Este artículo discute las concepciones de jóvenes brasileños, argentinos y uruguayos sobre los sujetos en la historia, en función de su aprendizaje histórico escolar y extra-escolar. Los datos fueron obtenidos a partir de la encuesta internacional " Jóvenes frente a la historia " . Los cuestionarios estuvieron dirigidos a estudiantes de 15 años y sus profesores, y se utilizó mayormente la escala Likert. Teóricamente, la investigación se sustenta en los conceptos de conciencia histórica y cultura histórica, formulados por la Didáctica de la historia alemana, pero también en el concepto de cultura política. Los resultados apuntan que, dentro del universo estudiado, las llamadas " personalidades importantes " típicas de la enseñanza escolar de la historia son reconocidas en lo que se refiere a los "padres fundadores" de las naciones, pero no en cuanto sujetos que hicieron la historia nacional. De la misma manera ocurre en el caso de los personajes femeninos. Ciencia, tecnología e invenciones son vistos como un factor de cambio más importante que las "personas importantes" y estos, a su vez, han sido superados por la importancia reconocida a los movimientos colectivos

Since the middle of the twentieth century criticism towards quantitative research tools in social sciences has gradually led to attempts to find a new methodology, called 'qualitative research'. At the same time, qualitative research has called for a reconsideration of the usefulness of many of the beneficial tools and methodologies that were discarded during the move to research based on the employment of quantitative research tools. The purpose of this paper is to discuss the essential elements of the qualitative research approach, and then argue for the possibility of introducing the old-established methodology of historical science into qualitative research, in order to raise the accuracy of the qualitative data.

Un nuevo sistema de gobernanza para afrontar los retos del siglo XXI en la educación universitaria en Perú basado en el modelo de análisis de políticas, surge de observar el efecto de la competencia en los mercados, de la distribución de los escasos recursos según productividad y rendimiento, y de la gestión ineficiente de las universidades ya que estos parámetros están cambiando los criterios de confianza y legitimidad del sistema universitario en Perú. Las universidades se perciben más como instituciones del sector público, mientras que los servicios que ofrecen deben más bien contribuir a la modernización de la sociedad emergente y a la economía del conocimiento. Las reformas universitarias- iniciadas en los años 80 - han estado inspiradas en las organizaciones universitarias exitosas que han logrado modificar su gobernanza y van dirigidas a transformar ciertas instituciones burocráticas en organizaciones capaces de desempeñar la función de actores en esta competición global por los recursos y los mejores talentos. En este contexto, la universidad peruana se enfrenta a dos grandes desafíos: el de adaptarse a las nuevas perspectivas mundiales, y el poder dar mejor respuesta a las demandas, necesidades y expectativas de la sociedad. Un cambio en el sistema de gobernanza para la educación superior universitaria dará una solución integral a estos desafíos permitiéndole enfrentar los problemas de la universidad para su desarrollo e inserción en las corrientes mundiales. La metodología planteada en la investigación es cualitativa parte del análisis de la realidad como un TODO, sin reducirlos a sus partes integrantes, con la interpretación de los hechos, buscando entender las variables que intervienen. Se propone una política para la educación universitaria en Perú que se permeabilice a la sociedad, cambiando el modelo de planificación de un modelo de reforma social a un modelo de análisis de políticas, donde el Estado Peruano actúe como único responsable de responder a la sociedad demandante como su representante legal, y con unos organismo externo e independiente que siente las bases de la práctica, como se está haciendo en muchos modelos universitarios del mundo. Esta investigación presenta una primera fase conceptual, que aborda la evolución histórica de las universidades en el Perú, analizando y clarificando las fuerzas impulsoras a través del tiempo y distinguir las principales líneas que le imprimen dirección y sentido a los cambios de una realidad educativa universitaria. Así mismo, en esta fase se hace un análisis de la situación actual de las universidades en el Perú para llegar a determinar en qué situación se encuentra y si está preparada para enfrentar los retos de la educación universitaria mundial, para esto se analizan los modelos universitarios de mayor prestigio en el mundo. El marco teórico anterior permite sentar, en una segunda fase de la investigación, las bases científicas del modelo que se propone: el modelo de planificación de análisis de políticas para el sistema universitario peruano. Este modelo de ámbito público propuesto para la educación universitaria peruana basa su estrategia en un modelo de planificación con un objetivo común: “Mejorar la calidad de la educación superior universitaria peruana con el fin de aumentar la empleabilidad y la movilidad de los ciudadanos así como la competitividad internacional de la educación universitaria en Perú”, y con unas líneas de acción concretadas en cuatro objetivos específicos: 1) competencias (genéricas y específicas de las áreas temáticas); 2) enfoques de enseñanza, aprendizaje y evaluación; 3) créditos académicos; 4) calidad de los programa. Así como los fundamentos metodológicos del modelo de análisis de políticas, utilizado como estructura política, teniendo en cuenta las características básicas del modelo: a) Planificación desde arriba; b) Se centra en la toma de decisiones; c) Separación entre conocimiento experto y decisión; d) El estudio de los resultados orienta el proceso decisor. Finalmente, se analiza una fase de validación del modelo propuesto para la educación superior universitaria peruana, con los avances ya realizados en Perú en temas de educación superior, como es, el actual contexto de la nueva Ley Universitaria N°30220 promulgada el 8 de julio de 2014, la creación del SUNEDU y la reorganización del SINEACE, que tienen como propósito atender la crisis universitaria centrada en tres ejes principales incluidos en la ley, considerados como bases para una reforma. Primero, el Estado asume la rectoría de las políticas educativas en todos los niveles educativos. El segundo aspecto consiste en instalar un mecanismo de regulación de la calidad que junto con la reestructuración de aquellos otros existentes debieran sentar las bases para que las familias y estudiantes tengan la garantía pública de que el servicio que se ofrece, sin importar sus características particulares, presenten un mínimo común de calidad y un tercer aspecto es que la ley se reafirma en que la universidad es un espacio de construcción de conocimiento basado en la investigación y la formación integral. Las finalidades, la estructura y organización, las formas de graduación, las características del cuerpo docente, la obligatoriedad por los estudios generales, etc., indican que la reflexión académica es el centro articulador de la vida universitaria. Esta validación también se ha confrontado con los resultados de las entrevistas cualitativas a juicio de experto que se han realizado a rectores de universidades públicas y privadas así como a rectores miembros de la ex ANR, miembros de organizaciones como CONCYTEC, IEP, CNE, CONEAU, ICACIT e investigadores en educación superior, con la finalidad de analizar la sostenibilidad del modelo propuesto en el tiempo. Los resultados evidencian, que en el sistema universitario peruano se puede implementar un cambio hacía un modelo de educación superior universitaria, con una política educativa que se base en un objetivo común claramente definido, un calendario para lograrlo y un conjunto objetivos específicos, con un cambio de estructura política de reforma social a un modelo de análisis de políticas. Así mismo se muestran los distintos aspectos que los interesados en la educación superior universitaria deben considerar, si se quiere ocupar un espacio en el futuro y si interesa que la universidad peruana pueda contribuir para que la sociedad se forje caminos posibles a través de una buena docencia que se refleje en su investigación, con alumnos internacionales, sobre todo, en los postgrados; con un investigación que se traduzca en publicaciones, patentes, etc., de impacto mundial, con relevancia en la sociedad porque contribuye a su desarrollo, concretándose en trabajos de muy diversos tipos, promovidos junto con empresas, gobiernos en sus diversos niveles, instituciones públicas o privadas, etc., para que aporten financiación a la universidad. ABSTRACT A new system of governance to meet the challenges of the twenty-first century university education in Peru based on the model of policy analysis, comes to observe the effect of market competition, distribution of scarce resources according to productivity and performance, and inefficient management of universities as these parameters are changing the criteria of trust and legitimacy of the university system in Peru. Universities are perceived more as public sector institutions, while the services provided should rather contribute to the modernization of society and the emerging knowledge economy. The-university reforms initiated in the 80s - have been inspired by successful university organizations that have succeeded in changing its governance and as attempting to transform certain bureaucratic institutions into organizations that act as actors in this global competition for resources and top talent. In this context, the Peruvian university faces two major challenges: to adapt to the new global outlook, and to better respond to the demands, needs and expectations of society. A change in the system of governance for university education give a comprehensive solution to address these challenges by allowing the problems of the university development and integration into global flows. The methodology proposed in this research is qualitative part of the analysis of reality as a whole, without reducing them to their constituent parts, with the interpretation of the facts, seeking to understand the variables involved. a policy for university education in Peru that permeabilizes society is proposed changing the planning model of a model of social reform a model of policy analysis, where the Peruvian State to act as the sole responsible for responding to the applicant as its legal representative, and with external and independent body that provides the basis of practice, as is being done in many university models in the world. This research presents an initial conceptual phase, which deals with the historical development of universities in Peru, analyzing and clarifying the driving forces over time and distinguish the main lines that give direction and meaning to changes in university educational reality. Also, at this stage an analysis of the current situation of universities in Peru is done to be able to determine what the situation is and whether it is prepared to meet the challenges of the global higher education, for this university models are analyzed most prestigious in the world. The above theoretical framework allows to lay in a second phase of research, the scientific basis of the model proposed: the planning model of policy analysis for the Peruvian university system. This proposed model of public sphere for the Peruvian college bases its strategy on a planning model with a common goal: "To improve the quality of the Peruvian university education in order to enhance the employability and mobility of citizens and the international competitiveness of higher education in Peru ", and lines of action materialized in four specific objectives: 1) competences (generic and specific subject areas); 2) approaches to teaching, learning and assessment; 3) credits; 4) quality of the program. As well as the methodological foundations of policy analysis model, used as political structure, taking into account the basic characteristics of the model: a) Planning from above; b) focuses on decision making; c) Separation between expertise and decision; d) The study of the results process guides the decision maker. Finally, a validation phase of the proposed Peruvian university higher education, with the progress already made in Peru on issues of higher education model is analyzed, as is the current context of the new University Law No. 30220 promulgated on July 8 2014, the creation of SUNEDU and reorganization of SINEACE, which are intended to serve the university crisis centered on three main areas included in the law, considered as the basis for reform. First, the State assumes the stewardship of education policies at all educational levels. The second aspect is to install a mechanism for regulating the quality along with the restructuring of those existing ones should lay the foundation for families and students to guarantee that public service is offered, regardless of their individual characteristics, are of common minimum quality and a third aspect is that the law reaffirms that the university is building a space of research-based knowledge and comprehensive training. The aims, structure and organization, forms of graduation, faculty characteristics, the requirement for the general studies, etc., indicate that the academic reflection is the coordinating center of university life. This validation has also been confronted with the results of qualitative interviews with expert judgment that has been made to directors of public and private universities as well as leading members of the former ANR members of organizations like CONCYTEC, IEP, CNE, CONEAU, ICACIT and researchers in higher education, in order to analyze the sustainability of the proposed model in time. The results show, that the Peruvian university system can implement a change to a model of university education, an educational policy based on clearly defined common goal, a timetable for achieving specific objectives set and, with a change social policy structure to a model of reform policy analysis. It also shows the various aspects that those interested in university education should consider, if you want to occupy a space in the future and if interested in the Peruvian university can contribute to society possible paths is forged through research good teaching, international students, especially in graduate programs; with research that results in publications, patents, etc., global impact, relevance to society because it contributes to their development taking shape in very different types of jobs, promoted with businesses, governments at various levels, public institutions or private, etc., to provide funding to the university.

Este estudo tem a finalidade de contribuir para a compreensão da concepção de docência que se articulou em um dos espaços de uma das maiores universidades brasileiras, a Universidade de São Paulo, ou seja, o Instituto de Química, conhecido como IQ-USP. Nessa perspectiva, o IQ-USP é, portanto, destacado como o objeto de estudo desta pesquisa, uma vez que sua história se entrelaça com a própria criação da Universidade e seu paradigma científico está centrado no perfil de análise determinado por este trabalho: a área de conhecimento das ciências exatas. Partindo do pressuposto que a concepção de como se deve constituir o ensino superior está intrinsecamente relacionada com a visão de mundo, de conhecimento e de educação elaborada pela própria trajetória histórica da universidade, mas também pelas relações que esta estabelece com a comunidade, durante todo o seu processo de ação , é possível dizer que tais crenças e valores, selecionados e hierarquizados pela comunidade acadêmica, acabam por intervir na formação específica de seus professores. Destaca-se, assim, sob o olhar da pesquisa qualitativa, o estudo a respeito da trajetória de formação do profissional docente que se constitui ao longo da história da própria Universidade em que esse está inserido e que subsidia a sua concepção de ser docente. Nessa perspectiva, alguns autores trazem muitas contribuições para o esclarecimento da concepção de docência implícita na formação do professor universitário e seus reflexos na prática docente cotidiana. Entre estes autores, destacamos o pensamento de Paschoal Senise (2006), Maria Isabel da Cunha (2007), Heladio César G. Antunha (1974) e J. Gimeno Sacristán (1998 e 1999). A coleta de dados foi realizada utilizando-se documentos históricos e informativos, como também entrevistas semi-estruturadas, em uma abordagem sempre qualitativa, uma vez que esta nos fornece melhores condições de entendimento dos aspectos subjetivos de que se reveste a problemática da pesquisa. Fundamentado nos dados levantados e analisados à luz da contribuição teórica dos autores referenciados neste trabalho, reforçamos a conclusão de que a instituição faz o profissional, evidenciando-se na formação do docente do IQ-USP a tradição e a inovação, dialeticamente, caminhando juntas.(AU)

Este trabalho de pesquisa trata da política voltada para a formação continuada em serviço docente cujo período de implantação aconteceu entre 1989 e 1992 na cidade de São Paulo, durante a administração da prefeita Luíza Erundina, que teve à frente da Secretaria Municipal de Educação, nos anos iniciais de sua gestão, o professor Paulo Freire. Tal política marcou o início do processo de consolidação de conquistas, como resultado de longa luta de muitos educadores brasileiros por mudanças na educação. Erundina e Freire representaram a possibilidade da concretização de transformações estruturais na educação em um período de grande efervescência política da sociedade brasileira. A conquista de um espaço para formação na escola, de forma democrática e com a participação dos docentes representava uma das grandes bandeiras desta luta. Para melhor compreensão do processo de implantação desta política de formação docente em serviço, optamos por realizar uma pesquisa qualitativa a partir de documentos e estudo bibliográfico seguida de uma pesquisa de campo a partir de um pequeno roteiro de questões que serviram como ponto de partida para a realização de um círculo epistemológico, envolvendo educadores que de alguma forma participaram desta política; buscando compor, dessa maneira, um panorama das concepções que deram sustentação a esta política pública possibilitando uma análise das ações que foram desenvolvidas.

Once again this publication is produced to celebrate and promote good teaching and learning support and to offer encouragement to those imaginative and innovative staff who continue to wish to challenge students to learn to maximum effect. It is hoped that others will pick up some good ideas from the articles contained in this volume. We have again changed our approach for this 2007/08 edition (our fifth) of the Aston Business School Good Practice Guide. As before, some contributions were selected from those identifying interesting best practice on their Annual Module Reflection Forms in 2006/2007. Brookes? contribution this year is directly from her annual reflection. Other contributors received HELM (Research Centre in Higher Education Learning and Management) small research grants in 2006/2007. Part of the conditions were for them to write an article for this publication. We have also been less tight on the length of the articles this year. Some contributions are, therefore, on the way to being journal articles. HELM will be working with these authors to help develop these for publication. Looking back over the last five years it is brilliant to see how many different people have contributed over the years and, therefore, how much innovative learning and teaching work has been taking place in ABS over this time. In the first edition we were just pleased for people to write a few pages on their teaching. Now things have changed dramatically. The majority of the articles are grounded in empirical research (some funded by HELM small research grants) and Palmer?s article was produced as part of the University?s Postgraduate Certificate in Learning and Teaching. Most encouraging of all, four of this year?s articles have since been developed further and submitted to refereed journals. We await news of publication as we go to press. It is not surprising that how to manage large groups still remains a central theme of the articles, ABS has a large and still growing student body. Essex and Simpson have looked at trying to encourage students to attend taught sessions, on the basis that there is a strong correlation between attendance and higher performance. Their findings are forming the platform of a further study currently being carried out in the Undergraduate Programme. A number of the other articles concentrate on trying to encourage students to engage with study in an innovative way. This is particularly obvious in Shaw?s work. Everyone who has been around campus lately has had evidence that the students on Duncan?s modules have clearly been inspired. I found myself, for example, playing golf in the student dining room as part of this initiative! The articles by Jarzabkowski & Guilietti and Ho involved much larger surveys. This is another first for the Good Practice Guide and marks the first step on what will clearly be larger research efforts for these authors in this area. We look forward to the journal publications which will result from this work. The last articles are the result of HELM?s hosting of the national conference of the Higher Education Academy?s Business, Management, Accounting and Finance (BMAF) Subject Centre Conference in May 2007. Belal and Foster have written about their impressions of the Conference and Andrews has included the paper she gave. The papers on employability and widening participation are the centre of HELM?s current work. In the second volume we mentioned the launch of the School?s Research Centre in Higher Education Learning and Management (HELM). Since then HELM has stimulated a lot of activity across the School (and University) particularly linking research and teaching. A list of the HELM seminars for 2007/2008 is listed as Appendix 1 of this publication. Further details can be obtained from Catherine Foster (c.s.foster@aston.ac.uk), who coordinates the HELM seminars. We have also been working on a list of target journals to guide ABS staff who wish to publish in this area. These are included as Appendix 2 of this publication. May I thank the contributors for taking time out of their busy schedules to write the articles and to Julie Green, the Quality Manager, for putting the varying diverse approaches into a coherent and publishable form and for agreeing to fund the printing of this volume.

The themes covered in this year?s articles are all central to the issues faced by those providing HE teaching and learning opportunities in the 21st Century. Specifically this is providing support and feedback to students in large classes, embracing new uses of technology to encourage active learning and addressing cultural issues in a diverse student population. Michael Grojean and Yves Guillaume used Blackboard™ to give a more interactive learning experience and improve feedback to students. It would be easy for other staff to adopt this approach. Patrick Tissington and Qin Zhou (HELM small research grant holders) were keen to improve the efficiency of student support, as does Roger McDermott. Celine Chew shares her action learning project, completed as part of the Aston University PG Certificate in Teaching and Learning. Her use of Blackboard™ puts emphasis on the learner having to do something to help them meet the learning outcomes. This is what learning should be like, but many of our students seem used to a more passive learning experience, so much needs to be done on changing expectations and cultures about learning. Regina Herzfeldt also looks at cultures. She was awarded a HELM small research grant and carried out some significant new research on cultural diversity in ABS and what it means for developing teaching methods. Her results fit in with what many of us are experiencing in practice. Gina leaves us with some challenges for the future. Her paper certainly needs to be published. This volume finishes with Stuart Cooper and Matt Davies reflecting on how to keep students busy in lectures and Pavel Albores working with students on podcasting. Pavel?s work, which was the result of another HELM small research grant, will also be prepared for publication as a journal article. The students learnt more from this work that any formal lecture and Pavel will be using the approach again this year. Some staff have been awarded HELM small research grants in 2006/07 and these will be published in the next Good Practice Guide. In the second volume we mentioned the launch of the School?s Research Centre in Higher Education Learning and Management (HELM). Since then HELM has stimulated a lot of activity across the School (and University) particularly linking research and teaching. A list of the HELM seminars for 2006/2007 is listed as Appendix 1 of this publication. Further details can be obtained from Catherine Foster (c.s.foster@aston.ac.uk), who coordinates the HELM seminars. For 2006 and 2005 HELM listed, 20 refereed journal articles, 7 book chapters, 1 published conference papers, 20 conference presentations, two official reports, nine working papers and £71,535 of grant money produced in this research area across the School. I hope that this shows that reflection on learning is alive and well in ABS. We have also been working on a list of target journals to guide ABS staff who wish to publish in this area. These are included as Appendix 2 of this publication. Once again this publication is produced to celebrate and promote good teaching and learning support and to offer encouragement to those imaginative and innovative staff who continue to wish to challenge students to learn to maximum effect. It is hoped that others will pick up some good ideas from the articles contained in this volume. We had changed our editorial approach in drawing together the articles for this 2005/6 edition (our third) of the ABS Good Practice Guide. Firstly we have expanded our contributors beyond ABS academics. This year?s articles have also been written by staff from other areas of the University, a PhD student, a post-doctoral researcher and staff working in learning support. We see this as an acknowledgement that the learning environment involves a range of people in the process of student support. We have also expanded the maximum length of the articles from two to five pages, in order to allow greater reflection on the issues. The themes of the papers cluster around issues relating to diversity (widening participation and internationalisation of the student body), imaginative use of new technology (electronic reading on BlackboardTM ) and reflective practitioners, (reflection on rigour and relevance; on how best to train students in research ethics, relevance in the curriculum and the creativity of the teaching process) Discussion of efforts to train the HE teachers of the future looks forward to the next academic year when the Higher Education Academy?s professional standards will be introduced across the sector. This paper reviews the state of the field of the sub-disciplines within UK management research, based upon the submissions of 94 UK higher education institutions to the Business and Management Studies Panel in the UK's 2001 Research Assessment Exercise (RAE). It offers observations on the UK model of the assessment of quality in, and funding of, research conducted in publicly funded higher education institutions.

In 2004, the Royal Pharmaceutical Society of Great Britain (RPSGB) funded research on teaching, learning and assessment within the UK undergraduate pharmacy degree (MPharm), including the compulsory final year project. Documentary analysis showed that all schools met the project requirement, although there were wide variations in the relative contribution of the project to the final year mark and the degree classification. Interviews with staff revealed that organisation of research projects was complex and time consuming and exacerbated by increasing student numbers and the impact of research ethics. 61% of students, surveyed via a self-completion questionnaire (response rate 50.6%) perceived the research project to be very or fairly important. Whilst 47% considered that they had enough choice of topic and 37% said that their training in research methods provided a good foundation for their project, this suggests scope for improvement. In the UK, there are legislative changes impending which may provide an opportunity to review the future purpose and feasibility of a "significant" final year project within the MPharm.

The thesis examines Kuhn's (1962, 1970) concept of paradigm, assesses how it is employed for mapping intellectual terrain in the social sciences, and evaluates it's use in research based on multiple theory positions. In so doing it rejects both the theses of total paradigm 'incommensurability' (Kuhn, 1962), and also of liberal 'translation' (Popper, 1970), in favour of a middle ground through the 'language-game of everyday life' (Wittgenstein, 1953). The thesis ultimately argues for the possibility of being 'trained-into' new paradigms, given the premise that 'unorganised experience cannot order perception' (Phillips, 1977). In conducting multiple paradigm research the analysis uses the Burrell and Morgan (1979) model for examining the work organisation of a large provincial fire Service. This analysis accounts for firstly, a 'functionalist' assessment of work design, demonstrating inter alia the decrease in reported motivation with length of service; secondly, an 'interpretive' portrayal of the daily accomplishment of task routines, highlighting the discretionary and negotiated nature of the day's events; thirdly, a 'radical humanist' analysis of workplace ideology, demonstrating the hegemonic role of officer training practices; and finally, a 'radical structuralist' description of the labour process, focusing on the establishment of a 'normal working day'. Although the argument is made for the possibility of conducting multiple paradigm research, the conclusion stresses the many institutional pressures serving to offset development.
