Este documento, ainda que de modo bastante sumarizado, contempla aspectos relativos à situação da epidemia do VIH em países lusófonos (Angola, Brasil, Cabo Verde, Guiné-Bissau, Moçambique, Portugal, São Tomé e Príncipe e Timor Leste). Registra progressos observados durante os últimos anos, resultados acumulados desde o início da epidemia e sinaliza perspectivas em direção ao futuro em função dos compromissos políticos internacionais ratificados pelos países-membros da CPLP, com ênfase àqueles relacionados ao acesso universal à prevenção, tratamento e cuidados no campo da infecção pelo VIH.

EXECUTIVE SUMMARY This PhD research, funded by the Swiss Sciences Foundation, is principally devoted to enhance the recognition, the visualisation and the characterization of geobodies through innovative 3D seismic approaches. A series of case studies from the Australian North West Shelf ensures the development of reproducible integrated 3D workflows and gives new insight into local and regional stratigraphic as well as structural issues. This project was initiated in year 2000 at the Geology and Palaeontology Institute of the University of Lausanne (Switzerland). Several collaborations ensured the improvement of technical approaches as well as the assessment of geological models. - Investigations into the Timor Sea structural style were carried out at the Tectonics Special Research Centre of the University of Western Australia and in collaboration with Woodside Energy in Perth. - Seismic analysis and attributes classification approach were initiated with Schlumberger Oilfield Australia in Perth; assessments and enhancements of the integrated seismic approaches benefited from collaborations with scientists from Schlumberger Stavanger Research (Norway). Adapting and refining from "linear" exploration techniques, a conceptual "helical" 3D seismic approach has been developed. In order to investigate specific geological issues this approach, integrating seismic attributes and visualisation tools, has been refined and adjusted leading to the development of two specific workflows: - A stratigraphic workflow focused on the recognition of geobodies and the characterization of depositional systems. Additionally, it can support the modelling of the subsidence and incidentally the constraint of the hydrocarbon maturity of a given area. - A structural workflow used to quickly and accurately define major and secondary fault systems. The integration of the 3D structural interpretation results ensures the analysis of the fault networks kinematics which can affect hydrocarbon trapping mechanisms. The application of these integrated workflows brings new insight into two complex settings on the Australian North West Shelf and ensures the definition of astonishing stratigraphic and structural outcomes. The stratigraphic workflow ensures the 3D characterization of the Late Palaeozoic glacial depositional system on the Mermaid Nose (Dampier Subbasin, Northern Carnarvon Basin) that presents similarities with the glacial facies along the Neotethys margin up to Oman (chapter 3.1). A subsidence model reveals the Phanerozoic geodynamic evolution of this area (chapter 3.2) and emphasizes two distinct mode of regional extension for the Palaeozoic (Neotethys opening) and Mesozoic (abyssal plains opening). The structural workflow is used for the definition of the structural evolution of the Laminaria High area (Bonaparte Basin). Following a regional structural characterization of the Timor Sea (chapter 4.1), a thorough analysis of the Mesozoic fault architecture reveals a local rotation of the stress field and the development of reverse structures (flower structures) in extensional setting, that form potential hydrocarbon traps (chapter 4.2). The definition of the complex Neogene structural architecture associated with the fault kinematic analysis and a plate flexure model (chapter 4.3) suggest that the Miocene to Pleistocene reactivation phases recorded at the Laminaria High most probably result from the oblique normal reactivation of the underlying Mesozoic fault planes. This episode is associated with the deformation of the subducting Australian plate. Based on these results three papers were published in international journals and two additional publications will be submitted. Additionally this research led to several communications in international conferences. Although the different workflows presented in this research have been primarily developed and used for the analysis of specific stratigraphic and structural geobodies on the Australian North West Shelf, similar integrated 3D seismic approaches will have applications to hydrocarbon exploration and production phases; for instance increasing the recognition of potential source rocks, secondary migration pathways, additional traps or reservoir breaching mechanisms. The new elements brought by this research further highlight that 3D seismic data contains a tremendous amount of hidden geological information waiting to be revealed and that will undoubtedly bring new insight into depositional systems, structural evolution and geohistory of the areas reputed being explored and constrained and other yet to be constrained. The further development of 3D texture attributes highlighting specific features of the seismic signal, the integration of quantitative analysis for stratigraphic and structural processes, the automation of the interpretation workflow as well as the formal definition of "seismo-morphologic" characteristics of a wide range of geobodies from various environments would represent challenging examples of continuation of this present research. The 21st century will most probably represent a transition period between fossil and other alternative energies. The next generation of seismic interpreters prospecting for hydrocarbon will undoubtedly face new challenges mostly due to the shortage of obvious and easy targets. They will probably have to keep on integrating techniques and geological processes in order to further capitalise the seismic data for new potentials definition. Imagination and creativity will most certainly be among the most important quality required from such geoscientists.

Failed and fragile states that result from intrastate war pose severe threats to the security of both the international system and individual states alike. In the post-Cold War era, the international community has come to recognize the reality of these threats and the difficulty involved in ending violence and building sustainable peace in failed and fragile states. This work focuses upon the development of a comprehensive strategy for sustainable peace-building by incorporating the tenets of the human security doctrine into the peace-building process. Through the use of case studies of The Former Yugoslav Republic of Macedonia and East Timor, the development and refinement of the doctrine of human security will occur, as well as, an understanding of how and where human security fits into the sustainable peace-building equation. The end result of the analysis is the development of a hierarchical pyramid formation that brings together human security and peace-building into one framework that ultimately creates the foundation and structure of sustainable peace-building. With the development of a sustainable peace-building structure based upon the human security doctrine, the role of Canada in the support of sustainable peace-building is analyzed in relation to the form and level of involvement that Canada undertakes and contributes to in the implementation and support of sustainable peace-building initiatives. Following from this, recommendations are provided regarding what role(s) Canada should undertake in the sustainable peace-building process that take into consideration the present and likely future capabilities of Canada to be involved in various aspects of the peace-building process. ii This paper outlines the need for a peace-building strategy that is designed to be sustainable in order that failed and fragile states resulting from intrastate conflict do not regress or collapse back into a condition of civil war, and subsequently designs such a strategy. The linking of peace-building and human security creates the required framework from which sustainable peace-building is derived. Creating sustainable peace is necessary in order to increase the likelihood that both present and future generations existing in failed and fragile states will be spared from the scourge of intrastate war.

This paper summarizes a number of observations and reflections on the phenomenon and practice called “reconciliation”, in connection to peace processes and peace-building initiatives. In particular it draws from processes followed by the author, in East Timor in particular, but also in Europe, the Middle East and, more recently, Colombia. It is a discussion paper. The purpose is to invite to reflection, both on the level of perspectives as well as concepts. It is developed from a lecture called “The Challenge of Reconciliation” held at Universidad Nacional, Bogotá, in December 2003. Following substantial revision since then (making the text more than double in length) I realize that today not many parts of the original text are still recognizable from that presentation, then organized by the Embassy of Sweden in Colombia, as part of its commitment to the peace process in that country. I have accepted the invitation of the Center of Political and International Studies (Centro de Estudios Políticos e Internacionales, CEPI), at Universidad del Rosario, to publish this work in progress, to reach a broader public in Colombia and contribute to the discussion on econciliation. The field of “political reconciliation” is evolving, definitions of reconciliation are abounding, and different contributors have different takes on the subject matter, quite naturally. It is the author’s view, that reconciliation can and should not be “held captive” of any particular field of study. It relates to fundamental, some would call it existential, issues of meaning, trust, contradictions, and suffering in the midst of a violent, political reality. It is wise to tread softly on ground with such a complex bottom.

El presente estudio de caso pretende analizar los alcances de la cooperación internacional en materia de justicia transicional y construcción de paz tomando en consideración un proyecto de cooperación internacional emblemático denominado Fortalecimiento Institucional para la Atención a las Víctimas del Conflicto o FORVIC. Para conseguir esto, se analizarán primero los efectos generados por el Proyecto FORVIC en materia de fortalecimiento del Estado de Derecho y lucha contra la impunidad en Colombia, y a partir de los hallazgos se constituirán y se propondrán una serie de condiciones sobre las que puede pensarse la cooperación internacional como un instrumento genuino para la construcción de paz en Colombia.

Elaborar una propuesta de formación profesional específica para los centros de enseñanza media en La Rioja Baja: determinar los ciclos formativos de grado medio y superior en función de las necesidades reales de la estructura socioeconómica comarcal y prever futuras adaptaciones curriculares. 69 empresarios de la comarca; organismos oficiales; instituciones privadas; miembros del equipo. Conocimiento de la estructura socioeconómica de la comarca; tipos de empleados; categorías profesionales actuales; previsiones de las empresas respecto a la evolución curricular. 1.- Censos de población, actualizaciones de los padrones municipales de habitantes y censos agrarios, renta de los municipios riojanos, cuestionario 1-t de cámaras agrarias locales, catalogo de la industria riojana, censo de establecimientos comerciales de La Rioja, listados de empresas, sondeos de contrataciones. 2.- Encuesta elaborada por el equipo investigador. 3.- Curso actualización científico-didáctica. Estudio comparativo de los resultados estadísticos; análisis de las implicaciones de la Logse; análisis de la estructura económica de la comarca. La Rioja Baja tiene una estructura económica muy diversificada debido a un proceso de desarrollo endógeno y con un tejido productivo de pequeñas y medianas empresas: agricultura , hortofruticultura, industria, calzado, conservas, madera, caucho, envases metálicos, construcción, comercio minorista, transporte, hosteleria. Las necesidades de las empresas se concretan en empleos comunes a varias ramas productivas y otros específicos, con tendencia a desaparecer los puestos de menor cualificación. Se propone la implantación en los centros de formación profesional específica de la comarca, una serie de ciclos formativos correspondientes a las siguientes familias profesionales: administración y gestión, agricultura y ganadería, automoción, comercio y marketing, electricidad y electrónica, mecánica industrial, química, piel y confección. Se describe el perfil profesional de los puestos de trabajo para cuyo desempeño capacita cada ciclo formativo y se plantean las lineas generales de su currículo. Se completa con el desarrollo completo de dos de ellos.

Mulheres que garantam uma vida familiar calma e feliz e, sobretudo, proveitosa para as actividades do marido. Este foi um ideal acalentado por Jan Pieterszoon Coen, considerado como o fundador da autoridade holandesa no arquipélago de Insulíndia. Coen desempenhava papéis-chave na VOC2 no início do século XVII, altura em que os holandeses sucediam aos portugueses como potência europeia com mais influência no arquipélago. A presença portuguesa, entretanto, ficou limitada a poucas regiões, tais como Macaçar e a zona de Timor. Jan Pieterszoon Coen, já antes de ascender ao mais alto cargo, o de Governador Geral, delineou uma política de colonização para os postos holandeses, nomeadamente Batávia (actualmente Jacarta) como a sede da VOC na Ásia. Nesta política, o factor feminino tinha lugar de destaque. Segundo Coen, para contrariar os excessos e as bebedeiras, em suma a vida desordeira levada pelos homens europeus ao serviço da VOC, que prejudicava bastante o seu funcionamento, eles precisavam de uma relação estável com uma mulher, ou seja, de uma vida matrimonial.3 Os projectos demográficos de Coen e as iniciativas mal sucedidas, como o transporte de mulheres e em particular de meninas órfãs da Holanda, neste texto não serão abordados.4 Mas é significante que um dos primeiros protagonistas da expansão europeia no país agora chamado Indonésia dava tanta importância à responsabilidade das mulheres por uma vida doméstica serena e um marido contente. Neste artigo, que foca a situação das mulheres na Indonésia, nomeadamente nos anos 70 e 80 do século XX, serão abordadas várias influências normativas. Entre essas contam-se as ideias dos ocidentais que, durante os três séculos depois do governo de Coen, iriam aumentar o seu poder no arquipélago. No entanto, houve muitos outros factores, entre os quais a singularidade das culturas indígenas, descritas desde o início do século XVI por portugueses tais como Tomé Pires e António Galvão.
