El presente Estudio de Caso tiene por objetivo determinar el alcance que tiene el Enfoque de Género de ACNUR, en la garantía de los derechos fundamentales de las mujeres y las niñas en el Campamento de Refugiados de Dadaab entre 1998 y 2010. La implementación del Enfoque resulta insuficiente en el proceso de defensa de los derechos de la población femenina, pues los problemas que enfrentan han aumentado a pesar de la ayuda humanitaria brindada por organizaciones internacionales. La iniciativa de ACNUR de mejorar las condiciones de las mujeres refugiadas, se materializa en el Enfoque de Género, no obstante los resultados de su aplicación no son los esperados. El carácter correlacional y analítico de la investigación responde al enfoque cualitativo utilizado, con el propósito de entender los retos que representa Dadaab en la aplicación de un proyecto internacional.

Since the terrorist attacks of September 11, 2001, international law has had to grapple with the fundamental challenges that large-scale violence carried out by non-State actors poses to the traditional inter- State orientation of international law. Questions related to the “adequacy” and “effectiveness” of international humanitarian law, international human rights law and the law related to the use of force have been particularly pronounced. This paper focuses on the international humanitarian law implications of American drone attacks in northwest Pakistan. A highly-advanced modality of modern warfare, armed drones highlight the possibilities, problems, prospects and pitfalls of high-tech warfare. How is the battlefield to be defined and delineated geographically and temporally? Who can be targeted, and by whom? Ultimately, this paper concludes that American drone attacks in northwest Pakistan are not unlawful as such under international humanitarian law, though, like any tactical decision in the context of asymmetric warfare, they should be continuously and closely monitored according to the dictates of law with sensitivity to facts on the ground.

The conflicts of the past decade in Central America have produced substantial refugee movements into neighboring nations. Costa Rica has had to cope with an influx of refugees and migrants as large as 10 percent of its population. This work presents a case study of the situation in Costa Rica, focusing on the issue of refugee integration into the host society. It draws on qualitative field research conducted in that country during 1986. The study discusses the evolution of the Costa Rican state's response to the refugee crisis and analyzes the characteristics and impact of policies undertaken by various state bureaucracies. It also describes the assistance efforts of the United Nations High Commissioner for Refugees and private voluntary organizations, along with their interaction with the Costa Rican state. The study concludes that the government's need to maintain firm control of refugee programs has overshadowed its commitment to refugee integration. In so doing, the humanitarian purpose of refugee assistance has been compromised.
