This dissertation aims to investigate the Trends and Determinants of the Rural Non-Farm Sector and Labor Market in Rural Vietnam since the global economic crisis occurred in 2007 with the focus on the household's diversification; the involvement of rural individuals in Rural Non-Farm Employment; Rural Labor Market development; and assessment of a specific labor market policy.

The purpose of this paper is to share a proposal for teacher’s labor market integration in contexts of high social5 vulnerability. This paper is the result of a research conducted in a priority attention primary school6 of the central canton of Heredia7. It explored the labor market integration process of teachers, considering the community, family and student reality of a population social risk. The research that supports this proposal is based on a qualitative approach, since the diagnosis process is not intended to provide answers that could be commonly applied to other education centers in similar contexts, but to make an exploratory approach of teachers’ reality and their integration process into education institutions of high social vulnerability. Therefore, although this paper intends to share this experience, it does not aim to unify integration practices, but to be an input in carrying out similar processes. (5) The concept of high social vulnerability is understood based on Sojo’s approach (2003), which defines it as marginal urban communities in areas considered by the Costa Rican government as priority areas with the greatest social, economic backwardness in the country, and high rates of violence, leisure, unemployment and drug addiction. The economic literature relative to Brazilian labor market informality is very disperse and presents a significant lack of organization. In that sense, the purpose of this paper is to organize and discuss on a systematic way the main pieces of literature concerning informality in the Brazilian labor market using, whenever it is possible, the international literature as a comparison point for the existing results relative to Brazil's experience. More specifically, questions related to wage differentials between formal and informal workers, labor market segmentation and the effect of institutions on the informal sector are emphasized.

Recent behavior of the Brazilian labor market: 1992-2005. This study aims at describing the behavior of the Brazilian labor market between 1992 and 2005. This period comprises significant changes in the economic scenario, in the midst of the process of opening the economy to adjust to the prevailing international economic order. In the one hand, the paper focuses on the time evolution of the main labor market indicators, trying to identify trends and stylized facts. On the other, it emphasizes aspects related to spatial patterns, particularly in terms of the metropolitan versus non-metropolitan behavior.

Measuring racial inequalities in the labor market. How much racial inequality is there in Brazilian labor market? What has been the impact of the latest transformations in work relations on it? Can we compare the Brazilian situation to other countries? These questions don't have today an objective answer. This is due, mostly, to the absence of measures which could allow us to make long term and regional comparisons of different racial inequalities situations. Our proposal is to provide new indicators to evaluate racial inequalities in both the occupational and income structure in Brazil. Our results show that whites/non-whites gaps widened since the 1980s. They allow us to affirm, in addition, that racial inequalities are today worst in Brazil than in countries that adopted affirmative action laws to fight discrimination.

Excessive labor turnover may be considered, to a great extent, an undesirable feature of a given economy. This follows from considerations such as underinvestment in human capital by firms. Understanding the determinants and the evolution of turnover in a particular labor market is therefore of paramount importance, including policy considerations. The present paper proposes an econometric analysis of turnover in the Brazilian labor market, based on a partial observability bivariate probit model. This model considers the interdependence of decisions taken by workers and firms, helping to elucidate the causes that lead each of them to end an employment relationship. The Employment and Unemployment Survey (PED) conducted by the State System of Data Analysis (SEADE) and by the Inter-Union Department of Statistics and Socioeconomic Studies (DIEESE) provides data at the individual worker level, allowing for the estimation of the joint probabilities of decisions to quit or stay on the job on the worker’s side, and to maintain or fire the employee on the firm’s side, during a given time period. The estimated parameters relate these estimated probabilities to the characteristics of workers, job contracts, and to the potential macroeconomic determinants in different time periods. The results confirm the theoretical prediction that the probability of termination of an employment relationship tends to be smaller as the worker acquires specific skills. The results also show that the establishment of a formal employment relationship reduces the probability of a quit decision by the worker, and also the firm’s firing decision in non-industrial sectors. With regard to the evolution of quit probability over time, the results show that an increase in the unemployment rate inhibits quitting, although this tends to wane as the unemployment rate rises.

The reduction of standard weekly working hours from the curreilt leveI of 44 hours to 40 hours has recently been proposed by the main central unions as a way to create jobs and reduce unemployment in Brazil. The idea, known as work-sharing, is that the reduction in average hours per worker allows the same tasks to be performed bymore employees. However, the notion ofwork-sharing has been challenged by the theoretical and the empirical literature. Theory says that, in general, a reduction in the duration ofthe workweek tends to decrease employment. Work-sharing is even less likely in the case of no wage restraint, when monthly wages are not proportionally reduced. Recent cautious econometric evidence also conflict with the notion of work -sharing (Hunt, 1999, and Crépon and Kramarz, 2000). The objective ofthis paper is to study the effects ofthe workweek length reduction from 48 to 44 hours, prescribed by the 1988 Constitutional change, on the Brazilian labor market. We find that: i) the reduction of standard working hours was followed by a significant decrease in actual working hours: 60,7% ofthe employees that worked between 45 and 48 weekly hours in 1988 (the affected group) and that remained employed in 1989 switched to a 40-44 hours workweek; ii) belonging to the affected group in 1988 had no statistical effect on the probability ofbecoming unemployed, exiting the labor market, or switching to an informal job in 1989; iii) the reduction in working hours implied a 8,8% increase in hourly real wages with respect to those that remained employed at 40-44 hours a week. In sum, the reduction of standard working hours in 1988 reduced actual working hours, did not affect the probability ofa typical worker to lose hisjob in 1989, and implied a relative increase in hourly real wages.

Diante da importância que o tema da imigração adquiriu no país nos últimos anos, gerou-se uma necessidade de melhor entendimento dos efeitos econômicos causados por influxos populacionais dessa natureza. Todavia, sob o conhecimento dos autores, inexistem estudos para história recente brasileira acerca dos impactos dos imigrantes no mercado de trabalho, em especial, sobre o salário e o nível de emprego dos nativos. Com esse panorama em mente, os estudos realizados nesta tese visam dar os primeiros passos na investigação desse tema. O presente trabalho é composto por quatro capítulos, os quais examinam diferentes questões associadas aos efeitos da imigração no mercado de trabalho brasileiro. O primeiro capítulo motiva o tema da imigração no Brasil e, através de uma metodologia estrutural baseada no arcabouço da função CES multi-nível, simula o efeito na estrutura salarial em resposta a influxos imigratórios estipulados para o ano de 2010, data do último Censo Demográfico. Em particular, calcula-se que o impacto salarial médio decorrente de um influxo estipulado de 549 mil imigrantes, mesma magnitude do observado entre dezembro de 2010 e dezembro de 2011, estaria situado em torno de -0.25%. O segundo capítulo estima o grau de substituição entre imigrantes e nativos do mesmo grupo de habilidade e testa a hipótese de substituição perfeita suportada empiricamente por Borjas et al. (2012, 2008) e adotada no capítulo anterior. A metodologia empregada fundamenta-se no arcabouço estrutural desenvolvido em Manacorda et al. (2012) e Ottaviano & Peri (2012), o qual acrescenta um nível extra na função de produção CES multi-nível de Borjas (2003). As elasticidades de substituição estimadas sob diversas especificações variam entre 9 e 23, resultados que fortalecem a tese de substituição imperfeita preconizada por Card (2012). O terceiro capítulo estima dois tipos de elasticidades relacionadas ao impacto dos imigrantes sobre o rendimento do trabalho nativo através de uma metodologia alternativa baseada numa função de produção mais flexível e que não está sujeita a restrições tão austeras quanto a CES. As estimativas computadas para as elasticidades de substituição de Hicks subjacentes se situam entre 1.3 e 4.9, o que reforça as evidências de substituição imperfeita obtidas no Capítulo 2. Adicionalmente, os valores estimados para as elasticidades brutas dos salários dos nativos em relação às quantidades de imigrantes na produção são da ordem máxima de +-0.01. O quarto e último capítulo, por meio de uma metodologia fundamentada no arcabouço da função de custo Translog, examina como o nível de emprego dos nativos reage a alterações no custo do trabalho imigrante, uma questão que até o momento recebeu pouca atenção da literatura, conquanto apresente relevância para formulação de políticas imigratórias. Para todas as especificações de modelo e grupos de educação considerados, nossos resultados apontam que uma variação exógena no salário do imigrante produz apenas diminutos efeitos sobre o nível de emprego dos trabalhadores nativos brasileiros. Na maioria dos casos, não se pode rejeitar a hipótese de que nativo e imigrante não são nem p-complementares nem p-substitutos líquidos.

Esta tese é composta por três artigos e uma nota, sendo um em cada capítulo. Todos os capítulos enquadram-se na área de Microeconomia Aplicada e Economia do Trabalho. O primeiro artigo estende o modelo tradicional de decomposição das flutuações na taxa de desemprego de Shimer (2012), separando o emprego formal do informal. Com essa modificação, os principais resultados da metodologia se alteram e conclui-se que os principais fatores para a queda do desemprego na última década foram (i) a queda na taxa de participação, principalmente pela menor entrada na força de trabalho; (ii) o aumento da formalização, atingido tanto pelo aumento da probabilidade de encontrar um trabalho formal quanto pela probabilidade de deixar a condição de empregado formal. O segundo capítulo apresenta estimativas para o retorno à educação no Brasil, utilizando uma nova metodologia que não necessita de variáveis de exclusão. A vantagem do método em relação a abordagens que utilizam variáveis instrumentais é a de permitir avaliar o retorno médio para todos os trabalhadores (e não somente os afetados pelos instrumentos) e em qualquer instante do tempo. Face aos resultados, concluímos as estimativas via MQO subestimam o retorno médio. Discute-se possíveis explicações para esse fenômeno. O terceiro artigo trata da terceirização da mão de obra no Brasil. Mais especificamente, mede-se o diferencial de salários entre os trabalhadores terceirizados e os contratados diretamente. Os resultados de uma comparação não condicional indicam que os terceirizados têm salário médio 17% menor no período 2007 a 2012. Porém, com estimativas que levam em conta o efeito fixo de cada trabalhador, esse diferencial cai para 3,0%. Além disso, o diferencial é bastante heterogêneo entre os tipos de serviços: aqueles que utilizam trabalhadores de baixa qualificação apresentam salário menores, enquanto nas ocupações de maior qualificação os terceirizados têm salários iguais ou maiores do que os diretamente contratados. Mais ainda, as evidencias apontam para a diminuição do diferencial ao longo do tempo no período analisado. Finalmente, a nota que encerra a tese documenta dois aspectos relevantes e pouco conhecidos da Pesquisa Mensal de Emprego do IBGE que podem levar a resultados imprecisos nas pesquisas que utilizam esse painel se não forem tratados adequadamente.

Can the potential availability of unemployment insurance (UI) affect the behavior of employed workers and the duration of their employment spells? After discussing few straightforward reasons why UI may affect employment duration, I apply a regression kink design (RKD) to address this question using linked employer-employee data from the Brazilian labor market. Exploiting the UI schedule, I find that potential benefit level significantly affects the duration of employment spells. This effect is local to low skilled workers and, surprisingly, indicates that a 1\% increase in unemployment benefits increases job duration by around 0.3\%. Such result is driven by the fact that higher UI decreases the probability of job quits, which are not covered by UI in Brazil. These estimates are robust to permutation tests and a number of falsification tests. I develop a reduced-form welfare formula to assess the economic relevance of this result. Based on that, I show that the positive effect on employment duration implies in a higher optimal benefit level. Moreover, the formula shows that the elasticity of employment duration impacts welfare just with the same weight as the well-known elasticity of unemployment duration to benefit level.

O presente trabalho tem como finalidade traçar um perfil do idoso inserido no mercado de trabalho Brasileiro. Para a realização deste objetivo, de acordo com a literatura sobre mercado de trabalho e estudos realizados sobre o assunto, utilizaram-se modelos econométricos de resposta qualitativa, o logit e o probit, para a obtenção da probabilidade dos idosos brasileiros estarem inseridos no mercado de trabalho, a partir de variáveis independentes selecionadas. A mostra foi construída a partir de dados fornecidos pela Pesquisa Nacional de Amostra por Domicílios, a PNAD, para os anos de 2002 e 2012. Os resultados dos modelos apresentaram um perfil de idoso inserido no mercado de trabalho brasileiro como sendo residente de áreas rurais, branco, não aposentado e moradores principalmente dos estados do Sul e do Nordeste do país.

This paper investigates the importance that market regulation and financial imperfections have on firm growth. We analyse institutions af- fecting labor market as Employment Protection Laws (EP) and Product Market Regulation (PM). We show that together with the beneficial effects of financial development, a firm will get less financing, and thus investless, in a weak financial market (finance effect), the strictness of product and labor market regulations also affect firm growth (labor effect). In particular, we show that the stricter the rules the more detrimental the influence on growth in sectoral value added for a large number of countries. We also show that the labor effect overcomes the positive finance effect.

Based on detailed payroll data of blue collar male and female labor in Britain’s engineering and metal working industrial sectors between the mid-1920s and mid-1960s, we provide empirical evidence in respect of several central themes in the piecework-timework wage literature. The period covers part of the heyday of pieceworking as well as the start of its post-war decline. We show the importance of relative piece rate flexibility during the Great Depression as well as during the build up to WWII and during the war itself. We account for the very significant decline in the differentials after the war. Labor market topics include piecework pay in respect of compensating differentials, labor heterogeneity, and the transaction costs of pricing piecework output.

This paper evaluates the long-run effects of economic instability. In particular, we study the impact of idiosyncratic shocks to father’s income on children’s human capital accumulation variables such as school drop-outs, repetition rates and domestic and non-domestic labor. Although, the problem of child labor in Brazil has declined greatly during the last decade, the number of children working is still substantial. The low levels of educational attainment in Brazil are also a main cause for concern. The large rotating panel data set used allows for the estimation of the impacts of changes in occupational and income status of fathers on changes in his child’s time allocation circumstances. The empirical analysis is restricted to families with fathers, mothers and at least one child between 10 and 15 years of age in the main Brazilian metropolitan areas during the 1982-1999 period. We perform logistic regressions controlling for child characteristics (gender, age, if he/she is behind in school for age), parents characteristics (grade attainment and income) and time and location variables. The main variables analyzed are dynamic proxies of impulses and responses, namely: shocks to household head’s income and unemployment status, on the one hand and child’s probability of dropping out of school, of repeating a grade and of start working, on the other. The findings suggest that father’s income has a significant positive correlation with child’s dropping out of school and of repeating a grade. The findings do not suggest a significant relationship between a father’s becoming unemployed and a child entering the non-domestic labor market. However, the results demonstrate a significant positive relationship between a father becoming unemployed and a child beginning to work in domestic labor. There was also a positive correlation between father becoming unemployed and a child dropping out and repeating a grade. Both gender and age were highly significant with boys and older children being more likely to work, drop-out and repeat grades.
