The aim of this article is to examine the composition and patterns of recruitment of the ministries’directors-general, as well as to assess the interconnections between bureaucracy and politics, from the beginnings of Regeneração (1851) until the breakdown of Monarchy (1910). The post of director-general was considered one of “political trust”, that might be filled by individuals from outside the civil service, and the selection and de-selection of officeholders depended exclusively on the ministers’ will. Nonetheless, most directors-general were experienced bureaucrats, boasting a steady career as civil servants, and remained in office for long terms, regardless of ministerial discontinuities. In other words, High Administration became relatively immune to party-driven politics. Due to their professional background and lengthy tenure, directors-general were usually highly skilled specialists, combining technical expertise and practical knowledge of the wheels of state bureaucracy. Hence, they were often influential actors in policy-making, playing an active (and sometimes decisive) part behind the scenes, in both designing and implementing government policies. As regards their social profile, directors-general formed a cohesive and homogeneous elite group: being predominantly drawn from urban middle class milieus, highly educated, and appointed to office in their forties.

Since the mid 90's, international actors as well as governmental actors have raised their interest into the development of irrigation's potential that is still largely unexploited in Niger. It seems all the more interesting as it could answer the needs of a fast growing population (3.3% per year). However, if everyone agrees on the need to development this system, the current implementation triggers questions on the process itself and its side effects. National and international policies on this matter were build upon an historical process through colonial, post-colonial and then the late 1980's neoliberal structures, leading to a business model that reveals a discrepancy between the state logic and the farming one. The chapter is about Intercultural communication in Italy (seen from both a sociolinguistic and a pragmatic perspective), and it is structured into four different sections: “Key words/concept”, “Theoretical background”, “Good practice” and “Exercises”. Although based on the most recent research on Intercultural communication, it is addressed to both specialists/scholars and non specialists, as it is meant not only to outline new approaches and interpretations, but also to be regarded as a possible resource by civil servants and operators working with migrants. It is included in a book sponsored by the “Forum Internazionale ed Europeo di Ricerche sull’Immigrazione” (International and European Forum on Migration Research), which gathers contributions on policy, housing, education, health, employment and communication, and it has been widely adopted as a text book in Italian universities and by public institutions.

A key issue in UK railway history is whether the railway system was an efficient response to the traffic requirements of the economy. The UK railway system was constructed entirely by private enterprise with minimal state subsidies. This chapter considers whether the railway system was 'over-built' because the government ignored the advice of the Railway Committee of the Board of Trade. The chapter suggests that the system was over-built by about 35 per cent. The causes of this over-building are investigated and are found to be mainly social and political failures arising from distrust between MPs and civil servants and public pressure on local MPs to ensure that their constituencies were well served by railways.

A little word may mean so much: Changed meanings of the concept men’s violence against women This article concerns the process of policymaking in the Swedish political system with a focus on the concept of men’s violence against women. The material analyzed is based on interviews with key civil servants and the Minister of Equality responsible for the ”Action Plan for Combating Men’s Violence Against Women” launched by the right wing government in 2007. The article shows how a shift in the concept of men’s violence against women is achieved through complex negotiations involving the administration staff as well as the political representatives.The outcome is a change from an understanding of the issue as a structural gender power relation problem, to explaining it as related to individual deviations. This change has been made by re-wording and editing out earlier understandings of men’s violence against women as a structural gender power concern in policies and guidelines, so that the concept is framed as something pertaining to groups of vulnerable women with specific individual obstacles. The political goals are then expressed along the lines of providing support for each group’s designated problems, but the connection to gendered power structures is made invisible.

The model of strategic city planning is applied to Latin American and Brazilian cities since the 1990s. Notwithstanding, in many cities, the production of space has not followed the international model stricto sensu, but a variation of the model, here called, strategic city planning without a plan or peripheral (or yet incomplete) urban entrepreneurialism . This seeks to build city attributes in order to qualify cities for the competitive international and/or regional markets. This includes the production of iconic buildings and structures, here called urban icons. They rapidly become symbols in the contemporary city landscape, facilitating the promotions of the city for tourism and business. This also helps produce charismatic leaderships. However, what it does best is to promote real estate development. This dissertation seeks to understand the role of iconic buildings in the promotion of real estate business in Natal, especially how it helps to fuel prices in the market. OBJETIVO: Estimar o número de acidentes do trabalho ocorridos em determinada localidade e intervalo de tempo e a extensão do sub-registro de casos. MÉTODOS: Amostraram-se 4.782 domicílios residenciais do município de Botucatu, SP, contendo 17.219 moradores, em primeiro de julho de 1997. em cada um dos domicílios, um morador adulto era entrevistado para identificar ocorrência de acidentes do trabalho nos três meses precedentes à entrevista. Nos casos positivos, os acidentados foram entrevistados. Para cálculo do intervalo de confiança utilizou-se a formula de Cochran. RESULTADOS: Confirmaram ter sofrido acidente do trabalho 76 indivíduos, estimando-se em 1.810 o número desses eventos em Botucatu no ano de 1997 e a proporção de incidência em 4,1% (IC95% 3,0%-5,3%). Dos 76 acidentados, 39 não eram cobertos pelo seguro acidente previdenciário (51,3% IC95% 41,1%-61,6%), não se enquadrando na obrigatoriedade de emissão de Comunicação de Acidente do Trabalho (funcionários públicos estatutários, autônomos, assalariados sem registro em carteira, proprietários e outros). Dentre os 37 casos com obrigatoriedade de emissão desse documento, 20 casos não possuíam (54,1% IC39,4%-68,7%). Houve maior proporção de sub-registro de casos em trabalhadores de micro, pequenas e médias empresas, do que entre grandes empresas. Apenas 22,4% (IC13,8%, 30,9%) dos acidentes do trabalho informados nas entrevistas domiciliares foram captados pelos registros previdenciários CONCLUSÕES: Os achados indicam a necessidade de melhoria de utilização de outras fontes de informação, além das Comunicações de Acidentes do Trabalho, para elaboração das estatísticas oficiais sobre acidentes do trabalho.

This article discusses performance in the context of the World Trade Organization (WTO). Applying the framework by Gutner and Thompson and inspired by principal-agent theory, it is argued that existing studies have underspecified the institutional milieu that affects performance. The WTO represents a member-driven organization where Members are part of the international organization (IO) (e.g., through rule-making) and at the same time act outside the IO (e.g., through implementation). Thus, a narrow reading of the IO (focusing on the civil servants and the Director-General and his staff) will not suffice to understand IO performance in the WTO context. Selected evidence is presented to illustrate aspects of the WTO’s inner-working and the institutional milieu of performance. In addition, the article discusses a number of performance parameters, including the relationship between Secretariat autonomy and performance, the role of information, and the mechanisms of performance aggregation. The article ends by cautioning against quick fixes to the system to improve performance.

The machinery of governance to address climate change at the sub-national level in England continues to evolve. Drawing on documentary evidence and the views of civil servants and local authority officials from the English West Midlands, this article explores the process through an examination of the inclusion of climate change indicators in the recent round of Local Area Agreements (LAAs), negotiated between central government and local authorities and Local Strategic Partnerships. Considerable popularity has been accorded these indicators nationally, but there are important variations in the pattern of take up. Moreover, significant uncertainties surround the contribution of local measures to reduce CO2 emissions and the targets attached to measures to adapt to climate change are seen as undemanding. Conversely, the impending Carbon Reduction Commitment will act as a powerful incentive for public bodies to cut CO2 emissions from their estates. Although potentially contributing to greater coherence in tackling climate change, achieving collective action through LAAs will prove problematic.

Los análisis se basan en el Derecho Canónico y lo establecido en el Concilio de Trento (1545-1563). Una variada bibliografía relacionada con la constitución de las familias en Europa e Hispanoamérica permitió explorar un marco desconocido de lo ocurrido con estos matrimonios secretos también llamados de conciencia u ocultos. Se explicitan las características de este tipo de nupcias y la casuística encontrada resultado del análisis hermenéutico de las Actas parroquiales porteñas.

The need to steer economic development has always been great and as management model has the balanced scorecard has been popular since the mid- 1990s, mainly in the private sector but also in the municipal sector. The introduction of the balanced scorecard has been primarily to organizations to see more than economic dimensions. The Balanced Scorecard was originally a measurement system, and today it works more as a strategic instrument. In our study is a case study to evaluate a municipality and how they make use of the balanced scorecard as a tool for strategic and value-adding work in municipal activities. In the local business is it important that the organization adapts the balanced scorecard, so it fits on the basis that it is a politically driven organization, with mandates, committees and administrations. In our study, we used a qualitative method with a deductive approach. In the study, we have gathered information through a case study where we interviewed 7 people in leading positions. In our analysis and results section, we came to the conclusion that the municipality does not use the balanced scorecard correctly. We also found that the balanced scorecard as a tool for value creation and strategic planning does not work in a favorable way. In our study, we see difficulties with the implementation of the balanced scorecard. If the municipality has invested in implementing the balanced scorecard at all levels of the business so the municipality would be able to use it on one of the activities more adequately. When the municipality is a politically driven organization, it is important that vision alive and changing based on the conditions that reflect the outside world and the municipality in general. Looking at a vivid vision, goals and business ideas, it's balanced scorecard in line with how a balanced scorecard should look like. The municipality has a strategic plan in terms of staff and employees at large. In the study, we have seen that the strategic plan is not followed up in a good way and for the business favorably, the municipality chooses the easy way out for evaluation. Employee participation to changes and ongoing human resources management feels nonexistent. However, as has been the vision of creating empowered and motivated employees. In our conclusion, we describe how we in our study look at the use of the balanced scorecard in municipal operations. We can also discern that a balanced scorecard as a tool for value creation and strategic work is good if it is used properly. In the study, we have concluded that the municipality we have chosen to study should not use the balanced scorecard when you have not created the tools and platforms required for employees, civil servants and politicians to evaluate, monitor and create a living scorecard change over time. The study reveals major shortcomings in the implementation, evaluation and follow-up possibilities, and the consequence of this is that the balanced scorecard is not - 4 - preferable in municipal operations as a strategic instrument for value creation and long-term planning.
