In this paper we provide a detailed profile and analysis of the regional risk capital market in Scotland, using an innovative methodology and specially developed databases which cover risk capital investment in young companies in the periods 2000–04 and 2005–07. This identifies the investment activity of all actors in the market and provides estimates of the total flow of risk capital investment into early-stage Scottish companies over the period. The paper concludes by drawing out the implications for policy makers (providing a more robust evidence base for the development, implementation and monitoring of policy) and for academic researchers (on the methodologies for estimating market scale and efficiency).

Post-communist transition went hand in hand with the European integration process. Much of the literature on EU accession focuses on the rational decision to implement a set of European norms into domestic legislation pre-accession. It is often concluded that once EU membership is achieved, states succumb their rationality and act on the basis of internalised norms. The paper claims that the past literature overlooks the wider framework within which policy-makers operate before and after the accession, namely domestic sovereignty over policy-making and implementation. Tracing the policy dynamics in the area of minority rights in Estonia and Slovakia, we demonstrate that the European integration ushered greater domestic control over policy implementation on minority issues in two states exposed to a heavy dose of conditionality. As we observe, both states have consolidated their state- and nation-building policies referencing EU conditionality in the course of accession and later EU membership to assert centrality of domestic objectives for policy-making and implementation.

This paper presents a three-dimensional continuum damage mechanics-based material model which was implemented in an implicit finite element code to simulate the progressive intralaminar degradation of fibre reinforced laminates. The damage model is based on ply failure mechanisms and uses seven damage variables assigned to tensile, compressive and shear damage at a ply level. Non-linear behaviour and irreversibility were taken into account and modelled. Some issues on the numerical implementation of the damage model are discussed and solutions proposed. Applications of the methodology are presented in Part II

Several studies in the last decade have pointed out that many devices, such as computers, are often left powered on even when idle, just to make them available and reachable on the network, leading to large energy waste. The concept of network connectivity proxy (NCP) has been proposed as an effective means to improve energy efficiency. It impersonates the presence of networked devices that are temporally unavailable, by carrying out background networking routines on their behalf. Hence, idle devices could be put into low-power states and save energy. Several architectural alternatives and the applicability of this concept to different protocols and applications have been investigated. However, there is no clear understanding of the limitations and issues of this approach in current networking scenarios. This paper extends the knowledge about the NCP by defining an extended set of tasks that the NCP can carry out, by introducing a suitable communication interface to control NCP operation, and by designing, implementing, and evaluating a functional prototype.

Inner city developments are a common feature within many urban environments. Where these construction sites are not managed effectively, they can negatively impact their surrounding community. The aim of this paper is to identify and document, in an urban context, the numerous issues encounter and subsequent strategies adopted by on-site contractors and local people, in the mitigation of factors which negatively impact their surrounding community. The objectives in achieving this aim are to identify what effect, if any, an urban construction site has on its surrounding environment, the issues and resulting strategies adopted by contractors on the factors identified, and also what measures are put in place to minimise such disturbances to the local community. In order to meet the requirements, a mixed methodology is adopted culminating in a literature review, case study analysis, contractor and community interviews, concluding in the development of two specific questions for both perspectives in question. The data is assessed using severity indices based on mean testing in the development of key findings. The results indicate that the main forms of disturbance to the local community from an urban development include noise, dust and traffic congestion. With respect to a contractor on-site, the key issues include damaging surrounding buildings, noise control and off-site parking. The resulting strategies identified in the mitigation of such issues include the implementation of noise and dust containment measures and minimising disruption to local infrastructure. It is envisaged that the results of this study will provide contractors operating in such environments, with the required information which can assist in minimising disruption and therefore, avoiding disputes with the local community members. By consulting with and surveying those most affected, this research will illustrate to on-site management, the difficulties faced by those who accommodate such developments within their living environment.

Realistic Evaluation of EWS and ALERT: factors enabling and constraining implementation Background The implementation of EWS and ALERT in practice is essential to the success of Rapid Response Systems but is dependent upon nurses utilising EWS protocols and applying ALERT best practice guidelines. To date there is limited evidence on the effectiveness of EWS or ALERT as research has primarily focused on measuring patient outcomes (cardiac arrests, ICU admissions) following the implementation of a Rapid Response Team. Complex interventions in healthcare aimed at changing service delivery and related behaviour of health professionals require a different research approach to evaluate the evidence. To understand how and why EWS and ALERT work, or might not work, research needs to consider the social, cultural and organisational influences that will impact on successful implementation in practice. This requires a research approach that considers both the processes and outcomes of complex interventions, such as EWS and ALERT, implemented in practice. Realistic Evaluation is such an approach and was used to explain the factors that enable and constrain the implementation of EWS and ALERT in practice [1]. Aim The aim of this study was to evaluate factors that enabled and constrained the implementation and service delivery of early warnings systems (EWS) and ALERT in practice in order to provide direction for enabling their success and sustainability. Methods The research design was a multiple case study approach of four wards in two hospitals in Northern Ireland. It followed the principles of realist evaluation research which allowed empirical data to be gathered to test and refine RRS programme theory. This approach used a variety of mixed methods to test the programme theories including individual and focus group interviews, observation and documentary analysis in a two stage process. A purposive sample of 75 key informants participated in individual and focus group interviews. Observation and documentary analysis of EWS compliance data and ALERT training records provided further evidence to support or refute the interview findings. Data was analysed using NVIVO8 to categorise interview findings and SPSS for ALERT documentary data. These findings were further synthesised by undertaking a within and cross case comparison to explain the factors enabling and constraining EWS and ALERT. Results A cross case analysis highlighted similarities, differences and factors enabling or constraining successful implementation across the case study sites. Findings showed that personal (confidence; clinical judgement; personality), social (ward leadership; communication), organisational (workload and staffing issues; pressure from managers to complete EWS audit and targets), educational (constraints on training; no clinical educator on ward) and cultural (routine task delegated) influences impact on EWS and acute care training outcomes. There were also differences noted between medical and surgical wards across both case sites. Conclusions Realist Evaluation allows refinement and development of the RRS programme theory to explain the realities of practice. These refined RRS programme theories are capable of informing the planning of future service provision and provide direction for enabling their success and sustainability. References: 1. A comprehensive continuum damage mechanics model [1] had been developed to capture the detailed
behaviour of a composite structure under a crushing load. This paper explores some of the difficulties
encountered in the implementation of this model and their mitigation. The use of reduced integration
element and a strain softening model both negatively affect the accuracy and stability of the
simulation. Damage localisation effects demanded an accurate measure of characteristic length. A
robust algorithm for determining the characteristic length was implemented. Testing showed that this
algorithm produced marked improvements over the use of the default characteristic length provided
by Abaqus. Zero-energy or hourglass modes, in reduced integration elements, led to reduced
resistance to bending. This was compounded by the strain softening model, which led to the formation
of elements with little resistance to deformation that could invert if left unchecked. It was shown,
through benchmark testing, that by deleting elements with excess distortions and controlling the mesh
using inbuilt distortion/hourglass controls, these issues can be alleviated. These techniques
contributed significantly to the viability and usability of the damage model.

This article presents the experience of a rehabilitation program that un- dertook the challenge to reorganize its services to address accessibility issues and im- prove service quality. The context in which the reorganization process occurred, along with the relevant literature justifying the need for a new service delivery model, and an historical perspective on the planning; implementation; and evaluation phases of the process are described. In the planning phase, the constitution of the working committee, the data collected, and the information found in the literature are presented. Apollo, the new service delivery model, is then described along with each of its components (e.g., community, group, and individual interventions). Actions and lessons learnt during the implementation of each component are presented. We hope by sharing our experiences that we can help others make informed decisions about service reorganization to im- prove the quality of services provided to children with disabilities, their families, and their communities.

The increase of electricity demand in Brazil, the lack of the next major hydroelectric reservoirs implementation, and the growth of environmental concerns lead utilities to seek an improved system planning to meet these energy needs. The great diversity of economic, social, climatic, and cultural conditions in the country have been causing a more difficult planning of the power system. The work presented in this paper concerns the development of an algorithm that aims studying the influence of the issues mentioned in load curves. Focus is given to residential consumers. The consumption device with highest influence in the load curve is also identified. The methodology developed gains increasing importance in the system planning and operation, namely in the smart grids context.

Since the early 1970's, Canadians have expressed many concerns about the growth of government and its impact on their daily lives. The public has requested increased access to government documents and improved protection of the personal information which is held in government files and data banks. At the same time, both academics and practitioners in the field of public administration have become more interested in the values that public servants bring to their decisions and recommendations. Certain administrative values, such as accountability and integrity, have taken on greater relative importance. The purpose of this thesis is to examine the implementation of Ontario's access and privacy law. It centres on the question of whether or not the Freedom of Information and Protection of Privacy Act, 1987, (FIPPA) has answered the demand for open access to government while at the same time protecting the personal privacy of individual citizens. It also assesses the extent to which this relatively new piece of legislation has made a difference to the people of Ontario. The thesis presents an overview of the issues of freedom of information and protection of privacy in Ontario. It begins with the evolution of the legislation and a description of the law itself. It focuses on the structures and processes which have been established to meet the procedural and administrative demands of the Act. These structures and processes are evaluated in two ways. First, the thesis evaluates how open the Ontario government has become and, second, it determines how Ill carefully the privacy rights of individuals are safeguarded. An analytical framework of administrative values is used to evaluate the overall performance of the government in these two areas. The conclusion is drawn that, overall, the Ontario government has effectively implemented the Freedom of Information and Protection of Privacy Act, particularly by providing access to most government-held documents. The protection of individual privacy has proved to be not only more difficult to achieve, but more difficult to evaluate. However, the administrative culture of the Ontario bureaucracy is shown to be committed to ensuring that the access and privacy rights of citizens are respected.

This study examined the operational planning, implementation and execution issues of major sport events, as well as the mitigation and management strategies used to address these issues, with the aim of determining best practices in sport event operational planning. The three Research Questions were: 1) What can previous major sport events provide to guide the operational management of future events? 2) What are the operational issues that arise in the planning and execution of a major sport event, how are they mitigated and what are the strategies used to deal with these issues? 3) What are the best practices for sport event operational planning and how can these practices aid future events? Data collection involved a modified Delphi technique that consisted of one round of in-depth interviews followed by two rounds of questionnaires. Both data collection and analysis were guided by an adaptation of the work of Parent, Rouillard & Leopkey (2011) with a focus on previously established issue and strategy categories. The results provided a list of Top 26 Prominent Issues and Top 17 Prominent Strategies with additional issue-strategy links that can be used to aid event managers producing future major sport events. The following issue categories emerged as having had the highest impact on previous major sport events that participants had managed: timing, funding and knowledge management. In addition, participants used strategies from the following categories most frequently: other, formalized agreements and communication.

Depuis quelques décennies, l'intérêt pour l’étude de la fonction d’évaluation s’est diversifié pour approfondir les principes théoriques (Jenkinson, 1922; Schellenberg, 1956; Samuels, 1992; Cook, 1992b; Eastwood, 1992b; Duranti, 1994; Couture, 1999), les stratégies (Booms, 1972; Samuels, 1986; Cook, 1992b; Eastwood, 1992b; Couture, 1999) et les dispositifs de leur processus d’application (Ham, 1984; Boles & Young, 1991; Cook, 2001a, 2001b). Mais, toutes ces contributions n'ont pas encore étudié la nature des résultats de l'évaluation que sont les archives définitives. Du point de vue patrimonial, l’absence d’études sur la définition et la mesure des qualités des archives définitives ne permet pas de vérifier si ces archives constituent un patrimoine documentaire significatif. Sur le plan administratif, l’état actuel de la pratique de l'évaluation n'a pas encore investi dans l'examen méticuleux de la nature de ses résultats. Au plan économique, le manque de méthodes et d'outils pour la mesure des qualités des archives ne permet pas de juger si ces archives valent l’investissement matériel, technique, financier et humain que leur conservation implique. Du point de vue professionnel, l’absence de méthodes et d’instruments d’évaluation des qualités des archives ne permet pas aux professionnels d’appuyer leur décision en matière d’évaluation des archives. Afin de remédier à cette situation, notre recherche vise à définir et à mesurer les qualités des archives définitives issues de l’évaluation. Pour ce faire, nous privilégions une méthodologie quantitative de nature descriptive, appropriée lorsqu’il s’agit d’étudier un sujet peu abordé (Fortin, 2006) tel que l'opérationnalisation des qualités des archives définitives. La stratégie de la recherche a comporté deux phases. La phase conceptuelle a permis d’identifier et de définir quatre qualités soit l’« Unicité », la « Preuve crédible », l’« Exploitabilité » et la « Représentativité ». La phase empirique consistait à vérifier la mesurabilité, à titre d’exemple, des variables découlant de deux des quatre dimensions de qualité dans le contexte des archives définitives, soit la « Preuve crédible » et l’« Exploitabilité ». Le mode de collecte des données réside dans l’application d’une grille de mesure conçue spécialement aux fins de cette étude. La réalisation de la collecte de données qui s’est déroulée à Bibliothèque et Archives nationales du Québec a permis l’opérationnalisation de 10 indicateurs spécifiques sur 13 appartenant à deux dimensions de qualité : la « Preuve crédible » et l’« Exploitabilité » des archives définitives. Ainsi, trois indicateurs spécifiques sur l’ensemble de 13 sont restés sans mesures à cause d’une certaine faiblesse liée à leur mesure que nous avons pu identifier et vérifier lors des pré-tests de la recherche. Ces trois indicateurs spécifiques sont le « Créateur » dans le cadre de la dimension de la « Preuve crédible », ainsi que la « Compréhensibilité » et la « Repérabilité » dans le cadre de la dimension de l’« Exploitabilité ». Les mesures obtenues pour les 10 indicateurs ont mené à l’identification des avantages et des points à améliorer concernant différentes variables liées au créateur, au service de conservation ou encore à l’état et à la nature du support. Cibler l’amélioration d’un produit ou d’un service représente, comme démontré dans la revue de la littérature, le but ultime d’une étude sur les dimensions de qualité. Trois types de contributions découlent de cette recherche. Au plan théorique, cette recherche offre un cadre conceptuel qui permet de définir le concept de qualité des archives définitives dans une perspective d’évaluation archivistique. Au plan méthodologique, elle propose une méthode de mesure des qualités applicables aux archives définitives ainsi que les instruments et le guide qui expliquent sa réalisation. Au plan professionnel, d'une part, elle permet d’évaluer les résultats de l’exercice de l’évaluation archivistique; d'autre part, elle offre aux professionnels non seulement une grille de mesure des qualités des archives définitives déjà testée, mais aussi le guide de son application.

Cette étude aborde les questionnements relatifs à l’homologation et à l’entérinement d’une entente de règlement amiable conclue dans le cadre des processus de médiation ou de conciliation administrative. L’étude vise d’abord à clarifier les concepts en définissant précisément la terminologie privilégiée. La mise en œuvre des demandes est ensuite analysée au regard de la compétence des tribunaux administratifs et de celle des tribunaux de droit commun à l’égard d’un accord de conciliation ou d’une transaction conclu dans le cadre d’un litige administratif. Les formalités relatives à la présentation de la demande sont exposées. Les tests de conformité à la loi et à l’ordre public sont ensuite circonscrits pour terminer par un examen des conséquences de l’homologation ou de l’entérinement de l’entente sur les recours ultérieurs possibles tels que le recours en révision administrative ou le recours en révision judiciaire.
