OBJECTIVE: To determine whether algorithms developed for the World Wide Web can be applied to the biomedical literature in order to identify articles that are important as well as relevant. DESIGN AND MEASUREMENTS A direct comparison of eight algorithms: simple PubMed queries, clinical queries (sensitive and specific versions), vector cosine comparison, citation count, journal impact factor, PageRank, and machine learning based on polynomial support vector machines. The objective was to prioritize important articles, defined as being included in a pre-existing bibliography of important literature in surgical oncology. RESULTS Citation-based algorithms were more effective than noncitation-based algorithms at identifying important articles. The most effective strategies were simple citation count and PageRank, which on average identified over six important articles in the first 100 results compared to 0.85 for the best noncitation-based algorithm (p < 0.001). The authors saw similar differences between citation-based and noncitation-based algorithms at 10, 20, 50, 200, 500, and 1,000 results (p < 0.001). Citation lag affects performance of PageRank more than simple citation count. However, in spite of citation lag, citation-based algorithms remain more effective than noncitation-based algorithms. CONCLUSION Algorithms that have proved successful on the World Wide Web can be applied to biomedical information retrieval. Citation-based algorithms can help identify important articles within large sets of relevant results. Further studies are needed to determine whether citation-based algorithms can effectively meet actual user information needs.

Because the knowledge in the World Wide Web is continuously expanding, Web Knowledge Aggregation, Representation and Reasoning (abbreviated as KR) is becoming increasingly important. This article demonstrates how fuzzy ontologies can be used in KR to improve the interactions between humans and computers. The gap between the Social and Semantic Web can be reduced, and a Social Semantic Web may become possible. As an illustrative example, we demonstrate how fuzzy logic and KR can enhance technologies for cognitive cities. The underlying notion of these technologies is based on connectivism, which can be improved by incorporating the results of digital humanities research.

Desde mediados de los 90, gracias a las posibilidades de la World Wide Web, se liberó la cartografía de su dependencia del medio físico, posibilitando el acceso y visualización de millones de mapas almacenados en formatos gráficos a través de Internet. En este contexto, el papel de la Información Geográfica (IG) en la vida cotidiana adquirió relevancia en la medida que el acceso a la misma resultaba cada vez más fácil gracias a múltiples herramientas y aplicaciones para distribuir y acercar los mapas en distintos formatos a la sociedad en general. Sin embargo, dado que esa información enseguida pasaba a estar desactualizada, surgió una demanda desde distintos ámbitos (seguridad, medio ambiente transporte, servicios, etc.) y de la sociedad en general para disponer de la información más actual. Como respuesta a esta demanda, surgen las iniciativas denominadas Infraestructuras de Datos Espaciales (IDE). Estas iniciativas, mediante la acción coordinada de un conjunto de tecnologías, estándares, normas y políticas, brindan la posibilidad a los usuarios de acceder, a través de Internet, a IG actualizada producida por instituciones y organismos oficiales, en un marco colaborativo y sustentada en una estructura organizativa. En este contexto, el ámbito educativo no ha permanecido ajeno representando uno de los espacios más propicios para la difusión de las potencialidades y usos de las IDE. En esta tesis se propone la utilización de las IDE en el contexto educativo, específicamente en la Educación Secundaria Obligatoria (ESO). Utilizar las IDE en el contexto educativo implica asignarle un papel en el proceso de enseñanza-aprendizaje y en el marco de esta tesis se presentan los fundamentos teóricos que permiten afirmar que las IDE son un re-curso educativo que responde a las características de las Tecnologías de la Información y la Comunicación (TIC). Esto se explicita a través de un concepto más amplio que hemos denominado “recurso educativo TIC”. En este contexto se analizan las posibilidades que ofrece las IDE para alcanzar los objetivos de aprendizaje de asignaturas de la ESO relacionadas con IG y se identifican contenidos susceptibles de ser abordados utilizándolas. Por otra parte, atendiendo al modelo educativo del aprendizaje basado en competencias, se exponen las posibilidades y potencialidades que ofrecen las IDE para desarrollar la competencia digital. Una vez planteado el marco teórico se desarrollaron dos estrategias de formación y difusión de las IDE orientadas al profesorado de la ESO. En primer lugar, utilizando el Modelo de Diseño Instruccional ADDIE, se diseñaron, desarrollaron, implementaron y evaluaron tres cursos e-learning para el profesorado de ESO de las asignaturas Ciencias Sociales, Ciencias de la Naturaleza y Tecnología. En segundo lugar, con objetivo de complementar los resultados obtenidos de los cursos e-learning, se realizó una actividad en dos Institutos de Educación Secundaria orientada a difundir las IDE. La puesta en práctica de estas estrategias ofreció al profesorado la información necesaria sobre qué son las IDE y proporcionó ejemplos concretos de uso de las mismas en su asignatura, permitiéndoles disponer de los conocimientos e información para emitir una valoración sobre las posibilidades que ofrecen las IDE como un recurso educativo TIC. Since about the middle of the 1990 decade, owing to the potential of the World Wide Web, cartography freed itself from its dependence on its physical support, enabling the access and visualisation of millions of maps stored in graphical formats through the Internet. In this context, the role of Geographic Information (GI) in daily life became relevant in as much as its access turned out to be ever easier due to multiple tools and applications to distribute and bring maps in different formats closer to society in general. Yet, since the information available often became outdated, a demand for updated information arose from different specific fields (security, environment, transport, services, etc.) and from the general public. As a response to this demand, the so-called Spatial Data Infrastructure (SDI) initiatives arose which, through the coordinated action of a set of technologies, stan-dards, and policies, enabled users to access updated GI created by organisations and official institutions, through the Internet, within a cooperative framework and an organisational structure. In this context the educational world has not remained aloof, since it represented one of the most propitious scope for the dissemination of the potentials and uses of SDI. In this thesis the utilization of SDI in the educational context is proposed, specifically in the Spanish Compulsory Secondary Education (Educación Secundaria Obligatoria – ESO). This utilization implies assigning SDI a role in the teaching-learning process; here the theo-retical foundation is presented which allows asserting that SDI is an educational resource fitting in with the characteristics of the Information and Communication Technologies (ICT). This is made explicit by means of a broader concept we have called “ICT educa-tional resource”. The possibilities offered by SDI to reach the objective of learning ESO subjects related to GI are analyzed, and contents apt to be addressed by using them are identified. On the other hand, attending to the educational model of learning based on competences, the possibilities and potentials the SDI offer to develop the digital compe-tence are exposed. After having set forth the theoretical frame, two strategies of training and dissemination of SDI were developed, oriented to the ESO teaching staff. First, using the ADDIE Instruc-tional Design Model, three learning courses were designed, developed, implemented and evaluated for the ESO teaching staff in the subjects of Social Sciences, Natural Sciences and Technology. In the second place, with the purpose of supplementing the results ob-tained from the e-learning courses, an activity was carried out in two High Schools, ori-ented to disseminate the SDI. The implementation of these strategies offered the teaching staff the needed information concerning the SDI and provided specific instances of utilisa-tion thereof in their subject, thus enabling them to acquire the knowledge and information to issue an assessment of the possibilities the SDI offer as an ICT educational resource

Estamos viviendo la era de la Internetificación. A día de hoy, las conexiones a Internet se asumen presentes en nuestro entorno como una necesidad más. La Web, se ha convertido en un lugar de generación de contenido por los usuarios. Una información generada, que sobrepasa la idea con la que surgió esta, ya que en la mayoría de casos, su contenido no se ha diseñado más que para ser consumido por humanos, y no por máquinas. Esto supone un cambio de mentalidad en la forma en que diseñamos sistemas capaces de soportar una carga computacional y de almacenamiento que crece sin un fin aparente. Al mismo tiempo, vivimos un momento de crisis de la educación superior: los altos costes de una educación de calidad suponen una amenaza para el mundo académico. Mediante el uso de la tecnología, se puede lograr un incremento de la productividad, y una reducción en dichos costes en un campo, en el que apenas se ha avanzado desde el Renacimiento. En CloudRoom se ha diseñado una plataforma MOOC con una arquitectura ajustada a las últimas convenciones en Cloud Computing, que implica el uso de Servicios REST, bases de datos NoSQL, y que hace uso de las últimas recomendaciones del W3C en materia de desarrollo web y Linked Data. Para su construcción, se ha hecho uso de métodos ágiles de Ingeniería del Software, técnicas de Interacción Persona-Ordenador, y tecnologías de última generación como Neo4j, Redis, Node.js, AngularJS, Bootstrap, HTML5, CSS3 o Amazon Web Services. Se ha realizado un trabajo integral de Ingeniería Informática, combinando prácticamente la totalidad de aquellas áreas de conocimiento fundamentales en Informática. En definitiva se han ideado las bases de un sistema distribuido robusto, mantenible, con características sociales y semánticas, que puede ser ejecutado en múltiples dispositivos, y que es capaz de responder ante millones de usuarios. We are living through an age of Internetification. Nowadays, Internet connections are a utility whose presence one can simply assume. The web has become a place of generation of content by users. The information generated surpasses the notion with which the World Wide Web emerged because, in most cases, this content has been designed to be consumed by humans and not by machines. This fact implies a change of mindset in the way that we design systems; these systems should be able to support a computational and storage capacity that apparently grows endlessly. At the same time, our education system is in a state of crisis: the high costs of high-quality education threaten the academic world. With the use of technology, we could achieve an increase of productivity and quality, and a reduction of these costs in this field, which has remained largely unchanged since the Renaissance. In CloudRoom, a MOOC platform has been designed with an architecture that satisfies the last conventions on Cloud Computing; which involves the use of REST services, NoSQL databases, and uses the last recommendations from W3C in terms of web development and Linked Data. For its building process, agile methods of Software Engineering, Human-Computer Interaction techniques, and state of the art technologies such as Neo4j, Redis, Node.js, AngularJS, Bootstrap, HTML5, CSS3 or Amazon Web Services have been used. Furthermore, a comprehensive Informatics Engineering work has been performed, by combining virtually all of the areas of knowledge in Computer Science. Summarizing, the pillars of a robust, maintainable, and distributed system have been devised; a system with social and semantic capabilities, which runs in multiple devices, and scales to millions of users.

The REpresentational State Transfer (REST) architectural style describes the design principles that made the World Wide Web scalable and the same principles can be applied in enterprise context to do loosely coupled and scalable application integration. In recent years, RESTful services are gaining traction in the industry and are commonly used as a simpler alternative to SOAP Web Services. However, one of the main drawbacks of RESTful services is the lack of standard mechanisms to support advanced quality-ofservice requirements that are common to enterprises. Transaction processing is one of the essential features of enterprise information systems and several transaction models have been proposed in the past years to fulfill the gap of transaction processing in RESTful services. The goal of this paper is to analyze the state-of-the-art RESTful transaction models and identify the current challenges.

GOLD is a comprehensive resource for accessing information related to completed and ongoing genome projects world-wide. The database currently provides information on 350 genome projects, of which 48 have been completely sequenced and their analysis published. GOLD was created in 1997 and since April 2000 it has been licensed to Integrated Genomics. The database is freely available through the URL: http://igweb.integratedgenomics.com/GOLD/.

Diversity-based designing, or the goal of ensuring that web-based information is accessible to as many diverse users as possible, has received growing international acceptance in recent years, with many countries introducing legislation to enforce it. This paper analyses web content accessibility levels in Spanish education portals according to the international guidelines established by the World Wide Web Consortium (W3C) and the Web Accessibility Initiative (WAI). Additionally, it suggests the calculation of an inaccessibility rate as a tool for measuring the degree of non-compliance with WAI Guidelines 2.0 as well as illustrating the significant gap that separates people with disabilities from digital education environments (with a 7.77% average). A total of twenty-one educational web portals with two different web depth levels (42 sampling units) were assessed for this purpose using the automated analysis tool Web Accessibility Test 2.0 (TAW, for its initials in Spanish). The present study reveals a general trend towards non-compliance with the technical accessibility recommendations issued by the W3C-WAI group (97.62% of the websites examined present mistakes in Level A conformance). Furthermore, despite the increasingly high number of legal and regulatory measures about accessibility, their practical application still remains unsatisfactory. A greater level of involvement must be assumed in order to raise awareness and enhance training efforts towards accessibility in the context of collective Information and Communication Technologies (ICTs), since this represents not only a necessity but also an ethical, social, political and legal commitment to be assumed by society.

This paper analyses the consequences of enhanced biofuel production in regions and countries of the world that have announced plans to implement or expand on biofuel policies. The analysis considers biofuel policies implemented as binding blending targets for transportation fuels. The chosen quantitative modelling approach is two-fold: it combines the analysis of biofuel policies in a multi-sectoral economic model (MAGNET) with systematic variation of the functioning of capital and labour markets. This paper adds to existing research by considering biofuel policies in the EU, the US and various other countries with considerable agricultural production and trade, such as Brazil, India and China. Moreover, the application multi-sectoral modelling system with different assumptions on the mobility of factor markets allows for the observation of changes in economic indicators under different conditions of how factor markets work. Systematic variation of factor mobility indicates that the ‘burden’ of global biofuel policies is not equally distributed across different factors within agricultural production. Agricultural land, as the pre-dominant and sector-specific factor, is, regardless of different degrees of inter-sectoral or intra-sectoral factor mobility, the most important factor limiting the expansion of agricultural production. More capital and higher employment in agriculture will ease the pressure on additional land use – but only partly. To expand agricultural production at global scale requires both land and mobile factors adapted to increase total factor productivity in agriculture in the most efficient way.
