Este trabajo estudia el impacto de las nuevas concepciones económicas sobre las estructuras agrarias corporativas introducidas en el Río de la Plata desde la revolución. El caso a analizar es la Reducción indígena de San Ignacio de los Tobas en la frontera oriental con el Chaco, que experimentó un proceso de liquidación de tierras entre 1816 y 1821. En ese proceso se enfrentaron dos discursos en torno al destino de este tipo de instituciones corporativas: uno que proponía su desmantelamiento como entidades jurídicas y la venta de sus tierras a particulares, el otro que sostenía el restablecimiento de su pleno funcionamiento, aunque dentro de un marco republicano que terminó horadando la legitimidad de origen de la Reducción indígena.

In today’s technology-driven marketplace, the adoption and management of corporate and customer-facing Social Networking Sites (SNs) is often viewed as a key success factor for Travel Industry (TI) organisations. Knowledge management and the sharing of expertise and experiences through communication between internal and external stakeholders via social networks is an activity which TI organisations are aiming to exploit in order to improve the open sharing, retrieval, organisation and leveraging of knowledge. Through a study of currently-available literature relating to social networking adoption within the TI and a case study analysis of corporate social networking practices at three multi-national TI organisations (British Airways, Thomas Cook and Marriott Hotels), it may be observed that correlations exist between the development of social networking and the processes TI organisations now use to manage knowledge. We explore how these companies are currently utilizing SNs to improve knowledge management practices inside and outside of their organisational boundaries. From our analysis, lessons may emerge as to how TI companies are gaining competitive advantage through the use of social networking; a proposed strategy is identified to determine how TI organisations may make best use of social networks.

As the world`s population is constantly growing, food security will remain on the policy Agenda, particularly in Africa. At the same time, global food systems experience a new wave focusing on local foods and food sovereignty featuring high quality food products of verifiable geographical origin. This article argues that Geographical Indications (GI´s) hold the potential to help transform the Tanzanian agriculture-dependent economy through the tapping of value from unique products, attributing taste and colour to place or regional geography. This study aims to identify the existence and characteristics of food origin products in Tanzania that have potential for GI certification. The hypothesis was that there are origin products in Tanzania whose unique characteristics are linked to the area of production. Geographical indications can be useful policy instruments contributing to food security and sovereignty and quality within an efficient marketing system with the availability of government support, hence the need to identify key candidates for GI certification. Five Tanzanian origin products were selected from 14 candidate agricultural products through a scoping study. Rice from Kyela, Aloe vera, Coffee and Sugar from Kilimanjaro and Cloves from Zanzibar are some of the product cases investigated and provides for in-depth case study, as ´landscape´ products incorporating ´taste of place´. Interviews were conducted to collect quantitative and qualitative data. Data was collected on the production area, product quality perceived by the consumer in terms of taste, flavour, texture, aroma, appearance (colour, size) and perceptions of links between geography related factors (soil, land weather characteristics) and product qualities. A qualitative case study analysis was done for each of the (five) selected Tanzanian origin products investigated with plausible prospects for Tanzania to leapfrog into exports of Geographical Indications products. Framework conditions for producers creating or capturing market value as stewards of cultural and landscape values, environments, and institutional requirements for such creation or capturing to happen, including presence of export opportunities, are discussed. Geographical indication is believed to allow smallholders to create employment and build monetary value, while stewarding local food cultures and natural environments and resources, and increasing the diversity of supply of natural and unique quality products and so contribute to enhanced food security.

The goal of this research was to evaluate the needs of the intercity common carrier bus service in Iowa. Within the framework of the overall goal, the objectives were to: (1) Examine the detailed operating cost and revenue data of the intercity carriers in Iowa; (2) Develop a model or models to estimate demand in cities and corridors served by the bus industry; (3) Develop a cost function model for estimating a carrier's operating costs; (4) Establish the criteria to be used in assessing the need for changes in bus service; (5) Outline the procedures for estimating route operating costs and revenues and develop a matrix of community and social factors to be considered in evaluation; and (6) Present a case study to demonstrate the methodology. The results of the research are presented in the following chapters: (1) Introduction; (2) Intercity Bus Research and Development; (3) Operating Characteristics of Intercity Carriers in Iowa; (4) Commuter Carriers; (5) Passenger and Revenue Forecasting Models; (6) Operating Cost Relationships; (7) Social and General Welfare Aspects of Intercity Bus Service; (8) Case Study Analysis; and (9) Additional Service Considerations and Recommendations.

To meet electricity demand, electric utilities develop growth strategies for generation, transmission, and distributions systems. For a long time those strategies have been developed by applying least-cost methodology, in which the cheapest stand-alone resources are simply added, instead of analyzing complete portfolios. As a consequence, least-cost methodology is biased in favor of fossil fuel-based technologies, completely ignoring the benefits of adding non-fossil fuel technologies to generation portfolios, especially renewable energies. For this reason, this thesis introduces modern portfolio theory (MPT) to gain a more profound insight into a generation portfolio’s performance using generation cost and risk metrics. We discuss all necessary assumptions and modifications to this finance technique for its application within power systems planning, and we present a real case of analysis. Finally, the results of this thesis are summarized, pointing out the main benefits and the scope of this new tool in the context of electricity generation planning.

The purpose of this study is to examine organizational patterns of African American activism in response the HIV/AIDS epidemic. Given their political, economic, and social disenfranchisement, African Americans have historically developed protest and survival strategies to respond to the devaluation of their lives, health, and well-being. While Black protest strategies are typically regarded as oppositional and transformative, Black survival strategies have generally been conceptualized as accepting inequality. In the case of HIV/AIDS, African American religious and non-religious organizations were less likely to deploy protest strategies to ensure the survival and well-being of groups most at risk for HIV/AIDS—such as African American gay men and substance abusers. This study employs a multiple qualitative case study analysis of four African American organizations that were among the early mobilizers to respond to HIV/AIDS in Washington D.C. These organizations include two secular or community-based organizations and two Black churches or faith-based organizations. Given the association of HIV/AIDS with sexual sin and social deviance, I postulated that Black community-based organizations would be more responsive to the HIV/AIDS-related needs and interests of African Americans than their religious counterparts. More specifically, I expected that Black churches would be more conservative (i.e. maintain paternalistic heteronormative sexual standards) than the community-based organizations. Yet findings indicate that the Black churches in this study were more similar than different than the community-based organizations in their strategic responses to HIV/AIDS. Both the community-based organizations and Black churches drew upon three main strategies in ways that politicalize the struggle for Black survival—or what I regard as Black survival politics. First, Black survival strategies for HIV/AIDS include coalition building at the intersection of multiple systems of inequality, as well as on the levels of identity and community. Second, Black survival politics include altering aspects of religious norms and practices related to sex and sexuality. Third, Black survival politics relies on the resources of the government to provide HIV/AIDS related programs and initiatives that are, in large part, based on the gains made from collective action.

Manufacturing companies have passed from selling uniquely tangible products to adopting a service-oriented approach to generate steady and continuous revenue streams. Nowadays, equipment and machine manufacturers possess technologies to track and analyze product-related data for obtaining relevant information from customers’ use towards the product after it is sold. The Internet of Things on Industrial environments will allow manufacturers to leverage lifecycle product traceability for innovating towards an information-driven services approach, commonly referred as “Smart Services”, for achieving improvements in support, maintenance and usage processes. The aim of this study is to conduct a literature review and empirical analysis to present a framework that describes a customer-oriented approach for developing information-driven services leveraged by the Internet of Things in manufacturing companies. The empirical study employed tools for the assessment of customer needs for analyzing the case company in terms of information requirements and digital needs. The literature review supported the empirical analysis with a deep research on product lifecycle traceability and digitalization of product-related services within manufacturing value chains. As well as the role of simulation-based technologies on supporting the “Smart Service” development process. The results obtained from the case company analysis show that the customers mainly demand information that allow them to monitor machine conditions, machine behavior on different geographical conditions, machine-implement interactions, and resource and energy consumption. Put simply, information outputs that allow them to increase machine productivity for maximizing yields, save time and optimize resources in the most sustainable way. Based on customer needs assessment, this study presents a framework to describe the initial phases of a “Smart Service” development process, considering the requirements of Smart Engineering methodologies.

Assistimos hodiernamente à automatização de procedimentos nas organizações, dado à inserção das novas tecnologias, e mais em concreto das ferramentas computacionais, no ambiente organizacional. Esta automatização permite a simplificação do processo de tomada de decisão, a manipulação de dados e lidar com o excesso de informação. No seu dia-a-dia, a Guarda Nacional Republicana enfrenta uma elevada diversidade e complexidade de ocorrências, que motiva a utilização de um sistema de informação que se constitua como primeira linha da Gestão das Ocorrências, permitindo ao comandante gerir criteriosamente os seus meios no processo de tomada de decisão. Este trabalho de investigação tem como objetivo descrever de que forma pode o Sistema de Gestão das Salas de Situação influenciar a tomada de decisão. Para tal foi realizado um estudo de caso, reunindo um grupo de sete Chefes de Sala de Situação, reunindo-os num painel de especialistas para aplicar o método de Delphi, visando inferir as potencialidades do sistema e as vulnerabilidades sentidas pelos operadores. Foram também aplicados inquéritos por questionário aos operadores do sistema no sentido de compreender a sua perceção de utilidade desta ferramenta na gestão de meios. A análise de resultados permitiu verificar que o Sistema de Gestão das Salas de Situação é uma importante ferramenta na gestão de ocorrências, ao fornecer informação necessária à tomada de decisão do comandante, embora possua imperfeições que necessitam de ser mitigadas, no sentido de serem exploradas as potencialidades na sua plenitude. Conclui-se com esta investigação que o Sistema de Gestão das Salas de Situação facilita a tomada de decisão ao fornecer informações acerca das ocorrências ativas na zona de ação da sua Unidade, bem como das patrulhas disponíveis. Este sistema, deve ser complementado com a utilização do Sistema de Informação de Gestão dos meios SIRESP, para que o comandante consiga percecionar a localização das patrulhas disponíveis. Desta forma, o comandante consegue tomar decisões de maneira mais sustentada, permitindo a rápida mobilização dos recursos policiais, visando a excelência operacional e o aumento de eficácia da ação policial.

In the United States, public school enrollment is typically organized by neighborhood boundaries. This dissertation examines whether the federally funded HOPE VI program influenced performance in neighborhood public schools. In effect since 1992, HOPE VI has sought to revitalize distressed public housing using the New Urbanism model of mixed income communities. There are 165 such HOPE VI projects nationwide. Despite nearly two decades of the program’s implementation, the literature on its connection to public school performance is thin. My dissertation aims to narrow this research gap. There are three principal research questions: (1) Following HOPE VI, was there a change in socioeconomic status (SES) in the neighborhood public school? The hypothesis is that low SES (measured as the proportion of students qualifying for the Free and Reduced Lunch Program) would reduce. (2) Following HOPE VI, did the performance of neighborhood public schools change? The hypothesis is that the school performance, measured by the proportion of 5th grade students proficient in state wide math and reading tests, would increase. (3) What factors relate to the performance of public schools in HOPE VI communities? The focus is on non-school, neighborhood factors that influence the public school performance. For answering the first two questions, I used t-tests and regression models to test the hypotheses. The analysis shows that there is no statistically significant change in SES following HOPE VI. However, there are statistically significant increases in performance for reading and math proficiency. The results are interesting in indicating that HOPE VI neighborhood improvement may have some relationship with improving school performance. To answer the third question, I conducted a case study analysis of two HOPE VI neighborhood public schools, one which improved significantly (in Philadelphia) and one which declined the most (in Washington DC). The analysis revealed three insights into neighborhood factors for improved school performance: (i) a strong local community organization; (ii) local community’s commitment (including the middle income families) to send children to the public school; and (iii) ties between housing and education officials to implement the federal housing program. In essence, the study reveals how housing policy is de facto education policy.

La presente tesi affronta l’evoluzione dei rapporti tra costituzionalismo democratico e diritto sovranazionale in Europa. L’ipotesi della ricerca si basa sull’idea che l’aumentare sempre più incessante negli ultimi decenni di conflitti costituzionali tra i due ordinamenti sia dovuto ad una loro differenza di fondo, di cui una parte importante è rappresentata dall’assenza della questione sociale nel diritto sovranazionale. Il primo capitolo si occupa di analizzare le principali teorie giuridiche che hanno fornito l’habitus teorico per leggere il processo di integrazione, giustificando l’adozione di una lettura delle dinamiche ordinamentali attraverso il prisma dei conflitti e della costituzione materiale. Nel secondo capitolo si volge lo sguardo all’analisi del diritto giurisprudenziale, suddiviso in due blocchi: un primo in cui – dopo aver approfondito alcuni capisaldi del diritto sovranazionale – si confrontano i due sistemi, in maniera statica, su alcuni temi (principio di non discriminazione, libertà di impresa e il bilanciamento con interessi collettivi, i diritti di pressione democratica, ecc.) per mettere in luce i diversi approcci; un secondo blocco in cui, invece, si studiano, in maniera più dinamica, le diverse perturbazioni che hanno interessato i rapporti tra ordinamenti, di cui una prima si è sviluppata sul rispetto dei diritti fondamentali da parte del diritto sovranazionale, mentre una seconda, ancora in corso, si concentra sul discorso sull’identità costituzionale. Nel terzo capitolo, in chiusura, si prova a sviluppare – sulla base delle risultanze del dibattito teorico e dell’analisi giurisprudenziale – una proposta finale che cerchi di unire la questione sociale e il discorso sull’identità costituzionale nel diritto pubblico europeo, che abbia alla sua base un nuovo e più centrale ruolo che dovranno svolgere le Corti costituzionali nello sviluppo delle dinamiche ordinamentali, al fine di far emergere alcuni conflitti di valore assenti nello spazio pubblico europeo.

Il dibattito giuridico, politico ed economico in tema di protezione dei diritti sociali nel contesto del processo di integrazione europea risale alle origini stesse di tale processo. A circa dieci anni dall’attribuzione alla Carta dei diritti fondamentali dell’UE dello stesso valore giuridico dei Trattati, sembra possibile tracciare un primo bilancio in termini di aspettative inverate ed aspettative non soddisfatte quanto alla giustiziabilità dei diritti sociali fondamentali contenuti nel Titolo IV direttamente o indirettamente al rapporto di impiego (articoli da 27 a 34). A questo fine, la tesi ha adottato una struttura tripartita capace di coniugare una metodologia di analisi pratica, in relazione alla giurisprudenza della Corte di giustizia UE post Lisbona (Capitolo III), con un’analisi dal carattere maggiormente teorico-ricostruttivo (Capitoli I e II). La ricerca cerca di dimostrare come tanto i più interessanti sviluppi quanto i limiti registratisi nella giurisprudenza della CGUE (rispettivamente, l’efficacia diretta, anche orizzontale, di alcuni di essi negli ordinamenti nazionali, e la determinazione del loro ambito di applicazione e delle modalità di interazione con il diritto secondario e primario) possano essere meglio compresi tenendo in debito conto il percorso ed il significato di ciascuno di tali diritti nel contesto del processo di integrazione europea. In breve, si sostiene che la “costituzionalizzazione” dei diritti sociali in esame abbia certamente un “valore aggiunto” che, tuttavia, riflette la natura sui generis e le finalità dell’Unione, il sistema di riparto di competenze tra Stati membri e Unione, ed il significato ultimo del sistema UE di tutela dei diritti fondamentali. Ciò non toglie che questi caratteri, con il tempo, possano infine mutare.

School technology integration rarely begins with school or educator choice. It is part of a wider context where external and internal factors have direct influence on the goals and tools that are adopted over time. The objective of this study is to investigate the systemic conditions that contribute or inhibit the development of different activities by teachers making use of new media. We compiled a list of well-known conditions for technology integration success and mapped these in the historical and culturally bound perspective of activity theory (cultural historical activity theory). We conducted a multiple case study analysis of four schools, public and private. The results point to unique and distinctive scenarios even when homogeneity would be expected, reinforcing the argument that material conditions do not determine pedagogical outcomes nor do they determine changes in practice. Beyond this, the study proposes a methodology that can help elicit tensions in technology integration, pointing to avenues for school development.

This dissertation addresses the timely questions of transitional justice (TJ) in the aftermath of revolutions against autocratic regimes, dealing with TJ as a constitutional arrangement through the lenses of constitutional economics. After an introductory chapter, chapter 2 deals with why nations rarely adopt meaningful TJ processes in the first place, it then explains the limitations of civil society as the arbiter, facilitator, and enforcer of TJ policies. Chapter 3 tackles the question of which mechanisms to choose? It uses the UN Guidelines on TJ that sets five principal TJ mechanisms. It provides a cost-benefit analysis (CBA) of each mechanism and suggests policy implications accordingly. The CBA inspires chapter 4 analysis, suggesting a tradeoff between restrictive fair trial standards under constitutional laws and justice considerations. The tradeoff explains the suggested efficiency of the balanced TJ approaches that combine trials and amnesties. This approach is used for the case study analysis of TJ in Tunisia after the 2011 revolution in chapter 5. The chapter presents the first index of TJ mechanisms in Tunisia through novel data collected by the author. It shows an ultimate TJ design that ended with a modest harvest in the application. The lack of cooperation between the Tunisian parties, added to the absence of transparency in many TJ measures, threatens any possible positive outcomes of the partial TJ process. It is also alarming regarding constitutional compliance in a system that – until recently - was considered the only democracy in the Arab region. Chapter 6 is a summary

Since 1964, the Center for Geochronological Research - CPGeo, one of the interdepartmental centers of the Instituto de Geociências (IG) of São Paulo University, has developed studies related to several geological processes associated with different rock types. Thermal Ionization Mass Spectrometry Isotopic Dilution (ID-TIMS) has been the technique widely used in the CPGeo U-Pb Laboratory. It provides reliable and accurate results in age determination of superposed events. However, the open-system behavior such as Pb-loss, the inheritance problem and metamictization processes allow and impel us to a much richer understanding of the power and limitations of U-Pb geochronology and thermochronology. In this article, we present the current methodology used at the CPGeo-IGc-USP U-Pb laboratory, the improvements on ID-TIMS method, and report high-precision U-Pb data from zircon, monazite, epidote, titanite, baddeleyite and rutile from different rock types of several domains of the Brazilian south-southeast area, Argentina and Uruguay.
