qui, hier encore, se plaignaient d’être infantilisés par les Espagnols tyranniques. Les gens du peuple, en grande partie composé d’Indiens, étaient toujours considérés comme des « enfants » dans la nouvelle république. Comment expliquer que, dans une Nation désormais libre, des pans entiers de la population demeurent sous la tutelle d’hommes blancs? Une justification sera utilisée à répétition pour expliquer ce phénomène : l’ignorance du peuple et le besoin d’encadrement temporaire de celui-ci. Ainsi, s’est construit sur plus d’un siècle un véritable « mythe », celui d’une Nation en émergence où tous les citoyens seraient enfin placés sur un pied d’égalité, d’une Nation propre qu’on aurait nettoyée à l’aide d’écoles et de campagnes d’éducation populaire d’une tache tenace : celle de la Barbarie.

Chapter 1 presents a brief note on the state at which the construction industry stands at present, bringing into focus the significance of the critical study. Relevance of the study, area of investigation and objectives of the study are outlined in this chapter. The 2nd chapter presents a review of the literature on the relevant areas. In the third chapter an analysis on time and cost overrun in construction highlighting the major factors responsible for it has been done. A couple of case studies to estimate loss to the nation on account of delay in construction have been presented in the chapter. The need for an appropriate estimate and a competent contractor has been emphasised for improving effectiveness in the project implementation. Certain useful equations and thoughts have been formulated on this area in this chapter that can be followed in State PWD and other Govt. organisations. Case studies on project implementation of major projects undertaken by Government sponsored/supported organizations in Kerala have been dealt with in Chapter 4. A detailed description of the project of Kerala Legislature Complex with a critical analysis has been given in this chapter. A detailed account of the investigations carried out on the construction of International Stadium, a sports project of Greater Cochin Development Authority is included here. The project details of Cochin International Airport at Nedumbassery, its promoters and contractors are also discussed in Chapter 4. Various aspects of implementation which led the above projects successful have been discussed in chapter 5. The data collected were analysed through discussion and perceptions to arrive at certain conclusions. The emergence of front-loaded contract and its impact on economics of the project execution are dealt with in this chapter. Analysis of delays in respect of the various project narrated in chapter 3 has been done here. The root causes of the project time and overrun and its remedial measures are also enlisted in this chapter. Study of cost and time overrun of any construction project IS a part of construction management. Under the present environment of heavy investment on construction activities in India, the consequences of mismanagement many a time lead to excessive expenditure which are not be avoidable. Cost consciousness, therefore has to be keener than ever before. Optimization in investment can be achieved by improved dynamism in construction management. The successful completion of coristruction projects within the specified programme, optimizing three major attributes of the process - quality, schedule and costs - has become the most valuable and challenging task for the engineer - managers to perform. So, the various aspects of construction management such as cost control, schedule control, quality assurance, management techniques etc. have also been discussed in this fifth chapter. Chapter 6 summarises the conclusions drawn from the above criticalr1 of rhajor construction projects in Kerala.
