A Carta Educativa (CE) surge com a publicação do Decreto-Lei 7/2003, e que regulamenta, também, a criação dos Conselhos Municipais de Educação (CME). Em 2004 é celebrado um Protocolo entre o Ministério de Educação e a Associação Nacional dos Municípios Portugueses que parte da assunção do Decreto-Lei 7/2003 como “passo fundamental no sentido da concretização da descentralização administrativa na área da educação” constituindo-se como um normativo capital para a “execução da descentralização e territorialização de políticas educativas para o que conta com dois instrumentos fundamentais: o Conselho Municipal de Educação e as Cartas Educativas. Tendo em conta a análise dos normativos legais e alguns estudos realizados no plano da ação, fica claro que, o processo de elaboração e desenvolvimento e monotorização da Carta Educativa é ainda controlado pelo poder central, contrariando o discurso político-normativo que vê este documento como um instrumento estratégico de desenvolvimento da descentralização e territorialização das políticas educativas.

This article describes a study that investigated the main strategic drivers that influence the implementation of sustainability/social responsibility programs. An online survey was administered to managers of Portuguese organizations with certified management systems. The findings suggest that the implementation of such programs is mainly correlated to: 1.) the approach to understanding and working toward the satisfaction of the community’s needs (in the broad sense of social responsibility); 2.) how systematically sustainability within the organization is identified and managed (e.g., pollution prevention, improved environmental performance, and compliance with the applicable environmental laws); and 3.) the degree to which the organization tries to understand the needs of the employees and works toward satisfying them. In addition to the survey, five interviews with top managers of the surveyed organizations provided some useful insights. There was no consensus on the meaning of sustainability and social responsibility: some described it as an instrumental approach for obtaining better organizational results, while others regarded it as the right thing to do (i.e., it is values driven). In all cases, however, the managers supported a kind of umbrella construct under which different size corporations use different models (for example, the Dow Jones Sustainability Index (DJSI), Global Reporting Initiative (GRI), ISO 14001 environmental management systems), although some managers reported that they simply do not know what to do. All of those surveyed agreed that the lack of a systematic approach could represent a major threat to their organization, making them willing to pay more attention and take more action on the issue of sustainability. An additional suggestion made by managers was to change from a triple bottom line (economic dimension, environmental dimension, social equity dimension) to a quadruple bottom line by adding another dimension: personal and family happiness. This fourth dimension was recognized by the Greek philosopher/thinker Aristotle (384-322 BCE) who thought of happiness as the highest good (virtue) and ultimate goal and purpose of life, achieved through living well, in harmony. Such harmony suggests a balance and a lack of excess—in other words a sustainable existence.

A opção pela elaboração do presente projeto decorre da importância que as energias renováveis já têm, e poderão vir a assumir, no contexto do desenvolvimento económico das ilhas de Cabo Verde. O projeto foi elaborado com base nas necessidades reais do país, identificadas por estudos realizados por entidades especializadas na área, e visa desbravar vias para um possível e desejável alargamento da utilização de energias renováveis no país. O projeto é direccionado para a produção de energia visando complementar o abastecimento através da rede pública, que é gerida por uma empresa estatal, a ELECTRA. Pressupõe que toda a energia produzida é adquirida por esta empresa como, aliás, legalmente está estabelecido. Na elaboração do projeto teve-se em conta o impacto ambiental do mesmo, incluindo os seus efeitos no plano financeiro. O projeto assenta num diagnóstico relativamente aprofundado do setor de produção de energia elétrica e caracteriza o setor tal como se apresenta actualmente. Foi direccionado essencialmente para a ilha de Santiago, a maior do país, que congrega cerca de 56 % da população. Procedeu-se, em particular, a uma análise detalhada dos parques eólicos e solares existentes no país. O projeto avalia com relativa profundidade a evolução recente da procura de energia elétrica, e o potencial das energias renováveis, com ênfase nas energias eólica e solar, as mais relevantes para o país, pelo menos no futuro próximo. O sistema tarifário foi, igualmente, objecto de discussão no decurso da elaboração do projeto. Finalmente, a elaboração do projeto conduziu-nos ao estudo das orientações estratégicas, objetivos e políticas governamentais para a área da produção de energia elétrica. No plano financeiro, foram considerados três cenários baseados no grau de utilização da radiação solar (fotovoltaica) ou aproveitamento dos ventos (eólica). Para cada cenário foram avaliadas alternativas, que consistem basicamente na utilização de diferentes preços de venda, num leque que se situa em níveis comparáveis aos que actualmente são praticados.

We consider a trade policy model, where the costs of the home firm are private information but can be signaled through the output levels of the firm to a foreign competitor and a home policymaker. We compute the separating equilibrium and the Bayesian Nash equilibrium, and we compare the subsidies, firms’ expected profits and home government’s welfare in both equilibria, for different values of the own price effect parameter.

This article wishes to contribute to the study of the historical processes that have been spotting Muslim populations as favourite targets for political analysis and governance. Focusing on the Portuguese archives, civil as well as military, the article tries to uncover the most conspicuous identity representations (mainly negative or ambivalent) that members of Portuguese colonial apparatus built around Muslim communities living in African colonies, particularly in Guinea-Bissau and Mozambique. The paper shows how these culturally and politically constructed images were related to the more general strategies by which Portuguese imagined their own national identity, both as ‘European’ and as ‘coloniser’ or ‘imperial people’. The basic assumption of this article is that policies enforced in a context of inter-ethnic and religious competition are better understood when linked to the identity strategies inherent to them. These are conceived as strategic constructions aimed at the preservation, the protection and the imaginary expansion of the subject, who looks for groups to be included in and out-groups to reject, exclude, aggress or eliminate. We think that most of the inter-ethnic relationships and conflicts, as well as the very experience of ethnicity, are born from this identity matrix.

Scientific literature has strengthened the perpetuation of inequality factors in the labour market based on gender, despite the on-going endeavour of various political bodies and legal norms against the vertical and horizontal segregation of women. National and European statistical data shows the relevance and timeless features of theories of market segmentation associated with the labour market dating back to the 70’s of the 20th century. Hence, the European Community considers as a priority in the Europe 2020 strategy, the definition of “policies to promote gender equality […] to increase labour force participation thus adding to growth and social cohesion”. If we consider that on the one hand, social economy is fairly recognised to be equated with market actors and the State for its economic and social role in tackling the current crisis, and on the other hand, that the ideals of the sector, systematised in the “Framework Law of Social Economy” (Law no. 30/2013 8th of May), particularly in article 5 proposing “the respect for the values […] of equality and non-discrimination […], justice and equity […]”, we aim to reflect on indicators that uncover a vertical and horizontal segregation in the labour market. Departing from a mixed methodological approach (extensive and intensive), subject to the topic of "Social Entrepreneurship in Portugal" in social economy organisations, we detect very high rates of employment feminisation, with a ratio of 1 man (23%) for every 3 women (77%). Women are mainly earmarked for technical and operational activities, arising from the privileged intervention areas, namely education, training, health, elderly, families, poverty, ultimately being underrepresented in statutory boards and, as such, far removed from deliberations and strategic resolutions. This is particularly visible in the existing hierarchy of functions and management practices of the responsibility of male members. Thus, it seems easily verified that the sector is travelling away from the ideals of justice and social equity, which can crystallise the "non-place" of women in the definition of a strategic direction of social economy and in the most invisible/private “place” of the organisational setting.
