To improve the cod stocks in the Baltic Sea, a number of regulations have recently been established by the International Baltic Sea Fisheries Commission (IBSFC) and the European Commission. According to these, fishermen are obliged to use nets with escape windows (BACOMA nets) with a mesh size of the escape window of 120 mm until end of September 2003. These nets however, retain only fish much larger than the legal minimum landing size would al-low. Due to the present stock structure only few of such large fish are however existent. As a consequence fishermen use a legal alternative net. This is a conventional trawl with a cod-end of 130 mm diamond-shaped meshes (IBSFC-rules of 1st April 2002), to be increased to 140 mm on 1st September 2003, according to the mentioned IBSFC-rule. Due legal alterations of the net by the fishermen (e.g. use of extra stiff net material) these nets have acquired extremely low selective properties, i. e. they catch very small fish and produce great amounts of discards. Due to the increase of the minimum landing size from 35 to 38 cm for cod in the Baltic, the amount of discards has even increased since the beginning of 2003. Experiments have now been carried out with the BACOMAnet on German and Swedish commercial and research vessels since arguments were brought forward that the BACOMA net was not yet sufficiently tested on commercial vessels. The results of all experiments conducted so far, are compiled and evaluated here. As a result of the Swedish, Danish and German initiative and research the European Commission reacted upon this in June 2003 and rejected the increase of the diamond-meshed non-BACOMA net from 130 mm to 140mm in September 2003. To protect the cod stocks in the Baltic Sea more effectively the use of traditional diamond meshed cod-ends with-out escape window are prohibited in community waters without derogation, becoming effective 1st of September 2003. To enable more effective and simplified control of the bottom trawl fishery in the Baltic Sea the principle of a ”One-Net-Rule“ is enforced. This is going to be the BACOMA net, with the meshes of the escape window being 110 mm for the time being. The description of the BACOMA net as given in the IBSFC-rules no.10 (revision of the 28th session, Berlin 2002) concentrates on the cod-end and the escape window but only to a less extent on the design and mesh-composition of the remaining parts of the net, such as belly and funnel and many details. Thus, the present description is not complete and leaves, according to fishermen, ample opportunity for manipulation. An initiative has been started in Germany with joint effort from scientists and the fishery to better describe the entire net and to produce a proposal for a more comprehensive description, leaving less space for manipulation. A proposal in this direction is given here and shall be seen as a starting point for a discussion and development towards an internationally uniform net, which is agreed amongst the fishery, scientists and politicians. The Baltic Sea fishery is invited to comment on this proposal, and recommendations for further improvement and specifications are welcomed. Once the design is agreed by the Baltic Fishermen Association, it shall be proposed to the IBSFC and European Commission via the Baltic Fishermen Association.

Manual inspection is required to determine the condition of damaged buildings after an earthquake. The lack of available inspectors, when combined with the large volume of inspection work, makes such inspection subjective and time-consuming. Completing the required inspection takes weeks to complete, which has adverse economic and societal impacts on the affected population. This paper proposes an automated framework for rapid post-earthquake building evaluation. Under the framework, the visible damage (cracks and buckling) inflicted on concrete columns is first detected. The damage properties are then measured in relation to the column's dimensions and orientation, so that the column's load bearing capacity can be approximated as a damage index. The column damage index supplemented with other building information (e.g. structural type and columns arrangement) is then used to query fragility curves of similar buildings, constructed from the analyses of existing and on-going experimental data. The query estimates the probability of the building being in different damage states. The framework is expected to automate the collection of building damage data, to provide a quantitative assessment of the building damage state, and to estimate the vulnerability of the building to collapse in the event of an aftershock. Videos and manual assessments of structures after the 2009 earthquake in Haiti are used to test the parts of the framework.

Post-earthquake structural safety evaluations are currently performed manually by a team of certified inspectors and/or structural engineers. This process is time-consuming and costly, keeping owners and occupants from returning to their businesses and homes. Automating these evaluations would enable faster, and potentially more consistent, relief and response processes. In order to do this, the detection of exposed reinforcing steel is of utmost significance. This paper presents a novel method of detecting exposed reinforcement in concrete columns for the purpose of advancing practices of structural and safety evaluation of buildings after earthquakes. Under this method, the binary image of the reinforcing area is first isolated using a state-of-the-art adaptive thresholding technique. Next, the ribbed regions of the reinforcement are detected by way of binary template matching. Finally, vertical and horizontal profiling are applied to the processed image in order to filter out any superfluous pixels and take into consideration the size of reinforcement bars in relation to that of the structural element within which they reside. The final result is the combined binary image disclosing only the regions containing rebar overlaid on top of the original image. The method is tested on a set of images from the January 2010 earthquake in Haiti. Preliminary test results convey that most exposed reinforcement could be properly detected in images of moderately-to-severely damaged concrete columns.

Exciting developments, that are too many to name individually, take place yearly, affecting design considerations and construction practices. This edited book brings together modern methods and advances in structural engineering and construction, fulfilling the mission of ISEC Conferences, which is to enhance communication and understanding between structural and construction engineers for successful design and construction of engineering projects. The articles in this book are those accepted for publication and presentation at the 6th International Structural Engineering and Construction Conference in Zurich. The 6th ISEC Conference in Zurich, Switzerland, follows the overwhelming reception and success of previous ISEC conference in Las Vegas, USA in 2009; Melbourne, Australia in 2007; Shunan, Japan in 2005; Rome, Italy in 2003; and Honolulu, USA in 2001. Many topics are covered in this book, ranging from legal affairs and contracting, to innovations and risk analysis in infrastructure projects, analysis and design of structural systems, materials, architecture, and construction. The articles here are a lasting testimony to the excellent research being undertaken around the world. These articles provide a platform for the exchange of ideas, research efforts and networking in the structural engineering and construction communities. We congratulate and thank the authors for these articles that were selected after intensive peer-review, and our gratitude extends to all reviewers and members of the International Technical Committee. Active vibration control (AVC) is a relatively new technology for the mitigation of annoying human-induced vibrations in floors. However, recent technological developments have demonstrated its great potential application in this field. Despite this, when a floor is found to have problematic floor vibrations after construction the unfamiliar technology of AVC is usually avoided in favour of more common techniques, such as Tuned Mass Dampers (TMDs) which have a proven track record of successful application, particularly for footbridges and staircases. This study aims to investigate the advantages and disadvantages that AVC has, when compared with TMDs, for the application of mitigation of pedestrian-induced floor vibrations in offices. Simulations are performed using the results from a finite element model of a typical office layout that has a high vibration response level. The vibration problems on this floor are then alleviated through the use of both AVC and TMDs and the results of each mitigation configuration compared. The results of this study will enable a more informed decision to be made by building owners and structural engineers regarding suitable technologies for reducing floor vibrations.

The current procedures in post-earthquake safety and structural assessment are performed manually by a skilled triage team of structural engineers/certified inspectors. These procedures, and particularly the physical measurement of the damage properties, are time-consuming and qualitative in nature. This paper proposes a novel method that automatically detects spalled regions on the surface of reinforced concrete columns and measures their properties in image data. Spalling has been accepted as an important indicator of significant damage to structural elements during an earthquake. According to this method, the region of spalling is first isolated by way of a local entropy-based thresholding algorithm. Following this, the exposure of longitudinal reinforcement (depth of spalling into the column) and length of spalling along the column are measured using a novel global adaptive thresholding algorithm in conjunction with image processing methods in template matching and morphological operations. The method was tested on a database of damaged RC column images collected after the 2010 Haiti earthquake, and comparison of the results with manual measurements indicate the validity of the method.

The experience of saving a dog that later turned out to be a Pit Bull and therefore banned under the Dangerous Dogs Act 1991, made me investigate the Act and its implications. The Act is not built on evidence and by compiling results from different studies on dog bites and breed‐specific legislation in different countries the conclusion is that there is not much empirical support for breed bans either. ‘Dangerous breeds’ do not bite more frequently than German Shepherds and directing legislation towards certain breeds deemed as ‘dangerous’ cannot therefore be seen as justified. The strength of the label ‘dangerous dog’ seems to rule out policies that follow the facts and there is more treating of symptoms than causes. [From the Author]

The term “culture war” has become a generic expression for secular-catholic conflicts across nineteenth-century Europe. Yet, if measured by acts of violence, anticlericalism peaked in the years between 1927 and 1939, when thousands of Catholic priests and believers were imprisoned or executed and hundreds of churches razed in Mexico, Spain and Russia. This essay argues that not only in these three countries, but indeed across Europe a culture war raged in the interwar period. It takes, as a case study, the interaction of communist and Catholic actors located in the Vatican, the Soviet Union, and Germany in the period between the beginning of the Pontificate of Pius XI in 1922 and Hitler’s appointment as chancellor of Germany in 1933. Using correspondence and reports from the Vatican archives, this essay shows how Papal officials and communist leaders each sought to mobilize the German populace to achieve their own diplomatic ends. German Catholics and communists gladly responded to the call to arms that sounded from Rome and Moscow in 1930, but they did so also to further their own domestic goals. The case study shows how national contexts inflected the transnational dynamics of radical anti-Catholicism in interwar Europe. In the end, agitation against “godlessness” did not lead to the return of a “Christian State” desired by many conservative Christians. Instead, the culture war further destabilized the republic and added a religious dimension to a landscape well suited to National Socialist efforts to reach a Christian population otherwise mistrustful of its völkisch and anticlerical elements.

In this article I will analyse anaphoric references in German texts and their transaltion into Portuguese. I will take as main corpus Heinrich Böll's novel Haus ohne Hüter and its translation into Portuguese by Jorge Rosa with the title Casa Indefesa. I will concentrate on the use of personal pronouns and possessives in references to both people and objects in source text and target text and I will present patterns of symmetries and asymmetries. I will claim that asymmetries in the translation of such anaphoric references can be accounted for mainly by differences in the pronominal systems and verbal systems of both languages and by differences in the way each language marks theme/topic continuity/discontinuity in discourse. Issues related to style and the translation of anaphors will also be addressed. I will finally raise some questions related to ambiguous references which can not be solved within the scope of syntax or semantics, thus requiring pragmatic interpretation based on cultural knowledge/world knowledge.

The difference between the statutory and effective tax rate for listed groups is a complex variable influenced by a variety of factors. This paper aims to analyze whether this difference exists for listed groups in the German market and tests which factors have an impact on it. Thus the sample consists of 130 corporations listed in the three major German stock indices. The findings suggest that the companies that pay less than the statutory rate clearly outweigh the ones that pay more, and that the income earned from associated companies has a significant impact on this difference.

The purpose of this project is to prepare and help ShoesCloset company for international business activity, namely in Germany. After having a careful study on the core foundation of the company I conclude that ShoesCloset has indeed potential to succeed by offering what the target segment is looking for in footwear. Nevertheless, the firm still has to improve in areas such as marketing, management operations, distribution channels and internal structure. In relation to the German market and according to my studies the best mode of entry is through direct exports, which would be under the supervision of the CEO. Moreover, it is imperative to increase the productive capacity in order to satisfy both national and international expected demands
