Este trabalho pretende contribuir para o entendimento sobre a desindustrialização brasileira, bem como propor uma reflexão sobre o futuro das políticas de governo atualmente vigentes. Para isso, procurou-se inicialmente avaliar a literatura nacional e estrangeira sobre o tema da desindustrialização. O objetivo é, portanto, observar através dos dados e indicadores mais recomendados pela literatura existente, se o Brasil apresenta, realmente, sinais de que está passando por um processo de desindustrialização. Os agregados econômicos analisados foram: emprego, produto e o setor externo. As respectivas séries revelaram, em seu conjunto, que o Brasil está enfrentando, desde meados dos anos 1980, o fenômeno da desindustrialização. As principais causas que contribuem para explicar o porquê desse processo são: o avanço das commodities na pauta exportadora brasileira, a recente valorização da moeda nacional, a baixa densidade tecnológica dos produtos industriais brasileiros, as mudanças de políticas econômicas dos anos 1980 e 1990 e, finalmente, o processo geral recente do capitalismo, no contexto de um mundo globalizado.

O ponto crucial desse trabalho, certamente, são as condições de possibilidades das relações entre o magistério e a educação, arguindo tanto o magistério como a educação sobre o sentido do não-sentido de um currículo. Minha tese é que, analisadas as possibilidades da subjetividade, a autodeterminação é inexequível, isto é, é preciso incluir o outro no eu e essa inclusão pressupõe penetrar as searas do imprevisto. Se assim o é, a subjetividade consiste na responsabilidade, na ação de responder a esse outro que não sou eu, mas que constitui também o eu. Responder ao outro obnubila o eu enquanto singularidade, não há espaço para essa singularidade, portanto ser é imprevisível. Isso significa que é vão o trabalho de tentar planejar a construção do eu (o sujeito, o cidadão) do outro no tempo. O conhecimento, a herança, é também um outro a que se deve responder e cujas respostas produzirão outros outros. O currículo é um outro a que se deve responder, e isso vale tanto para aquele que seleciona quanto para aquele a quem se destina a coleção. Assim sendo, não há um sentido possível para um currículo. O encontro com esse outro selecionado em meio a herança que, por si só é também outro, desmantela o sentido previsto posto que é imprevista a ação da responsabilidade.Resta-nos aderir à vontade de potência, ao moto contínuo da responsabilidade ante o imprevisto. Mergulhar nesse jogo que, distante de uma ação racional, segue um processo de êxtase e não de vertigem ante o conhecimento. Resta-nos deslizar as políticas de governo para as de estado, onde a educação escolar seja vista como investimento não-útil, como um jogo que rompe as bordas dos esquemas dentro-fora, interior-exterior, aqui-ali, meu-teu. Como um processo onde o planejamento futuro é impossível, já que é puro imprevisto. A presente tese não se configura como a defesa de uma ideia, mas como uma adesão, e consequente reflexão, a uma perspectiva de entendimento do que venha ser currículo, prática docente e conhecimento, no recorte da educação escolar, independente do segmento. Os conselhos comunitários de segurança pública do Rio de Janeiro representam uma mudança institucional na área das políticas públicas de segurança. Trata-se de um canal de abertura que permite a participação no plano local, caracterizado pela busca da instauração de diferentes padrões de interação entre governo e sociedade em torno do tema segurança. Baseado nas recentes análises acerca da sociedade civil, em que esta vem sendo tratada cada vez mais como instância aproximada da esfera governamental. O trabalho propõe expor uma análise político-social do conselho comunitário do bairro Méier e suas adjacências, localizados na Zona Norte do Rio de Janeiro. Esta região é conhecida pelos contrastes sociais e elevados índices de violência, por concentrar, de uma só vez, um comércio próspero, grande número de habitantes e diversas comunidades carentes dominadas pelo tráfico de drogas e de armas. A experiência deste conselho permite conhecer que a consolidação desta arena depende não só da presença de organizações e representantes sociais aptos a reivindicar múltiplos interesses, mas também do comprometimento do governo em reconhecer essas arenas como canais privilegiados na relação entre poder público e sociedade. O conselho caracteriza-se como uma ferramenta inovadora à medida que trata de um tema conflituoso como a segurança pública. Esta arena permite a aproximação entre comunidade e instituições historicamente fechadas como as polícias militar e civil. O exercício dos conselhos comunitários de segurança pública pode colaborar para o aprofundamento de uma democracia brasileira mais participativa e de um Estado mais poroso, na medida em que aposta no envolvimento de uma sociedade civil mais organizada e atuante, de um Poder Executivo e órgãos governamentais mais dispostos ao diálogo.

This report is a contribution to an assessment of the current status of agriculture in Cambodia, focusing on the linkages between agriculture and water, mainly in the form of irrigation. It seeks to view current government policies on agriculture and irrigation in the context of experiences on the ground, as communicated through the many field studies that cover varied aspects of performance in the agriculture sector and irrigation schemes. In an effort to identify future research areas, this review examines the status quo, and connects or disconnects with stated policy through a broad lens to capture strengths and challenges across crop production, irrigation management and post-harvest contexts. It places irrigation under scrutiny in terms of its value as a major area of government expenditure in recent years, and asks whether it presents the best potential for future gains in productivity, when compared with the prospects offered by investments in other aspects of agriculture. The fieldwork and review of current literature that form the basis of this report were undertaken at the request of, and partly funded by, the Australian Centre for International Agricultural Research (ACIAR). It is also intended to contribute knowledge to the CGIAR Research Program on Aquatic Agricultural Systems (AAS) led by WorldFish, who co-funded the activities.

This research is an exploration of the expression of student voice in Irish post-primary schools and how its affordance could impact on students’ and teachers’ experiences in the classroom, and at whole-school level through a student council. Student voice refers to the inclusion of students in decisions that shape their experiences in classrooms and schools, and is fundamental to a rights-based perspective that facilitates students to have a voice and a say in their education. Student voice is essential to the development of democratic principles, active citizenship, and learning and pedagogy. This qualitative research, based in three post-primary case-study schools, concerns teachers in eighteen classrooms engaging in dialogic consultation with their students over one school year. Teachers considered the students’ commentary and then adjusted their practice. The operation of student councils was also examined through the voices of council members, liaison teachers and school principals. Theorised within socio-cultural (social constructivist), social constructionist and poststructural frames, the complexity of student voice emerges from its conceptualisation and enactment. Affording students a voice in their classroom presented positive findings in the context of relationships, pedagogical change and students’ engagement, participation and achievement. The power and authority of the teacher and discordant student voices, particularly relating to examinations, presented challenges affecting teachers’ practice and students’ expectations. The functional redundancy of the student council as a construct for student voice at whole-school level, and its partial redundancy as a construct to reflect prefigurative democracy and active citizenship also emerge from the research. Current policy initiatives in Irish education situate student voice in pedagogy and as dialogic consultation at classroom and whole-school level. This work endorses the necessity for and benefit of such a positioning with the author further arguing that it should not become the instrumental student voice of data source, accountability and performativity.

© 2014, Springer Science+Business Media Dordrecht.The burgeoning literature on global value chains (GVCs) has recast our understanding of how industrial clusters are shaped by their ties to the international economy, but within this context, the role played by corporate social responsibility (CSR) continues to evolve. New research in the past decade allows us to better understand how CSR is linked to industrial clusters and GVCs. With geographic production and trade patterns in many industries becoming concentrated in the global South, lead firms in GVCs have been under growing pressure to link economic and social upgrading in more integrated forms of CSR. This is leading to a confluence of “private governance” (corporate codes of conduct and monitoring), “social governance” (civil society pressure on business from labor organizations and non-governmental organizations), and “public governance” (government policies to support gains by labor groups and environmental activists). This new form of “synergistic governance” is illustrated with evidence from recent studies of GVCs and industrial clusters, as well as advances in theorizing about new patterns of governance in GVCs and clusters.

This article examines the current state of tension in the Niger Delta of Nigeria. It locates the current unrest in the continued denial of economic, social and cultural rights to the oil-rich communities in the area. The author argues that this denial happened with the complicity and acquiescence of the international community. The Nigerian government as well as multinational corporations operating in the area have not been responsive to the development needs of the people. The article argues that, although the primary obligation for realising the economic, social and cultural rights of host communities rests on the government, multi-national corporations in developing countries, considering their awesome resources and influence on government policies, should be similarly obligated to respect, promote and protect those rights.

Traditional internal combustion engine vehicles are a major contributor to global greenhouse gas emissions and other air pollutants, such as particulate matter and nitrogen oxides. If the tail pipe point emissions could be managed centrally without reducing the commercial and personal user functionalities, then one of the most attractive solutions for achieving a significant reduction of emissions in the transport sector would be the mass deployment of electric vehicles. Though electric vehicle sales are still hindered by battery performance, cost and a few other technological bottlenecks, focused commercialisation and support from government policies are encouraging large scale electric vehicle adoptions. The mass proliferation of plug-in electric vehicles is likely to bring a significant additional electric load onto the grid creating a highly complex operational problem for power system operators. Electric vehicle batteries also have the ability to act as energy storage points on the distribution system. This double charge and storage impact of many uncontrollable small kW loads, as consumers will want maximum flexibility, on a distribution system which was originally not designed for such operations has the potential to be detrimental to grid balancing. Intelligent scheduling methods if established correctly could smoothly integrate electric vehicles onto the grid. Intelligent scheduling methods will help to avoid cycling of large combustion plants, using expensive fossil fuel peaking plant, match renewable generation to electric vehicle charging and not overload the distribution system causing a reduction in power quality. In this paper, a state-of-the-art review of scheduling methods to integrate plug-in electric vehicles are reviewed, examined and categorised based on their computational techniques. Thus, in addition to various existing approaches covering analytical scheduling, conventional optimisation methods (e.g. linear, non-linear mixed integer programming and dynamic programming), and game theory, meta-heuristic algorithms including genetic algorithm and particle swarm optimisation, are all comprehensively surveyed, offering a systematic reference for grid scheduling considering intelligent electric vehicle integration.

This document is an account of a convention of South Carolina state representatives following the drafting of the Declaration of Independence. There were three parties involved in the convention and the account is based on the notes of Mr. Luther Martin who attended as well Mr. Justice Yates’ account. The first party wished to abolish all state governments and have one uniform monarchical government for the continent that would be restricted and limited. The second party did not wish to abolish state governments to give their own state some importance. The third party was advocating for a federal government in conjunction with state government. This document is an account of the convention.

O principal objetivo deste artigo é estudar os indivíduos que intervêm em atividades de mediação cultural. A nossa atenção circunscreve-se a mediadores que trabalham em serviços educativos e em programas promovidos por políticas públicas. O estudo recai sobre percursos de um conjunto de mediadores, tendo sido realizadas entrevistas aprofundadas. A análise salienta dois aspetos: por um lado, constata-se que é diverso o grau de centralidade deste trabalho nas trajetórias, e por outro verifica-se uma convergência nos atributos considerados cruciais para o desempenhar. O artigo ensaia um esboço de diversos perfis, ressaltando a heterogeneidade do trabalho de mediação das artes em Portugal.

The aim of this article is to examine the composition and patterns of recruitment of the ministries’directors-general, as well as to assess the interconnections between bureaucracy and politics, from the beginnings of Regeneração (1851) until the breakdown of Monarchy (1910). The post of director-general was considered one of “political trust”, that might be filled by individuals from outside the civil service, and the selection and de-selection of officeholders depended exclusively on the ministers’ will. Nonetheless, most directors-general were experienced bureaucrats, boasting a steady career as civil servants, and remained in office for long terms, regardless of ministerial discontinuities. In other words, High Administration became relatively immune to party-driven politics. Due to their professional background and lengthy tenure, directors-general were usually highly skilled specialists, combining technical expertise and practical knowledge of the wheels of state bureaucracy. Hence, they were often influential actors in policy-making, playing an active (and sometimes decisive) part behind the scenes, in both designing and implementing government policies. As regards their social profile, directors-general formed a cohesive and homogeneous elite group: being predominantly drawn from urban middle class milieus, highly educated, and appointed to office in their forties.

RESUMO - Introdução: A diabetes mellitus e a hipertensão arterial são problemas de saúde de elevada prevalência em Portugal. A sua distribuição geográfica e social é pouco conhecida, comprometendo o desenho e implementação de políticas de saúde. Assim, este estudo teve como objetivo avaliar a existência das desigualdades socioeconómicas na prevalência de diabetes mellitus tipo 2 e de hipertensão arterial, na população residente na região Norte de Portugal, no ano de 2013. Métodos: Foi realizado um estudo ecológico que analisou as 2028 freguesias da região Norte. Os dados foram obtidos através do Sistema de Informação das Administrações Regionais de Saúde e do Censos 2011. A associação entre os indicadores socioeconómicos e a prevalência destas doenças foi medida através da diferença de prevalências, do risco atribuível populacional, do índice relativo de desigualdades e pelo coeficiente de regressão. Resultados: A prevalência de diabetes mellitus tipo 2 e hipertensão arterial foi de 6,16% e 19,35%, respetivamente, e apresentou uma distribuição heterogénea entre freguesias (variando entre 0%-23,7% para a diabetes e 2,8%-66,7% para a hipertensão). A prevalência de ambas as doenças estava significativamente associada com o baixo nível educacional, baixa atividade em sector terciário, desemprego e baixo rendimento (com diferença de prevalências entre decis opostos de até 1,3% na diabetes e até 5,3% na hipertensão). Os determinantes socioeconómicos foram responsáveis até 20% da prevalência destas doenças na população. Conclusão: Estes resultados demonstram a existência de uma distribuição socioeconómica e geográfica heterogéneas e a necessidade de criação de políticas de saúde que atuem nas freguesias menos favorecidas.

Adjustement is an ongoing process by which factors of reallocated to equalize their returns in different uses. Adjustment occurs though market mechanisms or intrafirm reallocation of resources as a result of changes in terms of trade, government policies, resource availability, technological change, etc. These changes alter production opportunities and production, transaction and information costs, and consequently modify production functions, organizational design, etc. In this paper we define adjustment (section 2); review empirical estimates of the extent of adjustment in Canada and abroad (section 3); review selected features of the trade policy and adjustment context of relevance for policy formulation among which: slow growth, a shift to services, a shift to the Pacific Rim, the internationalization of production, investment distribution communications the growing use of NTB's, changes in foreign direct investment patterns, intrafirm and intraindustry trade, interregional trade flows, differences in micro economic adjustment processes of adjustment as between subsidiaries and Canadian companies (section 4); examine methodologies and results of studies of the impact of trade liberalization on jobs (section 5); and review the R. Harris general equilibrium model (section 6). Our conclusion emphasizes the importance of harmonizing commercial and domestic policies dealing with adjustment (section 7). We close with a bibliography of relevant publications.

This paper develops a model of money demand where the opportunity cost of holding money is subject to regime changes. The regimes are fully characterized by the mean and variance of inflation and are assumed to be the result of alternative government policies. Agents are unable to directly observe whether government actions are indeed consistent with the inflation rate targeted as part of a stabilization program but can construct probability inferences on the basis of available observations of inflation and money growth. Government announcements are assumed to provide agents with additional, possibly truthful information regarding the regime. This specification is estimated and tested using data from the Israeli and Argentine high inflation periods. Results indicate the successful stabilization program implemented in Israel in July 1985 was more credible than either the earlier Israeli attempt in November 1984 or the Argentine programs. Government’s signaling might substantially simplify the inference problem and increase the speed of learning on the part of the agents. However, under certain conditions, it might increase the volatility of inflation. After the introduction of an inflation stabilization plan, the welfare gains from a temporary increase in real balances might be high enough to induce agents to raise their real balances in the short-term, even if they are uncertain about the nature of government policy and the eventual outcome of the stabilization attempt. Statistically, the model restrictions cannot be rejected at the 1% significance level.

The Honda workers’ strike in 2010 attracted world wide attention. It was one of thousands of labor disputes that happen every year in China, but it was the first major calling for the right of workers to represent themselves in collective bargaining. The question of representation is therefore the main topic of the book. The various contributors to this volume share the view that the Chinese party-state takes the protest against social inequality seriously. It has enacted many laws aimed at channeling dissatisfaction into safe channels. The implementation of these laws, however, lags behind and these laws do not include the right of freedom of association. Without this right, super-exploitation will persist and the system of labor relations will remain prone to eruptive forms of protest. The first part of the book provides an overview of the economic context of Chinese labor relations, the transformation of class-relations, the evolution of labor law, and government policies intended to set a wage floor. Based on extensive field research, the second part looks at the evolution of labor relations at the industry level. In the third part, the focus shifts to the Corporate Social Responsibility agenda in China. The final part looks at the connection between land reform and social inequality.
