The member states of the European Union are faced with the challenges of handling “big data” as well as with a growing impact of the supranational level. Given that the success of efforts at European level strongly depends on corresponding national and local activities, i.e., the quality of implementation and the degree of consistency, this chapter centers upon the coherence of European strategies and national implementations concerning the reuse of public sector information. Taking the City of Vienna’s open data activities as an illustrative example, we seek an answer to the question whether and to what extent developments at European level and other factors have an effect on local efforts towards open data. We find that the European Commission’s ambitions are driven by a strong economic argumentation, while the efforts of the City of Vienna have only very little to do with the European orientation and are rather dominated by lifestyle and administrative reform arguments. Hence, we observe a decoupling of supranational strategies and national implementation activities. The very reluctant attitude at Austrian federal level might be one reason for this, nationally induced barriers—such as the administrative culture—might be another. In order to enhance the correspondence between the strategies of the supranational level and those of the implementers at national and regional levels, the strengthening of soft law measures could be promising.

Despite an abundance of studies on hybridization and hybrid forms of organizing, scholarly work has failed to distinguish consistently between specific types of hybridity. As a consequence, the analytical category has become blurred and lacks conceptual clarity. Our paper discusses hybridity as the simultaneous appearance of institutional logics in organizational contexts, and differentiates the parallel co-existence of logics from transitional combinations (eventually leading to the replacement of a logic) and more robust combinations in the form of layering and blending. While blending refers to hybridity as an ‘amalgamate’ with original components that are no longer discernible, the notion of layering conceptualizes hybridity in a way that the various elements, or clusters thereof, are added on top of, or alongside, each other, similar to sediment layers in geology. We illustrate and substantiate such conceptual differentiation with an empirical study of the dynamics of public sector reform. In more detail, we examine the parliamentary discourse around two major reforms of the Austrian Federal Budget Law in 1986 and in 2007/2009 in order to trace administrative (reform) paradigms. Each of the three identified paradigms manifests a specific field-level logic with implications for the state and its administration: bureaucracy in Weberian-style Public Administration, market-capitalism in New Public Management, and democracy in New Public Governance. We find no indication of a parallel co-existence or transitional combination of logics, but hybridity in the form of robust combinations. We explore how new ideas fundamentally build on – and are made resonant with – the central bureaucratic logic in a way that suggests layering rather than blending. The conceptual findings presented in our article have implications for the literature on institutional analysis and institutional hybridity.

This paper analyzes the in-, and out-of sample, predictability of the stock market returns from Eurozone’s banking sectors, arising from bank-specific ratios and macroeconomic variables, using panel estimation techniques. In order to do that, I set an unbalanced panel of 116 banks returns, from April, 1991, to March, 2013, to constitute equal-weighted country-sorted portfolios representative of the Austrian, Belgian, Finish, French, German, Greek, Irish, Italian, Portuguese and Spanish banking sectors. I find that both earnings per share (EPS) and the ratio of total loans to total assets have in-sample predictive power over the portfolios’ monthly returns whereas, regarding the cross-section of annual returns, only EPS retain significant explanatory power. Nevertheless, the sign associated with the impact of EPS is contrarian to the results of past literature. When looking at inter-yearly horizon returns, I document in-sample predictive power arising from the ratios of provisions to net interest income, and non-interest income to net income. Regarding the out-of-sample performance of the proposed models, I find that these would only beat the portfolios’ historical mean on the month following the disclosure of year-end financial statements. Still, the evidence found is not statistically significant. Finally, in a last attempt to find significant evidence of predictability of monthly and annual returns, I use Fama and French 3-Factor and Carhart models to describe the cross-section of returns. Although in-sample the factors can significantly track Eurozone’s banking sectors’ stock market returns, they do not beat the portfolios’ historical mean when forecasting returns.

Objective: To assess if screening programs and treatment of preoperative malnutrition have been implemented into surgical practice to decrease morbidity. There is strong evidence that postoperative morbidity can be minimized by early identifying and treating patients at nutritional risk before major surgery.The validated nutritional risk score (NRS) is recommended by the European Society of Parenteral and Enteral Nutrition for nutritional screening. It remains unclear whether routine preoperative nutritional assessment and perioperative nutrition is widely implemented.Methods: A survey was conducted in 173 Swiss and Austrian surgical departments. Implementation of nutritional screening, perioperative nutrition, and estimated impact on clinical outcome were assessed. Non-responders were repeatedly contacted by the authors.Results: The overall response rate was 55%, whereby 69% (54/78) of Swiss and 44% (42/95) of Austrian centers responded. Despite 80% and 59% of the responding centers are aware of a reduced complication rate and shortened hospital stay, respectively, only 20% of them implemented routine nutritional screening. Financial (49%) and logistic restrictions (33%) are the predominant reasons against the routine clinical use. Screening is mainly performed either in the outpatient's clinic (52%) or during admission (54%). The NRS is only used by 14%. Instead, various clinical (78%), e.g. BMI and laboratory findings (56%), e.g. albumine, are used. Indication for perioperative nutrition is based on preoperative screening in 49%.While 23% use preoperative nutrition, 68% apply nutritional support pre- and postoperatively. Preoperative nutritional treatment ranged from three days (33%), to five days (31%) and even seven days (20%).Conclusion: Despite malnutrition is well recognized as major risk factor for increased postoperative morbidity, the majority of surgeons are reluctant to implement routine screening and nutritional support. If nutritional assessment is performed, local institutional screening parameters are still preferred. It remains difficult to overcome traditions, and to change surgeon's mind.

This study aims to explore the relationships that can be established between identity tensions affecting a learner of French in an alloglotte context, its investment in the appropriation of the language and the contacts that can be established with the target language, the latter constituting a necessary mediation for a successful appropria tion. The empirical analysis is based on data concerning an Austrian living in French-speaking Switzerland and taking courses in an academic context.

This thesis deals with the everyday use of propaganda in Romania, between 1971 and 1989. It explores the way in which the propaganda discourse of the Romanian Communist Party was disseminated through popular culture artifacts targeting children: Pioneers' magazines, textbooks, Almanacs and moralizing stories. These artifacts configured the image of a model child, whose preoccupations complied with the requirements of the Romanian Communist Party and communicated a set of recommended practices, to be followed by Romanian children. At the same time, the thesis incorporates the response of the actual children to these desirable practices, and implicitly, their response to state propaganda.

Donald J. P. Ziraldo, C.M., BSc., LLD was born in St. Catharines, Ontario on October 13, 1948 to Fredrick and Irma (Schiratti) Ziraldo. He graduated Denis Morris High School in St. Catharines in 1967, and received his B.Sc. in Agriculture at the University of Guelph in 1971. In 1974, Ziraldo was running Ziraldo Nurseries when he met Austrian born schoolteacher, chemist and winemaker Karl J. Kaiser. They realized that there was a gap in the premium varietal wine market and decided to plant a premium traditional European variety of grape vine species, the Vitis vinifera. This was an innovation in the Niagara region because the current wine producers were not using premium European grapes at the time. Ziraldo and Kaiser founded and then formally incorporated Inniskillin Wines Inc. in Niagara-on-the-Lake, Ontario on July 31, 1975. Ziraldo successfully lobbied General George Kitching, CEO of the LCBO, for a winery license. In 1975, Kitching granted him a winery license, the first in Ontario since Prohibition ended. From the beginning, there was a division of labour where Kaiser focused on the winemaking and Ziraldo focused on the marketing and promotion of the wines. Ziraldo also became president of the company. Ziraldo and Kaiser worked on improving their winemaking techniques and promoting their products and company. Ziraldo has been called ‘one of the founding fathers of the Canadian wine industry’, and it is widely acknowledged that both men played a large role in the success and growth of the Canadian wine industry. Together they pioneered the estate winery movement in Canada. A major turning point Inniskillin came in 1984 when Karl Kaiser successfully harvested the first Icewine crop from frozen grapes on the vine and bottled Eiswein Vidal (Icewine). In 1990, Inniskillin received worldwide recognition for this Icewine when their 1989 Vidal Icewine won the most prestigious award in the wine world, the Grand Prix d’Honneur, given at Vinexpo in France. This victory has been called ‘the award heard round the world’ and it launched Inniskillin into the international wine arena. At the same time, this helped lift the profile of Canadian wines in general. Inniskillin not only became Canada’s leading producer of Icewine, but it also became known for producing ‘one of the world’s great wines’. After the 1990 award, Ziraldo began a major public relations campaign to promote Inniskillin and build Icewine into a worldwide brand. He travelled broadly every year to promote the brand and products and networked extensively with politicians, celebrities, chefs, sommeliers, etc. To ensure worldwide and long-term success, Ziraldo introduced Icewine to Asia and the United States which were new markets. He developed a new Icewine glass with George Riedel. Tony Aspler has called Ziraldo ‘Canada’s Wine Ambassador’. Ziraldo was President of Inniskillin Wines Inc. (Niagara) from 1975 to 2006. In 1992, Inniskillin merged with Cartier Wines, and in 1993 Cartier Inniskillin Vintners Inc. merged with T.G. Bright & Co. Limited, forming the new company Vincor International Inc. Inniskillin wines was now a subsidiary of Vincor. Ziraldo became a Director at Vincor International Inc. from 1993 to 2004. From 1989 to the mid 1990s, Ziraldo also became President of Inniskillin Napa, in Napa Valley, California. Inniskillin purchased Napa Valley vineyards and produced wines under the Terra label. In 1994, Ziraldo set up a subsidiary estate winery of Inniskillin in Oliver, British Columbia which was called Inniskillin Okanagan Vineyards Inc. He became President of the winery. This started as a partnership between Inniskillin and the local Inkameep Indian Band in the Okanagan. In 2006, Ziraldo left Inniskillin and since that time he has been involved in other Icewine related ventures such as running Ziraldo Estate Winery and producing Ziraldo Riesling Icewine 2007. He also is in partnership with the Niagara based Equifera Estate Winery to produce Equifera Icewine. His most recent projects include planting Picolit grapes in his parent’s hometown, in a project called Picolit Di Fagagna and becoming Managing Director of the Senhora Do Convento Port Winery in Portugal. Donald Ziraldo was instrumental in the creation of the Vintners Quality Alliance (VQA) in Ontario and was its founding Chair from 1988-1995. The VQA was established as a regulatory and appellation system which secured the quality and origin of Canadian wines made under this system. The VQA designation and bottle label gave the consumer confidence that the wines they were purchasing were 100% local products. The VQA system was set up first in Ontario and then in British Columbia.

La guerre franco-prussienne (ou franco-allemande) de 1870-71 fut un conflit majeur dont l’issue changea considérablement l’équilibre des puissances en Europe avec notamment l’émergence de l’Empire allemand. Pourtant, elle a été oubliée. Bien que depuis la fin du XIXe siècle, elle fut largement traitée par l’historiographie, la question des responsabilités relativement à son déclenchement demeure un sujet de débat. Tandis que certains historiens estiment que cette guerre fut sciemment provoquée par Bismarck afin de parachever l’unification allemande, d’autres croient que la responsabilité est partagée et que ce conflit était tout simplement inévitable dans le contexte du refroidissement des rapports franco-allemands depuis la défaite autrichienne de Königgrätz (Sadowa). Le présent mémoire entend se dissocier de ces interprétations en jetant un nouveau regard sur le rôle joué par Bismarck lors des « préliminaires » (Vorgeschichte) de 1870. En s’appuyant sur des sources primaires ainsi que sur ce que les historiographies allemande, française et anglo-saxonne nous apprennent, il sera démontré premièrement que la candidature Hohenzollern pour le trône d’Espagne n’a pas été « fabriquée » volontairement par le chef de la diplomatie prussienne afin de compléter l’unification allemande, mais qu’elle fut promue d’abord et avant tout pour des considérations de prestige politique. Deuxièmement, la fameuse dépêche d’Ems modifiée par Bismarck ne peut être considérée comme l’élément déclencheur de ce conflit, car la décision d’aller en guerre fut prise à Paris avant que les effets de la dépêche ne se fassent sentir. Enfin, par son besoin d’un succès politico-diplomatique qui aurait consolidé le Second Empire en faisant oublier les reculades antérieures, par son refus de se satisfaire du retrait de la candidature Hohenzollern et par les erreurs de sa politique étrangère en général, la France a adopté une position belliqueuse et s’est retrouvée seule dans une guerre qu’elle n’avait su ni prévenir, ni préparer. L’enjeu à Paris n’était finalement pas le règlement pacifique des différends avec la Prusse, mais la pérennisation de la prépondérance française sur le continent européen.

Souvent laissée pour contre par les théoriciens, longtemps associée à la littérature populaire, la littérature fantastique a su depuis se tailler une place parmi les grands genres de la littérature. Depuis le milieu du XXe siècle, les chercheurs et le public découvrent ou redécouvrent un genre qui a toujours fait parti du paysage littéraire. Une œuvre majeure contribuera à la redécouverte scientifique du genre : Écrite en 1970 l’œuvre de Tzvetan Todorov Introduction à la littérature fantastique donne tant au néophyte qu’au chercheur un ouvrage qui trouve encore des échos aujourd’hui. Sa définition du fantastique, son approche du rôle du narrateur et du lecteur sont une référence, un point de départ et surtout un incontournable pour ceux et celles qui désirent comprendre et apprendre le fantastique. Dans ce mémoire, nous nous concentrerons particulièrement sur le rôle et la problématique du narrateur dans l’œuvre de deux représentants majeurs de la littérature fantastique de langue allemande du début du XXe siècle : Leo Perutz (1882-1957) et Alexander Lernet-Holenia (1897-1976). Le narrateur semble jouer un rôle prédominant dans la littérature fantastique. En effet, par son discours souvent présenté au « je », il semble créer une dynamique très particulière : il manipule son propre discours, il agit sur le lecteur en étant narrateur et personnage dans le récit, il crée une tension entre les différentes couches narratives par son état instable. Bref, il semble contribuer à l’apparition du fantastique dans le texte et également provoquer une certaine hésitation chez le lecteur. Le texte joue également un rôle : Leo Perutz produit un modèle de texte qui semble marquer aussi son collègue Alexander Lernet-Holenia. La structure presque mathématique des textes de Perutz rappelle que le fantastique peut jouer même à l’intérieur de paramètres rigides avec l’ordre et le chaos, les frontières entre le réel et le rêve. Nous étudierons des œuvres de Leo Perutz et d’Alexander Lernet-Holenia qui ont été publiées entre 1915 et 1937. Les théories qui serviront à appuyer mon travail sont tirées entre autre des études de Tzvetan Todorov et Uwe Durst sur la littérature fantastique et de Gérard Genette sur le narrateur.

Ce mémoire analyse la réception de l’auteur autrichien Thomas Bernhard (1931-1989) au regard des scandales qui ont marqué sa carrière. Tantôt identifié comme l’imprécateur de l’Autriche, tantôt comme écrivain exceptionnel, il aura remis en question le rôle de son pays dans le national-socialisme et multiplié les attaques ad hominem. Il aura tenu un rôle ambigu dans l’espace public. Tout en insistant sur le caractère fictif de ses œuvres, il se mettait en scène de façon provocatrice dans le discours public ainsi que dans sa fiction. Ce mémoire s’intéresse au fonctionnement du scandale en tant qu’événement social complexe ayant lieu dans l’espace public. Les chercheurs s’entendent pour considérer le scandale comme un trouble ou une irritation résultant d’une transgression, apparente ou avérée. Il s’agit en outre d’un phénomène intégré dans l’ordre social et géré par les médias, caractérisé par l’actualisation des valeurs morales. Dans la présente étude, il est postulé que le capital symbolique (cf. Bourdieu) joue un rôle d’a priori et de catalyseur dans les scandales. Une accumulation initiale de capital symbolique assure une visibilité médiatique automatique. Le capital d’identité de Thomas Bernhard – soit la personnalisation du capital symbolique – est hybride et complexe, de sorte qu’il est difficilement appréciable. La difficile appréciation du capital de l’auteur se traduit par l’incertitude des journalistes et du public quant à son message : réactions dispro-portionnées, critique du particulier perçue comme mise en cause de l’universel. Toute dé-claration, toute œuvre de Bernhard est assujettie à ses prestations « scandaleuses » antérieu-res. Ce mémoire insiste sur le caractère autoréférentiel du scandale et s’intéresse aux actes de langage performatifs (cf. John L. Austin). Le corpus comporte des romans de Bernhard, leurs recensions, des articles de quotidiens, des lettres de lecteurs, des documents juridiques ainsi que la correspondance entre Bernhard et Siegfried Unseld.

Ce mémoire vise à élucider les implications de l’intégration européenne pour les diplomaties nationales. À partir d’une approche sociologique axée sur les pratiques des individus, une étude de cas est menée sur la diplomatie autrichienne, pour la période allant de 1987 à 2009. S’appuyant sur une vingtaine d’entretiens conduits en 2009 à Vienne, cette étude rend compte, d’une part, des changements engendrés par l’intégration européenne de l’Autriche au regard des pratiques et des représentations de ses diplomates concernant la politique de neutralité. D’autre part, nous relatons le processus d’adaptation des diplomates et du ministère des Affaires étrangères autrichiens aux exigences pratiques et aux dynamiques sociales de l’interaction diplomatique au sein de l’Union européenne (UE). En somme, notre étude montre que les diplomates impliqués dans la gestion des affaires (tant internes qu’externes) de l’UE convergent autour d’un certain nombre de règles et de représentations sociales; cette dynamique a des implications substantielles pour les diplomaties nationales intégrées relativement tardivement dans l’UE, comme ce fut le cas pour l’Autriche.
