During a long time, the term competence has been used in different fields. Among those fields, and one of the most important, we can mention the educational system, from preschool to university levels. The term has to be understood as one person integral behavior, making him/her able to enter the labor force in the most competitive way. Within the university realm, experts have tried to include the model of competences as a transversal axle into the teaching-learning process. In European universities, such model has been implemented in most of them. In Latin America universities, on the other hand, it has been used in a good number of countries. The importance of early detection of competences among target populations in education has been widely discussed. However, it has been highlighted the necessity of considering romantic or subjective competences, which seem to lack of value in this complex and competitive actual world. The term competence has been classified as genetic competence, or common and specific competence. The latter is related to the knowledge scope. Within the counseling field, specifically, the general and specific competences are deemed highly appropriate for good a work performance. This article focuses on the main antecedents of competences and analyzes this approach from counseling field perspective. In regards to this specific aspect, a survey with professionals in counseling was carried out. Such a survey ends up dealing with some of the competences considered unavoidable for an accurate performance of professionals in counseling. It is important to mention that the competences of the survey mainly point out to genetic competences rather than to specific competences.

Este trabajo presenta un estudio retrospectivo de los orígenes y evolución de la aplicación de Sistemas de Información Geográfca (SIG) y Teledetección (TD) en nuestro país. Se inicia por el rol desempeñado del Profesor Merrill Lyew dentro de la Escuela de Ciencias Geográfcas de la Universidad Nacional, pasando luego por una breve descripción del proceso de implementación de SIG y TD en los centros de enseñanza superior estatales.En esta breve descripción se analiza cómo diferentes unidades académicas han ido incorporando la tecnología SIG y TD en sus planes de estudio.Posteriormente, se presenta una aproximación de la situación actual SIG y TD en las instituciones públicas y privadas y cómo ellas han venido incorporando estas tecnologías en su quehacer diario. Se hace alusión a diferentes eventos que se han llevado en Costa Rica con el objetivo de compartir experiencias en las más diversas aplicaciones.De la misma manera se citan algunas de las principales empresas privadas que se dedican a la venta de insumos, aplicaciones, capacitaciones y software en el campo SIG y TD. En el camino óptimo se visualizan dos opciones por seguir: la consolidación ofcial de un organismo, comisión o secretaría que tenga bajo su responsabilidad la organización de la Infraestructura Nacional de Datos Geoespaciales. La segunda versa sobre el esfuerzo realizado por las Escuelas de Geografía de la Universidad de Costa Rica y Universidad Nacional para ofrecer a partir del 2008 el Programa de Maestría Profesional en Sistemas de Información Geográfca y Teledetección. Palabras claves: Sistemas de Información Geográfca (SIG), Teledetección, Evolución, Historia, Costa Rica.Abstract This work is a retrospective study of the origins and evolution of the applications of Geographic Information Systems (GIS) and Remote Sensing in our country. It begins with the work of Prof. Merryl Lyew of the School of Geographic Sciences at Universidad Nacional and continues with a brief description of the GIS and Remote Sensing implementation process at state centers of higher education.It also analyzes how different academic departments have incorporated GIS and Remote Sensing technology in their courses of study.Subsequently, this work presents an approximation of the actual situation regarding GIS and remote sensing in public and private institutions and how these technologies have become incorporated in their daily work. It also refers to the different events that have been carried on in Costa Rica with the objective of sharing experiences in the most diverse applications. In the same way, this work cites some of the principal private businesses dedicated to the sale of supplies, applications, training and software in the feld of GIS and remote sensing. Two options are seen as the best way to pursue the offcial consolidation of an agency, commission or administrative department to have under its responsibility organization of the National Infrastructure of Geospatial Data. Este artículo analiza la relación entre ecoturismo y desarrollo local, aborda un enfoque teórico del concepto de ecoturismo y enfatiza su relación práctica con el desarrollo local. Con el objetivo de evaluar profundamente esta relación se presenta la Península de Osa, como caso de estudio. Se estudia la participación comunal como indicador del desarrollo local provocado por el ecoturismo. Además, se muestra una evaluación de los efectos del ecoturismo en el sistema social local. De acuerdo con los resultados de esta investigación, el modelo de ecoturismo que se ha implantado en el área de estudio ha creado las condiciones para una segregación social que facilita una marginación social para los sectores campesinos en el área.ARSTRACTSThis article analyzed the relationship between ecotourism and communities development. It presented a teorethical approach of the ecotourism concepts and the relationship with local development. In order to analysed deeply this relationship, this study is focus in the Osa Península, Costa Rica. This study analized the communities participation in the ecotourism industry as a indicador of the local development. In addition, there are a evaluation of the efect of ecotourism in the social local system. It found the model of ecotourism that has been developed in Osa Península provoque a spacial segregation that creade conditions for the social margination of the peasant in the study area.

Este artículo aborda la temática de la ocupación del suelo y el paisaje durante los últimos veinte años en la Reserva Indígena de Talamanca. La investigación se basa en información acerca del uso del suelo obtenida en la fotointerpretación del área de estudio durante los años 1976,1985, 1991, 1992 y 1997. Además, el análisis de la estructuración del uso del suelo y su relación con el paisaje es abordado desde la perspectiva de la dinámica poblacional, condiciones biofísicas y tenencia de la tierra. Se concluye que el capital es el elemento fundamental que determina las transformaciones en el uso del suelo durante el período de estudio en la Reserva Indígena de Talamanca, lo que ha incrementado la dependencia de agentes económicos externos y erosionado la estructura productiva autosuficiente que predominaba en el área. Lo anterior se ilustra con la expansión del monocultivo del plátano en las áreas del valle del río Telire y con el fuerte crecimiento de la población sobre estos sitios que se ha presentado durante los últimos veinte años, lo que ha provocado fuertes cambios en la estructuración del paisaje.ABSTRACT: This article analyzed the land-use patrón and the landscape at the Talamanca Indian Reservation, located in the Caribbean coast of Costa Rica. The land-use information is based in aerial photos from 1976,1985,1991,1992 y 1997 that were studied and compared the different results. In addition to it, the land-use and landscape analysis is complemented with data about population, environmental conditions y land tenure from the study area that were collected in the field. This research found that capital factor is the basic element that explain the land-use changes during the studied period. There is an increase in the depending of external economic factors that has been eroded the traditional economic system. One example of it is the expansión of the banana plantain agriculture and increase of the population in the Telire Valley.

Los sensores remotos proveen imágenes que según sus características permiten determinar cambios en el uso de la tierra. Se han desarrollado sensores con alto potencial para llevar a cabo este tipo de trabajo, aunque en ocasiones es difícil tener todos los elementos para discriminar los objetos en una misma imagen, por ello recurrimos a transformaciones para la consecución de los objetivos. Este artículo constituye un subproducto del proyecto “Análisis de los cambios del uso de la tierra en el distrito de Orosi, utilizando datos teledetectados de los proyectos CENIGA1 (TERRA 97) y CARTA2 2003: período 1997-2003”. En el caso de Carta 2003 y Spot se presenta una coincidencia temporal pero no espacial ni espectral. El objetivo es ofrecer técnicas de transformación de imágenes fotográficas y multiespectrales del proyecto Carta 2003, así como una imagen de la plataforma del Spot. Las transformaciones de las imágenes permitieron cambiar la resolución espacial y espectral, las cuales variaban de 2 a 30 metros espacialmente y de 1 a 50 en su espectro. Para los objetivos de la investigación se seleccionaron 9 bandas a las cuales fue posible aplicarles las transformaciones. Se obtuvo resultante de 2 metros de resolución espacial y 9 bandas espectrales. Utilizando las resultantes se realizó la clasificación supervisada, con lo cual se obtuvo un mayor nivel de detalle en la delimitación de los diferentes usos presentes en el área de estudio. ABSTRACT Remote sensors supply images that, according to their characteristics, allow for determining changes in land use. Sensors have been developed with a high potential to carry out this type of work, although on occasion it is difficult to have all of the elements to distinguish the objects in the same image, and for that we resort to transformations to attain the objectives. This article constitutes a byproduct of the project: “Analysis of Land Use Changes in the District of Orosi, Using Remote Sensing Data of the Projects CENIGA (TERRA 97) and CARTA 2003: Period 1997-2003”. CARTA 2003 and Spot present temporary coincidence but not spatial or spectral. The objective is to offer techniques of transforming photographic images and multispectrals of the CARTA 2003 project, such as an image of the Spot platform. Transformation of the images allowed for changing the spatial and spectral resolution, which varied from 2 to 30 meters spatially and from 1 to 50 in their spectrum. For the objectives of the investigation, nine bands were selected to which it was possible to apply the transformations, and with them managed to obtain results of 2 meters of spatial resolution and 9 spectral bands. Utilizing the results, the supervised classification was realized, obtaining a greater level of detail in defining the different uses present in the area of study.

El presente artículo trata sobre el uso de los Sistemas de Información Geográfca (SIG) de código abierto en Costa Rica. Se inicia planteando las ventajas que conlleva el aplicar este tipo de tecnolo-gías y cuáles son los benefcios que se obtienen. Seguidamente, se realiza una descripción del uso de software comercial por parte de instituciones nacionales y los diversos campos en los que son utilizados. Se plantea la importancia de los SIGs en forma general en la gestión del territorio y el manejo que se ha dado en el manejo de la información institucional. También se mencionan las ven-tajas que se tienen al usar software libre en las instituciones y como se ha venido implementando en las mismas. Por último, se realizan una serie de conclusiones que versan sobre el estado de SIG código abierto y diversas actividades que se han realizado.
Cross culture comparison of tax morale and tax compliance : evidence from Costa Rica and Switzerland

This paper analyzes the effects of internal and external social norms on tax morale and tax compliance behavior. Field data and data derived from laboratory experiments are used to examine tax morale and tax compliance behavior in Costa Rica and Switzerland. The results indicate that internal and external social norms have a significant effect on tax morale and tax compliance.

Unless sustained, coordinated action is generated in road safety, road traffic deaths are poised to rise from approximately 1.3 to 1.9 million a year by 2020 (Krug, 2012). To generate this harmonised response, road safety management agencies are being urged to adopt multisectoral collaboration (WHO, 2009b), which is achievable through the principle of policy integration. Yet policy integration, in its current hierarchical format, is marred by a lack of universality of its interpretation, a failure to anticipate the complexities of coordinated effort, dearth of information about its design and the absence of a normative perspective to share responsibility. This paper addresses this ill-conception of policy integration by reconceptualising it through a qualitative examination of 16 road safety stakeholders’ written submissions, lodged with the Australian Transport Council in 2011. The resulting, new principle of policy integration, Participatory Deliberative Integration, provides a conceptual framework for the alignment of effort across stakeholders in transport, health, traffic law enforcement, relevant trades and the community. With the adoption of Participatory Deliberative Integration, road safety management agencies should secure the commitment of key stakeholders in the development and implementation of, amongst other policy measures, National Road Safety Strategies and Mix Mode Integrated Timetabling.

This study examines the context of coordinated responses, triggers for coordinated responses, and preference for or choice of coordinating strategies in road traffic injury prevention at a local level in some OECD countries. This aim is achieved through a mixed-methodology. In this respect, 22 semi-structured interviews were conducted with road traffic injury prevention experts from five OECD countries. In addition, 31 professional road traffic injury prevention stakeholders from seven OECD nations completed a self-administered, online survey. It found that there was resource limitation and inter-dependence across actors within the context of road traffic injury prevention at a local level. Furthermore, this study unveiled the realization of resource-dependency as a trigger for coordinated responses at a local level. Moreover, the present examination has revealed two coordinating strategies favored by experts in road traffic injury prevention – i.e. self-organizing community groups, which are deemed to have a platform to deliver programs within communities, and the funding of community groups to forge partnerships. However, the present study did not appear to endorse other strategies such as the formalization of coordinated responses or a legal mandate to coordinate responses. In essence, this study appears to suggest a need to manage coordinated responses from an adaptive perspective with interactions across road traffic injury prevention programs being forged on a mutual understanding of inter-dependency arising out of resource scarcity. In fact, the role of legislation and top-down national models in local level management of coordinated responses is likely to be one of identifying opportunities to interact with self-organized community groups and fund partnership-based road traffic injury prevention events.

This study reports on an original concept of additive manufacturing for the fabrication of tissue engineered constructs (TEC), offering the possibility of concomitantly manufacturing a customized scaffold and a bioreactor chamber to any size and shape. As a proof of concept towards the development of anatomically relevant TECs, this concept was utilized for the design and fabrication of a highly porous sheep tibia scaffold around which a bioreactor chamber of similar shape was simultaneously built. The morphology of the bioreactor/scaffold device was investigated by micro-computed tomography and scanning electron microscopy confirming the porous architecture of the sheep tibiae as opposed to the non-porous nature of the bioreactor chamber. Additionally, this study demonstrates that both the shape, as well as the inner architecture of the device can significantly impact the perfusion of fluid within the scaffold architecture. Indeed, fluid flow modelling revealed that this was of significant importance for controlling the nutrition flow pattern within the scaffold and the bioreactor chamber, avoiding the formation of stagnant flow regions detrimental for in vitro tissue development. The bioreactor/scaffold device was dynamically seeded with human primary osteoblasts and cultured under bi-directional perfusion for two and six weeks. Primary human osteoblasts were observed homogenously distributed throughout the scaffold, and were viable for the six week culture period. This work demonstrates a novel application for additive manufacturing in the development of scaffolds and bioreactors. Given the intrinsic flexibility of the additive manufacturing technology platform developed, more complex culture systems can be fabricated which would contribute to the advances in customized and patient-specific tissue engineering strategies for a wide range of applications.

The Australian road traffic fatality rate is slowing down at a much lower rate than that of comparable high income countries. This slow rate of reduction may be attributable to a wide range of causes such as deficits in coordination and low community engagement. However, it may also be due to the absence of understanding of systems thinking in road safety in Australia. This exploratory study aimed to investigate the perceptions of Australian stakeholders about the prevalence of a principle of the Dynamic Systems Theory, namely: self-organising. The results pointed to a need to decentralize the road traffic injury prevention efforts in Australia through a range of self-organising principles and the adoption of emergent rather than deliberate strategies.
