From the moment Australia’s newly elected Labor government announced in 2008 its intention to introduce a national assessment scheme for Australian schools, and to publish the results of these assessments on a public website, it courted controversy. The National Assessment Program – Literacy and Numeracy (NAPLAN) and the MySchool website were introduced as part of the new government’s ‘transparency agenda’ and have been widely discussed and debated. NAPLAN is seen not only as an assessment of students, but also of the schools they attend. On the MySchool website, all of Australia’s nearly 10,000 government and non-government schools that receive government funding are required to present a range of information, including their NAPLAN results. The results are displayed in a comparative format, against the results of 59 other similar schools, as well as against its own past performance. Only selective special purpose schools are exempt from reporting their NAPLAN results.

YouTube videos offer a rare opportunity to gain an insight into the sequestered world of neojihadism. This study examines and compares the lines of the visual narrative associated with two Asian insurgencies that help to form the global Islamic social movement: the insurgency in Chechnya (North Caucasus) and that in Xinjiang (China). The purpose of the article is to describe the narratives used by the Islamic militants addressing the conflict and to identify similarities and differences in the use of visual rhetorical techniques by neojihadist groups to propagate their worldview. The study of the visual narratives promoted in the videos will help to provide a better understanding of the impact of the neojihadist narratives on the creation of collective identities. Our findings suggest that these narratives have similar features, which can be identified in a set of sub-narratives. Within the common pattern, however, significant differences can be found, especially in the interpretation of the videos by the audiences.

Over the last two decades new and significant demographic, economic, social and environmental changes and challenges have shaped the production and consumption of housing in Australia and the policy settings that attempt to guide these processes. These changes and challenges, as outlined in this book, are many and varied. While these issues are new they raise timeless questions around affordability, access, density, quantity, type and location of housing needed in Australian towns and cities. The studies presented in this text also provide a unique insight into a range of housing production, consumption and policy issues that, while based in Australia, have implications that go beyond this national context. For instance how do suburban-based societies adjust to the realities of aging populations, anthropogenic climate change and the significant implications such change has for housing? How has policy been translated and assembled in specific national contexts? Similarly, what are the significantly different policy settings the production and consumption of housing in a post-Global Financial Crisis period require? Framed in this way this book accounts for and responds to some of the key housing issues of the 21st century.

This essay explores why the relationship between news media and local government has been of little interest in journalism studies, especially in the Australian context. We argue that the reasons are complex but can be traced to issues of symbolic recognition and legitimacy. An overview of local government and news media in Australia and Aotearoa/New Zealand grounds the discussion in journalism and democratic theory. We draw on Bourdieu’s tradition of field-based research and theories of media power to highlight the important role 19th-century newspapers played in the establishment of municipalities. We then argue that local government’s omission from the Australian Constitution relates to issues of legitimacy and recognition that are reflected in the wider field of power and perpetuated within journalism practice and scholarship. Finally, practitioner perspectives and contemporary research underline the need for critical engagement and inquiry that recognise the fundamental importance of news and politics closest to the people.

This paper engages with Morsy, Gulson and Clarke's response to the recent special issue of Discourse (Vol. 34, No. 2) that examined evolutions of markets and equity in education. We welcome Morsy, Gulson and Clarke's supplementation of the special issue with the genealogical analysis they provide of private school funding in Australia and the attention they draw to elisions of race, ethnicity, Indigeneity and whiteness in contemporary framings of equity in policy and research. We also clarify and expand on some of the aims and arguments that framed the special issue. However, we feel that any response adequate to the ‘event’ that Morsy, Gulson and Clarke hope to stage – that is, a ‘debate redux’ and politics of dissensus in education as an antidote to depoliticisation – must extend beyond the rehearsal of pre-existing positions; it cannot stop at endorsing or critiquing the points raised in their paper, or reiterating the rationales and arguments of the special issue. We therefore respond by gesturing towards possibilities for ‘disagreement’, in the sense that Jacques Ranciere gives this term, about the political vocation of critical policy sociologists, and the modes of doing and being that can be seen as ‘critical’ and ‘political’ in academic education research. We do not disagree with Morsy, Gulson and Clarke in the usual sense; for that reason, we engage seriously with their call for a politics of dissensus in education.

This article will drill down to the level of the reception of two examples of Australian gothic film-making by two well-known American critics. Rayner’s comparison of Australian gothic with American film noir is useful; however, it begs the question of how American critics such as Pauline Kael and Andrew Sarris influentially shaped the reception of Australian gothic in America and in other locations (such as Australia itself) where their reviews found an audience either at the time or afterwards. The significance of the present article rests on the fact that, as William McClain observes, following in Rick Altman’s footsteps, “critics form one of the key material institutions that support generic formations” (54). This article nurtures the suggestion that knowing how Australian gothic cinema was shaped, in its infancy, in the increasingly important American market (a market of both commerce and ideas) might usefully inform revisionist studies of Australian cinema as a national mode.

This qualitative study charts the lived narratives of twelve participants, six teachers and six students from urban and rural Victoria, Australia. The study examines in detail the question ‘How do teachers teach, post 9/11?’. 9/11 has become accepted shorthand for September 11th 2001, in which terrorist attacks took place in the United States of America. The attacks heralded a ‘post- 9/11 world, [in which] threats are defined more by the fault lines within societies than by the territorial boundaries between them’ (National Commission on Terrorist Attacks, 2011, p. 361). The study is embedded in the values that have come to the fore in the wake of the 9/11 attacks and the ideological shifts that have occurred globally. These values and ideologies are reflected via issues of culture and consumption. In education this is particularly visible through pedagogy. The research employs a multimethodological (Esteban-Guitart, 2012) form of inquiry through the use of bricolage (Kincheloe & Berry, 2004) which is comprised at the intersectional points of critical pedagogy (Kincheloe, 2008b), public pedagogy (Sandlin, Schultz, & Burdick, 2010b) and cultural studies (Hall, Hobson, Lowe, & Willis, 1992). This study adopts a critical ontological perspective, and is grounded in qualitative research approaches (Lather & St. Pierre, 2013). The methods of photo elicitation, artefact analysis, video observation and semi-structured interviews are used to critically examine the ways in which teacher and student identities are shaped by the pedagogies of contemporary schooling, and how they form common sense understandings of the world and themselves, charting possibilities between accepted common sense beliefs and 21st century neoliberal capitalism. The research is presented through a prototypical form of literary journalism and intertextuality which examines the interrelationship between teaching and social worlds exposing the hidden influence of enculturation and addressing the question ‘How do teachers teach, post 9/11?’

This article examines how feminist performance has been, and continues to be, a key vehicle for the collaborative exploration of sexual difference and female subjectivity in Australia. It focuses specifically on the Lean Sisters and Generic Ghosts, whose collaborative performances occurred during the seventies and eighties, and their impact on subsequent feminist collaborative performance groups. As the article demonstrates, this counter-cultural tradition of performance typically deploys tactics of intertextuality, cross-media experimentation, humour, and détournement to critique gender oppression and its recurrence, while staging new possibilities of an embodied feminist politics.

Ethno-Architecture and the Politics of Migration explores the interface between migration and architecture. Cities have been substantially affected by transnational migration but the physical manifestations of migration in architecture and its effect on streetscape, neighbourhood and city – have so far been under-studied. This contributed volume examines how migrants interact with, adapt and construct new architecture. Looking at the physical, urban and cultural impact of these changes on a variety of sites, the authors explore architecture as an identity category and investigate what buildings and places associated with migration tell us about central questions of belonging, culture, community and home in regions such as North America, Australia and the UK. This book makes an important contribution to debates on place identity and the transformation of places as a result of mobility and globalised economies in the twenty-first century.

Research points to sections of the middle-class repopulating the ‘ordinary’ urban public school and whilst there are key differences in how they are navigating public school choices, from ‘seeking a critical mass’ (Posey-Maddox, Kimelberg, and Cucchiara 2014) to resisting traditional methods of choice and going ‘against-the-grain’ (Reay, Crozier, and James 2013), or collectively campaigning for a brand new public school, the urban middle-class are developing contemporary methods to challenge the existing ways of thinking about middle-class choice. Drawing on this literature, this paper explores the symbolism of public schooling for relatively affluent choosers in the city of Melbourne, Australia. The positioning of public schooling as essentially secular and liberal indicates how the public school is valorised within the contemporary market place. Within a market that tends to under-sell the public school, the perceived lack of organized religion and progressivism may be the unique selling point for the cosmopolitan, globalized consumer.

Purpose – The purpose of this paper is to draw on the authors’ experiences as a team made up of both “insiders” and “outsiders” in order to investigate how an insider-outsider peer research method facilitates productive forms of research into the lives of young Muslims, and to contribute to debates about ways of knowing youth. The authors aim to shift focus from a common claim that peer research methods simply improve research about youth to more deeply investigate how they enable, as well as limit, the production of particular kinds of knowledge, in this case, about Muslim youth in Australia. Design/methodology/approach – The research aimed to explore how “ordinary” young Australian Muslims engage in civic life. Yet the authors were faced with the challenge of accessing and recruiting “ordinary” youth in times of Islamophobia, wherein Muslim communities expressed serious concerns about their voices being misinterpreted, misused and misappropriated. Therefore, the authors sought to utilise an approach of outsider-designed and guided research that was then shaped and executed by insider peer researchers. It is this research design and its execution that the authors interrogate in this paper. Findings – As well as affording the authors access and the elicitation of rich, complex and high-quality data, the approach also fostered more complex stories about young Muslim identities and experiences, and enabled the authors to contest some common and homogenising representations. It also allowed opportunities for fundamental issues inherent in these kinds of qualitative research methods to be made explicit. These include the politics of performativity and issues of positionality in the peer research process. The authors suggest that the “insider” and “outsider” approach succeeded not so much because it got the authors closer to the “truth” about young Muslims’ civic lives, but because it revealed some of the mechanics of the ways stories are constructed and represented in youth research. Originality/value – The originality and value of this paper lie in its contribution to a debate about the politics of knowledge production about young people and Muslims in particular, and in its effort to move forward a discussion about how to be accountable in youth research to the various communities and to one another in insider-outsider research teams.

This paper presents data from a study of secondary school for girls, the majority of whom identify as Indigenous Australian. ‘Gamarada’ High School is located in a suburban area of Queensland (Australia) and was established to provide quality education for disadvantaged girls. The paper draws on student and teacher interview data from a broader study that was concerned with examining how the school addressed the economic, cultural and political dimensions of Indigenous girls’ disadvantage. The focus here is on issues of political justice in relation to Indigenous representation and, more specifically, how such representation at the school supports the key Indigenous equity priority of self-determination. Feminist post-colonial theories are drawn on to argue the importance of educators engaging with a politics of representation that initiates theory from the social location of Indigenous experience, reflects an anti-racist/anti-colonial agenda and recognises and values the central role relationality plays in Indigenous lives.

In many English-speaking countries, teachers are encouraged to differentiate their classrooms, and in some cases, through various policy mechanisms. This encouragement is often accompanied by threats and sanctions for not making the grade. By exploring the ways in which one education system in Australia has mandated differentiation through an audit of teacher practices, this book provides a timely engagement with the relationship between differentiated classrooms and social justice. It covers tensions, for instance, between providing culturally-appropriate classrooms, including constructing engaging and relevant curricula, and lowering expectations for students who have traditionally been marginalised by schooling. The data for this book has been collected from the same group of teachers over a period of three years, and offers detailed insights into how a particular politics of differentiation has played itself out in the context of a ‘global reform movement’ that has focused on improving student outcomes.
