This report is a description of the organization, functions, and achievements of the IATTC. It has been prepared to provide, in a convenient format, answers to requests for information concerning the IATTC. It replaces similar, earlier reports (Carroz, 1965; IATTC Spec. Rep., 1 and 5), which are now largely outdated. In order to make each section of the report independent of the others, some aspects of the IATTC are described in more than one section. For example, work on the early life history of tunas financed by the Overseas Fishery Cooperation Foundation of Japan is mentioned in the subsection entitled Finance, the subsection entitled Biology of tunas and billfishes, and the section entitled RELATIONS WITH OTHER ORGANIZATIONS. Due to space constraints, however, it is not possible to describe the IATTC's activities in detail in this report. Additional information is available in publications of the IATTC, listed in Appendix 6, and in its web site, www.iattc.org. Many abbreviations are used in this report. The names of the organizations or the terms are written out the first time they are used, and, for convenience, they are also listed in the Glossary.

Information on bycatches of sharks collected by observers of the Inter-American Tropical Tuna Commission (IATTC) between 1993 and 2004 is presented in this data report. This report contains two sections. The first section summarizes information used by the staff of the IATTC to review and revise IATTC observers’ at-sea species identifications of Carcharhinus falciformis, C. limbatus, and C. longimanus. The revisions were based on 1) data collected on species-specific diagnostic characteristics as part of a special sampling program conducted between March 2000, and March 2001 and 2) a review of observers’ archival field notes for the 1993-2004 period. The second section summarizes the shark bycatches reported by IATTC observers between 1993 and 2004, incorporating the revisions of observers’ at-sea identifications. The IATTC-observed shark bycatch data are summarized as tables with annual tallies of observed bycatches and maps of the spatial distributions of the average bycatches per set and size compositions of the bycatches.

ENGLISH:The Inter-American Tropical Tuna Commission (IATTC) operates under the authority and direction of a convention originally entered into by Costa Rica and the United States. The convention, which came into force in 1950, is open to adherence by other governments whose nationals fish for tropical tunas and tuna-like species in the eastern Pacific Ocean (EPO). Under this provision Panama adhered in 1953, Ecuador in 1961, Mexico in 1964, Canada in 1968, Japan in 1970, France and Nicaragua in 1973, Vanuatu in 1990, Venezuela in 1992, El Salvador in 1997, and Guatemala in 2000. Canada withdrew from the IATTC in 1984. This paper summarizes current information on the American shad, Alosa sapidissima, and describes the species and its fishery. Emphasis is placed on (1) life history of the fish, (2) condition of the fishery by State and water areas in 1960 compared to 1896 when the last comprehensive description was made, (3) factors responsible for decline in abundance, and (4) management measures. The shad fishery has changed little over the past three-quarters of a century, except in magnitude of yield. Types of shad-fishing gear have remained relatively unchanged, but many improvements have been made in fishing techniques, mostly to achieve economy. In 1896 the estimated catch was more than 50 million pounds. New Jersey ranked first in production with about 14 million pounds, and Virginia second with 11 million pounds. In 1960 the estimated catch was slightly more than 8 million pounds. Maryland ranked first in production with slightly more than 1.5 million pounds, Virginia second with slightly less than 1.4 million pounds, and North Carolina third with about 1.3 million pounds. Biological and economic factors blamed for the decline in shad abundance, such as physical changes in the environment, construction of dams, pollution, over-fishing, and natural cycles of abundance, are discussed. Also discussed are methods used for the rehabilitation and management of the fishery, such as artificial propagation, installation of fish-passage facilities at impoundments, and fishing regulations. With our present knowledge, we can manage individual shad populations; but, we probably cannot restore the shad to its former peak of abundance.

We examined the incidental catches of American shad (Alosa sapidissima) taken during research cruises and in commercial and recreational landings along the Pacific coast of North America during over 30 years of sampling. Shad, an introduced species, was mainly found over the shallow continental shelf, and largest catches and highest frequency of occurrences were found north of central Oregon, along the coasts of Washington and Vancouver Island, and in California around San Francisco Bay. Migrations to the north off Washington and Vancouver were seen during spring to fall, but we found no evidence for large-scale seasonal migrations to the south during the fall or winter. The average weight of shad increased in deeper water. Sizes were also larger in early years of the study. Most were caught over a wide range of sea surface temperatures (11–17°C) and bottom temperatures (6.4–8.0°C). Abundance of shad on the continental shelf north of 44°N was highly correlated with counts of shad at Bonneville Dam on the Columbia River in the same year. Counts were negatively related to average weights and also negatively correlated with the survival of hatchery coho salmon (Oncorhynchus kisutch), indicating that survival of shad is favored by warm ocean conditions. Examining the catch during research cruises and commercial and recreational landings, we concluded that American shad along the Pacific coast have adapted to the prevailing environmental conditions and undertake only moderate seasonal migrations compared with the long seasonal migrations of shad along the Atlantic coast of North America. We suggest that the large spawning populations in the Columbia River and San Francisco Bay areas explain most of the distributional features along the Pacific coast.
