Vancouver Lake, located adjacent to the Columbia River and just north of the Vancouver-Portland metropolitan area, is a "dying" lake. Although all lakes die naturally in geologic time through the process of eutrophication,* Vancouver Lake is dying more rapidly due to man's activities and due to the resultant increased accumulation of sediment, chemicals, and wastes. Natural eutrophication takes thousands of years, whereas man-made modifications can cause the death of a lake in decades. Vancouver Lake does, however, have the potential of becoming a valuable water resource asset for the area, due particularly to its location near the Columbia River which can be used as a source of "flushing" water to improve the quality of Vancouver Lake. (Document pdf contains 59 pages) Community interest in Vancouver Lake has waxed and waned. Prior to World War II, there were relatively few plans for discussions about the Lake and its surrounding land area. A plan to drain the Lake for farming was prohibited by the city council and county commissioners. Interest increased in 1945 when the federal government considered developing the Lake as a berthing harbor for deactivated ships at which time a preliminary proposal was prepared by the City. The only surface water connection between Vancouver Lake and the Columbia River, except during floods, is Lake River. The Lake now serves as a receiving body of water for Lake River tidal flow and surface flow from creeks and nearby land areas. Seasonally, these flows are heavily laden with sediment, septic tank drainage, fertilizers and drainage from cattle yards. Construction and gravel pit operations increase the sediment loads entering the Lake from Burnt Bridge Creek and Salmon Creek (via Lake River by tidal action). The tidal flats at the north end of Vancouver Lake are evidence of this accumulation. Since 1945, the buildup of sediment and nutrients created by man's activities has accelerated the growth of the large water plants and algae which contribute to the degeneration of the Lake. Flooding from the Columbia River, as in 1968, has added to the deposition in Vancouver Lake. The combined effect of these human and natural activities has changed Vancouver Lake into a relatively useless body of shallow water supporting some wildlife, rough fish, and shallow draft boats. It is still pleasant to view from the hills to the east. Because precipitation and streamflow are the lowest during the summer and early fall, water quantity and quality conditions are at their worst when the potential of the Lake for water-based recreation is the highest. Increased pollution of the Lake has caused a larger segment of the community to become concerned. Land use and planning studies were undertaken on the Columbia River lowlands and a wide variety of ideas were proposed for improving the quality of the water-land environment in order to enhance the usefulness of the area. In 1966, the College of Engineering Research Division at Washington State University (WSU0 in Pullman, Washington, was contacted by the Port of Vancouver to determine possible alternatives for restoring Vancouver Lake. Various proposals were prepared between 1966 and 1969. During the summer and fall of 1967, a study was made by WSU on the existing water quality in the Lake. In 1969, the current studies were funded to establish a data base for considering a broad range of alternative solutions for improving the quantity and quality of Vancouver Lake. Until these studies were undertaken, practically no data on a continuous nature were available on Vancouver Lake, Lake River, or their tributaries. (Document pdf contains 59 pages)

Whenever human beings have looked out on the sea, they have seen whales. First from the shore and later from ships when humanity entered the ocean realm as seafarers, we have responded to seeing these creatures with awe and wonder. Even when we hunted whales, a period well chronicled both in history and in literature, the sight of a whale brought an adrenaline rush that was not totally linked to potential economic gain. The first trips on boats specifically to watch, rather than hunt, whales began around 45 years ago in Southern California where the migrating gray whales, seen in the distance from land, drew vessels out for a closer look. Since that time whalewatching has boomed, currently conducted in over 40 countries around the world, including Antarctica, and estimated by economists at the Whale and Dolphin Conservation Society to have a 1999 worldwide economic value of around $800 million USD. The economic contribution to local coastal communities is particularly significant in developing countries and those where declining fish populations (and in some cases like the Japanese, international bans on whaling) have driven harvesters to look for viable alternatives. Clearly, whalewatching is now, in many places around the world, a small but thriving part of the regional economy. Like in the days of whaling, we still get the rush, but for some, money is back contributing to the physiological response. (PDF contains 90 pages.)

The National Marine Sanctuaries Act (16 U.S.C. 1431, as amended) gives the Secretary of Commerce the authority to designate discrete areas of the marine environment as National Marine Sanctuaries and provides the authority to promulgate regulations to provide for the conservation and management of these marine areas. The waters of the Outer Washington Coast were recognized for their high natural resource and human use values and placed on the National Marine Sanctuary Program Site Evaluation List in 1983. In 1988, Congress directed NOAA to designate the Olympic Coast National Marine Sanctuary (Pub. L. 100-627). The Sanctuary, designated in May 1994, worked with the U.S. Coast Guard to request the International Maritime Organization designate an Area to be Avoided (ATBA) on the Olympic Coast. The IMO defines an ATBA as "a routeing measure comprising an area within defined limits in which either navigation is particularly hazardous or it is exceptionally important to avoid casualties and which should be avoided by all ships, or certain classes of ships" (IMO, 1991). This ATBA was adopted in December 1994 by the Maritime Safety Committee of the IMO, “in order to reduce the risk of marine casualty and resulting pollution and damage to the environment of the Olympic Coast National Marine Sanctuary”, (IMO, 1994). The ATBA went into effect in June 1995 and advises operators of vessels carrying petroleum and/or hazardous materials to maintain a 25-mile buffer from the coast. Since that time, Olympic Coast National Marine Sanctuary (OCNMS) has created an education and monitoring program with the goal of ensuring the successful implementation of the ATBA. The Sanctuary enlisted the aid of the U.S. and Canadian coast guards, and the marine industry to educate mariners about the ATBA and to use existing radar data to monitor compliance. Sanctuary monitoring efforts have targeted education on tank vessels observed transiting the ATBA. OCNMS's monitoring efforts allow quantitative evaluation of this voluntary measure. Finally, the tools developed to monitor the ATBA are also used for the more general purpose of monitoring vessel traffic within the Sanctuary. While the Olympic Coast National Marine Sanctuary does not currently regulate vessel traffic, such regulations are within the scope of the Sanctuary’s Final Environmental Impact Statement/Management Plan. Sanctuary staff participate in ongoing maritime and environmental safety initiatives and continually seek opportunities to mitigate risks from marine shipping.(PDF contains 44 pages.)

This report offers guidelines for the provision of adequate port reception facilities for vessel-generated garbage under the requirements of Annex V of the International Convention for the Prevention of Pollution From Ships, 1973 (MARPOL 73/78), Regulations for the Prevention of Pollution by Garbage from Ships. MARPOL Annex V prohibits at-sea disposal of plastic materials from vessels, and specifies the distance from shore at which other materials may be dumped. Annex V also requires the provision of port reception facilities for garbage, but it does not specify these facilities or how they are to be provided. Since the at-sea dumping restrictions apply to all vessels, the reception facility requirement applies to all ports, terminals, and marinas that serve vessels. These guidelines were prepared to assist port owners and operators in meeting their obligation to provide adequate reception facilities for garbage. The report synthesizes available information and draws upon experience from the first years ofimplementation of MARPOL Annex V. (PDF file contains 55 pages.)

Monitoring of the waters of the Middle Atlantic Bight and Gulf of Maine has been conducted by the MARMAP Ships of Opportunity Program since the early 1970's. Presented in this atlas are portrayals of the temporal and spatial patterns of surface and bottom temperature and surface salinity for these areas during the period 1978-1990. These patterns are shown in the form of time-space diagrams for single-year and multiyear (base period) time frames. Each base period figure shows thirteen-year (1978-1990) mean conditions, sample variance in the form of standard deviations of the measured values, and data locations. Each single-year figure displays annual conditions, sampling locations, and departures of annual conditions from the thirteen-year means, expressed as algebraic anomalies and standardized anomalies. Expendable bathythermograph data collected by the Ships of Opportunity (SOOP) - Ocean Monitoring Program are analyzed for seasonal and inter-annual variations of the cold pool. Two major SOOP transects within the Middle Atlantic Bight (Southern New England and New York) have been analyzed for the years common to both (1977-81). During the years 1977-81, over 200 transects were occupied, and almost 3,000 XBT's were dropped. Results show that the cold pool is formed with the onset of spring warming and persists until fall overturn, is consistent year to year in both area and weighted average annual temperature, and advects water from the northeast to the southwest. Results also show a 100-d lag in minimum temperature between the Southern New England and New York transects. DitTerences in bathymetry between the two transects and their influence on the cold pool are also discussed. Plots of average (1977-81) bottom temperature for both transects are discussed and show consistent annual weighted mean temperature and areas. Bottom temperature plots for individual years, as well as maximum and minimum bottom temperature plots, are presented as Appendix figures. (PDF file contains 28 pages.)

ENGLISH: EASTROPIC Expedition was a cooperative oceanographic study of the eastern tropical Pacific Ocean conducted during the period 2 October through 16 December 1955. The five participating agencies and the ships they operated were: Scripps Institution of Oceanography (SIO), Spencer F. Baird and Horizon; Pacific Oceanic Fisheries Investigations (POFI) of the U. S. Fish and Wildlife Service, now Honolulu Biological Laboratory (HBL) of the U. S. Bureau of Commercial Fisheries, Hugh M. Smith; California Department of Fish and Game, N. B. Scofield; the Peruvian Navy, Bondu; and the Inter-American Tropical Tuna Commission which operated no vessels but supplied equipment and personnel. In addition to these planned participations in EASTROPIC Expedition, valuable information was provided by CCOFI Cruise 5512 of the California Cooperative Oceanic Fisheries Investigations, conducted during the period 29 November -16 December 1955 with the two vessels Stranger and Black Douglas. While the observational programs of most of the agencies involved, in part, special hydrographic-biological studies of known features and processes in the region (see reports listed under Data Sources) the deployment of ships and therefore of observations was sufficient that EASTROPIC Expedition could be considered a survey of the eastern tropical Pacific. This report is concerned with that aspect of the Expedition and is a presentation in atlas form of most of the hydrographic data collected. For reasons given below, emphasis has been placed on the upper 300 m of the water column. The Alliance for Coastal Technologies (ACT) Workshop on Towed Vehicles: Undulating Platforms As Tools for Mapping Coastal Processes and Water Quality Assessment was convened February 5-7,2007 at The Embassy Suites Hotel, Seaside, California and sponsored by the ACT-Pacific Coast partnership at the Moss Landing Marine Laboratories (MLML). The TUV workshop was co-chaired by Richard Burt (Chelsea Technology Group) and Stewart Lamerdin (MLML Marine Operations). Invited participants were selected to provide a uniform representation of the academic researchers, private sector product developers, and existing and potential data product users from the resource management community to enable development of broad consensus opinions on the application of TUV platforms in coastal resource assessment and management. The workshop was organized to address recognized limitations of point-based monitoring programs, which, while providing valuable data, are incapable of describing the spatial heterogeneity and the extent of features distributed in the bulk solution. This is particularly true as surveys approach the coastal zone where tidal and estuarine influences result in spatially and temporally heterogeneous water masses and entrained biological components. Aerial or satellite based remote sensing can provide an assessment of the aerial extent of plumes and blooms, yet provide no information regarding the third dimension of these features. Towed vehicles offer a cost-effective solution to this problem by providing platforms, which can sample in the horizontal, vertical, and time-based domains. Towed undulating vehicles (henceforth TUVs) represent useful platforms for event-response characterization. This workshop reviewed the current status of towed vehicle technology focusing on limitations of depth, data telemetry, instrument power demands, and ship requirements in an attempt to identify means to incorporate such technology more routinely in monitoring and event-response programs. Specifically, the participants were charged to address the following: (1) Summarize the state of the art in TUV technologies; (2) Identify how TUV platforms are used and how they can assist coastal managers in fulfilling their regulatory and management responsibilities; (3) Identify barriers and challenges to the application of TUV technologies in management and research activities, and (4) Recommend a series of community actions to overcome identified barriers and challenges. A series of plenary presentation were provided to enhance subsequent breakout discussions by the participants. Dave Nelson (University of Rhode Island) provided extensive summaries and real-world assessment of the operational features of a variety of TUV platforms available in the UNOLs scientific fleet. Dr. Burke Hales (Oregon State University) described the modification of TUV to provide a novel sampling platform for high resolution mapping of chemical distributions in near real time. Dr. Sonia Batten (Sir Alister Hardy Foundation for Ocean Sciences) provided an overview on the deployment of specialized towed vehicles equipped with rugged continuous plankton recorders on ships of opportunity to obtain long-term, basin wide surveys of zooplankton community structure, enhancing our understanding of trends in secondary production in the upper ocean. ENGLISH: Beginning in February 1972 the usual seasonal cooling of the surface water of the eastern Pacific Ocean in the region of the Peru Current and along the equator failed to develop. By July tropical coastal and equatorial island stations and ships crossing the equator were recording sea-surface temperatures which were 6° to 8°F (3.3°-4.4°C) above the long-term mean. The anomalies spread over most of the eastern tropical Pacific and westward into the central equatorial Pacific through September. During October surface temperatures at coastal stations along South America were returning to normal, but in November and December 1972 temperatures rose rapidly again, with a near-record temperature anomaly of 8.1°F (4.2°C) above the long-term mean recorded at Puerto Chieama, Peru (7°42'S-79°27'W). After January 1973 sea-surface temperatures began returning to normal over most of the eastern tropical Pacific, and by March 1973 the El Nino had completed its cycle. Monthly sea-surface temperature anomalies over the eastern tropical Pacific are discussed to show the extent and magnitude of warming. Annual temperature profiles at several South American coastal and equatorial island stations are compared with temperature profiles for the 1957-1958 and 1965 EI Nino years. Characteristics of the temperature anomaly profiles at Puerto Chicama during several very warm years for the 1925-1972 period are also compared. Finally, meteorological factors contributing to a relaxation of the southeast trade winds and to the decreased unwilling along the coast of South America in 1972-1973 are examined. SPANISH: A comienzos de febrero de 1972, no se registró el enfriamiento común estacional del agua superficial del Océano Pacífico oriental en la región de la Corriente del Perú y a lo largo del ecuador. En julio las estaciones tropicales, costeras y de las islas ecuatoriales, y los barcos que cruzaban la linea ecuatorial registraron temperaturas superficiales del mar de 6° a 8°F (3.3°-4.4°C) más altas que la media a largo plazo. Las anomalías se esparcieron sobre la mayoría del Pacífico oriental tropical, y al oeste en el Pacífico central ecuatorial. En octubre, las temperaturas superficiales de las estaciones costaneras a lo largo de Sudamérica volvieron a la normalidad, pero en noviembre y diciembre de 1972, las temperaturas de nuevo ascendieron rápidamente con una anomalía de temperatura que alcanzó 8.1°F (4.2°C) sobre la media a largo plazo registrada en Puerto Chicama, Perú (7°42'S-79°27'W). Después de enero 1973 las temperaturas de la superficie del mar volvieron rápidamente a la normalidad en la mayoría del Pacífico oriental tropical y en marzo de 1973 el Niño había completado su ciclo. Se comparan también las características de los perfiles de las anomalías de temperatura en Puerto Chicama durante varios años muy cálidos para el período de 1925-1972. Finalmente, se examinan los factores meteorológicos que contribuyen al debilitamiento de los vientos alisios del sudeste y a la reducción del afloramiento a lo largo de la costa sudamericana en 1972-1973. The reduction of discards will only be achieved, if more effective methods of catch selection will be developed and used. In principle, the unavoidable by catch of commercial fish should be used for human consumption, independent of the requirements for minimum length and existing catch quotas. The amount of such bycatch should be charged to the total catch quota and preferably be used for processing of fish portions with skin (carcasses with skin), because this kind of processing results in higher yields and nutrional advantages compared to fillet processing. Unfortunately, nowadays, in the German fishery and fish trade this traditional form of supply is only of minor importance because of the predominance of fillets and fillet products. However, cooperation between fishing industry and fish trade and a good advertising of processed fish portions with skin could overcome this problem. In the pelagic fishery of herring, mackerel and other similar pelagic species the bycatch of small sized specimen of these species can be a problem. These small sized fish can principally be processed to traditional fish products, but the processing costs for them are much higher. The prospects for processing of the bycatch into minced fish meat, fish protein concentrate or fish protein hydrolysate are very poor under the existing regime in the German fishing industry. A further way for processing of the bycatch, which can not be used for human consumption, is the production of fishmeal. However, only three German factory ships dispose of fish meal plants. Under the current economic conditions, i.e. because of limited storage capacity, the Ger-man trawler and cutter fleet is not able to transport the bycatch for fish meal production ashore.

The definition of the newly introduced dimensionless parameter for tonnage measurement (German: Bruttoraumzahl (BRZ) (English: Gross tonnage (GT)) instead of Gross register ton (GRT) (German: Bruttoregistertonne (BRT) doesn’t seem to be so clear, neither for specialists. The present article gives some explanations about the history of measurement of ships and the relation between BRT and BRZ, especially for fishing vessels.

ENGLISH: The accuracy and precision of dolphin school size estimates based on aerial photograph counts were examined using data collected on recent aerial and ship surveys. These estimates were found to be accurate during a 1979research cruise aboard a tuna purse-seiner; dolphin schools were photographed from the ship’s helicopter, encircled with the purse-seine, and then counted as the dolphins were released from the net. A comparison of photographic estimates with these counts indicated that the relationship was fairly close and gave no indication of significantly differing from 1:1. During a 1980 aerial study, photographic estimates from different schools, passes, and camera formats were compared and were found to be quite precise with a standard deviation of approximately 60/0 of school size. Photographic estimates were also compared with estimates made by aerial observers. Most observers tended to underestimate school size, particularly for large schools. The variability among observers was high, indicating that observers should be individually calibrated. SPANISH: Se examinó la exactitud y la precisión de las estimaciones de la magnitud de los cardúmenes de delfines basadas en el cálculo de las fotografías aéreas, usando los datos obtenidos en los últimos reconocimientos aéreos y de los barcos. En 1979, durante un crucero de investigación en un cerquero atunero, se encontró que estas estimaciones eran acertadas; se fotografiaron los cardúmenes de delfines desde un helicóptero del barco, cercados con la red y luego se contaron a medida que se libraban los delfines de la red. Una comparación de las estimaciones fotográficas con estos cálculos indicó que la relación era bastante aproximada y no hubo indicación que se diferenció significativamente de la razón 1:1. Durante un estudio aéreo en 1980, se compararon las estimaciones fotográficas de diferentes del cardúmenes, en los pases y los formatos de las cámaras y se encontró que eran bastante precisos, con una desviación normal de cerca del 60/0 de la magnitud cardumen.
