Este trabalho pretende apresentar e compreender o papel da gestão estratégica de pessoas, dentro de uma visão que contempla as relações interorganizacionais fora dos limites tradicionais de seu escopo nas empresas e expandidas além das dimensões formais e fronteiras que permeiam uma organização. Este estudo estabelece a importância e sistemáticas da gestão de atividades de RH, compartilhadas com a cadeia de valor externa, analisando-as nas práticas com os canais de distribuição junto aos clientes. Esta área organizacional é denominada pelo autor de GRE - Gestão das Relações Estratégicas. Baseando-se em uma pesquisa exploratória em 26 empresas, organizada a partir de cinco empresas nodais e seus canais de distribuição, utilizou-se a aplicação de um questionário de pesquisa com escala Likert e entrevistas pessoais semi-estruturadas junto aos gestores e profissionais de diversas áreas, bem como o tratamento estatístico dos dados com o programa SPSS, indicando a confirmação das questões de pesquisa relativas a GRE como sendo uma proposta de expansão das atividades do RH, focando em como se pode e devem entregar valor para a organização, para os aliados estratégicos, os investidores e fundamentalmente para os clientes.(AU)

This paper reports on a new study conducted within a leading UK based (and US owned) car manufacturing company looking at the satisfaction between parties within a newly formed third party logistics (3PL) relationship. The study contains a two-way assessment of the relationship (i.e. the vehicle manufacturer’s Parts Supply and Logistics Operation’s assessment of the 3PL’s service and the 3PL’s assessment of the vehicle manufacturer’s relationship management ability). The study principally used an online SERVQUAL survey, (backed up with an on-line questionnaire, and face to face interviews) for data collection. The paper discusses the background and problems that have arisen in the relationship, the analysis of how each of the parties sees one other in terms of the service provided. Also, the findings and recommendations presented to management are outlined: these include factors such as the need for information sharing, reliability, flexibility, role specificity, trust and effective requirements management.

This special issue of the Journal of the Operational Research Society is dedicated to papers on the related subjects of knowledge management and intellectual capital. These subjects continue to generate considerable interest amongst both practitioners and academics. This issue demonstrates that operational researchers have many contributions to offer to the area, especially by bringing multi-disciplinary, integrated and holistic perspectives. The papers included are both theoretical as well as practical, and include a number of case studies showing how knowledge management has been implemented in practice that may assist other organisations in their search for a better means of managing what is now recognised as a core organisational activity. It has been accepted by a growing number of organisations that the precise handling of information and knowledge is a significant factor in facilitating their success but that there is a challenge in how to implement a strategy and processes for this handling. It is here, in the particular area of knowledge process handling that we can see the contributions of operational researchers most clearly as is illustrated in the papers included in this journal edition. The issue comprises nine papers, contributed by authors based in eight different countries on five continents. Lind and Seigerroth describe an approach that they call team-based reconstruction, intended to help articulate knowledge in a particular organisational. context. They illustrate the use of this approach with three case studies, two in manufacturing and one in public sector health care. Different ways of carrying out reconstruction are analysed, and the benefits of team-based reconstruction are established. Edwards and Kidd, and Connell, Powell and Klein both concentrate on knowledge transfer. Edwards and Kidd discuss the issues involved in transferring knowledge across frontières (borders) of various kinds, from those borders within organisations to those between countries. They present two examples, one in distribution and the other in manufacturing. They conclude that trust and culture both play an important part in facilitating such transfers, that IT should be kept in a supporting role in knowledge management projects, and that a staged approach to this IT support may be the most effective. Connell, Powell and Klein consider the oft-quoted distinction between explicit and tacit knowledge, and argue that such a distinction is sometimes unhelpful. They suggest that knowledge should rather be regarded as a holistic systemic property. The consequences of this for knowledge transfer are examined, with a particular emphasis on what this might mean for the practice of OR Their view of OR in the context of knowledge management very much echoes Lind and Seigerroth's focus on knowledge for human action. This is an interesting convergence of views given that, broadly speaking, one set of authors comes from within the OR community, and the other from outside it. Hafeez and Abdelmeguid present the nearest to a 'hard' OR contribution of the papers in this special issue. In their paper they construct and use system dynamics models to investigate alternative ways in which an organisation might close a knowledge gap or skills gap. The methods they use have the potential to be generalised to any other quantifiable aspects of intellectual capital. The contribution by Revilla, Sarkis and Modrego is also at the 'hard' end of the spectrum. They evaluate the performance of public–private research collaborations in Spain, using an approach based on data envelopment analysis. They found that larger organisations tended to perform relatively better than smaller ones, even though the approach used takes into account scale effects. Perhaps more interesting was that many factors that might have been thought relevant, such as the organisation's existing knowledge base or how widely applicable the results of the project would be, had no significant effect on the performance. It may be that how well the partnership between the collaborators works (not a factor it was possible to take into account in this study) is more important than most other factors. Mak and Ramaprasad introduce the concept of a knowledge supply network. This builds on existing ideas of supply chain management, but also integrates the design chain and the marketing chain, to address all the intellectual property connected with the network as a whole. The authors regard the knowledge supply network as the natural focus for considering knowledge management issues. They propose seven criteria for evaluating knowledge supply network architecture, and illustrate their argument with an example from the electronics industry—integrated circuit design and fabrication. In the paper by Hasan and Crawford, their interest lies in the holistic approach to knowledge management. They demonstrate their argument—that there is no simple IT solution for organisational knowledge management efforts—through two case study investigations. These case studies, in Australian universities, are investigated through cultural historical activity theory, which focuses the study on the activities that are carried out by people in support of their interpretations of their role, the opportunities available and the organisation's purpose. Human activities, it is argued, are mediated by the available tools, including IT and IS and in this particular context, KMS. It is this argument that places the available technology into the knowledge activity process and permits the future design of KMS to be improved through the lessons learnt by studying these knowledge activity systems in practice. Wijnhoven concentrates on knowledge management at the operational level of the organisation. He is concerned with studying the transformation of certain inputs to outputs—the operations function—and the consequent realisation of organisational goals via the management of these operations. He argues that the inputs and outputs of this process in the context of knowledge management are different types of knowledge and names the operation method the knowledge logistics. The method of transformation he calls learning. This theoretical paper discusses the operational management of four types of knowledge objects—explicit understanding; information; skills; and norms and values; and shows how through the proposed framework learning can transfer these objects to clients in a logistical process without a major transformation in content. Millie Kwan continues this theme with a paper about process-oriented knowledge management. In her case study she discusses an implementation of knowledge management where the knowledge is centred around an organisational process and the mission, rationale and objectives of the process define the scope of the project. In her case they are concerned with the effective use of real estate (property and buildings) within a Fortune 100 company. In order to manage the knowledge about this property and the process by which the best 'deal' for internal customers and the overall company was reached, a KMS was devised. She argues that process knowledge is a source of core competence and thus needs to be strategically managed. The authors address the growing call for research into the management of supply networks serving the public sector. Building on prior action research, this empirical paper focuses on the management of supply in interorganizational, health sector networks identifying the competence requirements (skills, knowledge, traits, and behavioural indicators) associated with effective team performance. Drawing on empirical data, the authors present a competence framework that aims to capture a team’s tacit understanding of strategic supply management. Competence indicators are organized into six themes: network understanding; developing network position; relationship management; learning, knowledge and knowledge management; strategy formulation; strategy implementation. Finally, the relevance of the framework to boundary spanning personnel outside the purchasing function and to other organizations is considered.

The study presented here examines how public procurement agencies address establishing and maintaining competitive markets; a topic still in its academic infancy. Cases are used to address impediments and improve understanding of strategic priorities in managing for competitive markets. Public policy academics have observed many competing policies in the wider public sector. Specifically, this paper identifies a need for research on supplier incentives at a market level, on the post contract management of suppliers and as an important sub-set, key supplier relationship management, along with professional development.

This work is part of a bigger project which aims to research the potential development of commercial opportunities for the re-use of batteries after their use in low carbon vehicles on an electricity grid or microgrid system. There are three main revenue streams (peak load lopping on the distribution Network to allow for network re-enforcement deferral, National Grid primary/ secondary/ high frequency response, customer energy management optimization). These incomes streams are dependent on the grid system being present. However, there is additional opportunity to be gained from also using these batteries to provide UPS backup when the grid is no longer present. Most UPS or ESS on the market use new batteries in conjunction with a two level converter interface. This produces a reliable backup solution in the case of loss of mains power, but may be expensive to implement. This paper introduces a modular multilevel cascade converter (MMCC) based ESS using second-life batteries for use on a grid independent industrial plant without any additional onsite generator as a potentially cheaper alternative. The number of modules has been designed for a given reliability target and these modules could be used to minimize/eliminate the output filter. An appropriate strategy to provide voltage and frequency control in a grid independent system is described and simulated under different disturbance conditions such as load switching, fault conditions or a large motor starting. A comparison of the results from the modular topology against a traditional two level converter is provided to prove similar performance criteria. The proposed ESS and control strategy is an acceptable way of providing backup power in the event of loss of grid. Additional financial benefit to the customer may be obtained by using a second life battery in this way.

This study adopts a power perspective to investigate sustainable supply chain relationships and specifically uses resource-dependence theory (RDT) to critically analyze buyer-supplier-supplier relationships. Empirical evidence is provided, extending the RDT model in this context. The concept of power relationships is explored through a qualitative study of a multinational company and agricultural growers in the UK food industry that work together to implement sustainable practices. We look at multiple triadic relationships involving a large buyer and its small suppliers to investigate how relative power affects the implementation of sustainable supply-management practices. The study highlights that power as dependence is relevant to understanding compliance in sustainable supply chains and to identifying appropriate relationship-management strategies to build more sustainable supply chains. We show the influences of power on how players manage their relationships and how it affects organizational responses to the implementation of sustainability initiatives. Power notably influences the sharing of sustainability-related risks and value between supply chain partners. From a managerial perspective, the study contributes to developing a better understanding of how power can become an effective way to achieve sustainability goals. This article offers insights into the way in which a large organization works with small and medium size enterprises to implement sustainable practices and shows how power management-that is, the way in which power is used-can support or hinder effective cooperation around sustainability in the supply chain. © 2014 Decision Sciences Institute.

Az elmúlt évtizedekben a gazdálkodástudomány kitüntetett figyelemmel kísért két - mind a makrogazdaság, mind az egyes vállalatok működésének sikere szempontjából meghatározó fontosságú - jelenséget, egyrészt a szolgáltatásoknak a hagyományos termeléssel szembeni egyre erőteljesebb térnyerését, másrészt a fogyasztói érték teremtése szempontjából növekvő jelentőségű ellátási láncoknak, illetve azok menedzsmentjének kérdéskörét. Ugyanakkor igen kevés elemzés, de kevés leíró jellegű munka is született a két jelenséget és menedzsment problémát összekapcsoló területről, azaz a szolgáltatások ellátási láncáról, ezen ellátási láncok kezelésének speciális problémáiról. Jelen műhelytanulmányban a szolgáltatások ellátási láncának és menedzsmentjének jellegzetességeit, a klasszikus terméket előállító ellátási láncokhoz viszonyított sajátosságait foglaltuk össze a nemzetközi szakirodalom alapján. Ennek során bemutattuk, hogy az ún. tiszta szolgáltatások széles körben ismert jellemzői hatással vannak a szolgáltatások előállítását és értékesítését végző ellátási láncok működésére is. Ezek a hatások és a specialitások megjelennek az ellátási lánc menedzsment irodalomban megjelenő mindhárom problémakörre, rányomják tehát bélyegüket mind az ellátási lánc felépítésére, struktúrájára, mind az ellátási láncban együttműködő partnerek kapcsolatának = In the last decades scholars have paid a lot of attention to both service operation and supply chain management. There is still limited research on the overlapping field of theses two management areas, on service supply chain specialties. This working paper gives a structured overview on the latest research results published in English. Doing so the paper would like to draw attention of the Hungarian researchers to this field and facilitate these empirical researches. As described in the paper traditional service specialties (intangibility, perishability, inseparability, heterogeneity and the importance of human capital) create special management problems concerning (i) the structure of these supply chains, (ii) their relationship management and (iii) the management of supply chain processes.

This research examined the factors contributing to the performance of online grocers prior to, and following, the 2000 dot.com collapse. The primary goals were to assess the relationship between a company’s business model(s) and its performance in the online grocery channel and to determine if there were other company and/or market related factors that could account for company performance. ^ To assess the primary goals, a case based theory building process was utilized. The first level was termed the core model and represented the basic profit structure that all online grocers needed in order to conduct operations. The next model level was termed the structural model and represented the profit structure associated with the specific business model configuration (i.e., pure-play, partnership, hybrid). The last model level was termed the augmented model and represented the company’s business model when idiosyncratic profit components were included. In relation to the five company related factors, scalability, rate of expansion, and the automation level were potential candidates for helping to explain online grocer performance. In addition, all the market structure related factors were deemed possible candidates for helping to explain online grocer performance. ^ The study concluded by positing an alternative hypothesis concerning the performance of online grocers. Prior to this study, the prevailing wisdom was that the business models were the primary cause of online grocer performance. However, based on the core model analysis, it was hypothesized that the customer relationship activities (i.e., advertising, promotions, and loyalty program tie-ins) were the real drivers of online grocer performance. ^

Las relaciones entre los gabinetes de Comunicación de los clubes de fútbol y los periodistas deportivos se enmarcan en el modelo de Gieber y Johnson (1961) por el que el hecho de que ambos compartan objetivos comunes, donde los gabinetes de Comunicación necesitan que los medios publiquen determinadas informaciones y los periodistas precisan de noticias que publicar, provoca una pérdida de independencia por parte de los periodistas, ya que necesitan a esos departamentos como fuentes. En la actualidad, los departamentos de Comunicación de los clubes de fútbol, como el del FC Barcelona, se han constituido en gatekeepers. Esto ha acentuado las históricas diferencias que existen entre los periodistas y los profesionales de la comunicación corporativa, incrementado por el control informativo de estos departamentos lo que provoca constantes tensiones entre ambos.

This report describes a tool for global optimization that implements the Differential Evolution optimization algorithm as a new Excel add-in. The tool takes a step beyond Excel’s Solver add-in, because Solver often returns a local minimum, that is, a minimum that is less than or equal to nearby points, while Differential Evolution solves for the global minimum, which includes all feasible points. Despite complex underlying mathematics, the tool is relatively easy to use, and can be applied to practical optimization problems, such as establishing pricing and awards in a hotel loyalty program. The report demonstrates an example of how to develop an optimum approach to that problem.

O trabalho desenvolvido centrou-se na preparação da acreditação NP EN ISO/IEC 17025 do Laboratório de Metrologia da empresa Frilabo para prestação de serviços na área das temperaturas, no ensaio a câmaras térmicas e na calibração de termómetros industriais. Considerando o âmbito do trabalho desenvolvido, são abordados nesta tese conceitos teóricos sobre temperatura e incertezas bem como considerações técnicas de medição da temperatura e cálculo de incertezas. São também referidas considerações sobre os diferentes tipos de câmaras térmicas e termómetros. O texto apresenta os documentos elaborados pelo autor sobre os procedimentos de ensaio a câmaras térmicas e respetivo procedimento de cálculo da incerteza. Também estão presentes neste texto documentos elaborados pelo autor sobre os procedimentos de calibração de termómetros industriais e respetivo procedimento de cálculo da incerteza. Relativamente aos ensaios a câmara térmicas e calibração de termómetros o autor elaborou os fluxogramas sobre a metodologia da medição da temperatura nos ensaios, a metodologia de medição da temperatura nas calibrações, e respetivos cálculos de incertezas. Nos diferentes anexos estão apresentados vários documentos tais como o modelo de folha de cálculo para tratamento de dados relativos ao ensaio, modelo de folha de cálculo para tratamento de dados relativo às calibrações, modelo de relatório de ensaio, modelo de certificado de calibração, folhas de cálculo para gestão de clientes/equipamentos e numeração automática de relatórios de ensaio e certificados de calibração que cumprem os requisitos de gestão do laboratório. Ainda em anexo constam todas as figuras relativas à monitorização da temperatura nas câmara térmicas como também as figuras da disposição dos termómetros no interior das câmaras térmicas. Todas as figuras que aparecem ao longo do documento que não estão referenciadas são da adaptação ou elaboração própria do autor. A decisão de alargar o âmbito da acreditação do Laboratório de Metrologia da Frilabo para calibração de termómetros, prendeu-se com o facto de que sendo acreditado como laboratório de ensaios na área das temperaturas, a realização da rastreabilidade dos padrões de medida internamente, permitiria uma gestão de recursos otimizada e rentabilizada. A metodologia da preparação de todo o processo de acreditação do Laboratório de Metrologia da Frilabo, foi desenvolvida pelo autor e está expressa ao longo do texto da tese incluindo dados relevantes para a concretização da referida acreditação nos dois âmbitos. A avaliação de todo o trabalho desenvolvido será efetuada pelo o organismo designado IPAC (Instituto Português de Acreditação) que confere a acreditação em Portugal. Este organismo irá auditar a empresa com base nos procedimentos desenvolvidos e nos resultados obtidos, sendo destes o mais importante o Balanço da Melhor Incerteza (BMI) da medição também conhecido por Melhor Capacidade de Medição (MCM), quer para o ensaio às câmaras térmicas, quer para a calibração dos termómetros, permitindo desta forma complementar os serviços prestados aos clientes fidelizados à Frilabo. As câmaras térmicas e os termómetros industriais são equipamentos amplamente utilizados em diversos segmentos industriais, engenharia, medicina, ensino e também nas instituições de investigação, sendo um dos objetivos respetivamente, a simulação de condições específicas controladas e a medição de temperatura. Para entidades acreditadas, como os laboratórios, torna-se primordial que as medições realizadas com e nestes tipos de equipamentos ostentem confiabilidade metrológica1, uma vez que, resultados das medições inadequados podem levar a conclusões equivocadas sobre os testes realizados. Os resultados obtidos nos ensaios a câmaras térmicas e nas calibrações de termómetros, são considerados bons e aceitáveis, uma vez que as melhores incertezas obtidas, podem ser comparadas, através de consulta pública do Anexo Técnico do IPAC, com as incertezas de outros laboratórios acreditados em Portugal. Numa abordagem mais experimental, pode dizer-se que no ensaio a câmaras térmicas a obtenção de incertezas mais baixas ou mais altas depende maioritariamente do comportamento, características e estado de conservação das câmaras, tornando relevante o processo de estabilização da temperatura no interior das mesmas. A maioria das fontes de incerteza na calibração dos termómetros são obtidas pelas características e especificações do fabricante dos equipamentos, que se traduzem por uma contribuição com o mesmo peso para o cálculo da incerteza expandida (a exatidão de fabricante, as incertezas herdadas de certificados de calibração, da estabilidade e da uniformidade do meio térmico onde se efetuam as calibrações). Na calibração dos termómetros as incertezas mais baixas obtêm-se para termómetros de resoluções mais baixas. Verificou-se que os termómetros com resolução de 1ºC não detetavam as variações do banho térmico. Nos termómetros com resoluções inferiores, o peso da contribuição da dispersão de leituras no cálculo da incerteza, pode variar consoante as características do termómetro. Por exemplo os termómetros com resolução de 0,1ºC, apresentaram o maior peso na contribuição da componente da dispersão de leituras. Pode concluir-se que a acreditação de um laboratório é um processo que não é de todo fácil. Podem salientar-se aspetos que podem comprometer a acreditação, como por exemplo a má seleção do ou dos técnicos e equipamentos (má formação do técnico, equipamento que não seja por exemplo adequado à gama, mal calibrado, etc…) que vão efetuar as medições. Se não for bem feita, vai comprometer todo o processo nos passos seguintes. Deve haver também o envolvimento do todos os intervenientes do laboratório, o gestor da qualidade, o responsável técnico e os técnicos, só assim é que é possível chegar à qualidade pretendida e à melhoria contínua da acreditação do laboratório. Outro aspeto importante na preparação de uma acreditação de um laboratório é a pesquisa de documentação necessária e adequada para poder tomar decisões corretas na elaboração dos procedimentos conducentes à referida. O laboratório tem de mostrar/comprovar através de registos a sua competência. Finalmente pode dizer-se que competência é a palavra chave de uma acreditação, pois ela manifesta-se nas pessoas, equipamentos, métodos, instalações e outros aspetos da instituição a que pertence o laboratório sob acreditação.
