The primary aim of this paper is to demonstrate how technology transfer between universities and rural industries in developing countries can be achieved effectively, using independent research and advisory centres as intermediaries. It draws on a longitudinal action research study, which experiments with the process of nurturing and bridging communities of practice amongst recipients of technology and stakeholders concerned with technology diffusion, productivity and economic development. Its empirical evidence is from an academic-related, non-government intervention initiative targeting two small-scale industries, namely fish farming and coffee production, in the Cauca region of Colombia. Results demonstrate how barriers to transfer can be overcome. The intervention is considered as instrumental; its key components and outcomes are discussed in detail. © 2012 Elsevier Ltd. A két részből álló cikk a magyarországi reformfolyamat és posztszocialista átalakulás négy olyan jellegzetességét emeli ki, amelyek megszakítás nélkül, a politikai szférában bekövetkezett rendszerváltást követően is, folyamatosan jellemezték az elmúlt harminc év fejlődését: a lakosság anyagi jólétének prioritása, erős paternalista jóléti állam, a reformfolyamat és átmenet fokozatossága és a politikai nyugalom. Az 1995. március 12én bejelentett stabilizációs program - amennyiben megvalósul - jelenthet elmozdulást ezektől a jellegzetességektől. A cikk politikai gazdaságtani megközelítésben vizsgálja, hogy miért alakult ki ez a négy jellegzetesség, miképpen hatottak azok egymásra, milyen kedvező és kedvezőtlen hatásokat fejtettek ki. Az első rész az 1956os forradalom hatásából kiindulva politikatörténeti áttekintést ad, majd a mai jólét, biztonság és nyugalom prioritását és a társadalmi adósság felhalmozódását, végül a stabilizációs program gazdasági és politikai hatásait elemzi. / === / The article, consisting of two parts, emphasizes four characteristic features of the Hungarian reform process and the postsocialist transformation, which, uninterruptedly, characterized the development over the last thirty years, even after the systemic change in the political sphere. These were: priority of the material welfare of the population, a strong, paternalistic welfare state, the gradual progress of the reform process and the transition, as well as political calmness. The stabilization programme, announced on March 12,1995, may imply - if it materializes - a shift away from these characteristics. The article investigates, from the aspect of political economy, why the four characteristic features had developed, how they affected each other and what were their advantageous and disadvantageous impacts. Setting out from the impacts of the 1956 revolution, the first part gives an overview of political history and then analyses the priority of today's welfare, security and calm as well as the accumulation of societal debt and, finally, the economic and political impacts of the stabilization programme.

A tulajdonviszonyok és intézmények átalakulását is a fokozatosság, a szerves fejlődés jellemzi; Magyarországon a hosszú reformszocialista fázist a politikai fordulat után sem követte ugrás a piacgazdaság felé, bár az átalakulás felgyorsult. A cikk a fokozatosság érvényesülését az értékesítési stratégia sokféle változatát alkalmazó, burjánzó privatizációban, az új vállalkozások keletkezésének folyamatában, a liberalizálás menetében és a jogi infrastruktúra változásában mutatja be. Elemzi az átmenet során megerősödő korporatista elemek hatását a magyar gazdaságpolitikára. Végül néhány összefoglaló megjegyzést fűz a magyar fejlődéshez a politikai gazdaságtan és a politikai filozófia szemszögéből. Az elmúlt harminc évben a mindenkori kormánynak jól érzékelhető preferenciája volt a radikális intézkedések elodázása, a társadalmi adósság felhalmozódásának vállalása a konfliktusok elkerülése érdekében. A szerző felhívja a figyelmet a különböző nemzedékek eltérő időpreferenciájára és az ezzel kapcsolatos etikai problémákra. Befejezésül a népszerűtlen intézkedéseket az állampolgárok nagy hányadának véleményével szemben is felvállaló kormányzás és a demokrácia viszonyáról szól. / === / Gradualism and organic development also distinguish the transformation of property relations and institutions. Hungary's long reformsocialist phase was not followed, after the political change, by a leap towards a market economy, although the transformation became faster. The article shows how gradualism applies to the proliferating of privatization, with its wide variety of selling strategies, to the foundation process of new firms, to the course of liberalization, and to change in the legal infrastructure. It analyses the effect on Hungarian economic policy of corporatist elements which strengthen during the transition. Finally, it makes some comments summing up Hungarian development in terms of political economy and political philosophy. The government at any time in the last thirty years showed an obvious preference for putting off radical measures and accepting an accumulation of social debt as a way of averting conflict. The article notes differences of time preference between generations and the ethical problems these raise. Finally, it makes remarks on the relationship between democracy and an administration intent on unpopular measures opposed by a high proportion of citizens.

Over the last decade, the Colombian military has successfully rolled back insurgent groups, cleared and secured conflict zones, and enabled the extraction of oil and other key commodity exports. As a result, official policies of both the Uribe and Santos governments have promoted the armed forces to participate to an unprecedented extent in economic activities intended to consolidate the gains of the 2000s. These include formal involvement in the economy, streamlined in a consortium of military enterprises and social foundations that are intended to put the Colombian defense sector “on the map” nationally and internationally, and informal involvement expanded mainly through new civic action development projects intended to consolidate the security gains of the 2000s. However, failure to roll back paramilitary groups other than through the voluntary amnesty program of 2005 has facilitated the persistence of illicit collusion by military forces with reconstituted “neoparamilitary” drug trafficking groups. It is therefore crucially important to enhance oversight mechanisms and create substantial penalties for collusion with illegal armed groups. This is particularly important if Colombia intends to continue its new practice of exporting its security model to other countries in the region. The Santos government has initiated several promising reforms to enhance state capacity, institutional transparence, and accountability of public officials to the rule of law, which are crucial to locking in security gains and revitalizing democratic politics. Efforts to diminish opportunities for illicit association between the armed forces and criminal groups should complement that agenda, including the following: Champion breaking existing ties between the military and paramilitary successor groups through creative policies involving a mixture of punishments and rewards directed at the military; Investigation and extradition proceedings of drug traffickers, probe all possible ties, including as a matter of course the possibility of Colombian military collaboration. Doing so rigorously may have an important effect deterring military collusion with criminal groups. Establish and enforce zero-tolerance policies at all military ranks regarding collusion with criminal groups; Reward military units that are effective and also avoid corruption and criminal ties by providing them with enhanced resources and recognition; Rely on the military for civic action and development assistance as minimally as possible in order to build long-term civilian public sector capacity and to reduce opportunities for routine exposure of military forces to criminal groups circulating in local populations.

My paper discusses three different ways in which stray dogs have been intertwined with ideologies of economic and urban development in Romania. I categorize results from archival and ethnographic research under three major time periods: early socialism, late socialism, and post-socialism. During early socialism stray dogs were seen to be damaging the soviet economy by killing species that humans could also hunt, like rabbits. During late socialism, stray dogs appeared as the enemies of the communist city, and the department of urban sanitation was given orders to poison dogs with strychnine. Finally, the increasing number of stray dogs in Bucharest after the collapse of communism was seen as a direct result of former communist demolitions, and was also taken as a sign of the collapsing state. Through such examples my paper discusses how the state and particular population groups have seen dogs as parts of an unwanted and dangerous nature, rather than a species that needs to be protected. I argue that distinctions of nature and culture have served discourses of civilization and the view of Bucharest as a model socialist, and then European city. Throughout my paper I juxtapose the treatment of stray dogs with other, more “valued” urban natures like the protection of parks, the wide-spread hobby of pigeon breeding during socialist years, the most recent debate on saving the rural area of Rosia Montana from non-environmentally friendly methods of gold extraction, and the current trend of healthy eating and living.

Redistributed manufacturing is an emerging concept which captures the anticipated reshoring and localisation of production from large scale manufacturing plants to smaller-scale localised, customisable production units, largely driven by new additive digital production technologies. Critically, community based digital fabrication workshops, or makespaces, are anticipated to be the hothouse for this new era of localised production and as such are key to future sustainable design and manufacturing practices. In parallel, the concept of the circular economy (CE) conceptualises the move from a linear economy of take-make-waste to a closed loop system, through repair, remanufacturing, refurbishment and recycling which maintains the value of materials and resources. Despite the clear interplay between RdM and CE, there is limited research exploring this relationship. In light of these interconnected developments, the aim of this paper is to explore the role of makespaces in contributing to a circular economy through RdM activities. This is achieved through six semi-structured interviews with thought leaders on these topics. The research findings identify barriers and opportunities to both CE and RdM, uncover key overlaps between CE and RdM, and identify a range of future research directions that can support the coming together of these areas. The research contributes to a wider conversation on embedding circular practices within makespaces and their role in RdM.

"Globalisation‟ and the "global knowledge economy‟ have become some of the most common "buzzwords‟ in Australian business, economic, and social sectors in the past decade. Further, knowledge service exports are a growing sector for Australia that utilise complex technical and creative capacities, increasingly rely on virtual work innovations, require new socio-technical systems to establish and maintain effective client relationships in global contexts; and – along with other innovations in the electronic age – may require novel coping abilities on the part of both managers and their employees to achieve desired outcomes (Bandura, 2002). Accordingly, this paper overviews such trends. The paper also includes a research agenda which is a "work-in-progress‟ with a major global company, Shell (Australia); it highlights both the objectives and proposed methodology of the study; it also outlines anticipated key benefits arising from the research.
