When the South African anti-money laundering regulations were drafted in 2002, the Minister of Finance made an exemption to protect so-called mass market banking services products for the poor against negative compliance impact by the new system. This exemption, known as Exemption 17, relaxes the requirement to identify and verify a client’s residential address. Exemption 17 was amended in 2004 to facilitate the launch of a basic bank account, the Mzansi account. This account has proved to be hugely popular. According to the FinScope 2007 survey 10% of South African adults claimed to hold a Mzansi account.

Most econometric methods for testing the proposition of long-run monetary neutrality rely on the assumption that money and real output do not cointegrate, a result that is usually supported by the data. This paper argues that these results can be attributed in part to the low power of univariate tests, and that a violation of the noncointegration assumption is likely to result in a nonrejection of the neutrality proposition. To alleviate this problem, two new and more powerful panel cointegration tests are proposed that can be used under quite general conditions. The empirical results obtained from applying these tests to a panel covering ten countries between 1870 and 1986 suggest money and real output are cointegrated, and hence that the neutrality proposition must be rejected. © Springer-Verlag 2007.

Urban sprawl is a significant issue in the United States, one effect of which is the departure of the wealth from cities. This study examined the distribution of wealth in Erie County, New York, focused around Buffalo. The question is then raised, why do those with the money leave the city, and to where do they go? While this study does not attempt to explain all of the reasons, it does examine two significant issues: quality of public school education, and proximity to main highways with easy access to the city. Using ArcGIS, I was able to place the public high schools and their relative ranking over a distribution of per capita income. The results of this analysis show that the wealthiest areas are located within the best school districts. Moreover, the areas where the wealth accumulates are directly connected by major highways.
