Ubicada en el centro del país, Río Cuarto pertenece a las cuencas lecheras más importantes del país, localizadas en las provincias de Córdoba, Santa Fe, Entre Ríos y Buenos Aires. Córdoba, con una producción promedio anual de 2,4 mil millones de litros, contribuye con un 25 por ciento a la producción nacional que según informe de la Secretaría de Agricultura Ganadería y Pesca de la Nación (2006) ha alcanzado los 9.000 millones de litros al año, ubicándose en segundo lugar después de Santa Fe. La mastitis bovina es responsable de las mayores pérdidas económicas dentro del rodeo lechero, debido a los elevados costos de la terapia antibiótica, al retiro del animal del circuito productivo, y a las consecuencias negativas ocasionadas en la reproducción. Diferentes estrategias se han desarrollado en el país y el mundo, tendientes a minimizar los problemas ocasionados por la enfermedad. De ellos, la desinfección pre y post-ordeñe y la terapia con antibióticos al secado, son los métodos de control más ampliamente utilizados. Las terapias con antibióticos, formuladas para uso intramamario, frecuentemente resultan ineficientes para prevenir o eliminar las infecciones crónicas producidas por S. aureus, principal agente causal de la enfermedad. A ello se suma el aumento en la frecuencia de cepas resistentes a los antibióticos, por lo que existen presiones cada vez mayores por parte de los entes reguladores para limitar el uso de los mismos en el ganado. La ineficacia de estos procedimientos para reducir la tasa de nuevas infecciones ha orientado la investigación hacia la búsqueda de métodos de control alternativos basados en el desarrollo de vacunas, inmunomoduladores o sustancias naturales, como un enfoque racional para controlar infecciones en animales utilizados en la producción de alimentos, o bien a la aplicación de medidas preventivas. El presente proyecto aborda el tema de la prevención de la mastitis bovina a través del estudio de una cepa de BL con propiedades probióticas en ensayos de inoculación in vivo en glándulas mamarias de bovinos para su futura aplicación en la prevención de la mastitis bovina. En particular se propone a) Determinar la capacidad de las BL seleccionada como potencial probiótico, a partir del aislamiento realizado por nuestro grupo de investigación y de otras previamente caracterizadas en el CERELA, para adherirse y colonizar el canal del pezón de la ubre, b) Profundizar en el estudio de los mecanismos involucrados en el efecto (benéfico o adverso) de la administración local de BL en el canal del pezón de la glándula mamaria y c) Estudiar las condiciones físico-químicas para la obtención de biomasa de BL y sustancias antagónicas. El proyecto sentará las bases para, en un futuro cercano, realizar el diseño de un producto a base de probióticos lo cual será un importante aporte socio-comunitario a la prevención de la mastitis bovina de altísima incidencia. El desarrollo de un producto con estas características permitirá la articulación con el sector productivo.

La ciudad es un territorio de producción social del espacio derivado del esfuerzo colectivo, que requiere la presencia del Estado en la distribución equitativa de los costos y beneficios del proceso urbanizador entre los agentes públicos y privados. En este contexto, las políticas públicas son herramientas que posibilitan el establecimiento de directrices que orientan el proceso de desarrollo del territorio. La definición de las mismas requiere, entre otros aspectos, la clara identificación de las prácticas de los agentes en el territorio en donde se inscriben proyectos sociales y en donde los intereses contrapuestos de los agentes generan negociaciones y conflictos. Esto implica que uno de los insumos claves para la definición de políticas y estrategias de gestión es la identificación y análisis de los conflictos que en el territorio se hacen evidentes o los que potencialmente pudieran existir. En estos conflictos están en disputa los sistemas de vida locales y el control de los territorios. El Ordenamiento Territorial es un instrumento de política pública, destinado a orientar el proceso de producción social del espacio en este sentido. Sin embargo, la ordenación pensada desde los enfoques neoclásicos apunta principalmente a cuantificar. Hoy esa mirada no es suficiente para explicar los contextos complejos y es necesario profundizar en las cualidades del territorio y debe ser complementada con la inclusión de las prácticas de los agentes y los conflictos asociados, así como la definición de los componentes que le dan origen que sustenten espacios de decisión y negociación dinámicos. En este marco, este proyecto se plantea como hipótesis que la incorporación de los conflictos territoriales como un criterio más a tener en cuenta en las estrategias de gestión territorial es una oportunidad para potenciar el desarrollo local y como objetivo de general evaluar la utilización de los conflictos territoriales como criterios para la gestión sustentable del territorio Si bien el Proyecto se desarrollará en el arco sur del ejido municipal de la ciudad de Córdoba, se tendrán presentes las implicancias de las prácticas y/o intereses contrapuestos de la Región Metropolitana Córdoba que podrían afectar el sector de análisis particular. Para la descripción de la situación socio-ambiental y sus tendencias se elaborará cartografía digital y se simularán escenarios mediante un sistema de información geográfica (ArcGis 10.0). La recolección de información primaria para la identificación de las prácticas se hará mediante entrevistas semiestructuradas y en profundidad y grupos focales. Se determinarán las relaciones existentes entre las prácticas de los agentes, la condición ambiental y los conflictos. Se plantearán escenarios posibles considerando las tendencias actuales y diferentes opciones de actuación. Desde el punto de vista del desarrollo territorial local, se propone aportar un estudio de caso que integre datos del medio físico, de la práctica de los agentes y de los potenciales conflictos entre ellos. Esto posibilitará obtener resultados, que plasmados en propuestas de uso del territorio dinámica, facilitarán el equilibrio de fuerzas entre agentes en conflicto.

n el desarrollo contemporáneo de propuestas normativas de democracia es posible identificar una recuperación de la dimensión territorial de los procesos sociopolíticos, un redescubrimiento de lo local dado por el interés de explicar y proponer soluciones a los nuevos desafíos que la inequidad, las crisis del régimen de acumulación y las crisis en los modos de coordinación social presentan a las sociedades contemporáneas. En este contexto lo local no sólo adquiere un nuevo protagonismo en relación a las preocupaciones concernientes al desarrollo sostenible, sino también como ámbito que por cuestiones de “proximidad” constituye el espacio “natural” para la realización de la democracia. La relación estado y sociedad, las posibilidades de hacer efectiva la participación y de generar condiciones que hacen factible el control del poder político por parte de los ciudadanos parecieran encontrar en lo local mejores condiciones de realización. Sin embargo y a pesar de los avances descriptos, son escasos los intentos por profundizar la especificidad de la democracia local que aborden y articulen reflexiones teórico-conceptuales que permitan identificar principios normativos básicos contrastables empíricamente con las instituciones y prácticas locales concretas. Las bondades de la democracia local son por lo general dadas por sentadas, sin problematizar sus particularidades, su relación con una teoría general de la democracia, su relación con el territorio a diferentes escalas y sus manifestaciones en instituciones y prácticas de los actores sociales. Desde el proyecto se sostiene que a partir de la reconstrucción y problematización de los orígenes filosóficos conceptuales que sustentan la Teoría de la Democracia Local es posible identificar un marco teórico normativo que le es específico y que posibilita el reconocimiento de los meta-requisitos necesarios tanto para su realización como para su contribución al fortalecimiento del régimen democrático en general. El establecimiento de estos requisitos permitirá construir matrices analíticas para el estudio empírico de los diseños y prácticas institucionales, como así también los procesos de constitución, reproducción y contestación de tales arreglos y prácticas por parte de los actores sociales. El proyecto se propone diseñar matrices analíticas que permitan articular distintos niveles y dimensiones de análisis de la Democracia Local que sean aplicables al estudio de casos de ciudades de porte medio de América Latina.

Odour nuisance in other European countries has led to the development of techniques which employ panels of human assessors for the determination of environmental odours. Odour measurement is not widely practised in Ireland, yet local authorities are frequently in receipt of odour derived public complaints. This dissertation examines the fundamentals of odour nuisance in terms of how we perceive odours, common sources of environmental odours, the principles of odour measurement (in particular the Sutch pre-standard on olfactometry) and the extent to which odour nuisance is a problem in Ireland. The intention is to provide a reference document for use by those interested parties in the country who may be variously involved in policy making, legislative development, enforcement of environmental law or any person who has an interest in odours and the public nuisance they can give rise to. In particular the aim was to provide previously undocumented information on the prevalence of odour nuisance in Ireland, the exercision of the available powers to control odours, and the possible value of odour measurement as part of a regulatory process. A questionnaire was circulated to all local authorities in the country and 82% responded with information on their experiences and views on the subject of odours. The results of the survey are presented in summary and detailed form.

This study analyses efficiency levels in Spanish local governments and their determining factors through the application of DEA (Data Envelopment Analysis) methodology. It aims to find out to what extent inefficiency arises from external factors beyond the control of the entity, or on the other hand, how much it is due to inadequate management of productive resources. The results show that on the whole, there is still a wide margin within which managers could increase local government efficiency levels, although it is revealed that a great deal of inefficiency is due to exogenous factors. It is specifically found that the size of the entity, per capita tax revenue, the per capita grants or the amount of commercial activity are some of the factors determining local government inefficiency.

In the second half of 1980, 112 (or ca. 16%) of the inhabitants of the new settlement of São José, city of Manaus, contracted cutaneous leishmaniasis whilst clearing their properties of terra firme rainforest. With the aid of SUCAM, the authors carried out a pilot study to investigate the feasibility of reducing populations of Lutzomyia umbratilis, the local silvatic vector of Leishmania braziliensis guyanensis, by spraying insecticide on its favoured diurnal resting sites, the bases of the larger forest trees. Most manvector contact is at these resting sites and, therefore, it was encouraging to record a marked reduction of the tree-base populations of L. umbratilis for 21 days following just one application of D.D.T. emulsion in an area 200m square. Most of the treated trunks were not occupied by L. umbratilis for at least eleven months. Suggestions for extending the pilot study are made, and the need for collaboration with a clinical team is emphasized. Leishmania b. guyanensis is the aetiological agent of [quot ]pain bois[quot ], which is hyperendemic from French Guiana to central Amazônia. In the absence of proven vaccines or methods of vector control, some simple methods for limiting transmission of Le. b. guyanensis to man are listed.

This paper empirically analyses the hypothesis of the existence of a dual market for contracts in local services. Large firms that operate on a national basis control the contracts for delivery in the most populated and/or urban municipalities, whereas small firms that operate at a local level have the contracts in the least populated and/or rural municipalities. The dual market implies the high concentration and dominance of major firms in large municipalities, and local monopolies in the smaller ones. This market structure is harmful to competition for the market as the effective number of competitors is low across all municipalities. Thus, it damages the likelihood of obtaining cost savings from privatization.

Privatization of local public services has been implemented worldwide in the last decades. Why local governments privatize has been the subject of much discussion, and many empirical works have been devoted to analyzing the factors that explain local privatization. Such works have found a great diversity of motivations, and the variation among reported empirical results is large. To investigate this diversity we undertake a meta-regression analysis of the factors explaining the decision to privatize local services. Overall, our results indicate that significant relationships are very dependent upon the characteristics of the studies. Indeed, fiscal stress and political considerations have been found to contribute to local privatization specially in the studies of US cases published in the eighties that consider a broad range of services. Studies that focus on one service capture more accurately the influence of scale economies on privatization. Finally, governments of small towns are more affected by fiscal stress, political considerations and economic efficiency, while ideology seems to play a major role for large cities.

BACKGROUND: The oral cavity is frequently affected in patients with inflammatory bowel disease (IBD), especially in patients with Crohn's disease (CD). Periodontitis is thought to influence systemic autoimmune or inflammatory diseases. We aimed to analyze the relationship of periodontitis and gingivitis markers with specific disease characteristics in patients with IBD and to compare these data with healthy controls. METHODS: In a prospective 8-month study, systematic oral examinations were performed in 113 patients with IBD, including 69 patients with CD and 44 patients with ulcerative colitis. For all patients, a structured personal history was taken. One hundred thirteen healthy volunteers served as a control group. Oral examination focussed on established oral health markers for periodontitis (bleeding on probing, loss of attachment, and periodontal pocket depth) and gingivitis (papilla bleeding index). Additionally, visible oral lesions were documented. RESULTS: Both gingivitis and periodontitis markers were higher in patients with IBD than in healthy control. In univariate analysis and logistic regression analysis, perianal disease was a risk factor for periodontitis. Nonsmoking decreased the risk of having periodontitis. No clear association was found between clinical activity and periodontitis in IBD. In only the CD subgroup, high clinical activity (Harvey-Bradshaw index > 10) was associated with 1 periodontitis marker, the loss of attachment at sites of maximal periodontal pocket depth. Oral lesions besides periodontitis and gingivitis were not common, but nevertheless observed in about 10% of patients with IBD. CONCLUSIONS: IBD, and especially perianal disease in CD, is associated with periodontitis. Optimal therapeutic strategies should probably focus on treating both local oral and systemic inflammation.

This review presents up-to-date information on the distribution and control measures of babesiosis in Latin America. Bovine babesiosis caused by Babesia bovis and B. bigemia will be emphasized. The disease is endemic is most countries and poses a serious economic burdenon livestock production in the region (U.S.$1365 million/year, FAO, 1989). Of the estimated 250 million cattle in Central and South America, approximately 175 million (70%) are in tick-infested regions. Humid, tropical and subtropical areas favor development of the main vector, the one-host tick Boophilus microplus. In many regions bovine babesiosis is enzootically stable as consequence of a balanced host-parasite relationship. However, Latin America offers a wide range of epidemiologica conditions that are influenced by variations from tropical to cool climates and by susceptible purebred cattle that are regularly imported to upgrade local stocks. The control measures employed in most countries for babesiosis esentially rely on chemotherapy, use of acaricides for B. microplus, and to a lesser degree, on immunization methods. In general, these measures are expensive, time consuming, and in many cases, provide limited success. Finally, the zoonotic potential ob babesiosis will be addressd, with special emphasis on the situation in the United States. Even though bovine babesiosis has long been eradicated from the U.S.A., human babesiosis in endemic in the northeastern region of the country.

Malaria and other arthropod born diseases remain a serious public health problem affecting the lives and health of certain social groups when the two basic strategies to control fail due to : (1) the lack of effective chemoprophylaxis/chemotherapy or the rapid development of drug resistance of the infectious agents and (2) the ineffectiveness of pesticides or the arthropod vectors develop resistance to them. These situations enhances the need for the design and implementation of other alternatives for sustainable health programmes. The application of the epidemiological methods is essential not only for analyzing the relevant data for the understanding of the biological characteristics of the infectious agents, their reservoirs and vectors and the methods for their control, but also for the assessment of the human behaviour, the environmental, social and economic factors involved in disease transmission and the capacity of the health systems to implement interventions for both changes in human behaviour and environmental management to purpose guaranteed prevention and control of malaria and other arthropod born diseases with efficiency, efficacy and equity. This paper discuss the evolution of the malaria arthropod diseases programmes in the American Region and the perspectives for their integration into health promotion programs and emphasis is made in the need to establish solid basis in the decision-making process for the selection of intervention strategies to remove the risk factors determining the probability to get sick or die from ABDs. The implications of the general planning and the polices to be adopted in an area should be analyzed in the light of programme feasibility at the local level, in the multisectoral context specific social groups and taking in consideration the principles of stratification and equity

Experiences with population-based chemotherapy and other methods for the control of schistosomiasis mansoni in two subsaharan foci are described. In the forest area of Maniema (Zaire), intense transmission of Schistosoma mansoni, high prevalences and intensities of infection, and important morbidity have been documental. Taking into account the limited financial means and the poor logistic conditions, the control strategy has been based mainly on targeted chemotherapy of heavily infected people (>600 epg). After ten years of intervention, prevalences and intensities have hardly been affected, but the initial severe hepatosplenic morbidity has almost disappeared. In Burundi, a national research and control programme has been initiated in 1982. Prevalences, intensities and morbidity were moderate, transmission was focal and erratic in time and space. A more structural control strategy was developed, based on screening and selective therapy, health education, sanitation and domestic water supply. Prevalences and intensities have been considerably reduced, though the results show focal and unpredicatable variations. Transmission and reinfection were not signifcantly affected by chemotherapy alone, and eventual outcome of repeated selective treatment appears to be limited by the sensitivity of the screening method. Intestinal morbidity was strongly reduced by community-based selective treatment, but hepatosplenic enlargement was hardly affected; this is possibly due to the confounding impact of increasing malaria morbidity. The experiences show the importance of local structures and conditions for the development of an adapted control strategy. It is further concluded that population-based chemotherapy is a highly valid tool for the rapid control of morbidity, but should in most operational conditions not be considered as a tool for transmission control. The subject of this conference reflects the scientific community's interest in seeking to understand the complex causal web whose various social, economic, and biological components interact in the production and reproduction of schistosomiasis and its control in relation to community participation. From the onset, the author stresses the impossibility of dealing separately with community participation, as if social components were just one more "weapon" in the arsenal for schistosomiasis control. This study begins with a brief historical review of the 71 years of control activities with this endemic disease, stressing the enormous efforts and huge expenditures in this field vis-à-vis the limited results, despite the extraordinary technological development of specific, classical control inputs such as new treatment drugs and molluscicides. The article then discusses the various strategies used in control programs, emphasizing ideological consistencies and contradictions. Interactions at the macro and micro levels are discussed, as are the determinants and risk factors involved in producing the disease's endemicity. Unequal occupation of space leaves the segregated portion of the population exposed to extremely favorable conditions for transmission of the disease. This raises the issue of how to control an endemic disease which is so closely linked to the way of life imposed on the population. The study challenges the classical control model and suggests an alternative model now undergoing medium-term investigation in the States of Espirito Santo, and Pernambuco, Brazil. The author concludes that we do not need new strategies, but a new control model, contrary to the prevailing classical model in both concept and practice. From the conceptual point of view, the new model mentioned above is different from others in that schistosomiasis control is seen from a social perspective stressing the population's accumulated knowledge in addition to the building of shared knowledge. The model's praxis has the following characteristics: (1) it is integrated with and financed by research agencies and health services; (2) it operates at the local health services level; (3) use of molluscicides has been eliminated; (4) emphasis is given to individual medical treatment and improvement of sanitary conditions.
