This paper shows the numerous problems of conventional economic analysis in the evaluation of climate change mitigation policies. The article points out the many limitations, omissions, and the arbitrariness that have characterized most evaluation models applied up until now. These shortcomings, in an almost overwhelming way, have biased the result towards the recommendation of a lower aggressiveness of emission mitigation policies. Consequently, this paper questions whether these results provide an appropriate answer to the problem. Finally, various points that an analysis coherent with sustainable development should take into account are presented.

Resumo:
The sequence of pitches which form a musical melody can be transposed or inverted. Since the 1970s, music theorists have modeled musical transposition and inversion in terms of an action of the dihedral group of order 24. More recently music theorists have found an intriguing second way that the dihedral group of order 24 acts on the set of major and minor triads. We illustrate both geometrically and algebraically how these two actions are dual. Both actions and their duality have been used to analyze works of music as diverse as Hindemith and the Beatles.

What's the role of unilateral measures in global climate change mitigation in a post-Durban, post 2012 global policy regime? We argue that under conditions of preference heterogeneity, unilateral emissions mitigation at a subnational level may exist even when a nation is unwilling to commit to emission cuts. As the fraction of individuals unilaterally cutting emissions in a global strongly connected network of countries evolves over time, learning the costs of cutting emissions can result in the adoption of such activities globally and we establish that this will indeed happen under certain assumptions. We analyze the features of a policy proposal that could accelerate convergence to a low carbon world in the presence of global learning.

There are two ways of creating incentives for interacting agents to behave in a desired way. One is by providing appropriate payoff incentives, which is the subject of mechanism design. The other is by choosing the information that agents observe, which we refer to as information design. We consider a model of symmetric information where a designer chooses and announces the information structure about a payoff relevant state. The interacting agents observe the signal realizations and take actions which affect the welfare of both the designer and the agents. We characterize the general finite approach to deriving the optimal information structure for the designer - the one that maximizes the designer's ex ante expected utility subject to agents playing a Bayes Nash equilibrium. We then apply the general approach to a symmetric two state, two agent, and two actions environment in a parameterized underlying game and fully characterize the optimal information structure: it is never strictly optimal for the designer to use conditionally independent private signals; the optimal information structure may be a public signal or may consist of correlated private signals. Finally, we examine how changes in the underlying game affect the designer's maximum payoff. This exercise provides a joint mechanism/information design perspective.

We prove rigidity and vanishing theorems for several holomorphic Euler characteristics on complex contact manifolds admitting holomorphic circle actions preserving the contact structure. Such vanishings are reminiscent of those of LeBrun and Salamon on Fano contact manifolds but under a symmetry assumption instead of a curvature condition.

La intrusió de les plantes exòtiques invasores en els espais naturals protegits de Catalunya s’ha convertit en un problema de primer ordre. En alguns d’aquests espais fa temps que s’han començat a gestionar aquestes espècies exòtiques. No és el cas del PNAP, que degut a la seva recent creació, encara no ha pogut tractar a fons aquesta problemàtica. Per tant, amb el present estudi s’ha treballat en conèixer la distribució d’aquetes espècies en el Parc i en crear una base de referència. La major part de les plantes trobades estan situades en llocs on la pressió humana es molt forta. Un cop establertes prop de les àrees més antropitzades, aquestes espècies es disseminen pel territori aprofitant-se de les zones degradades per establir-se. Per aquesta raó, també es proposen les mesures d’actuació més adients per a gestionar aquestes espècies en el territori de l’Alt Pirineu, prenent com a referent les actuacions que es duen a terme avui arreu del món.

Several factors make the local production of Bacillus thuringiensis (Bt) highly appropriate for pest control in developing nations. Bt can be cheaply produced on a wide variety of low cost, organic substrates. Local production results in considerable savings in hard currency which otherwise would be spent on importation of chemical and biological insecticides. The use of Bt in Brazil has been limited in comparison with chemical insecticides. Although Bt is imported, some Brazilian researchers have been working on its development and production. Fermentation processes (submerged and semi-solid) were applied, using by-products from agro-industries. As the semi-solid fermentation process demonstrated to be interesting for Bt endotoxins production, it could be adopted for small scale local production. Although promising results had been achieved, national products have not been registered due to the absence of a specific legislation for biological products. Effective actions are being developed in order to solve this gap. Regardless of the biocontrol agents being considered atoxic and harmless to the environment, information related to direct and indirect effects of microbials are still insufficient in many cases. The risk analysis of the use of microbial control agents is of upmost importance nowadays, and is also discussed.
