The objective of this paper is to test for optimality of consumption decisions at the aggregate level (representative consumer) taking into account popular deviations from the canonical CRRA utility model rule of thumb and habit. First, we show that rule-of-thumb behavior in consumption is observational equivalent to behavior obtained by the optimizing model of King, Plosser and Rebelo (Journal of Monetary Economics, 1988), casting doubt on how reliable standard rule-of-thumb tests are. Second, although Carroll (2001) and Weber (2002) have criticized the linearization and testing of euler equations for consumption, we provide a deeper critique directly applicable to current rule-of-thumb tests. Third, we show that there is no reason why return aggregation cannot be performed in the nonlinear setting of the Asset-Pricing Equation, since the latter is a linear function of individual returns. Fourth, aggregation of the nonlinear euler equation forms the basis of a novel test of deviations from the canonical CRRA model of consumption in the presence of rule-of-thumb and habit behavior. We estimated 48 euler equations using GMM, with encouraging results vis-a-vis the optimality of consumption decisions. At the 5% level, we only rejected optimality twice out of 48 times. Empirical-test results show that we can still rely on the canonical CRRA model so prevalent in macroeconomics: out of 24 regressions, we found the rule-of-thumb parameter to be statistically signi cant at the 5% level only twice, and the habit ƴ parameter to be statistically signi cant on four occasions. The main message of this paper is that proper return aggregation is critical to study intertemporal substitution in a representative-agent framework. In this case, we fi nd little evidence of lack of optimality in consumption decisions, and deviations of the CRRA utility model along the lines of rule-of-thumb behavior and habit in preferences represent the exception, not the rule.

The Brazilian economy is quasi-stagnant since 1980, with exception of the short 2006-2010 boom, caused by the high prices of the commodities. Up to 1994, the causes were the major financial crisis of the 1980s and the ensuing high inertial inflation. Since these two causes were overcome, the Brazilian economy should have resumed growth, but didn’t. According to new developmental macroeconomics, the new fact that explains this low growth is the 1990-91 trade liberalization, which had as non-predicted consequence the suspension of the neutralization of the Dutch disease. This fact made the Brazilian manufacturing industry to have since then a competitive disadvantage of 20 to 25%, which is causing premature deindustrialization and quasi-stagnation. There is a solution for this stalemate today, but liberal as well as developmental Brazilian economists are not being able to consider the new macroeconomic models that justify it

Employing the two sector model of capital accumulation in an open economy, the impact on the path of the following variables: exchange rate, wages, investment, saving, and consequently externaI debt and capital stock afier a permanent and non expected elevation of the economy productivity is determinated. Afier this positive shock, saving rate decreases, current transaction deteriorates and the exchange rate appreciates. Those are equilibrium phenomena from 3D intertemporaI point of view due to the permanent income raise and to the domestic good excess demand that follows the productivity increase. Assuming that the stabilization programa augment the economy productivity, the model could rationalize qualitatively the stylized facts witnessed after those programa.

O Brasil vem se beneficiando nos últimos anos da expansão do comércio mundial, como mostram os frequentes recordes obtidos pela balança comercial do país. Porém, se as taxas de crescimento das exportações continuarem aumentando no mesmo ritmo nos próximos anos, os diversos gargalos que impactam negativamente o processo exportador brasileiro podem se agravar ainda mais. Baseada em dados coletados de 258 empresas exportadoras brasileiras, a partir de questionário desenvolvido especificamente para tal fim, essa pesquisa exploratória identificou, quantificou e hierarquizou os principais gargalos que diminuem a competitividade das exportações brasileiras. Esses gargalos foram classificados em grupos macroeconômicos, mercadológicos, idiossincráticos, logísticos, burocráticos, legais, tributários, informacionais e institucionais. A pesquisa se diferencia de trabalhos anteriores por ter sido aplicada a um público diretamente envolvido com as atividades e dificuldades do processo de exportação – os profissionais de comércio exterior – e por considerar toda a gama de gargalos que afetam as exportações. Os estudos anteriores foram sempre focados em certos tipos de gargalos.

Este Trabalho se Dedica ao exercício empírico de gerar mais restrições ao modelo de apreçamento de ativos com séries temporais desenvolvido por Hansen e Singleton JPE 1983. As restrições vão, desde um simples aumento qualitativo nos ativos estudados até uma extensão teórica proposta a partir de um estimador consistente do fator estocástico de desconto. As estimativas encontradas para a aversão relativa ao risco do agente representativo estão dentro do esperado, na maioria dos casos, já que atingem valores já encontrados na literatura além do fato destes valores serem economicamente plausíveis. A extensão teórica proposta não atingiu resultados esperados, parecendo melhorar a estimação do sistema marginalmente.

Com a evolução dos mercados e a possibilidade de acesso a informações em tempo real, as empresas se encontram bastante expostas a variações em sua liquidez. Surge então uma necessidade de se estudar o que afeta sua operação e de que forma são afetadas por choques na economia. Este trabalho tem como objetivo investigar como variações de indicadores macroeconômicos, como por exemplo, mudanças na taxa de câmbio, no PIB, na inflação e na taxa de juros impactam no nível de liquidez corrente das empresas. Foram selecionados dados de empresas brasileiras ativas para o período de 2003 até 2011 (dados trimestrais), com ações negociadas na BM&FBovespa e não pertencentes ao setor financeiro e de seguros. Os resultados sugerem que o nível de liquidez das empresas é afetado por algumas variações de indicadores macroeconômicos. Verificou-se que variáveis como PIB, IBOVESPA e taxa de juros se relacionam positivamente com o índice de liquidez corrente. Já as variáveis câmbio e inflação se relacionam negativamente.

This paper, first, distinguishes new developmentalism, a new theoretical system that is being created, from really existing developmentalism – a form of organizing capitalism. Second, it distinguishes new developmentalism from its antecedents, Development Economics or classical developmentalism and Keynesian Macroeconomics. Third, it discusses the false opposition that some economists have adopted between new developmentalism and social-developmentalism, which the author understands as a form of really existing developmentalism; as theory, it is just a version of classical developmentalism with a bias toward immediate consumption. Finally, it makes a summary of new developmentalism – of its main political economy, economic theory and economic policy claims

Neste trabalho, estudamos os impactos de transfer^encias condicionais de renda sobre o trabalho e a educa c~ao infantis. Para tanto, desenvolvemos modelo din^amico de equil brio geral com agentes heterog^eneos, onde as fam lias enfrentam tradeo s com rela c~ao a aloca c~ao de tempo das crian cas em atividades de lazer, em escolaridade e em trabalhar. O modelo e calibrado usando dados da Pesquisa Nacional por Amostra em Domic lios, de modo que podemos quanti car os efeitos de uma pol tica de transfer^encia de renda. Finalmente, avaliamos o impacto de um pol tica semelhante ao atual Bolsa Fam lia. Nossos resultados sugerem que o programa, no longo prazo, e capaz de induzir um aumento substancial na escolaridade, al em de ser efetivo na redu c~ao do trabalho infantil e da pobreza. Al em disso, mostramos que um programa progressivo de transfer^encia condicional de renda resulta em benef cios ainda maiores.

Este trabalho tem como proposta investigar como o preço de terras de uso rural no Brasil é afetado pelos preços e exportações das principais commodities agropecuárias, bem como por variáveis macroeconômicas, como taxa básica de juros, taxa de câmbio, taxa de inflação e disponibilidade de crédito agrícola. Para tal foram consideradas as produções agrícola de algodão, café, cana-de-açúcar (e seus principais produtos açúcar e etanol), milho e soja, a produção pecuária de carne bovina e a produção industrial de celulose de fibra curta com foco em sua principal matéria prima, os plantios reflorestados de eucalipto. Em linha com estudos anteriores, foi encontrada evidência empírica de que o preço da terra possui cointegração com algumas das variáveis agrícolas, pecuárias e florestais citadas, em especial em estados com maior vocação agropecuária e/ou para silvicultura. Quanto às variáveis macroeconômicas, apenas a taxa básica de juros apresentou cointegração com o preço de terras para todos os estados avaliados, taxa de câmbio e disponibilidade de crédito rural não aparecem como variáveis estatisticamente significantes. Conclui-se que, para estados com notável participação na balança comercial brasileira de produtos agrossilvipastoris, é possível obter um modelo de equilibro de longo prazo entre o preço da terra de uso rural e as variáveis destacadas acima, de modo que investidores do setor possam utilizá-lo como ferramenta de projeção no auxílio da tomada de decisão além de avaliar potenciais impactos no valor de seus ativos A inovação do presente estudo está em testar as hipóteses de cointegração para cada um dos estados da federação.

The Rest will be able to catch up and grow faster than the West only if it goes against a “received truth”, namely that capital-rich countries should transfer their capital to capital-poor countries. This intuitive truth is the mantra that the West cites to justify its occupation of the markets of developing countries with its finance and its multinationals. Classical Developmentalism successfully criticized the unequal exchange involved in trade liberalization, but it didn’t succeed in criticizing foreign finance. This task has been recently achieved by New Developmentalism and its developmental macroeconomics, which shows that countries will invest and grow more if they don’t run current account deficits, even when these deficits are financed by foreign direct investment

This paper presents a structuralist model of the Philips curve and applies it to the US and Brazilian economies. The theoretical model starts from a simple markup rule to build a Philips curve based on the assumptions that firms have a desired rate of profit and wokers have a target real wage. Inflation expectations are modeled in terms of current inflation and the governments’ target, and the model shows that relative prices can have both a short-run and long-run influence on inflation. When applied to the US, the structuralist Philips curve results in a nonlinear model in which there are two steady states for inflation, and where the wageshare of income becomes the main instrument to drive inflation to the governments’ target. When applied to Brazil, the structuralist Philips curve reveals a nonlinear relationship between long-run inflation and the real exchange rate, so that the same inflation target can be consistent with more than one value of the exchange rate. The main conclusion of the paper is that a structuralist specification of the Philips curve is a useful instrument to model many macroeconomic topics as well as alternative theoretical closures.

Starting from the perspective of heterodox Keynesian-Minskyian-Kindlebergian financial economics, this paper begins by highlighting a number of mechanisms that contributed to the current financial crisis. These include excess liquidity, income polarisation, conflicts between financial and productive capital, lack of intelligent regulation, asymmetric information, principal-agent dilemmas and bounded rationalities. However, the paper then proceeds to argue that perhaps more than ever the ‘macroeconomics’ that led to this crisis only makes analytical sense if examined within the framework of the political settlements and distributional outcomes in which it had operated. Taking the perspective of critical social theories the paper concludes that, ultimately, the current financial crisis is the outcome of something much more systemic, namely an attempt to use neo-liberalism (or, in US terms, neo-conservatism) as a new technology of power to help transform capitalism into a rentiers’ delight. And in particular, into a system without much ‘compulsion’ on big business; i.e., one that imposes only minimal pressures on big agents to engage in competitive struggles in the real economy (while inflicting exactly the opposite fate on workers and small firms). A key component in the effectiveness of this new technology of power was its ability to transform the state into a major facilitator of the ever-increasing rent-seeking practices of oligopolistic capital. The architects of this experiment include some capitalist groups (in particular rentiers from the financial sector as well as capitalists from the ‘mature’ and most polluting industries of the preceding techno-economic paradigm), some political groups, as well as intellectual networks with their allies – including most economists and the ‘new’ left. Although rentiers did succeed in their attempt to get rid of practically all fetters on their greed, in the end the crisis materialised when ‘markets’ took their inevitable revenge on the rentiers by calling their (blatant) bluff.

The financial crisis and Great Recession have been followed by a jobs shortage crisis that most forecasts predict will persist for years given current policies. This paper argues for a wage-led recovery and growth program which is the only way to remedy the deep causes of the crisis and escape the jobs crisis. Such a program is the polar opposite of the current policy orthodoxy, showing how much is at stake. Winning the argument for wage-led recovery will require winning the war of ideas about economics that has its roots going back to Keynes’ challenge of classical macroeconomics in the 1920s and 1930s. That will involve showing how the financial crisis and Great Recession were the ultimate result of three decades of neoliberal policy, which produced wage stagnation by severing the wage productivity growth link and made asset price inflation and debt the engine of demand growth in place of wages; showing how wage-led policy resolves the current problem of global demand shortage without pricing out labor; and developing a detailed set of policy proposals that flow from these understandings. The essence of a wage-led policy approach is to rebuild the link between wages and productivity growth, combined with expansionary macroeconomic policy that fills the current demand shortfall so as to push the economy on to a recovery path. Both sets of measures are necessary. Expansionary macro policy (i.e. fiscal stimulus and easy monetary policy) without rebuilding the wage mechanism will not produce sustainable recovery and may end in fiscal crisis. Rebuilding the wage mechanism without expansionary macro policy is likely to leave the economy stuck in the orbit of stagnation.

Some sectors in Brazil are earning notoriety in the international market, configuring itself in dynamic areas for the Country. The most typical case is the agribusiness. Rio Grande do Norte state has important role, because 90% of the output of the melon exported by Brazil is produced at Assu/Mossoró. The present work planned to verify the evolution of the culture of the melon produced at Assu/Mossoró area, from 1990 to 2003. Through descriptive research, utilizing the case study and documentary analysis of secondary data this work showed the evolution of the area reaped of melon in the pole Assu/Mossoró, the quantity produced of melon and of the value of the output of the melon between 1990 and 2003. The research verified that all of the factors studied show growth during the analyzed period, showing up the importance of the agribusiness for the region. However the analysis shows the vulnerability of the sector concerning external macroeconomics factors, such as the exchange rates. Showing the importance and/or dependence of the producers for public actions to development of the culture, that might be on areas like infrastructure, economics or taxes

O presente trabalho toma como ponto de partida o modelo macrodinâmico de Richard M. Goodwin, apresentado no clássico artigo A Growth Cycle (1967). Neste modelo a interação entre distribuição de renda e acumulação de capital gera um ciclo de crescimento que oscila em torno de uma trajetória de crescimento equilibrado. O objetivo do presente trabalho é investigar a possibilidade de existência de ciclos goodwinianos com heterogeneidade de salários e de taxas de lucro. Essa análise é realizada considerando o processo de concorrência entre trabalhadores num ambiente de racionalidade limitada. Para formalizar o processo de concorrência entre trabalhadores foram utilizados dois recursos: (i) a alegoria das ilhas , que tem sido amplamente adotada na macroeconomia moderna, a fim de apreender situações de informação imperfeita; e (ii) os instrumentos analíticos desenvolvidos pela teoria dos jogos evolucionários aplicada a ambientes sociais. O modelo construído combina o modelo de Goodwin com uma formalização estilizada do fluxo de trabalho como um processo de imitação num ambiente de racionalidade limitada (dinâmica de replicação num contexto social). Neste modelo demonstra-se a possibilidade de o sistema econômico não convergir para um estado de equilíbrio de longo prazo e a possibilidade do sistema econômico convergir para um ciclo goodwiniano caracterizado por heterogeneidade de salários e de taxas de lucro.
