The measurement of high speed laser beam parameters during processing is a topic that has seen growing attention over the last few years as quality assurance places greater demand on the monitoring of the manufacturing process. The targets for any monitoring system is to be non-intrusive, low cost, simple to operate, high speed and capable of operation in process. A new ISO compliant system is presented based on the integration of an imaging plate and camera located behind a proprietary mirror sampling device. The general layout of the device is presented along with the thermal and optical performance of the sampling optic. Diagnostic performance of the system is compared with industry standard devices, demonstrating the high quality high speed data which has been generated using this system.

The Ribble estuary (North West England) is sampled for water quality twelve times a year. The suite of parameters used for baseline monitoring is only analysed four times a year on the designated sampling sites. The sampling locations are shown in Figure 1, and their descriptions are found in Appendix 1. The baseline monitoring stations have been chosen to respond to regional, national and European requirements. The suite of parameters to be analysed in the laboratory is listed in Tables 1 and 2. Appendix 2 lists the environmental quality objectives (EQOs) and standards (EQSs) for estuaries and coastal waters. These values will help in interpreting the collected data from the Ribble surveys.

Rockfishes (Sebastes spp.) are an important component of North Pacific marine ecosystems and commercial fisheries. Because the rocky, high-relief substrate that rockfishes often inhabit is inaccessible to standard survey trawls, population abundance assessments for many rockfish species are difficult. As part of a large study to classify substrate and compare complementary sampling tools, we investigated the feasibility of using an acoustic survey in conjunction with a lowered stereo-video camera, a remotely operated vehicle, and a modified bottom trawl to estimate rockfish biomass in untrawlable habitat. The Snakehead Bank south of Kodiak Island, Alaska, was surveyed repeatedly over 4 days and nights. Dusky rockfish (S. variabilis), northern rockfish (S. polyspinis), and harlequin rockfish (S. variegatus) were the most abundant species observed on the bank. Backscatter attributed to rockfish were collected primarily near the seafloor at a mean height off the bottom of 1.5 m. Total rockfish backscatter and the height of backscatter off the bottom did not differ among survey passes or between night and day. Biomass estimates for the 41 square nautical-mile area surveyed on this small, predominantly untrawlable bank were 2350 metric tons (t) of dusky rockfish, 331 t of northern rockfish, and 137 t of harlequin rockfish. These biomass estimates are 5–60 times the density estimated for these rockfish species by a regularly conducted bottom trawl survey covering the bank and the surrounding shelf. This finding shows that bottom trawl surveys can underestimate the abundance of rockfishes in untrawlable areas and, therefore, may underestimate overall population abundance for these species.

William Francis Thompson (1888–1965) was a preeminent fishery scientist of the early to mid twentieth century. Educated at Stanford University in California (B.A. 1911, Ph.D. 1930), Thompson conducted pioneering research on the Pacific halibut, Hippoglossus stenolepis, from 1914 to 1917 for the British Columbia Provincial Fisheries Department. He then directed marine fisheries research for the State of California from 1917 to 1924, was Director of Investigations for the International Fisheries Commission from 1924 to 1939, and Director of the International Pacific Salmon Fisheries Commission from 1937 to 1942. He was also Director of the School of Fisheries, University of Washing-ton, Seattle, from 1930 to 1947. Thompson was the founding director in 1947 of the Fisheries Research Institute at the University of Washington and served in that capacity until his retirement in 1958. He was a dominant figure in fisheries research of the Pacific Northwest and influenced a succession of fishery scientists with his yield-based analysis of fishery stocks, as opposed to studying the fishes’environment. Will Thompson was also a major figure in education, and many of his former students attained leadership positions in fisheries research and administration.

William Francis Thompson (1888–1965), as a temporary employee of the British Columbia Provincial Fisheries Department, was assigned in 1914 to under-take full-time studies of the Pacific halibut, Hippoglossus stenolepis. The fishery was showing signs of depletion, so Thompson undertook the inquiry into this resource, the first intensive study on the Pacific halibut. Three years later, Thompson, working alone, had provided a basic foundation of knowledge for the subsequent management of this resource. He published seven land-mark papers on this species, and this work marked the first phase of a career in fisheries science that was to last nearly 50 years.

William Francis Thompson (1888–1965), an early fishery biologist, joined the California Fish and Game Commission in 1917 with a mandate to investigate the marine fisheries of the state. He initiated studies on the albacore tuna, Thunnus alalunga, and the Pacific sardine, Sardinops sagax, as well as studies on other economically important marine organisms. Thompson built up a staff of fishery scientists, many of whom later attained considerable renown in their field, and he helped develop, and then direct, the commission’s first marine fisheries laboratory. During his tenure in California, he developed a personal philosophy of research that he outlined in several publications. Thompson based his approach on the yield-based analysis of the fisheries as opposed to large-scale environmental studies. He left the state agency in 1925 to direct the newly formed International Fisheries Commission (now the International Pacific Halibut Commission). In 1988, the Oregon Department of Fish and Wildlife began sampling and monitoring the development of a new fishery for Pacific hagfish, Eptatretus stouti, and black hagfish, E. deani. Hagfish landings by Oregon trap vessels have ranged from 11,695 kg in 1988 to 340,774 kg in 1992. Whole frozen fish were shipped to South Korea for the "eel skin" leather market. From 1988 through 1989, I sampled 924 Pacific hagfish and 897 black hagfish from commercial and research catches. Mean length of fish sampled from commercial landings was 39.6 cmf or Pacific hagfish and 34.5 cm for black hagfish. Weight-length relationships (W=aLb) were calculated for males and females of both species. Fifty percent maturity for male and female Pacific hagfish was 35 cm and 42 cm, respectively, while 50% maturityf or male and female black hagfish was 34 cm and 38 cm, respectively. Examination of gonads for both species indicated that spawning either occurs throughout the year or the spawning period is protracted. Mature females of both species had from one to three distinct sizes of eggs, but they usually carried only one group of eggs over 5 mm in length. Mature Pacific hagfish females averaged 28 eggs over 5 mm in length, and black hagfish females averaged 14 eggs over 5 mm in length. Hermaphroditism was found in 0.2% of the Pacific hagfish examined.

Assessing the status of widely distributed marine species can prove difficult because virtually every sampling technique has assumptions, limitations, and biases that affect the results of the study. These biases often are overlooked when the biological and nonbiological implications of the results are discussed. In a recent review, Thompson (1988) used mostly unpublished population census data derived from studies conducted by the National Marine Fisheries Service (NMFS) to draw conclusions about the status of Kemp's ridley, Lepidochelys kempi; Atlantic coast green turtles, Chelonia mydas; and the loggerhead sea turtle, Caretta caretta.

Sampling is a key element in the assessment of any fish stock. It is often one of the most expensive activities of the management process; thus, improved efficiency can result in significant cost savings. In most cases a two-phase sampling strategy is employed. Two commonly used versions of such stratified random schemes were simulated using a test population based on Atlantic cod, Gadus morhua. A 1 otolith per 1 cm length frequency currently used for many flatfish and some smaller gadoids and a 3 otolith per 3 cm length frequency currently used for many of the larger gadoids. No difference was detected in the age composition or mean length at age for either scheme; however, 10 percent fewer otoliths were collected in 1 for 1 sampling than 3 for 3. There was an improvement of between 30 and 60 percent in the coefficient of variation of the estimated catch numbers at age using the 1 for 1 compared with the 3 for 3 stratified sampling. For these reasons and other operational considerations, the 1 for 1 stratified random design of sampling appears to be superior.
