A ascensão da sociedade industrial ocasionou a explosão demográfica das cidades, instaurando na urbe problemas de moradia, circulação, de segurança entre outros. O movimento modernista em arquitetura procurou responder às novas demandas com a concepção de uma cidade racionalizada, tal qual o novo modo de produção. Esta cidade seria setorizada por funções, a fim de evitar a segregação eminente. Porém, a aplicação deste modelo não respondeu de maneira efetiva os problemas cada vez maiores, e, a partir da metade do Século XX surgem em diversos países teorias que buscavam na cidade pré-industrial a viabilidade para a nova era. Teorias desenvolvidas na Europa defendiam a criação de uma cidade plurifuncional, onde os espaços se direcionariam a diversas funções e público a fim de garantir a vitalidade urbana. Na América do Norte estas premissas também são defendidas, porém sempre utilizando o espaço polivalente como mecanismo de promoção urbana. Logo, na contemporaneidade verifica-se o surgimento de duas forças opostas que interferem no espaço urbano: a primeira, a grande força do capital privado que busca intensificar seus lucros mesmo utilizando-se de “discursos sociais”, e a outra é definida pela força da sociedade como um todo, que busca no desenvolvimento sustentável, um meio de garantir a qualidade de vida não só para os dias atuais, mas também para as gerações futuras. Curitiba passa por todas estas interferências ao longo de sua urbanização, desde a racionalização modernista na concepção para o primeiro plano global para a cidade - o Plano Agache, passando por influências historicistas onde é aplicada a requalificação dos espaços urbanos no centro da cidade, e culminando na última década com políticas voltadas para o desenvolvimento sustentável, buscado em parte pela descentralização urbana. Esta, já se encontrava em processo de implantação com a criação dos eixos estruturais na segunda metade do Século XX, sendo consolidada com a criação de centros de bairro chamados Ruas da Cidadania na periferia da cidade. Na realidade, na década de 90, Curitiba sofreu a ação de uma intensa industrialização que ocasionou o rápido adensamento do meio construído e com a multiplicação de funções por ela abrigada. Decorrentes disso os fluxos urbanos se tornaram mais confusos, insuficientes para atender às novas necessidades da população. Face todas estas circunstâncias, originárias a partir do processo de industrialização, a urbanização em Curitiba foi sendo guiada por meio de um processo que visava a descentralização tanto política como de serviços. Os novos centros de bairro foram criados dentro de uma política pautada nos novos modelos de gestão urbana, que defendem valores como direito à cidadania e a democratização dos espaços públicos, tendo como principal função a descentralização políticoadministrativa da cidade. As Ruas da Cidadania, objeto deste estudo, são o resultado de uma seqüência de ações do Poder Público Municipal para tentar, na medida do possível, abrandar os efeitos negativos do inchaço populacional nas periferias de Curitiba, procurando ainda proporcionar a melhor integração da comunidade, uma vez que também se caracterizam por ser um espaço de reivindicações e de debates sobre o território.

O tema segurança pública é dinâmico e as transformações sociais exigem cada vez mais agilidade do Estado para compreendê-las e responder às demandas em tempo real. O histórico da segurança pública no Brasil é pautado por um regime fortemente autoritário e repressivo, a cargo das polícias, que priorizam o combate à violência e à criminalidade, em detrimento de enfrentar as causas promotoras da insegurança pública, como preceituam as teorias mais recentes da área. A partir da Constituição de 1988, às Prefeituras é facultada a criação de Guardas Municipais para colaborar na segurança das cidades, contribuindo para evitar ou minimizar a configuração de crimes. Todavia, o papel dos Municípios em segurança ainda está em fase de consolidação, inexistindo um perfil mais uniforme que permita a criação de uma identidade para as corporações. Em São Paulo, a Guarda Civil Metropolitana, “de natureza permanente, uniformizada e armada”, subordinada à Secretaria Municipal de Segurança Urbana, é “o principal órgão de execução da política municipal de segurança urbana”. O presente trabalho se propõe a identificar em que medida o efetivo da Guarda Civil Metropolitana de São Paulo é preparada pelo Centro de Formação em Segurança Urbana para uma atuação pautada por uma filosofia preventiva e comunitária, especialmente no curso anual obrigatório denominado Estágio de Qualificação Profissional (EQP). O diagnóstico foi realizado avaliando a grade curricular do EQP, o conteúdo programático, a metodologia das aulas, o corpo docente, as avaliações dos alunos e dos professores, a administração do curso e as instalações do Centro de Formação. Foi possível constatar melhorias a serem feitas nestes diferentes quesitos e elaborou-se um novo modelo de Estágio de Qualificação Profissional, orientado para uma atuação focada na prevenção e no caráter comunitário da Guarda Civil Metropolitana.

Esta tese apresenta novas possibilidades metodológicas no campo do urbanismo através da aplicação de técnicas derivadas da ciência da geoinformação a luz das teorias de economia urbana. O trabalho está organizado em torno de três ensaios. Cada ensaio se dedica a apresentação e análise de uma questão específica identificada como relevante dentro das teorias da economia urbana no contexto de cidades brasileiras. O primeiro ensaio tem como objetivo investigar as relações que possam existir entre os processos de expansão urbana e a segregação socioespacial na cidade de São Paulo. Situando a discussão dentro de uma perspectiva de economia urbana, o ensaio parte do pressuposto de que ambos os processos estão relacionados às forças de mercado habitacional, incluindo suas falhas inerentes, que acabam por definir a distribuição dos grupos populacionais de acordo com suas características socioeconômicas. O estudo se debruça sobre uma questão central ao debate urbanístico atual que é a ocupação contínua das áreas de fronteira urbana e na forma como este processo impacta a estrutura urbana. O segundo capítulo traz o ensaio onde tratamos de analisar as questões relativas à distribuição dos empregos na cidade de São Paulo e suas consequências para os modelos de economia urbana baseados em gradientes de renda e valor da terra. O terceiro capítulo traz o ensaio no qual retomamos a discussão sobre os processos de expansão urbana, porém situando a discussão a partir de uma perspectiva dinâmica em cidades médias em rápido crescimento demográfico. Neste contexto, há o reconhecimento de que a composição dos preços da terra nas áreas limítrofes da mancha urbana sofre uma forte influência de expectativas de retornos levando a uma sobrevalorização do preço gerada por processos de retenção de terras. Em uma análise aplicada às cidades amazônicas de Marabá e Santarém, buscamos caracterizar em uma perspectiva comparativa os processos de conversão da terra em usos urbanos nas últimas três décadas. Incorporando a informação sobre os usos do solo anteriores a conversão para uso urbano, criamos uma escala de potencial de conversão relativo a cada uso. Partindo do pressuposto de que é possível estabelecer representações matemático-computacionais da estrutura urbana em sistemas de informação geográfica, o trabalho espera contribuir para a constituição dos territórios digitais como expressões quantitativas de conceitos sobre os diferentes processos ambientais e socioeconômicos que acabam por definir o ambiente urbano. Através destas representações, buscar inserir o território no centro das decisões políticas e econômicas que seguem continuamente conformando essas cidades e as condições objetivas de vida que elas propiciam.

No período da gestão do Partido dos Trabalhadores (PT) no governo federal, configurou-se uma dupla agenda para a política habitacional brasileira: a primeira ligada à plataforma de reforma urbana, com previsão de descentralização entre os entes federativos e gestão participativa, e a segunda consubstanciada a partir das premissas de reestruturação do setor imobiliário e da construção civil, estruturada em uma política exclusiva de provisão habitacional com promoção privada e financiamento a partir de fundings públicos. No presente trabalho analisou-se a trajetória desta política nos anos 2000, tendo como foco principal o processo decisório que estruturou o arranjo permitindo a convivência destas duas agendas paralelas. Apesar das contradições e conflitos entre elas, também houve um tipo especial de imbricamento que produziu um jogo não só de coexistência, mas com ganhos para ambas. Combinando a análise institucional com abordagens teóricas focadas no papel dos atores e suas coalizões na transformação das políticas públicas, a tese teve como principal hipótese a existência de uma coordenação de interesses desenvolvida como marca característica do governo Lula e que sustentou a combinação destas duas agendas. Este modelo lulista de governança explicou e garantiu, em boa medida, a distribuição de benefícios a ambas as coalizões, além de ter legitimado a política habitacional dentro da agenda pública.

Nowadays, evaluation methods to measure thermal performance of buildings have been developed in order to improve thermal comfort in buildings and reduce the use of energy with active cooling and heating systems. However, in developed countries, the criteria used in rating systems to asses the thermal and energy performance of buildings have demonstrated some limitations when applied to naturally ventilated building in tropical climates. The present research has as its main objective to propose a method to evaluate the thermal performance of low-rise residential buildings in warm humid climates, through computational simulation. The method was developed in order to conceive a suitable rating system for the athermal performance assessment of such buildings using as criteria the indoor air temperature and a thermal comfort adaptive model. The research made use of the software VisualDOE 4.1 in two simulations runs of a base case modeled for two basic types of occupancies: living room and bedroom. In the first simulation run, sensitive analyses were made to identify the variables with the higher impact over the cases´ thermal performance. Besides that, the results also allowed the formulation of design recommendations to warm humid climates toward an improvement on the thermal performance of residential building in similar situations. The results of the second simulation run was used to identify the named Thermal Performance Spectrum (TPS) of both occupancies types, which reflect the variations on the thermal performance considering the local climate, building typology, chosen construction material and studied occupancies. This analysis generates an index named IDTR Thermal Performance Resultant Index, which was configured as a thermal performance rating system. It correlates the thermal performance with the number of hours that the indoor air temperature was on each of the six thermal comfort bands pre-defined that received weights to measure the discomfort intensity. The use of this rating system showed to be appropriated when used in one of the simulated cases, presenting advantages in relation to other evaluation methods and becoming a tool for the understanding of building thermal behavior

This study aims at solidifying the theoretical bases to provide, above all, an explanation for this phenomenon which currently happens, with a scenario of social, political, economic and cultural transformations worldwide in medium cities. Nevertheless, because it has different dimensions from its transformation axes, gentrification comes with change, but also with the introduction of a new purpose in the space using and occupation, outlining in this context the identity of places from the formation of centralities with the presence of flows with social and economic dynamicsThe current forms of geographic space appropriation show the directions of the senses and ideological profile which recreates the meanings and uses of content and materials from descriptions of a historical past. However, today there is an economic context in the urban space which refers to a search of strategies for change, i.e., the acquisition of parameter aimed at meeting the demands of the relationship between capital and labor, which ends up overriding some actions for the specification of the transformation methods within the urban space to be explained by new needs and also by the agents from the value adding to their interests and investments. Thus, we assume that the appreciation/gentrification of urban spaces may or may not result from the building of a public space, since the dialogic structure as a place of political interaction externalize conflicts and disagreements in general; it keeps segregating spaces. As new spaces are transformed, the access to them tends to happen with particular restriction, whereas some places like parks, shopping malls, high-rise and horizontal condos are the scene for major professional and family events. In this context, the gentrification process is used to designate interventions in the urban environment, in certain city spaces which are considered central to public and private investments. A historical place is permitted to be presented as a scenario, a stage full of attractions, through the transformation process. Studying gentrification consists of an analysis of the underlying interests in the transformation of these areas, and especially of the assessment of the interest level in the private sector to partner in order to modify the landscape. Gentrification results from the transformation processes of capital, which influences the efforts and investments application in order to establish and achieve optimal economic growth, focusing on a location socio-culturally centered in the urban space. Thus, the urban social structure develops in the light of some questions that relate not only the cities growth but also environmental conditions it provides in cities like Mossoro, State of Rio Grande do Norte, Brazil 2005 a 2011.

In the teaching practice of architecture and urbanism in Brazil, educational legislation views modeling laboratories and workshops as an indispensable component of the infrastructure required for the good functioning of any architectural course of study. Although the development of information technology at the international level has created new possibilities for digital production of architectural models, research in this field being underway since the early 1990s, it is only from 2007 onwards that such technologies started to be incorporated into the teaching activity of architecture and urbanism in Brazil, through the pioneering experience at LAPAC/FEC/UNICAMP. It is therefore a recent experiment whose challenges can be highlighted through the following examples: (i) The implementation of digital prototyping laboratories in undergraduate courses of architecture and urbanism is still rare in Brazil; (ii) As a new developing field with few references and application to undergraduate programs, it is hard to define methodological procedures suitable for the pedagogical curricula already implemented or which have already been consolidated over the years; (iii) The new digital ways for producing tridimensional models are marked with specificities which make it difficult to fit them within the existing structures of model laboratories and workshops. Considering the above, the present thesis discusses the tridimensional model as a tool which may contribute to the development of students skills in perceiving, understanding and representing tridimensional space. Analysis is made of the relation between different forms of models and the teaching of architectural project, with emphasis on the design process. Starting from the conceptualization of the word model as it is used in architecture and urbanism, an attempt is made to identify types of tridimensional models used in the process of project conception, both through the traditional, manual way of model construction as well as through the digital ones. There is also an explanation on how new technologies for digital production of models through prototyping are being introduced in undergraduate academic programs of architecture and urbanism in Brazil, as well as a review of recent academic publications in this area. Based on the paradigm of reflective practice in teaching as designed by Schön (2000), the experiment applied in the research was undertaken in the integrated workshop courses of architectural project in the undergraduate program of architecture and urbanism at Universidade Federal do Rio Grande do Norte. Along the experiment, physical modeling, geometric modeling and digital prototyping are used in distinct moments of the design process with the purpose of observing the suitability of each model to the project s phases. The procedures used in the experiments are very close to the Action Research methodology in which the main purpose is the production of theoretical knowledge by improving the practice. The process was repeated during three consecutive semesters and reflection on the results which were achieved in each cycle helped enhancing the next one. As a result, a methodological procedure is proposed which consists of the definition of the Tridimensional Model as the integrating element for the contents studied in a specific academic period or semester. The teaching of Architectural Project as it is developed along the fifth academic period of the Architecture and Urbanism undergraduate program of UFRN is taken as a reference

The `Outorga Onerosa do Direito de Construir - OODC` (Public Concession of Building Rights), instrument instituted by The City Statute in 2001, has as main objective the recovery of urban property, seeking for a fair distribution the urbanization benefits. The possibility of usage of the OODC instrument is linked to the maximum utilization coefficient, determined to specific areas in accordance to existing infrastructure conditions, further taking into account the formal real estate market, expansion axis and crowding. Being an instrument which establishes values to be paid for a better use of land, it maintains a narrow relation to the real estate, incentivizing or discouraging the crowding in specific areas. The present study investigates the relationship between the criteria for the making of the Public Concession of Building Rights instrument and the dynamics of the formal real estate market. It takes as empiric universe Parnamirim (RN), part of the Natal Metropolitan Area (RN), focusing on the application of the OODC in the period of 2008-2010. It seeks to better understand the necessary basis for the formulation of the instrument, about how it works and its relation to the formal real estate market. It aims to depict the formal real estate market by presenting the production of urban space in Parnamirim in terms of intensity and nature of the real estate, furthermore identifying the licensed properties through the application of the municipality instrument. For the conclusion, it is discussed the criteria for the formation of OODC, its relationship to the dynamics of the formal real estate market and its influencing possibilities in the processes of usage and occupation of land in the context of urban planning

Building design is an effective way to achieve HVAC energy consumption reduction. However, this potentiality is often neglected by architects due to the lack of references to support design decisions. This works intends to propose architectural design guidelines for energy efficiency and thermal performance of Campus/UFRN buildings. These guidelines are based on computer simulations results using the software DesignBuilder. The definition of simulation models has begun with envelope variables, partially done after a field study of thirteen buildings at UFRN/Campus. This field study indicated some basic envelope patterns that were applied in simulation models. Occupation variables were identified with temperature and energy consumption monitoring procedures and a verification of illumination and equipment power, both developed at the Campus/UFRN administration building. Three simulation models were proposed according to different design phases and decisions. The first model represents early design decisions, simulating the combination of different types of geometry with three levels of envelope thermal performance. The second model, still as a part of early design phase, analyses thermal changes between circulation halls lateral and central and office rooms, as well as the heat fluxes and monthly temperatures in each circulation hall. The third model analyses the influence of middle-design and detail design decisions on energy consumption and thermal performance. In this model, different solutions of roofs, shading devices, walls and external colors were simulated. The results of all simulation models suggest a high influence of thermal loads due to the incidence of solar radiation on windows and surfaces, which highlights the importance of window shading devices, office room orientation and absorptance of roof and walls surfaces

The objective of this study is to assess the natural light of the classrooms sectors, at Universidade Federal do Rio Grande do Norte. It was applied the Post-Occupation Evaluation technique, by using questionnaires and brightness levels measurements inside the classrooms. In order to check the users satisfaction degree, it was initially done a general approach on the related aspects to natural light: their characteristics, availability, sources, opening systems and evaluating tools. It was also determined the necessary brightness levels for the activities development in the classroom and the Post-Occupation Evaluation technique used in the search analyses. Then, it was made the UFRN Campus` characterization; the models` definition which formed the data collection basis; the detailing of the procedures used in the research, the processing description and the data analysis. Subsequently, the results that clarify the issues raised were shown through quantitative and / or qualitative data analyses. This research notes a high level of satisfaction by the users, despite some problems such as the reflections occurrence on the board, the lack of uniformity and, occasionally, the brightness low levels

This study intends to enhance the existing knowledge concerning the patterns of the uses of space for low cost housing in Parnamirim, Rio Grande do Norte, Brazil, by way of comparative morphological studies in spatial arrangements and articulations regarding three distinct, however inter-related, sets of social housing: (1) a development comprising 21 self-built houses erected on public routes and illegal plots within a tract of land originally designed to be an industrial development: (2) architect-designed houses built by the public authority in order to accommodate the previous 21 (plus a few additions) families occupying the self-built dwellings, and (3) modifications performed by dwellers on a total of those 24 houses built by the public authority after an occupation period of one year. The predominant uses of each room within the self-built and modified houses were represented in ground plan, based on empirical observation, surveys with dwellers and the use of analytical procedures of morphologic analysis of nature predominantly geometric (specific) and topology (space syntax analysis). A scale of priorities was identified in relation to the uses of each room, its geometrical arrangement (adjacency, front/back relations etc), and underlying structures (connectivity, depth and spatial integration) in order to establish congruencies and non-congruencies between a social-cultural order embedded in the self-built domestic space and the design logic contained in the houses offered by official agencies. The comparative analysis points towards the convivial existence of two tendencies: one that seems to reinforce a design logic inasmuch as the additions and modifications performed by the dwellers do not alter but even emphasize the original configuration of the designed houses, and another one in which those patterns are subverted in accordance with a logic which, to a lesser or greater degree, coincides with that of the self-built dwellings

The research investigates the acting and the importance for the users of the public squares located predominantly in residential areas. It presents the results of the posoccupation evaluations accomplished in three squares, whose physical, environmental characteristics, equipments and fumitures are different in its qualities and amounts, taking in consideration aspects related to the users' physical and psychological comfort and of the inhabitants of the I spill. The collection of data involved physical risings and of files, observations behavious, application of questionnaires and interviews, analyzed qualitative as quantitatively so much for a larger precision and validity of the investigation. The results were obtained through the relationship among the users' perception the environmental attributes and the different levels of apropriation/use of the studied places. They indicate that the aspects composicionais of physical order of the space affects the type and the intensity of use of the squares intimately, contributing positive or negatively for its valor. It is evidenced like this, that the low freqüentation of the public squares of Natal, is due mainly to referring aspects to the physical quality and the amount of the fumitures and urban equipments. It is ended that the investments and the physical planning of these public spaces should be based in the real knowledge of the aspirations of the population objective, in way to allow its largest use and valor

This research aims to study dimensions of urban life in the contemporaneous city. It is an effort to understand the functioning of the contemporary city as an artifact that somehow affects social relations. The study focuses on the limits and possibilities of urbanity in the city today, understanding urbanity as a set of factors that favor wealth, diversity and spontaneity of public life. The research aims to show that cities today tend to criate fragmented urban life into at least one of the three urbanity dimensions: spatial dimension, social and temporal dimension. The study involves the analysis of two public spaces in Fortaleza (Praça do Ferreira and the open urban public spaces of the Centro Cultural Dragão do Mar), using Space Syntax Analysis methods and for Post Occupancy Evaluation procedures. Research shows that temporal dimension of urbanity is limited in the public spaces studied. In Praça do Ferreira, spatial and social dimensions are present, but their effects are limited by the temporal dimension. The Dragão do Mar, on the other hand, the spatial and social dimensions of urban life are more limited and more concentrated in time

This work presents a reflection on possibilities and boundaries of consolidation and expansion of human settlements characterized as traditional communities that are located within protected areas, using as study reference the State Sustainable Development Reserve Ponta do Tubarão, at Rio Grande do Norte state. The main topics highlight the conflict between the right to housing and the prevalence of fundamental rights of traditional populations, opposed to the diffuse right to environment, according to the regulatory framework of the Brazilian Urban and Environmental Policies. At the same time that these settlements, historically built, are substantiated by the principles of recognition of rights to traditional populations, they are in a condition of complexity to the resolution of conflicts in its urban dimension and lead to an impairment of natural sites. This work questions how the instruments of land use and occupation are defined and relate to environmental planning, especially considering that the settlements are located in Permanent Preservation Areas (APP). It aims to further the discussion of the urban dimension in settlements, characterizing its formation and growth process, to identify the gaps and convergences between the Urban and Environmental Policy, under the foundations of a socio-environmental approach. The results spotlights the conflicts between occupation and natural areas, inferring that the definition of Urban Policies instruments and its integration with Environmental Policies instruments account for essential and priority actions to the achievement to the rights to a sustainable city, as determined in the Cities Statute and environmental protection goals, defined for the Conservation Units

The railroad, from 1870 and on, becomes an usual complaining in the press s and politician elite s speeches, especially because of Natal s geographic isolation. The implantation of two railroads in the capital territory Estrada de Ferro de Natal a Nova Cruz, afterwards part of Great Western Railway Company network, and Estrada de Ferro Central do Rio Grande do Norte had serious implications in the urban environment. While railroad s structures were already consolidated, other transportation mechanisms were being implanted in the first decades of the 20th century, such as trams lines, which, by the way, was a transport modal that also used rails as a dislocation meaning. Considering these questions, we may ask: how come railroads and tramways demands, roads and buildings had influenced the internal organization of Natal? We work with the general hypothesis that the influence of technical networks, composed by tramways and railroads, over Natal s urban space happened in a diversified way, sometimes consolidating social aspects in certain areas, sometimes improving the occupation of others. The impact over the city s territory also happens in a diversified way between the buildings/railroad s complexes and the pathways. The different scale of the train in comparison to the trams velocity, size, noise level, flow, among others is also a cause to the different consequences in urban environment. The main objective of this work is to understand the role of circulation technical networks in the construction process of urban space in Natal, as a way to contribute to the urban historiography about the subject. The time frame adopted, between 1881 and 1937, marks the time path of railroads and tramways in Rio Grande do Norte: 1881 is the year of railroad s first section inauguration from Natal to São José do Mipibu as well of the railroad complex in the Republic Square in Natal; the year of 1937 marks the beginning of tramways declination process in the city. At this time railroads and tramways had to face more intensively the competition of motor vehicles. The theory reference adopted is based on concepts and analysis of authors, such as Flávio Villaça and Roberto Lobato Corrêa references to the concepts of urban structure , localization and accessibility and Gabriel Dupuy to explain the concept of urban technical networks . These references reveal the conflict of different realities in the urban universe interests and values which is an important factor about the construction of urban space. The information sources used were from two distinctive natures: primary, journals of the time studied and official government reports, and secondary, based on other works about the subject. It was also used by this study iconographic source, especially images from the data base of the research group História da Cidade, do Território e do Urbanismo .
