In recent years, terrorist actions have increased in Central Asia, especially in the two weakest states, Tajikistan and Kyrgyzstan, and on the Uzbek side of the Ferghana Valley. The killing of Osama bin Laden by US special forces has raised fears of a possible backlash from his supporters and a new wave of terror across a large area surrounding Afghanistan. Now the Taliban have warned Kazakhstan – Central Asia's most successful economy and largest oil producer which has to date avoided the Islamist violence that has affected its Central Asian neighbours – of the dangers of entering the war on Afghanistan after the Kazakh parliament decided to send troops to join the NATO-led International Security Assistance Force (ISAF) war efforts.

Central Asia today holds much strategic interest for India as an emerging 21st Century regional and global power. Despite being a latecomer in what some see as a new ‘Great Game’, New Delhi is keen to reconstruct the ‘Silk Route’. While Indo-Central Asian relations go back to antiquity when cultural, commercial and political ties thrived, post-independence India was physically cut off from Afghanistan and West Asia. It remained embroiled in domestic preoccupations and the insurgency in Jammu and Kashmir, all of which led to a limited foreign policy until the early nineties and a belated rediscovery of the region.

The autonomous region of Gorno-Badakhshan (GBAO) in Tajikistan offers one of the world’s most impressive landscapes. The Pamir Mountains with peaks of up to 7,500 meters is second only to the Himalayas. Culturally the region also has much to offer with a variety of well-preserved traditions and numerous languages. GBAO, which makes up 45 per cent of Tajikistan’s territory but only 3 per cent of its population, is however extremely isolated. From Dushanbe there are adventurous but irregular flights in late spring, summer and early autumn but most travellers will need to take a bumpy 17 hour car journey. Other options to reach GBAO are equally challenging, either mountain passes from China’s Xinjiang region and the city of Osh in Kyrgyzstan or crossing the Panj River from northeast Afghanistan where a few bridges have been built.

The EU argues in its Central Asia policy that it wants to take greater account of Afghanistan. But what does this mean in practice? There is a case for engaging the Central Asian states beyond agreements over supply and material transport routes to Afghanistan. Central Asian states themselves have the most to gain from a stabilised Afghanistan. Cultural ties and the increasing economic linkages between Central Asia and Afghanistan need to be taken into consideration so that Central Asian states can be assisted in playing a positive role in Afghanistan together with Western actors.

Opium is at the heart of the war economy in Afghanistan, involving a broad range of actors. It generates a sustainable violence cycle and, while international troops withdraw from the country, threatens the Afghan government’s reconstruction efforts. The European Union (EU) plays an important part in the debate on how to deal with this issue. Several counter-narcotics policies have been implemented since 2001 and have mostly failed. This paper looks at these failures and questions the European Union’s ability to help tackle the problem of opium in Afghanistan. It argues that a comprehensive development response, backed by counter-narcotics incentives, could unfasten the spiral of the war economy. It also argues that the EU has developed relevant policies based on poverty alleviation and a structural approach to the opium issue but still lacks the means for action and for donor coordination in order to significantly influence the situation.

From the Introduction. Transatlantic relations have undergone significant changes within the past twenty-five years. During the Cold War era, the United States and Western Europe were bound together by a perceived common threat from the Soviet Union. Consequently, economic issues commanded less attention than security issues. After the Cold War ended, economic issues were thought to be the glue that would hold the transatlantic relationship together. Much attention was given for several years to fostering economic cooperation through the development of intergovernmental initiatives. After the terrorist incidents of September 11, 2001 in the United States, and the subsequent wars in Iraq and Afghanistan, security issues again came to the forefront of the relationship. However, in contrast to the earlier era that was mainly characterized by close cooperation, disagreements between the United States and major countries of Western Europe about how to deal with the terrorist threat created severe strains in the relationship. By 2003, the third year of the George W Bush administration, transatlantic political relations had reached perhaps their lowest point since World War II. They have gradually improved since then, but with a significant setback from Wikileaks revelations, and even more serious strains resulting from the revelations by Edward Snowden concerning United States surveillance activities. Security issues have come to the forefront also in connection with regional unrest in the Middle East, EU nations’ dependence on Russian oil and gas, and Russian intrusions into Ukraine.

O presente trabalho tem como objectivo projectar e construir uma antena que opere em onda curta, HF, e que explore a propagação na ionosfera por efeito NVIS, de modo a permitir o estabelecimento de comunicações de curta distância em situações tácticas e de emergência. Este projecto pode ter bastante interesse para o Exército Português, em teatros de operações em que o terreno seja bastante acidentado, como por exemplo o Afeganistão ou o Kosovo. A antena projectada e construída é composta por dois dipolos cruzados, com uma tipologia em v invertido, por forma a ser efectuada uma ligação de curta distância, com ângulos de elevação que podem atingir cerca de 88º a 89º para distâncias da ordem da dezena de quilómetros. Foi efectuado o dimensionamento teórico, a simulação do diagrama de radiação e posteriormente procedeu-se à construção e ensaio da antena, com resultados bastante satisfatórios.
