The competitive approach to the theory of knowledge management has allowed the first decade of the twenty-first century government institutions will focus on human resources as feedstock to generate knowledge in the organization that benefits users of various government, Solving the most common conflicts and supporting the continuity of the common processes without falling into routines that lead to low utilization of resources.This work aims to show how it has improved the performance of some public agencies in the city of Guadalajara through a knowledge management model

This paper asks whether school based management may help reducing risky sexual behavior of teenagers. For this purpose we use student level data from Bogot´a to identify students from Concession School (CS), who are enrolled in public education system with a more school management autonomy at school level, and to compare them with those students at the traditional public education system. We use propensity score matching methods to have a comparable sample between pupils at CS and traditional schools. Our results show that on average the behavior of students from CS do not have a sexual behavior that differs from those in traditional public schools except for boys in CS who have a lower probability of being sexual active. However, there are important differences when heterogeneity is considered. For example we find that CS where girls per boys ratio is higher have lower teenage pregnancy rates than public schools with also high girls per boys ratios. We also find that teachers’ human capital, teacher-pupil ratio or whether school offers sexual education are also related to statistically significant differences between CS and traditional public schools.

RESUMO: A gestão do sistema educacional brasileiro foi significativamente descentralizada pela Constituição Federal de 1988 (CF/88) ao reconhecer a autonomia entre os três níveis federativos e ao introduzir o princípio da gestão democrática da Educação. Assim motivado, o sistema educacional baiano iniciou sua reforma em 1999, através do Programa Educar para Vencer, tendo como referencial oferecer maiores níveis de autonomia e capacidade local de gestão para as unidades escolares públicas no Estado da Bahia. Para fortalecer a gestão educacional, o Governo, através do Projeto Fortalecimento da Gestão e Autonomia Educacional (PFGAE), introduziu o planejamento estratégico para melhorar a qualidade de ensino como ferramenta de gestão das escolas públicas estaduais baianas, apoiado em um amplo programa de financiamento para a sua implementação. ABSTRACT: The administration of Brazil’s educational system was significantly decentralized by the Federal Constitution of 1988 (CF/88) when it recognized the autonomy between the three federative levels and introduced the education’s democratic management principle. Motivated by that, Bahia’s educational system started its reform in 1999, through the “Educar para Vencer” (Educate to Win) program, having as its aim to offer bigger levels of autonomy and administrative local capacity for public schools in the State of Bahia. To strengthen the educational administration, the government, via the Administration Strengthening and Educational Autonomy Project (PFGAE), introduced the strategic planning to improve the quality of education as a management tool of the state schools of Bahia, supported by a wide financing program for its implementation.

RESUMO: O presente trabalho enfoca a gestão da escola, um assunto ainda pouco discutido na realidade educativa cabo-verdiana, mas necessário, principalmente a partir do momento que a legislação se propõe a democratização da gestão da escola. Partindo da importância atribuída pela Ministério de Educação à participação da família e dos demais segmentos da comunidade educativa, expressada e enfatizada no decreto-lei que regula a organização e o funcionamentos dos estabelecimentos do ensino secundário, conjugado com o referencial teórico que sustenta que não basta decretar para que a gestão da escola se torne democrática, questionamos em que medida a gestão democrática, entendida como espaço de partilha de poder e de negociação, vem sendo construída e/ou conquistada, nas escolas secundárias. Perante esta problemática, o presente trabalho tem como finalidade investigar em que medida a gestão democrática proposta no Decreto-Lei nº20/2002 de 19 de Agosto, vem sendo construída ou conquistada no ensino secundário. Encontramos em Barroso, Lima, Patermam, Bordenave, Romão e Gadotti, entre outros, a sustentação teórica para as análises realizadas. Desta forma, a presente investigação insere-se numa abordagem descritivo-analítica. Nessa perspectiva, e em função da metodologia utilizada, estabeleceu-se como campo de pesquisa uma escola secundária pública, onde foram auscultados, por meio de entrevista e questionário, membros do conselho directivo, membros da associação de estudantes, pessoal docente e pais ou encarregados de educação. A realização da pesquisa permitiu perceber que, no contexto analisado, o processo da implementação da gestão democrática carece ainda de um amadurecimento profundo, pois os actores educativos são capazes de verbalizar um discurso articulado sobre o tema, mas não chamam a si a responsabilidade de promover ou criar incentivos efectivos à participação de toda a comunidade educativa no processo decisório e na construção de um projecto educativo comum. ABSTRACT: This work focuses on the democratic self-management of the school, a subject not much discussed in the educational reality of Cabo Verde, although its relevance, especially since the time that the legislation proposes the democratization of the school management. The importance given by the Ministry of Education to the participation of the families and other segments of the educational community is expressed and emphasized in the ordinance that regulates the organization and operation of secondary schools. This fact in conjunction with the theoretical underpinning that it is not enough to enact in order that the school management become democratic, we question the extent in which democratic management, understood as a space of power sharing and negotiation, has been constructed and / or conquered, in secondary schools. Facing that problem, this study aims to investigate in which extent the school democratic management, as proposed by the Decree-Law No. 20/2002 of the 19th August, is being built or conquered in secondary education. The theoretical underpinning for the analysis performed is based in the works of Barroso, Lima, Patermam, Bordenave, Romão and Gadotti, among others. Thus, the present research has a descriptive and analytical approach. From this perspective, and according with the adopted methodology, it was chosen a public high school as the research field, where members of the Board, members of the students association, staff and parents were listened through interviews and surveys. The research allowed us to realize that, in the context examined, the implementation process of a democratic school management still needs to mature. In fact, the educational actors are already able to verbalize an articulate discourse on the subject, but they do not call themselves to take the responsibility of promoting or create incentives for the effective participation of the whole school community in the decision making process or in the building a common educational project.

Esta pesquisa destinou-se a estudar e analisar a política da Gestão Democrática com ênfase na “Participação da Família” nos processos decisórios da escola. Enfoques sobre esse tema é concernente à aprendizagem, onde se busca conhecer as influências da interação das famílias com a escola e o impacto dessa relação na aprendizagem. O processo da democratização e descentralização contribui muito para a formulação de estratégias políticas visando à participação, ou seja, garante essa participação através de representações que os pais fazem nas instituições como Associações de Pais e Mestres, Conselhos Escolares e outros, como processo fundamental para fortalecer as lideranças escolares e a gestão democrática e participativa nas unidades de ensino público. Sem esquecer que quando se fala em comunidade escolar, além dos segmentos de alunos, professores e funcionários envolvidos (comunidade externa) está falando de todo um segmento de pessoas posicionadas no entorno das escolas, dedicando-se às mais variadas atividades, e, com especial ênfase, está se referindo às famílias desses alunos. Em linhas gerais, a lógica da gestão é orientada pelos princípios democráticos, caracterizada pelo reconhecimento da importância da participação consciente e esclarecida das pessoas nas decisões das atividades escolares. A pesquisa foi extensiva investigando 4 escolas, sendo 2 da zona urbana, 2 da zona rural, estendendo-se aos conselhos escolares com participação em reuniões, assembléias, entrevistas e momentos de observação durante 4 meses. Neste sentido, os Conselhos Escolares e entrevistados, afirmam a importância da participação na Gestão Escolar, contudo, ainda faltam requisitos técnicos para se consolidar um trabalho mais efetivo de participação. Os resultados também apontam à necessidade de repensar a formação e capacitação dos gestores, voltada para a promoção de uma cultura de reflexão, crítica e assimilação de idéias, associadas à ação, pelo conjunto dos que fazem à realidade escolar, contemplando a relação entre Escola e Família.

The democratic management is a challenge for education, on the one hand for its actualization needs a link between the government and the educational institution. From that, research aims to understand the main challenges faced by the school administration to consolidate the management of public schools in Natal/RN. Against this context the methodology used was multiple cases, qualitative approach in which respondent were manager (director, deputy director and coordinator) of the four municipal schools and two representatives of the Democratic Management Commission of a Government departament of Education, Natal/RN. The analysis was made by peers, between schools that had grade superior IDEB that average stipulated by the federal government and two that had grade lower and between managers and representatives of the Secretary. Were used techniques of categorization and content analysis of the speeches of respondents. Was note that managers understand the importance of the participation about whole community in the democratic management, however only one school highlighted means of attracting the parents against to the difficulty of representing these. The lack of knowledge about the democratic management is evident mainly in the pair of schools with lower IDEB. That schools with a lower IDEB adhere to this management as a way to meet rules. So unanimous, the broad role of director hampers knowledge about the legislation. About relationship of the Government department with managers, there are some contradictions between the understanding of the role of the coordinator by managers and representatives of the Government department. It was perceptible the no uniformity about a good relationship between managers and Government department. It was notable features of democratic management in all school units, well as the efforts of the Government department in this scope. However there are also undemocratic features that deserve further study

This dissertation work studies the Board of Director , created in 1995, in the public schools of the Rio Grande do Norte. It aims to analyze if the creation of this collegiate at Berilo Wanderley State School contributes to accomplish the participation of school segments, democratizing the decision-making in the interior of the institution. This research configures itself as a study of case with information collected together to the representatives of Board through of semi-structuralized interviews. Also they had been essential in the investigation , the informal talks and the registered direct comments in a field diary. For the data analysis we contemplate the following dimensions of the object: the institutionalization process of the Board at Berilo Wanderley State School; the insertion form of the representatives in the collegiate one; the participation of the members in the Board decisions ; the Board s role in the school management and the Board as democratization space. Based in the theoretical and empirical information that we made use, we look for to identify the limits and possibilities of the Board performance in a state public school. The research results indicate that the institutionalization of the Board of Director at the Berilo Wanderley State School presents limits to materialize an effective participation of school community in the essential decisions to the functioning of the school. Also it was possible to underline the fragility of an understanding on the part of school community, the potentialities that the Board in the process of democratization of the school has, translated in the discrepancy between the saying and making of the council members. It can be highlighted that the Board in the school only exists to correspond to a educational policy guideline, with a little significant role , without corresponding to the democratizing possibilities of the collegiate participation. In spite of all the evidenced debilities in the Board of Director experience of the Wanderley Berilo State School , it is worth clarifying that the actor participation, for more limited than either, it represents new something in the setting of the school. In this direction we detach the importance to invest in the improvement of the Board s role, because it can form itself in an educative space for the building of democratic practices in the scope of the school

This research work is focused to show the changes in educational administration from the agreements between the Mossoró / RN and the Ayrton Senna Institute IAS, for education provision. Nowadays, the partnership policy is a constitutive element of the reform of the Brazilian State, which dropped its action on social policies and to strengthen its regulatory role, encouraging private participation in planning, preparation and implementation of public policies, new printing setting the political-social. In this context, the 10 Note Management Programme, developed by the IAS, is part of the neoliberal logic of modernization of public school systems, focusing on results and developing strategies for control and regulation of schools work and its efficiency, effectiveness and greater productivity. The 10 Note focuses on two dimensions: the management of learning and teaching in networking, in a managerial perspective to overcome the culture of failure (expressed as age-grade, dropout and repetition rates in) and implantation of culture of success (as measured in the improvement of the indices). To understanding the process, we have delimited as the object of study, the process of implementing them mentioned program in the city, which its objective is to analyze implications for the school community from the perspective of democratic management, adopting the dimensions of autonomy and participation in institutional processes as a criterion of analysis. From a methodological point of view, the survey was conducted from a literature review and documentary about educational policy developed in the country since the 1990´s, seeking to understand, in a dialectical perspective, the political dimensions of teaching, training and performance of the subjects involved in the school work. Besides the empirical observation, it was also used semi-structured interviews with a methodological tool for gathering information and opinions about the partnership and the implementation of the 10 Note Management Program in the county. The interviewee participants were ex-former education managers, coordinators, school managers, secretaries and teachers. Regarding the dimensions inside the analysis (autonomy and participation), the research led to the conclusion: that GEED, under the guidance of IAS promoted regulation of school autonomy, set up the selection process for exercising the office of school administration and system awards to schools, pupils and teachers, subject to results, there is mismatch between the managerial logic and the democratic management principles, that the ideological discourse of modernization of municipal management coexists with traditional practices, centralizing patronage, which ignores the democratic participation in the school decisions processes, the goals of the partnership were partially achieved, since that the city has improved over the approval and dropouts, although the approval of the Education Municipal Plan of the rules institutional (administrative, financial and educational) and the creation of the Councils observed that the school community participation is still limited, not being characterized as a coordinated intervention, capable of promoting the transformation and improvement its quality in the county. In the same way, the orientation of networking is a limit to the autonomy of schools, given the external definition of goals and strategies to be adopted, along with pressure exerted through the accountability of each school community for their achievements

The object of analysis of this work is the implementation of the election of director in the State School August 11, situated in the city of Umarizal, State of Rio Grande do Norte, period 2005-2008. The understanding of the politics concerning the school democratization, triggered in Brazilian society in the 1990s, requires taking into consideration the changes occurring in recent decades in the national and international, which impressed significant changes in the role and functions of the state. The election of a director is part of the policy of administrative decentralization and educational reform that focuses on the democratization of the management of public education with the involvement of social actors in decisions within the educational institutions as a way to address the problems that hinder the actions management education, especially school management. To better understand this process of political democratization of school management developed our analysis seeking to answer the following questions: implementation of direct election for a director ensures democratic management in schools? What are the ramifications for the school, caused by direct election on the school autonomy and participation of the subjects in school processes? From these questions, we set as standard for analysis of democratic management in schools of two dimensions: participation and autonomy within the school. For this we take as a theoretical and methodological literature: Pateman (1992); Rousseau (2010); Bourdieu (2007), Castoriadis (1991); Macpherson (1978); Marx; Engels (2007), among others dealing with participation, autonomy, decision power and election of director, and guidelines dealing with the democratization of school management. As data collection procedure, we use the semi-structured interviews and analysis of meeting minutes of the School Council and the Minutes of the final results of elections, to understand the empirical aspects of the implementation of the election of a director. The survey results indicate some progress and setbacks regarding the participation of subjects from issues relating to the school's educational project. Also underline the political interference as a factor crystallizer the centralization of power in the figure of the director as well as the advancement of the spaces that nurture the mobilization of political debate on the democratization of management. About the extent of autonomy observed that social actors to relate predominantly to the power of decision and the involvement of subjects in the school's actions

The present research to explorer the configurations that come being given to the autonomy of the school, since the decade of 1990. We investigate the implementation of the principle of the autonomy in the public system of education of the State of Pernambuco and, specifically, in four school units and this schools its in the quarters of Stubborn Brasilia Teimosa and Casa Amarela, both located in Recife. We try to know if the implementation of the autonomy of the school is circumscribed in the process of productive reorganization, it was evidenced that the inclusion of this principle in the educational politics - in the scopes national and state - obeyed the dynamics of retraction that, in the neoliberal context, the performance of the State in relation to the public education and the school characterizes, with consequence impact in the investigated schools. From the empirical inquiry it was identified to the occurrence of a movement realized for the social actors of the schools research in direction to the construction of the pertaining to school autonomy; this movement presenting some limits and fragilities. It was evidenced despite this movement varied of intensity in the measure where the social actors of the schools had developed levels of dinamics processes (in greater or minor degree) related with the diverse expressions of democratic management that can occur into the school, such as: elaboration of the Politician-Pedagogical Project, institution and functioning of the Pertaining to school Advice, etc. The set of the carried through analyses made possible that it concluded that, in the context neoliberal and delimited to the investigated time and space, the implementation of the autonomy of the school comes if giving in way to a complex movement of construction

Este estudo abordará a construção da identidade de diretores de escola sob dois enfoques: à luz do discurso oficial, por meio do estudo de documentos e legislações que definem seu perfil, e por meio do discurso dos diretores, ao caracterizar sua atuação na prática cotidiana da escola. O pressuposto do estudo é o de que a identidade de diretores é o conjunto das representações colocadas em circulação tanto pelos discursos oficiais quanto pelos modos de ser e agir dos gestores de escola no exercício de suas funções. Um dos pontos de análise relaciona-se à contribuição da estrutura burocrática e centralizadora que permeia as instituições sociais no Brasil, na construção da identidade oficial estabelecida para os diretores de escola. A discussão da construção da identidade de diretores de escola tem importância na medida em que se insere nas expectativas sobre a atuação deles em diferentes momentos históricos.

The main objective of the article is to reflect on the imaginary that the teachers of two public schools have of their students and the school they work in and the ideal of an inclusive and democratic school. In this article, we reflect on the image that the teachers of two public schools in the city of Rio Claro, São Paulo State, Brazil, have of their students and their school as an institution. We use the studies of imaginary sociology as a theoretic reference base. Castoriadis (1986); Taylor (2006); Legros et al (2007) and Baczo (1984) are the referenced authors of this article.
