The agricultural policy agenda has been broadened with farm policy issues now interlinking with other policy domains (food safety, energy supplies, environmental protection, development aid, etc.). New actors promoting values which sometimes conflict, or which are not always easily reconcilable, with those previously guiding agricultural policy have entered the broader agricultural and food policy domain. The studies of various new policy issues inter-linking with the agricultural policy domain included in this special issue show that value conflicts are addressed in different ways and thus result in inter-institutional coordination and conflict unfolding differently. Studies of inter-institutional policy making in the agricultural policy sector have the potential to contribute to theoretical developments in public policy analysis in much the same way as agricultural policy studies did in the past.

The reality of the current international order makes it imperative that a just and effective climate regime balance the historical responsibility of developed countries with the increasing absolute emissions from many developing nations. In this short outlook article, key pillars are proposed for a new international climate architecture that envisions replacing the current annex system with two new annexes –Annex α, for countries with high current emissions and historically high emissions, and Annex β, for countries with high current emissions and historically low emissions. Countries in both annexes would implement legally binding targets under this framework. Additionally, this proposal includes tweaks and revisions to funding and technology transfer mechanisms to correct for weaknesses and inequities under the current Kyoto architecture. The proposed framework stems from a belief that a top-down, international approach to climate policy remains the most effective for ensuring environmental integrity. Given the slow rate of institutional learning, reforming and improving the current system is held as a more efficient course of action than abandoning the progress already achieved. It is argued that the proposed framework effectively accommodates key equity, environmental integrity and political feasibility concerns.

Modern transaction cost economics (TCE) thinking has developed into a key intellectual foundation of international business (IB) research, but the Williamsonian version has faced substantial criticism for adopting the behavioral assumption of opportunism. In this paper we assess both the opportunism concept and existing alternatives such as trust within the context of IB research, especially work on multinational enterprise (MNE) governance. Case analyses of nine global MNEs illustrate an alternative to the opportunism assumption that captures more fully the mechanisms underlying failed commitments inside the MNE. As a substitute for the often-criticized assumption of opportunism, we propose the envelope concept of bounded reliability (BRel), an assumption that represents more accurately and more completely the reasons for failed commitments, without invalidating the other critical assumption in conventional TCE (and internalization theory) thinking, namely the widely accepted envelope concept of bounded rationality (BRat). Bounded reliability as an envelope concept includes two main components, within the context of global MNE management: opportunism as intentional deceit, and benevolent preference reversal. The implications for IB research of adopting the bounded reliability concept are far reaching, as this concept may increase the legitimacy of comparative institutional analysis in the social sciences.

Objectives. This paper considers the intersection of Corporate Social Responsibility (CSR) and social entrepreneurship in South Africa through the lens of institutional theories and draws upon a number of illustrative case study examples. In particular it: (1) charts the historically evolving relationship between CSR and social entrepreneurship in South Africa, and how this relationship has been informed by institutional changes since the end of apartheid, particularly over the last few years; (2) identifies different interactional relationship forms between social enterprises and corporates engaging in CSR, with an emphasis on new innovative multi-stakeholder partnerships; and (3) considers internal engagements with social responsibility by SME social enterprises in South Africa. Prior Work. Reflecting South Africa’s history of division, the controversial role of business during apartheid, and the ongoing legacies of that period, the South African government has been particularly pro-active in encouraging companies to contribute to development and societal transformation through CSR and Black Economic Empowerment (BEE). Accordingly a substantial body of work now exists examining and critically reflecting upon CSR and BEE across a range of sectors. In response to perceived problems with BEE, efforts have recently been made to foster broader-based economic empowerment. However the implications of these transitions for the relationship between CSR and social entrepreneurship in South Africa have received scant academic attention. Approach. Analysis is undertaken of legislative and policy changes in South Africa with a bearing on CSR and social entrepreneurship. Data collected during fieldwork in South Africa working with 6 social enterprise case studies is utilised including qualitative data from key informant interviews, focus groups with stakeholders and observational research. Results. The paper considers the historically evolving relationship between CSR and social entrepreneurship in South Africa informed by institutional change. Five different relationship forms are identified and illustrated with reference to case examples. Finally internal engagement with social responsibility concerns by small and medium social enterprises are critically discussed. Implications. This paper sheds light on some of the innovative partnerships emerging between corporates and social enterprises in South Africa. It reflects on some of the strengths and weaknesses of South Africa’s policy and legislative approaches. Value. The paper provides insights useful for academic and practitioner audiences. It also has policy relevance, in particularly for other African countries potentially looking to follow South Africa’s example, in the development of legislative and policy frameworks to promote corporate responsibility, empowerment and transformation.

The financial crisis of 2008 led to new international regulatory controls for the governance, risk and compliance of financial services firms. Information systems play a critical role here as political, functional and social pressures may lead to the deinstitutionalization of existing structures, processes and practices. This research examines how an investment management system is introduced by a leading IT vendor across eight client sites in the post-crisis era. Using institutional theory, it examines changes in working practices occurring at the environmental and organizational levels and the ways in which technological interventions are used to apply disciplinary effects in order to prevent inappropriate behaviors. The results extend the constructs of deinstitutionalization and identify empirical predictors for the deinstitutionalization of compliance and trading practices within financial organizations.

Academic writing has a tendency to be turgid and impenetrable. This is not only anathema to communication between academics, but also a major barrier to advancing construction industry development. Clarity in our communication is a prerequisite to effective collaboration with industry. An exploration of what it means to be an academic in a University is presented in order to provide a context for a discussion on how academics might collaborate with industry to advance development. There are conflicting agendas that pull the academic in different directions: peer group recognition, institutional success and industry development. None can be achieved without the other, which results in the need for a careful balancing act. While academics search for better understandings and provisional explanations within the context of conceptual models, industry seeks the practical application of new ideas, whether the ideas come from research or experience. Universities have a key role to play in industry development and in economic development.

Expediting new program development can help universities meet student and employer demand while gaining an edge over competitors, but coordinating program development and approval requires careful preparation and execution. This report profiles strategies to measure market demand for new programs, choose programs for accelerated development, and leverage internal resources. The report also suggests ways to structure and staff program development to maximize speed and effectiveness.

Pesquisas recentes tem se concentrado em analisar se as vantagens competitivas podem ser sustentáveis em um contexto hipercompetitivo. Literatura existente que tem analisado economias emergentes descobriu que o desenvolvimento do contexto institucional contribui para a criação de condições hipercompetitivas. Reconhecendo a importância dessas pesquisas no campo da gestão estratégica, mas ao invés de concentrar a atenção em países emergentes, este trabalho considera crucial ter um espectro mais amplo como objeto de estudo com países que diferem em suas características. Nesta pesquisa foi usada uma metodologia diferente dos estudos que foram tomados como referência para o trabalho, como a feita por Hermelo e Vassolo (2010) que centraram a sua atenção nos países em desenvolvimento analisando o efeito das instituições e os ambientes hipercompetitivos na sustentabilidade das vantagens competitivas. As pesquisas anteriores foram complementadas incluindo dados de empresas em países em desenvolvimento e desenvolvidos, isto para determinar a diferença de desempenho econômico superior persistente ao longo do tempo entre eles com a ideia de mostrar como o meio ambiente não é apenas um fator-chave, mas também um componente principal no desenvolvimento de vantagens competitivas. Usando o test Kolmogorov Smirnov e o Propensity Score Matching para reduzir viés, as questões de vantagem competitiva sustentável e os efeitos do contexto institucional foram analisados, tomando cuidado com a comparação uma vez que as suas diferenças podem trazer resultados incorretos. Os resultados empíricos sustentam a tese de que há uma diferença significativa no desempenho econômico superior e sua sustentabilidade entre as empresas em países com essas diferenças. Considerando-se que o foco de estudo está nas instituições e reconhecendo a importância que elas têm na sociedade e crescimento econômico, estudá-las pode nos ajudar a determinar como o desempenho economico superior e o desempenho economico superior persistente poderiam ser alcançados com a estabilidade das instituições e fatores macroeconômicos favoráveis. Uma contribuição importante deste trabalho é que ele usa outras teorias relacionadas com as vantagens competitivas e as relaciona com o entorno macroeconomico e institucional com o proposito de comparar países com realidades muito diferentes através de testes estatísticos que dão uma resposta à hipótese formulada.

This research investigated the underuse of technological tools by innovative organizations which are acknowledged for their use of and familiarity with new technologies. The research conducted an analysis of 58 institutional repositories (IRs) out of 43 educational and research institutions which are internationally renowned for excellence. The core aspect of the analysis was the use of IRs for publishing and dealing with evidence in order to legitimize and add value to scientific research. The following items were analyzed: (a) the logical structuring of scientific communication published in the IRs; (b) the metadata which describe scientific communication based on the terms of the DCMI protocol used; (c) the availability of software functions which facilitate the queries and publication of evidences. Results show that the introduction of IRs did not add value to the quality of research in\ terms of associating and publishing evidence that could back them up. A strong tendency to replicate the traditional library model of physical collections was observed. It was concluded that merely possessing good technological tools is not sufficient for fostering innovation and strategic gains in organizations, even if their implementation takes place in highly promising and favorable environments.

The uses of Information and Communication Technologies (ICT) and Web environments for creation, treatment and availability of information have supported the emergence of new social-cultural patterns represented by convergences in textual, image and audio languages. This paper describes and analyzes the National Archives Experience Digital Vaults as a digital publishing web environment and as a cultural heritage. It is a complex system - synthesizer of information design options at information setting, provides new aesthetic aspects, but specially enlarges the cognition of the subjects who interact with the environment. It also enlarges the institutional spaces that guard the collective memory beyond its role of keeping the physical patrimony collected there. Digital Vaults lies as a mix of guide and interactive catalogue to be dealt in a ludic way. The publishing design of the information held on the Archives is meant to facilitate access to knowledge. The documents are organized in a dynamic and not chronological way. They are not divided in fonds or distinct categories, but in controlled interaction of documents previously indexed and linked by the software. The software creates information design and view of documental content that can be considered a new paradigm in Information Science and are part of post-custodial regime, independent from physical spaces and institutions. Information professionals must be prepared to understand and work with the paradigmatic changes described and represented by the new hybrid digital environments; hence the importance of this paper. Cyberspace interactivity between user and the content provided by the environment design provide cooperation, collaboration and sharing knowledge actions, all features of networks, transforming culture globally. © 2011 - IOS Press and the authors.
